A
A
We,
if
there's
anyone
that
is
going
to
speak
today
for
the
cases
or
communications.
If
you
would
stand
now,
a
second
administer
an
oath.
You
swear
affirm
to
tell
the
truth
to
this
commission
all
right.
Thank
you,
I
Mike,
you
may,
if
others
come
to
the
table
or
podium,
whichever
you
prefer
and
Paul
did
you
want
to
lead
through
the
review?
The
comments
from
the
different
department
sure.
B
E
B
C
B
I
can
give
you
a
brief
update,
that's
included
on
the
staff
memo
from
the
administrative
reviews.
They
were
done
based
upon
the
new,
the
set
of
site
plans
that
you
have
there.
There
were
no
issues
in
relation
to
the
site
plan,
as
provided
through
the
code,
Department
zoning
parking
building
requirements,
etc.
All
are
good
there.
Mr.
passkey
stated
that
any
issues
and
anything
relating
to
signage
will
be
reviewed
at
the
time
that
signage,
that
they're,
looking
to
install
or
put
signage
up
chief
Troxel
for
the
fire
department
had
very
little
issue
with
it.
B
I
just
want
to
make
sure
that
the
lock
boxes
are
located,
as
required
by
the
AFD,
which
is
never
a
problem.
Police
chief
mayor
did
not
have
any
issues
with
the
site
plan.
The
shade
tree
Commission
stated
that
the
project
does
conform
with
title
37
in
regards
to
placing
19
large,
shade
trees
or
their
equivalent
for
the
site.
I
believe
some
of
those
shade
trees
will
be
placed
on
an
adjacent
parcel
or
parcels
at
where
the
wedding
site
is
is.
B
The
shade
tree
Commission
was
okay
with
that,
as
long
as
what
they
did
request
is
that
we
make
sure
that
we
put
in
the
file
for
the
shade
tree
Commission
all
of
the
information
relating
to
that
site
plan
which
states
where
those
trees
are
so
that
they
can,
which
is
already
on
this
site
plan.
Here,
l
101
I
think
that's
page
three
of
what
you've
got.
D
Well,
the
only
issue
I
have
there
is
they're
located
under
power
lines
where
the
pear
trees
are,
and
that's
those
basically
those
five
trees
right
or
wrong
right
along
East,
8th
Street.
You
know
I
I
suggested.
Maybe
they
rethink
that
because
of
the
issue
of
the
power
lines,
because
don't
be
just
trimmed
back
and
they
look
like
crap.
If
you
remember
back
10
years
ago,
there
was
the
so-called
issue
of
going
through
and
taking
the
trees
out
along
the
State
Street
that
was
flowering
in
the
spring,
and
everyone
is
all
of
them
excited
about
that.
D
So
it's
a
city
did
all
the
landscaping
along
the
State
Street,
and
we
were
trying
to
continue
that
scheme
in
our
landscaping
to
provide
that
spring
flowering
appearance
so
long
there
attended.
So
that
would
be.
My
only
concern
is
that
I
have
two
mature
tree.
It's
just
gonna
be
trimmed
back
and
it's
gonna
work
on
crap
I.
C
B
B
B
Right
this
was
know
initially
when
we
reviewed
it
with
Mike.
What
we
recommended
was
that
this
beat
have
raised
curtain.
That
beats
just
just
in
order
to
make
sure
that
you
don't
have
cars
driving
they
are
about.
What
Mike
put
on
here
would
just
be
for
painted
lines.
I
did
have
chief
trucks
will
double-check
this
morning
and
to
get
his
thoughts
on
it.
He.
F
F
B
B
I
I
C
B
D
E
E
E
D
E
D
And
then
there's
a
road
here,
so
it's
got
a
double
grove
here
there
is
enriched
idli.
This
road
was
in
was
for
rear
entry
for
a
bank
that
was
original
with
the
no
need
of
that
there.
We
kept
this
roadway
here
in
basically
our
building
the
building
of
sidewalk
over
to
about
halfway
on
that
second
road
drive
there
so
basically
took
a
piece
out
here
and
a
piece
out
here
of
the
Iowa
point
into
it.
So.
E
D
E
D
Only
seventeen
percent
of
the
cars
now
coming
in
this
entrance
to
enter
into
the
site,
which
I
was
surprised.
We
did
a
survey
but
to
call
Black
Friday
the
day
after
Thanksgiving,
which
would
be
the
busiest
day
this
site
would
ever
see
in
a
year.
We
just
got
lucky
of
it
at
that
time
of
the
year
and
450
colours
coming
into
the
site,
and
only
50
of
coming
in
I.
D
D
D
F
D
Biggest
concern
about
a
speed
bump
here
is
that
you
know
some
elderly
people
driving
if
they're
here,
even
though
the
pattern
showing
that
many
cars
crossing
it
but
their
speed
bump
here
and
someone's
coming
this
way,
they
get
that
to
be
them.
They're,
gonna,
stop
and
you've
got
a
car
coming
in
here
and
I
prefer
to
keep
this
as
open
as
possible.
That's
why
I'm
recommending
with
with
a
sign
here
so
they're
coming
in
here
they
slow
down
before
they
enter
into
this
light
here
or
take
a
left-hand
turn
so.
C
D
To
Applebee's
or
CVS,
you
must
predict
your
taste.
We
take
12
to
1,
which
is
lunch
hour,
Applebee's,
that's
what
your
look
at
the
traffic
manager
coming
in.
He
was
coming
in
this
way
crossing
over
going
out.
That
way,
a
very
few
there
were
some
people
coming
across
this
way
and
that's
what
I'm
thinking
that
you
know
nice,
Park,
Drive,
yeah,
there's
a
need
for
a
stop.
F
D
D
Because
I've
got
a
stacking,
laid
I've
got
room
for
ten
cars
to
come
here
and
when
you
look
at
the
number
of
cars
coming
in
even
at
peak
period
in
a
one
hour,
is
only
four
cars
coming
down
to
this
location
and
again
we
look
at
the
highest
level
was
maybe
three
to
four
there,
that
time
period
with
it
and
so
as
compared
to
what's
going
on
so
you're
not
going
to
have
that
many
cars
hanging
out
here.
It's
interesting.
C
D
D
No
bling
yeah
we're
earnings
we're
in
the
process
next
spring.
When
we
do
this
construction,
we
wind
up
going
into
our
portions
of
the
sanctum
holiday
and
this
portion
and
will
be
resealing
as
well
as
a
driveway
hated
lights
on
then,
because
the
way
the
least
agreement
is
football
for
these
properties.
This
graduate
here
is
commonly
maintained
by
everyone.
So
as
we
go
and
as
sealant.
G
D
H
F
D
D
G
D
Most
is
depending
on
the
pine
tree,
is
still
like
the
four
to
five
and
so
a
large
which
would
mean
dinner
traffic
travel
fees.
You
see
the
traffic
pattern
here
is
people
who
are
coming
East
they're,
turning
into
light
and
they're
coming
across
CVS
at
this
location.
Okay-
and
that's
our
second
highest
crack
compact
during
today,
which
fell
but
lunch
about
dinnertime,
Dunkin
Donuts
they'll
have
some
people
using
their
drive,
but
they're
they're,
big
traffic
areas.
Your
six.
B
D
D
C
D
In
here
and
that's
why
we
did
this
drop-off
Lane
and
that's
what
we're
recommending
it's
not
a
hard
surface
because
did
someone
slow,
you
know
to
put
a
barrier
there?
They're
gonna
get
confused
and
they
give
it,
but
the
strike
lines
are
telling
people
you
turn
here.
This
direction,
Danny
one-third
he
did.
He
did
fire
chief
does
recommend.
We
don't
put
it
in.
C
I
got
again
when
I
think
we
were
all
one
of
our
cyber
surpass
meeting
was
to
go
out
there
and
check
it
out.
I
did
at
times
do
I
tell
you
if
I
do
not
go
into
this
area
much
at
all,
just
across
the
congestion
in
general,
and
that's
one
of
my
concerns
right
off
the
top.
Just
that
looking
saying
where
we've
got
a
problem
there
already
and
I
know
this
was
put
together
and
realized
as
a
where
there's
a
PD
or
title
for
you
wanted
seats.
C
C
I
did
go
through
I
checked
it
out
a
couple
times
during
their
week
past
couple
weeks:
I
don't
know
if
it's
a
good,
you
know
again
it's
school's
out,
but
I
think
I
saw
a
memo
from
Andy
saying
the
traffic
total
traffic
does
not
shift
that
much
between
school
tons
of
that
school
gym.
There's
only
like.
C
B
I
Well,
one
of
the
things
I
might
go
there
fairly
regularly.
The
spot
that
I
find
really
troublesome
is
back
in
here
on
on
your
peak
time,
because
you've
got
traffic
coming
from
out
of
here.
You've
got
parking,
that's
in
here
and
if
I'm
trying
to
navigate
through
here,
I'm
doing
a
lot
of
looking
in
here
and
definitely
you're
gonna
put
a
stop
sign
on
that,
because
Mia,
that's
that
I've
seen
a
lot
of
traffic
come
in
actually
coming
coming
down
more
from
this
direction,
and
then
you
try
to
make
a
turn
onto
there.
B
B
C
Of
the
complaints
is
the
timing.
It's
very
short
I
have
to
make
people
to
get
across
in
five
minutes
quickly.
That's
why
the
issues
I
know
that's
been
discussed.
It
was
that
the
last
fighting
all
the
way
down
actually
further
on
the
other
side,
33
is
brought
to
you
notice.
You
know
three
lane
soon,
and
this
is
the
HEC
to
the
wall.
Upper
Bann
we've
made
quite
a
quite
a
bit
of
travel.
There
forget
what
Andy's
number
was
like
27,000
Taurus.
C
D
C
C
B
Most
of
the
issues
with
the
Public
Works
Department
I,
think
are
easy
from
for
Mike.
To
take
care
of
there
is.
There
was
a
question
that
still
came
up
about
the
easements,
the
utility
easements,
that
the
city
needs
to
access
mm-hmm
our
infrastructure
underneath
the
site
communicated
that
with
mr.
Knoll.
He
did
provide
to
me
this
morning,
a
draft
site
utility
plan,
as
well
as
a
draft
for
the
utility
easement.
Those
are
the
last
two
pages
on
your
packet.
There
I
ported
it
down
to
public
works
this
morning.
B
I
did
get
word
back
from
Scott
Lambert.
He
thought
there
is
still
some
things
that
needed
to
be
addressed
with
this
and
so
I
think
it's
best
that
we
do
treat
this
as
a
draft.
My
recommendation,
which
I
sent
on
the
public
works,
was
for
Scott,
Lambert,
Andy,
stone
and
anybody
else
who
they
thought
needed
to
be
at
the
table
to
get
with
Mike
and
figure
out
what
exactly
we
need
relating
to
the
easement
and
then
we
can
get
that
part
of
it
done.
B
Andy's
opinion
when
I
spoke
with
him
about
this
on
Monday
was
that
those
are
issues
that
can
be
resolved
prior
to
issuing
building
permits
and
that
if,
unless
there's
other
issues
with
title
41,
he
didn't
see
why
that
we
could
move
forward
with
title
41
approval
with
contingencies
in
his
opinion
on
that.
So,
okay,
so
he
says
it
can
be
was
out.
B
G
Anything
else
I'm
still
looking
at
the
parking
coming
in
off
of
that
drives
coming
down
through
here,
we'll
have
to
get
together
on
that
Mike
I
know:
you've
got
the
plan
where
the
car
bumpers
come
over
a
sidewalk.
Besides,
there
aren't
exactly
the
size
they
need
to
be,
but
then
again
for
code.
Those
spaces
are
not
required
either,
because
you
got
enough
on
the
other
spots
we
might
have
to
talk
about,
maybe
making
them
a
little
bit
wider
thinking.
Wow
you're,
close
I
mean
it's.
You
need
to
be
10
by
18
or
persecuted
10.
G
17
4
so
really
talking
to
you
that
just
maybe
we
could
probably
take
that
outside
lawful,
but
what
what
Mike
was
proposing
on
that
side
and
the
parking
there
is
to
have
the
actual
car
bumpers
he's
using
the
actual
sidewalk
is
the
car
block
so
that
the
hoods
of
the
cars
stick
over
a
sidewalk
a
little
bit.
Instead
of
putting
cars
locks
in
there?
So
then
add
some
seats
made
to
parking
space
is
smaller
by
code,
but
the
concept
is
allowing
it
to
be
the
same
size
using
the
curved
earth
sidewalk
as
a
car
block.
G
D
D
I'm
of
the
opinion
is
if
you've
got
a
car
block
and
you've
got
a
sidewalk,
then
use
the
sidewalk
as
your
car
block
and
take
that
foot
and
a
half
to
foot
out
of
the
length
of
department
space,
making
it
easier
for
snow
removal
as
well
as
it
reduces
and
I
also
recommend
that
also
on
grass
areas
with
what
it
does
it.
It
reduces
the
amount
of
hard
surface
that
exists.
D
A
pavement
areas
puts
it
into
green
areas,
reduces
the
effect
that
runoff
flash
flooding
solar
game
all
that
stuff,
and
so,
even
though
the
cars
still
obviously
about
the
space
to
park
and
back
out
and
everything
but
I
think
the
environment
benefits
from
it,
and
we've
been
doing
this
for
I,
haven't
done
for
fifteen
years.
Making
this
argument
with
my
different
zoning
departments
that
I
I
meet
with
this
stuff.
B
D
D
D
D
East,
8th
Street
will
be
on
the
new
sign
out
there,
because
we've
got
joint
sign
each
available
now
for
holiday
in
in
the
sense
that
will
stay
within
100
square
feet
required
for
East,
8th
Street,
but
there
will
be
three
businesses
listed
there
to
Holiday
Inn
and
that's
all
been
agreed
upon
with
that
and
so
finally
holiday
and
we'll
have
a
capability
of
people
seeing
it
on
easier.
Then.
G
D
Pauline
dose
I've
got
a
document
that
stamped
and
everything
that
says
these
are
the
addresses
and
I
I
assume
because
you
look
it
up
in
the
phone
book.
It's
a
police's
5:47
in
the
phone
book,
whether
it's
right
or
wrong,
CBS
is
555.
They
demanded
that
they
had
the
555
when
it
was
purchased
and
therefore
one
would
assume
you've
got
five
divides
up
being
551
and
that's
what
showed
on
my
part,
I'll
go
ahead
and
send
that
to
you.
I.
B
If,
if
the
auditor
was
the
auditors
address,
was
accurate,
that
it's
an
East
State
Street,
unless
we've
got
an
easement
of
access
connecting
the
Holiday
Inn
to
the
physical
East,
State
Street,
it's
something
at
the
if
Applebee's,
Dunkin,
Donuts
and
CVS
at
some
point
cease
to
exist,
and
somebody
decides
to
build
a
large
project
there
and
it
no
longer
has
an
easement
of
access
to
East,
State
Street.
Then
it's
gonna.
D
Complications
with
91
1,
so
it's
conformed
to
the
requirements
of
being
on
the
East
Park
Drive
originally
submitted
being
depth
and
width,
and
that's
why,
right
now,
the
property
line
is
actually
located,
not
Center
on
this
road,
but
on
the
opposite.
Side
of
this
pasture
was
to
maintain
the
width
and
depth
requirements
on
okay.
D
A
Well,
here's
the
ignitions
that
I
think
I've
heard
word
that
the
traffic
had
an
improvement
with
stop
signs
and
or
speed
bumps
the
approval
of
the
site.
Utilities
meant
that
was
or
I
guess,
make
sure
that's
worked
out
with
the
engineering
department
and
clarification
of
the
address,
I
loved,
a
bunch
of
things,
I
guess
under
the
traffic
pattern,
improvement
it.
B
Just
build
in
there's
on
the
public
works
side
of
the
memo
that
they
provided
just
make
sure
that
we've
got
there's
a
provide
the
as
bills
for
water,
things
like
that
which
they
should
be
able
to
provide
just
to
make
sure
that
we've
got
that
covered,
then
that
part
of
utility.
We
just
need
to
be
double
checked
that.
F
B
And
then
we
do
that
for
storm
drainage
under
Andy's
memo,
the
easements
that
were
provided
to
us
do
not
document
any
stormwater
easements.
However,
we
do
have
stormwater
runoff.
That
does
flow
from
parking
lot.
The
parking
lot
across
property
lines
under
city
code
that
is
not
permitted,
it
has
to
be
everybody's
stormwater,
must
be
drained
without
crossing
others.
B
That
should
not
be
difficult
easement
to
achieve,
but
we
just
need
to
make
sure
that
that's
in
there
so
that
water
is
running
off
from
the
Appleby's
site
on
to
the
Dunkin
Donuts
site,
that
everybody
is
okay
with
that
which
I'm
sure
they
are
and
I
believe.
That's
the
way
the
water
flows
anyway,
and
so
that
would
be
Mike
allowing
for
an
easement
of
storm
water
from
a
different
property
on
it
is
I
believe
was
how
that
would
be
done
right.
D
Now
Applebee's
dumps
into
the
48-inch
storm
line
the
bones
by
the
city:
okay,
and
so
they
have
no
cross
seas
but
needed
real
and
then
CBS's
runs
to
the
east
of
at
their
entrance
off
of
Park
Drive,
and
so
they
do
not
have
a
need
for
so
really
is
between
the
Verizon
site
and
the
holiday
and
I've
got
it
drafted
out
and
since
I
own.
Both
that's
not
going
to
be
an
issue.
Okay,.
C
G
B
G
G
E
D
Driving
a
boat
most
cards
extend
over
about
two
feet
from
the
edge
of
the
tire:
that's
if
you,
if
you
don't,
want
them
and
prove
true
ting
into
a
five-foot
sidewalk,
a
way
of
keeping
them
off
of
that
in
providing
that
three
and
a
half
feet.
Access
for
in
front
of
a
car
is
to
pull
this
curve
out
to
where
the
tire
would
hit
the
vehicle
length
is
still
there.
The
amount
of
distance
required
for
the
car
is
there.
The
hard
surface
is
reduced
by
doing
that
and
then
but
everything's
the
same.
D
It
just
keeps
the
cars
from
getting
into
that
access
in
front
of
you.
The
other
way
you
do
it
is
with
a
parking
block,
and
so
you've
got
a
parking
bot
and
then
another
foot
and
a
half
of
area.
That
snow
wants
to
tell
you
this
time
of
the
season.
You
can't
get
that
snow
out
of
there
and
it
becomes
a
slippery
issue
issue
where
you
know
normally
snow
pile
get
in
there
with
very
little
effort.
You
can
keep
that
clean
and
spot
statement
from
the
general
public
and.
C
D
D
G
C
C
I
assume
it's
that
we
approved
it.
Title
41
site
plan
review
for
551
Stacy,
no.
C
And
try
and
put
all
the
what
recommending
okay
recommending
approval
there,
so
he's
good
to
do
get
there
with
the
conditions,
of
course,
that
the
traffic
patent
has
been
improved
as
discussed,
sewer
easements
be
addressed
and
finalized
with
the
Public
Works.
According
to
some
of
the
commentary
here
see.
That
includes
also
the
stormwater
and
this.
F
D
G
D
G
A
C
And
there's
been
discussion
on
domestic
animal
front
of
this.
It's
not
going
into
council
it
yet
so
it'll
be
starting
up
sometime
in
January,
and
we
probably
should
have
little
definitions
coming
at
us
of
what
what
domestic
animals
include
suspected.
We'll
hear
more
of
that
before
we
go.
I
just
want
to
relay
that.
That's
where
this
right
now,
okay
had
a
public
hearing
a
while
back
and
last
week,
I
think
and
they
weren't
it
ready
to
play.
Oh.
F
A
G
G
B
Start
I
don't
have
very
much
today,
we've
been
talking
for
I,
don't
know
how
long
about
the
floodplain
stuff
about
the
new
warden
and
some
new
maps
and
all
that
well,
the
new
maps
should
become
law
in
two
days.
Finally,
so
that
may
be
the
last
you
ever
hear
from
me
about
there's
there,
the
maps
are
scheduled
for
December
18th,
so
this
Thursday
they
will
become
effective
for
Athens
County
and
for
the
city
of
Athens.
We
have
Paula
you
and
I
spoke
about
this
two
days
ago.
B
I
have
not
heard
back
from
ODNR
to
confirm
that
everything
that
they
needed
is
good.
We
did
give
them
everything
they
requested
about
a
month
ago
to
confirm
that
we
met.
We
were
in
the
compliance
with
FEMA
and
Odie
and
ours
floodplain
regulations.
So
as
far
as
I
know,
we
are
good
to
go,
but
I
haven't
heard
back
from
them
to
confirm
that
the
bike
plan
they're
all
being
questioned.
B
So
we
have
that
as
well,
once
these
maps
become
once
we
have
December
18th.
My
plan
at
some
point
next
week
is
to
get
the
website
entirely
updated
with
all
the
new
data
and
trying
to
disseminate
it,
so
that
people
can
kind
of
pick
and
choose
information
to
help
themselves
out.
We've
had
a
lot
of
phone
calls
on
the
new
maps
this
year,
which
is
good.
A
lot
of
between
the
county
did
and
what
the
city
has
done
for
outreach
to
try
to
communicate.
B
This
information
I
think
we
did
up
overall,
pretty
good
job
I'm
sure
we
could
have
done
better
on
some
things.
There's
always
people
don't
hear
about
it
until
after
the
fact,
but
we
did
get
a
lot
of
phone
calls
and
I
provide
a
lot
of
information
and
maps
to
people
to
show
their
relationship
and
their
property
to
the
floodplain.
So,
okay.
D
B
Other
than
the
floodplain
stuff
the
bike
plan,
as
well
bike
and
pedestrian
plan,
we
had
a
meeting
of
the
second
public
meeting
on
that
back
in
end
of
November
middle
of
November.
We
do
have.
There
will
be
some
information
coming
up
online
in
the
next
few
days
to
show
the
all
the
recommendations
and
reviews
and
comments
from
the
last
public
meeting
on
that
once
we
have
that
up
on
line
I'll
make
sure
to
provide
links
to
anybody
who
wants
to
see
it
from
the
city
website
that
meeting
had
about
30
people
involved.
B
The
first
meeting
had
I
think
60
or
70.
We
also
did
a
survey
where
we
had
about
120
replies
back
on
that
hope
to
the
draft.
We
hope
to
have
that
finished
towards
the
end
of
January
transportation
committee
from
City
Council,
Kristin
Isley.
As
a
chair
of
that
committee,
she
and
I
are
planning
in
January.
Once
we
have
the
draft
to
kind
of
take
that
out
to
some
of
the
the
groups
around
town,
the
neighborhood
associations
to
chamber
the
uptown
Business
Association
disabilities
Commission.
