A
This
is
the
special
meeting
of
the
athens
city
planning
committee,
Commission,
January,
10th,
2007
and
2:30.
In
the
afternoon
2:35
we
have
a
quorum
mayor,
Abel
safety
service,
director
Haslett
me
pet
cone
and
I
would
like
to
have
anybody
who
was
planning
to
speak.
Please
stand,
and
do
you
affirm
that
he
will
tell
the
truth,
as
do
we
have
a
sheet
a
sign-up
sheet?
B
My
name
is
Lance
raft
University
of
States,
just
as
an
update
from
the
last
meeting.
I
want
to
just
saw
everybody's
inform
jokes.
Henderson
is
our
survey
company.
We
have
updated
the
things
that
were
talked
about
last
week.
A
lot
for
the
lines
are
cleaned
up
the
way
they're
supposed
to
be
the
sanitary
lift
station,
the
pump
house
and
the
water
line.
Easements
are
all
drawn
and
I
give
a
sample
to
Ray
and
the
mayor
earlier.
B
They
will
be
on
the
flat
previous
live
there,
just
noted
as
being
on
there
now
the
actual
legal
description,
everything
is
there:
Andy
stone
and
Glen
goons
of
the
city
inspectors
in
new
Altamont
Drive
and
the
emergency
access
easements
that
we've
talked
about
and
chief
Troxel
was
also
inspected.
The
emergency
access,
Fred,
Holmes
and
Pat
Lawson's
of
University
estates
met
with
the
fp8
Oh
EPA
last
week
on
the
open
issues
that
we
have
to
clarify
with
them.
B
So
we're
have
started
that
plan
without
the
mulcher
and
it's
in
full
gear,
as
long
as
the
weather
keeps
cold,
we're
in
good
shape
to
get
that
done.
Ray
and
I
have
talked
several
times
to
make
sure
that
we
had
everything
in
line
for
this
meeting.
The
amendment
plat
will
be
picked
up
by
tomorrow,
so
we'll
bring
that
back
in
to
assume
mayor
to
you
and
then
it's
signed
by
you
guys
and
Joanne,
and
then
we
have
to
take
it
to
recorder.
B
B
We
have
confidence
in
the
mayor
and
Ray
and
Steve
and
Nick
Carr
and
Andy
stone
and
the
rest
of
department
heads
that
are
involved
in
it
that
we
can
make
this
project
work
and
we
can
make
it
work
in
the
field
for
any
minor
adjustments
that
we
all
deem
necessary.
A
couple
comments
were
made
last
week.
I
think
we're
we're
very
good.
Ray
mentioned
that
the
preliminary
PUD
plan
serves
as
a
kind
of
a
road
map
to
facilitate
the
rest
of
the
development.
B
One
of
the
things
the
mayor
brought
up,
that
it
reassures
the
current
residents
and
future
residents
that
this
is
pretty
much
what
the
project
is
going
to
be
when
it's
built
out.
In
other
words,
somebody
can't
change
their
mind,
come
in
here
and
put
a
steel
plant
or
something
in
the
middle
of
this
without
changes
coming
back
before
the
board,
we
feel
comfortable
that
this
is
very
much
in
line
with
the
Athens,
Comprehensive,
Plan
and
overall
I.
B
D
B
B
C
B

C
A
B
D
A
C
E
E
There
was
a
series
of
correspondence
and
went
back
and
forth
between
I
believe
mr.
rep
and
myself
and
I
believe
I
copied
at
least
ray
on
it
to
where
I
had
calculated
the
application
fees
based
on
the
most
modified
ordinance,
which
says
per
dwelling
unit
in
a
PUD
and
per
lot
in
a
subdivision
like
the
single-family
part.
So
there
was
a
calculation
of
what
I
thought
the
total
fees
due
were
and
they
were
in
the
ballpark
of
about
23,000
dollars.
E
So
it's
$500
base
application
for
$30
a
unit
and
a
in
a
multi-unit
building
and
30
dollars
for
every
lot
in
the
subdivision.
So
I
calculated
out
the
entire
project
for
preliminary
application
came
to
about
$23,000
approximately
and
then
mr.
rep
contacted
me
yesterday,
and
he
had
some
question
about
how
the
calculation
was
done.
So
I
told
him
to
discuss
that
today,
at
this
meeting
or
with
the
mayor
and
the
Service
Safety
Director,
but
I
believe
that
I
had
appropriately
calculated
the
fees
and
that
they
were
agreed
to
in
the
past.
E
But
it
was
just
like
right
at
the
beginning.
Remember
he
used,
as
it
said
all
it
said,
was
$30
per
unit
and
then
what
was
the
unit
was
at
a
building
or
was
that
a
unit
he
had
150
units
in
a
high-rise
building
was
at
150
times
30
or
was
at
one
building
times
30,
so
I
did
it
per
unit.
You
know
multi-unit
building
and
per
lot
in,
like
the
r1
zone
or
the
area's
proposed
to
be
r1.
Also.
E
Are
several
other
sections
out
there
that
are
multifamily
or
condo
type
things
and
dispute
I
just
used
it
without
any
specific
information,
I've
looked
at
the
building?
Did
it
look
like
it
was
a
duplex
or
a
triplex?
So
if
the
building
looked
like
a
duplex,
it
was
30
times
2.
If
it
looked
like
a
triplex
was
30
times
3.
E
C
And
that's
not
totally
uncommon
on
a
preliminary
exactly
cuz
a
lot
of
times,
you
haven't
gotten
final
design
and
everything
on
something
and
that's
why
there's
the
Nelsons
half
the
fee
of
Columbia
and
a
half
the
fee
at
final
and
that's
been
really
based
upon.
What's
going
to
get
built,
it's
the
concept
that
the
preliminary
that
we
are
and
that's
what
you
intend
to
build.
But
what's
your
current
client,
it.
D
E
E
A
C
C
Well,
I
just
wanted
to
kind
of
an
update,
because
I
knew
you
had
gone
to
the
shade
tree
Commission
that
I
didn't
know,
there's
further
meetings
with
them.
I
met
with
the
disabilities
Commission
yet
or,
if
that's
being
scheduled,
just
kind
of
a
nut
rough
and
or
did
you
want
us
to
also
look
at
it
just
from
an
overall
what
questions
with
like
Planning
Commission
members
have
about
it
because
I
know
as
I
recall
from
it.
C
Tell
me
if
it's
changed
or
not.
These
are
all
four
units
within
a
building
all
on
the
same
floor
single
story.
All
entry
to
four
different
garages
is
in
this
in
in
essence,
one
it's
at
one
paved
driveway,
that's
eighty
feet
wide
and
I.
Don't
know
if
that's
going
to
require
us
on
variance
cuz
I,
think
the
subdivision
code
says
20
feet
for
driveway
as
well
and
I
didn't
know
for
thinnest
rate
shade
tree
Commission.
They
were
maybe
recommend
a
did.
E
C
B
B
C
E
D
C
Right
right,
I've
got
my
files
downstairs,
I
mean
it's
just
tried
to
try
to
get
some
idea
in
the
Commission's
mind
where
we
are
today
and
where
we
want
to
be
over.
The
next
say:
I,
don't
know
30
days
or
whatever,
because
we
would
like
to
have
input
from
both
the
disabilities
Commission
and
a
shade
tree
Commission,
and
that
particular
one
and
just
go
through
the
request
for
final,
because
we.
B
B
C
Can
be
turned
into
Steve,
but
their
primary
concern
is
looking
at
okay.
If
someone
becomes
disabled
or
is
all
ready
to
say,
woman
wants
to
purchase
one
of
these,
is
it
one
they
can
live
in
or
are
there
impediments
to
their
being
able
to
live
there
and,
of
course,
I?
Think
as
I
recall
from
other
discussions,
your
market
is
to
older
people,
which
many
of
those
have
me.
B
C
B
E
The
PUD
regulations
have
a
set
of
things
that
have
to
be
submitted
for
preliminary
approval
and
then
a
set
of
things
that
had
a
minimum
have
to
be
submitted
for
final
approval.
Those
are
just
the
minimum
standards.
It
also
could
include.
It
says
things
like
engineering
feasibility
studies,
which
we
just
happen
to
be
talking
about
one
right:
there,
storm
water,
detention,
stormwater
control.
That
would
be
an
example
of
an
engineering
feasibility
study
that
the
Commission
might
want
to
see.
In
addition,
there
are
reviews
required
by
the
shade
tree
Commission
and
the
disabilities
Commission.
E
C
E
So
I
I
think
a
more
efficient
way.
Maybe
to
do
would
be
either
to
get
ahold
of
Debbie
Walker
the
clerk,
counselor
or
Debbie
Phillips
who's.
The
council
liaison
I
guess
just
as
Paul
while
councilman,
while
is
the
liaison
from
the
Environmental
Committee
to
the
and
shade
tree
Commission
I,
think
miss
Phillips.
