A
A
Let's
see
since
we
have
a
quarter
status
of
three
and
we're
waiting
for
a
fourth,
but
we
will
actually
wait.
I
need
to
have
anybody.
There's
plans
to
speak
today
to
stand
and
be
sworn
in.
Do
you
swear
affirm
to
tell
truth?
Okay,
thank
you.
Okay.
We
have
two
cases
to
get
today:
Oh
9,
o--,
9,
o--,
9,
10,
cody,
rentals,
49,
Stuart
Street
is
Oh
909.
This
is
a
title.
41
site
plan
review.
We
have
in
our
mix.
We
have
been
giving
a
site
map
showing
49.
B
Discuss
the
site
for
the
project,
specifically
before
we
begin
it
is
this
one.
This
project
is
located
on
Stewart
Street,
which
is
an
r3
multi-unit
residential
zone
on
the
Near
Eastside
Mill
Street
area
of
Athens.
The
project
includes
two
four
bedroom
units
and
then
a
third
floor
which
will
have
one
three
bedroom
units
for
a
total
of
11
beds.
The
site
is
located
in
our
floodplain
and
it
is
in
compliance
with
athens
city
title
25
for
flood
damage
prevention.
B
It
is
an
existing
property
that
mr.
Cody
will
be
building
on
and
he
provided
to
myself
and
John
passkey
significant
and
acceptable
documentation
of
the
appraised
value
of
the
property.
To
show
that
the
project
that
he
is
doing
does
not
trigger
the
substantial
improvements
requirements
of
Athens
city
code,
meaning
he
is
not
doing
the
project
greater
than
50
percent
of
the
current.
The
existing
building
value,
John
and
I
do
have
that
on
file
adequate
for
our
needs,
so
this
project
does
not
need
to
be
elevated
above
the
base.
Flood
elevation
for
that
area.
Okay,.
C
B
The
project
has
been
reviewed
by
the
Athens
City,
shade
tree
Commission
on
September
10th
and
was
approved
based
upon
the
drawings
that
were
provided,
and
these
are
the
same
drawings
that
the
three
of
you
have
today,
okay
and
then
on
that
staff
memo.
There
are
additional
comments,
including
comments
from
our
code
director,
our
fire
chief,
our
police
chief
and
our
public
works
director.
So
would
you
like
us
to
go
through
those
comments?
I.
A
D
E
49
getting
back
to
the
property
where
it
says:
18,
that's
your
safe
now
and
you
can
make
the
change
for
that
goes
because
there's
plenty
of
room
you
can
see
alright
for
the
20
and
that
didn't
it
is
20
all
the
way
across
that
the
drawing
is
to
scale
and
is
accurate,
and
it's
like
a
labeling,
that's
wrong.
That's.
D
D
D
I
see
that's
right,
Andy
and
I
discussed
that
on
Friday.
This
is
one
on
Union
off
of
stay,
I
mean
I'm,
sorry
off
the
Stuart
Stuart
that
the
driveway
shouldn't
be
wider
than
the
actual
access
aisle
into
the
parking
lot.
Otherwise,
I'm
like
pulling
his
side
of
a
car
I
think
that's
just
kind
of
drawn
too
wide
and
they
can
be
narrowed
down
as
well.
It's
a
maximum
of
12
foot,
which
is
what
our
city
code
is
anyways
on
max
ever
driveway
accesses
for
this
type
of
use.
Okay,.
D
Up
around
49
I
have
spoke
to
mr.
Cody
this
morning,
and
I
did
some
further
investigation
and
he
will
be
required
to
put
separation
between
the
second
floor
and
the
third
floor.
But
under
the
building
code
of
existing
structures,
he
will
not
have
to
be
required
to
separate
between
the
existing
first
and
second
floors,
but
he
will
have
to
between
the
second
and
third.
D
Cherry
Gaul
called
me
just
before:
I
came
here
and
so
she's
got
everything
growing
up
upon
approval
of
through
Planning
Commission
she'll
get
it
recorded
for
one
spot
to
the
other
project,
256
to
be
deeded
to
this
one,
so
the
accommodate
for
the
eleven
parking
spaces
he
has
12
on
the
other
site
and
again
will
he
need
eleven
people
or
have
eleven
people
there.
So
one
spot
can
be
dated
to
this
one.
D
D
C
G
Particular
property
didn't
have
a
sidewalk
in
front
of
it,
okay,
before
part
of
the
requirement
or
part
of
what
they
had
to
do
when
they
do.
The
improvements
on
the
building
was
take
out
of
sycamore
tree
in
the
beginning.
I
believe
we're
going
to
talk
about
the
shade
tree
commissioned
part
of
the
Newbery.
My
my
career
with
the
shading
Commission
has
plant
the
new
trees,
putting
a
sidewalk
in
the
location
where
the
sycamore
used
to
be
in
front
of
the
facility
and
mr.
Cadiz
indicated
he's
gonna.
G
There
is
a
utility
pole
that
constricts
the
corner
and
if
you're
looking
at
the
plants
right
now
existing
PT,
it
says,
or
is
this
yeah?
They
say
the
existing
power
pool,
and
you
know
the
plants
did
not
show
how
we're
gonna
accommodate
that
pole
or
how
we're
gonna
accommodate
getting
a
sidewalk
around
that
pole.
I
did
contact
a
EP
and
they
said
that
yeah.
Certainly
we
could
compel
we
could.
G
We
could
ask
them
to
move
the
pole
and
then
bear
the
expense
whether
or
not
we
bear
the
expense
or
mr.
Cody
bears
dispense
based
on
our
requirements
with
his
immaterial
to
aep,
but
they
said
yeah
we
could
move
it,
but
that
would
be
pretty
pretty
significant.
A
significant
cost
and
option.
As
we've
looked
at
this
to
meet,
88
guidelines
would
be
to
adjust.
The
sidewalk
goes
around
the
utility
pole
and
so
long
as
we
get
38
inches.
G
G
The
constriction
four
feet
is
the
minimum
for
a
DA
for
the
sidewalk
with,
and
then
you
go
down
to
38
inches
setting
constriction.
That's
allowed
a
couple
of
the
other
comments
they
already
dressed
with
the
alkyl
driveway
kite
and
that
had
to
do
the
parking
space
as
well.
That's
just
based
on
a
residential
use.
You
know
our
typical
area,
subdivision
regulations,
say:
twenty
ten,
twenty
thirty
for
residential
business
industrial
standard,
curb
cuts.
G
That's
subdivision
regulations,
though,
in
this
case
on
twelve
one
12-foot
drop
like
that,
is
appropriate,
and
he
can
you
can
narrow
this
curve
to
make
that
fit.
Mister
pretty
indicated
he's
gonna.
Do
that
I
did
say
provided
curb
detail,
that's
simply
because
there
was
no
curvy
tail
sure
on
the
plan.
There
is
an
existing
curb
there.
G
The
herbs
that
there
is
appropriate
so
long
as
it
matches
what
is
there
and
then
I
said,
provide
construction
aside,
your
sidewalk
construction
detail,
which
was
not
shown
on
the
plans
it
just
so
we
know
what
the
sidewalk
is.
Gonna
be
I
said
five
four
foot
wide
for
it,
just
they
classy
okay
and
that's
giving
give
it
to
you
or
window.
That's
what
I
asked
more
based
on
the
review
of
the
plans.
Mr.
G
E
G
The
other
comments
on
our
from
our
standpoint
is
the
stormwater
drainage.
The
the
plants
that
we
receive
didn't
indicate
any
any
drainage
plan
I
said,
provide
a
drainage
plan
just
how
are
you're
gonna
drain.
The
water
I
subsequently
went
out
in
the
rain
after
we
did
our
review
and
looked
at
it.
It's
really
not
a
drainage
issue
as
it
stands.
G
Right
now,
he's
not
really
changing
the
footprint
of
what
is
there,
so
they
have
a
requirement
for
him
to
upgrade
that
the
water
meter
hit
shown
on
the
plans
currently,
as
shown
in
the
middle
of
the
sidewalk.
Mr.
Cody
indicated
that,
based
on
his
contractors,
discussions
with
Nick
Joseph
that
will
put
the
walk
the
new
water
here
pin
in
and
we
will
put
it
behind
the
sidewalk
when
we
put
it
in
the
it's
just
that
again
we're
doing
the
plans,
the
proposed
location
of
water.
G
G
Lastly,
the
sanitary
sewer,
the
lateral
that's
existing
there
now
is
four
inches
high,
don't
believe
it's
an
appropriate
lateral
size,
4,
4,
8
and
11.
This
works
heavy
11
for
an
11
bedroom
apartment
complex,
you
know,
I,
believe
a
six-inch
lateral
is
the
most
appropriate
size
unless
someone
can
provide
any
calculations,
otherwise
that
saya
4
inches
suitable.
Mr.
A
Okay,
a
couple
questions,
one
that
you
said
you
went
out
there
during
rainstorm
I've,
seen
title
forty
ones
that
actually
have
schematics
of
where
the
lines
are
where
the
water
lines
are.
Where
the
sewer
lines
are
your
utilities
there's
not
really
much
on
this
map
about
that.
So
I
assume
when
you're
going
into
a
let's
say
for
sanitary
and
particulate
that
you're
going
into
six-inch.
What
does
anybody
know?
E
G
Won't
do
that
tab
I
mean
that's
part
of
you
know
for
a
new
build.
Mr.
Cody
would
pay
his
tab
fees
and
then,
within
six
weeks
we
could
schedule
that
we
would
do
the
tap.
On
the
other
hand,
typically,
we
do
the
tap
and
ask
folks
to
come
to
us
that
way.
We
can
tell
them
where
the
grade
is
and
stuff
out
to
them,
and
then
they
just
tie
it
in
on
there
as
opposed
to
trying
to
adjust
the
grade.
G
Sometimes,
if
a
builder
builds
first,
if
they
come
in
too
low
or
too
high,
you
know
the
city
going
to
them
sometimes
is
challenging.
So
we
try
to
go
first,
but
you
know
once
people
better
tapis.
We
try
to
work
out,
as
with
the
contractor,
as
close
as
possible
to
to
meet
at
this
point
itself
is
on
mr.
duties
and
intent
is
to
build
as
quickly
as
possible,
so
we'll
try
to
calm
any
to
schedule
as
best
we
can.
G
A
G
There
is
a
storm
catch
basin
that
that's
not
shown
on
these
plans
and
that's
at
the
southeast
corner
correction
southwest
corner
of
the
property
on
sort
Street.
So
there
is
also
a
catch
basin
at
the
yeah
there's
catch
basin
over
on
the
Union
Street
side
at
the
north
east
corner
of
Union
and
Stewart,
and
there's
a
catch
basin
at
the
southwest
corner
of
Union
and
Stewart.
There
is
not
any
type
of
storm
facility,
his
property
on
the
side
of
that
there
is
no
storm
on
East
Union,
beyond
sort
Street.
Okay,.
E
E
E
B
C
D
B
D
A
A
G
A
F
G
I
D
G
Another
one
that
we're
looking
at
here
recently
for
a
tap
was
the
single-family
that
would
come
for
this
body
on
Hocking
Street.
That's,
it
goes
back
quite
a
quite
a
greater
distance
off
of
the
right
of
way
to
the
to
the
new
facility,
and
the
line
is
gonna
have
to
be
increased
in
size
in
order
to
provide
the
flow
that
they'll
need
volume,
wise,
yeah,
innocence.
Mr.
correction,
sir,.
A
A
F
C
A
E
B
Very
similar
projects
same
zoning
same
area
of
town.
This
project-
it
is
a
new
construction
and
Cody's
project-
will
be
compliant
with
at
the
city.
Flood
damage
prevention,
eleventh
floor
will
be
elevated,
one
foot
above
the
base,
flood
elevation
foundation,
etc.
Long
meet
you
compliant
with
what
then
prevention
as
well.
Mr.
Cody
has
been
issued
a
base
flood
elevation
by
us
and
is
well
aware
that
the
elevation
certificate,
that
is
a
FEMA
document,
must
be
provided
upon.
B
B
We've
got
similar
comments
relating
to
parking
parking.
The
drive
line
by
18,
as
shown
in
John,
needs
a
9.
By
20.
There
is
documentation
of
fire
suppression,
the
fire
rated
wall.
Fires
were
a
fire
separation.
Excuse
me,
which
was
included
on
there
to
show
that
the
meet
fire
fire
code
she
talked
about
with
on
that
switch
our
standard
relating
to
the
location
of
lockboxes,
ingress,
egress,
etc.
B
D
That
would
be
something
that
will
require
before
any
other
permits
are
issued,
and
then
the
parking
doesn't
need
to
be
changed.
I
do
have
a
concern
on
this
one.
Again
it
is
scaled
properly
dimension,
so
the
coding
Mike
get
with
them.
I,
don't
know
exactly
how
you're
gonna
get
it
the
fit.
They
could
be
could
be
a
situation
there,
but
I
think
you
got
room
to
play
with
it
to
make
it
work,
but
and
then
you
are
confirming
that
it
is
of
a
weapon
bed
for
four
three.
E
G
Works
on
my
comments
at
the
time
we
were
viewing
these
these
plans.
We
were
still
tracking
the
twelve,
the
twelve
bedrooms,
so
that
was
what
we
were.
Basing
all
of
our
comments
on
the
the
curb
cut
detail
and
the
curb
detail,
rather,
as
well
as
the
sidewalk
construction
detail,
when
we
were
looking
at
the
plans,
we
had
gone
down
and
looked
at
the
property
itself.
Yet
there
was
no
detail
for
for
curb
or
sidewalk.
There
exists
a
sidewalk
there
at
the
time.
Mr.
G
G
So
those
two
comments
can
be
struck
from
the
from
the
our
comments
with
regards
to
the
easement
John
already
mentioned
it
on
the
storm
drainage,
the
plans
that
we
had
didn't
show
any
storm
system,
and,
given
that
the
the
increase
of
the
in
this
particular
case,
the
the
footprint
of
that
parcel
was
going
to
go
from
just
a
building
to
building
in
a
paved
parking
lot.
There
really
needed
to
have
a
storm
system.
Mr.
cody
indicated
there
is
a
storm
system
there
that
that
he
put
in
or
will
put
in
it
it's
in.
G
It's
in
that's
part
of
this
project
wasn't
shown
on
plan,
so
we
didn't.
We
didn't
know,
he's
gonna
share
that
information
with
us
as
to
where
that
plan
is
apparently
it
drains
the
parking
lot,
as
well
as
the
roof,
the
roof
of
the
existing
structure
and
they're
gonna
plumb.
The
new
building
into
that
we
did
have
any
comments
on
the
water,
the
sanitary
lateral.
Again,
we
said
six
inches
as
opposed
to
four,
and
we
will
indeed
do
a
six-inch
tab
form
in
the
street
of
note.
G
The
number
of
rooms
that
are
number
of
bedrooms
is
gonna
change
significantly,
and
this
versus
the
existing
single-family
home.
That
was
there
when
I
did
the
Kathy
calculations
on
this
I
created
a
document
that
came
back
with
our
plans,
but
mr.
Cody
just
got
it
today,
so
he
hasn't
had
a
chance
to
review
it.
I
paid
and
I
based
it
on
on
the
2007
organs.
They
you
know,
sets
the
tab
fees
based
on
for
the
residential
units.
G
It
was
based
on
twelve
rooms
instead
of
eleven,
so
there's
there
there
will
be
a
little
bit
of
a
different
decrease,
but
I
know
that
mr.
Cody
has
that
has
an
issue
with
the
dollar
amount,
because
it
is
quite
a
bit
higher
than
the
49th
Street.
Simply
because
Floyd
I
know,
sir.
She
had
eight
bedrooms
and
now
was
just
going
to,
whereas
this
one
had
was
a
single-family
home
and
it's
gonna
go
to
a
triplex,
so
I
don't
know
he
hasn't
had
a
chance
to
really
review
it
and
look
at
it
in
detail.
G
A
G
G
When
somebody
build
something,
they
have
a
surveyor,
go
out
and
shoot
in
the
existing
lines.
They
call
the
news
and
they
say
they
say:
ok,
there's
a
sewer
lines
here.
The
water
line
is
here,
I'm
saying
the
main,
and
that
was
the
main
Zagat
show
on
the
the
laterals.
Our
show
they
go
to
your
house,
I
mean.
A
Reason
why
I
passed
except
I
think
in
the
past
there's
actually
an
occasion
where
somebody's
saying
this
is
where
we're
going
to
put
the
de
laterals
I.
Think
is
the
term
cog
what
goes
from
the
personal
property
to
where
the
city's
infrastructure
is
only
to
find
out
the
infrastructure
somewhere
else.
The
lines
they
have
drawn
are
going
someplace
nowhere,
but.
A
Was
and
the
kind
of
question
I
would
have,
of
course,
are
they
function
for
the
capacity
that's
being
generated?
I,
don't
know,
that's
why
I
look
at
this
and
maybe
I'm
being
too
technical
to
look
at
something
like
this
and
say:
okay,
you
know:
does
this
mean
next
week
we're
after
we
approve
this?
We
have
to
go
tariffs
to
streets
to
a
wide
the
lines,
because
we've
added
let
the
more
beds
to
the
place.
I
see
well,
22.
E
E
A
I
Sorry,
like
everything
you
see
so.

Plane,
no
I
did
that
I
guess
you're
right,
I
wrote
it
down.
I
thought
I
said
it
at
the
same
time.
So
that's
what
I
put
forward
any
more
discussion
on
this
okay,
so
you'll
have
lots
of
work
to
do.
It
sounds
like
and
you'll
be
working,
I
guess
with
us
to
make
sure
it
goes
from
correctly.
I
have
a
vote
so
you've
got
it.
Thank
you.

Density
increasing
down
in
that
area,
you
know,
would
it
possibly
make
sense
to
review
that
and
maybe
think
of
it
as
as
a
possible
two-way
street,
you
know
connecting
from
the
downtown
area
and
being
able
to
shoot
into
basically
the
the
expand
density
of
Stuart,
as
opposed
to
going
around
making
out.
Basically,
this
big
roundabout
there
off
of
Mill
Street
great.
A
I
I
F
I
A
They
used
to
be
meters
down
there,
which
was
quite
a
chore
for
the
parking
enforcement
were
wanted
down,
good
exercise
and
I.
Don't
I,
don't
know
what
it
would
take
to
do
that
hi
I
looked
at
try
and
make
a
two
way
of
that
being
problematic
on
the
top
end,
mostly
because
I
don't
see
a
lot
of
wits
there
to
make
a
turn
and
leave
a
lot
of
room
for
somebody
coming
in
at
the
same
times.
In
other
words,
going
up
the
hill
and
they
have.
A
I
H

I
A
B
Keep
it
real
short
today.
Ok,
we
have
next
Thursday
November
12th,
a
follow-up
meeting
for
the
bicycle
pedestrian
master
plan,
12
next
Thursday,
the
12th
at
7
p.m.
at
the
community
center.
At
that
meeting,
we
should
be
discussing
the
preliminary
plan
that
have
been
completed
through
the
public
meeting
that
was
held
back
in
September
as
well
as
a
survey
and
some
outreach
stuff
was
done
so
that'll
be
coming
at
the
last
Planning
Commission
meeting.
It
was
asked
that
I
provide
to
the
planning
commissioners
more
detail
about
the
historic
preservation
ordinance
that
I
discussed.
B
I
have
not
had
a
chance
to
get
that
to
you
yet
I
expect
to
have
that
for
the
next
Planning
Commission
meeting
councilmember
Jim
sands,
provided
me
with
some
additional
information
yesterday
or
two
days
ago,
all
relating
to
this
back
from
a
task
force
that
convened
back
in
1992
for
the
city
of
Athens,
and
so
there
was
some
useful
notes
and
information
in
there
for
me.
So
we
don't
do
that
two
weeks
and
that's
all
I
have
and.
D
Director
cordially
only
have
two
items:
real,
quick
annex,
Planning
Commission
meeting.
We
will
have
another
title:
41
for
551
East
State
from
panic,
Sunol
for
5,200
square
foot,
building
between
CVS
Pharmacy
and
Applebee's,
containing
Verizon
Wireless
and
Dunkin
Donuts
in
the
same
building
and
I
have
the
drawings
here
and
I'll
get
them
out
to
you
when
we're
done
here
and
then
in
a
couple
of
weeks.
I,
as
we
saw
today,
will
maybe
make
a
proposal
and
hope
to
have
a
revision
to
the
title.
D
41
section,
40,
1.09,
site
plan
content,
outlining
requirements
needed
for
submission,
specifically
the
site
plan
floor
plans
of
building
elevations.
Currently
the
site
plan
is
defined,
but
could
use
some
improvement
to
meet
the
request
of
our
various
departments,
but
nothing
is
required
other
than
a
sketch
of
the
floor.
Plans
of
building
elevations
I
think
we
need
to
clean
this
up
a
little
bit
and
then
hopefully,
I
can
get
with
all
the
departments
following
the
next
couple
weeks.
If
not,
you
know
the
meeting
after
that.
Try
to
clean
this
up
a
little
bit
when.
A
D
Would
just
be
40
109
right
now
site,
plan
content
and
has
specifics
that
are
required
to
be
on
the
site
plan,
but
there
are
items
that
we're
finding
out
that
the
departments
are
asking
for.
They
are
not
listed
on
here:
okay
and
the
site
point
or
the
floor
plan
stuff
laid
out
in
the
building
elevations,
maybe
of
the
materials,
the
height.
Those
are
all
issues
that
I
think
that
would
be
looked
at
as
well.
So
we
can
just
say
this
is
required
and
we've
got
a
title.
D
D
You
know,
for
example,
the
the
lines
in
the
road
like
you're
talking
about.
We
can
clarify
that
that
has
to
be
on
the
road
versus
just
the
laterals
that
were
sewn
on
these
glancin,
so
try
to
because
technically
what
were?
There
was
a
few
I
don'ts,
but
technically
what
was
submitted
today
was
acceptable
and
I
I
think
it
needs.
We
need
a
little
bit
more
detail
than
what
was
provided
to
us.
That's.
A
D
A
Okay,
so
we
may
want
to
ask
for
okay
so
to
get
us
to
us
if
it's
anything,
that's
actually
reflected
in
code.
Let's
go
to
council
get
code
change.
If
it's
your
table
talking
about
just
the
checklist,
it's
not
a
problem!
Why
not?
Sorry?
Okay,
anything
else!
Nope!
Okay,
look
back
to
the
agenda
here;
opportunity
for
citizens
to
speak
on
items
not
covered
in
agenda;
okay,
announcements
out
of
the
biz
of
business
and
the
announcements
in
being.
