Description
Planning Commission: Public Hearing - Short Term Rentals 11/19/2019
A
B
A
Can
everyone
hear
me
now
this
is
the
special
session
of
the
Aston
City
Planning
Commission
for
case
number,
19
0-7
City
Council
resolutions
resolutions
are
zero,
a
19
request
to
consider
amending
zoning
code
to
include
short-term
rentals
and
residential
zones
for
anybody
who
is
interested
in
speaking
tonight.
Please
raise
your
right
hand,
and
do
you
solemnly
swear
to
tell
the
truth
to
the
Athens
Planning
Commission?
A
Thank
you
also.
When
you
go
to
speak
to
the
Commission
at
the
podium
come
to
the
podium,
let's
announce
your
name
your
address,
and
then
we
also
have
a
clipboard
for
you
to
sign
your
name
and
address
as
well.
Why
don't
you
do
that
after
you
speak
with
speak
to
the
audience
on
that?
Is
there
anything
that
the
commissioners
would
like
to
say?
Remember.
A
B
To
the
members
of
the
Commission
Thank
You
mr.
chairman,
and
to
the
members
of
the
audience
just
a
to
reiterate
what
the
Planning
Commission
is
charged
with
the
City
Council
brought
forward
a
resolution
to
the
Planning
Commission
to
make
modifications
to
the
zoning
code.
The
Planning
Commission
ultimately
has
to
make
a
recommendation
back
to
the
City
Council
after
taking
in
all
all
all
sides
on
it
and
deliberating
on
it
as
to
whether
or
not
to
except
the
modifications,
as
proposed
to
completely
reject
the
modification
that
proposed
or
to
make
any
changes
as
it
stands.
B
Now
there
are
no
regulations
for
short-term
rentals
inside
the
Afton
city
code,
so
there's
no
mechanism
to
do
enforcement.
What
I
would
ask
tonight
if
you're
speaking
as
the
as
the
member
of
the
administration,
who
is
charged
with
enforcing
the
law
after
it's
passed,
if
you
have
recommendations
as
to
what
to
what
to
do,
please
share
that
with
this
Commission
so
that
we
can
make
the
best
recommendation
possible.
I,
don't
know
that
anybody
on
this
panel
has
a
strong
opinion
on
this
matter.
B
A
And
again,
this
is
a
meeting
or
a
session
to
get
resident
input
on
this
proposed
legislation.
We
are
not
voting,
we
are
not
voting
tonight.
It
says
merely
just
to
get
your
input.
Would
someone
like
to
come
for
forward
first
to
the
podium?
Okay,
just
go
ahead
and
again
just
announce
your
name
and
your
address
please
and
sign
out
when
you're
done.
Thank
you
we're
giving
you
about
three
minutes
per
person
on
this
three
minutes.
C
C
C
E
C

A
G
G
G
Releases,
so
this
is
something
that
we
services
can
do
in
show
our
public
face,
what
a
great
community
dances
and
they
feel
foam,
and
they
people
do
this.
My
question
is
this:
as
I
read
it
I
understand
these
were
throwing
things.
You
can
only
have
a
tourism
poem
in
here
within
250
feet
and
your
primary
residence.
My
question
is
this:
what
happens
when
somebody
wants
to
sell
their
primary
residence
and
what
happens
to
those
people
who
thought
they
were?
F
H
G
G
This
Sherwood
here
would
just
be
you
know,
I
mean
why
don't
we
thought
being
bothered
now,
you
know
we're
not
doing
anything
to
liquidate
our
taxes.
We're
doing
this
for
doing
that.
Why
is
there
going
to
be
changed
when
we've
anything
less,
but
not
the
city
of
Athens,
not
asking
for
ransom?
So
that's
thank.
B
F
F
E
E
Okay,
my
big
one,
my
big
pain,
is
always
been
about.
The
most
part
you
put
it
in
these
are
runs.
You've
got
parking
issues,
there
is
Short
Street,
I,
love
no
way
to
think
of
air
babies
in
there.
There's
no
off
street
parking
feeling,
so
I
am
going
to
restrict
it
to
certain,
are
ones
or
totally
opened
up
our
box,
and
you
have
and
I
know.
I
E
I
I
I
I
J
J
J
F
J
D
Davis
was
misspeaking
in
the
talking
I
thought
that
I
would
come
up
tonight
to
give
a
different
perspective,
because
since
2005
I
have
been
traveling
every
day
for
business
consultant,
I'm,
usually
working
it's
another
state,
some
others
at
those
other
area,
boat
and
I've
been
20
Airbnb
for
the
past
several
years.
I
think.
D
G
D
Places
that
I've
threatened
most
recently
in
the
Testament
country
and
in
LA
you
clean
up
after
yourself,
you
let
them
know
there
are
packages
that
arrived
for
them,
but
there
are
issued
estates
and
let
us
forget
certain
things
that
you
might
need
as
it
rather
and
they
will
do
anything
to
make
your
stay
very
good
and
in
return,
if
you
take
care
of
their
property,
if
it
would
be
insane
to
think
you
would
go
in
and
trash
someone's
house,
we
are
not
planning
to
read
to
anyone
under
25.
We
will
not
have
a
party
house.
D
D
Spend
money
and
they
back
to
our
community
and
they
get
to
know
us
just
like
I-
did
point
meant
by
the
newly
owners
of
the
properties
and
I
watch
the
value
of
one
place
as
he
was
redecorating.
His
kitchen
I
took
the
character
properties
best
see.
We
don't
want
to
act
like
we
don't
support
that.
We
have
let
Aquinas
in
our
house.
We
have
beautiful
original
wood
floors,
some
of
the
doors
glass
doorknobs.
The
last
thing.
What
we're
going
to
do
is
invite
a
situation
where
people
come
in,
destroy
our
property,
so
I.
F
D
D
H
K
L
F
L
L
Yes,
we
have
records
of
famous
students
and,
of
course,
many
other
Occupy
colors.
With
this
happening.
There's
the
students
we
have
the
chance
to
get
done
with
each
other
and
gave
a
mutual
respect
with
each
other,
and
these
turn
stones.
Sex,
unrelated
people
come
to
our
neighborhood
or
weekend
to
pardon
the
attackers.
Let's
face
the
facts.
This
is
not
vertical.
L
L
E
E
C
E
E
N
O
O
O
I
find
it
challenging
that
if
I
had
a
child
without
Cleveland
and
she's,
graduated
and
I
want
to
come
down
the
night
before
I
want
to
live
it
up
a
little
bit
celebrate
and
I.
Take
it
a
hotel
room.
So
so,
then,
why
I
stayed
Turkish
per
my
stay
in
Columbus
I
make
it
one
long
long
day
trip,
because
guess
what
and
Jackie
talked
about
my
extra
package
yeah,
my
daughter
or
my
son,
let's
graduated
and
yes,
I'd
be
celebrated
with
a
few
cocktails,
so
they
don't
want
to
get
a
DWI
soe
responsible.
O
O
What
we
don't
know
is
what
kind
of
abundance
would
come?
I
mean.
We
say
if
this
happens
disbanded
it
happen
if
this
happens
to
been
in
my
memory.
Well,
if
we,
if
we
do
it
well,
these
good
things
can
happen
as
well
economy
to
be
stimulated
right
now
we
don't
need
hotel
owners
in
your
state.
Yes,
because
they
know
they're
filled
up
what
the
big
weekends.
Anyone
and
four
people
are
saying.
Well,
you
can
just
buy
houses
on
speculation
or
the
student
housing
business
I.
O
Don't
think
that
pencils
out
for
air
B&B,
but
but
again
did
you
fear.
You
know
this.
If
you
know
we
want
but
take
something
we
haven't
done
it
with
a
house
next
to
ours-
probably
open
myself
up
for
ever's
right
now,
but
we
have.
We
have
done
this
on
occasion
when
we're
trying
to
find
out.
Can
you
do
it
in
harmony
with
the
community?
O
O
All
the
concerns
of
people
have
brought
up
in
this
meeting
and
we
and
then,
when
I,
read
the
papers
to
need
to
get
ready
for
this.
It
said
if
there
are
problems
you
lose.
Your
purpose
I
think
that
deal.
If
people
know
perform
to
a
proper
co2
content,
they
should
be
happy.
We
should
do
this
by
allowing
choices
when
something
goes
wrong,
that
we
address
wrong.
O
P
P
Got
it
Michael
11:13.
Is
that
the
case,
or
is
that
that,
as
someone
mentioned
to
me,
only
the
nonprofit
corporation,
that
Volta
license
test,
adhere
to
this
and
put
the
code
office
handle
all
the
inspections,
people
solitary
home
state
where
respected
that's
ten
minute?
There's
that's
20
number
to
that
host
in
a
home
state
of
a
manager
personally,
knowing
being
on-site
51%
of
the
year.
Who
would
monitor
this?
Will
it
be
left
in
this
brining
neighbors
who
have
served
in
the
portable
code
office
on
weekends?
Didn't
recall
once
again,
the
details
are
not
available.
P
Number
three
is
an
interesting
category.
If
you've
seen
this
document-
and
it
is
mark
draft
and
you
get
it
from
paxil
under
Teta-
query
beta
lies
in
formulations.
This
is
a
particular
statement
that
was
noted
as
deleted
number
11:30
no.43,
the
operation
said,
should
not
be
used
by
the
public
for
hosting
of
receptions.
P
Okay,
so
this
applies
to
all
of
those
three
establishments.
That
does
this
mean
that
receptions
camping
down
at
these
establishments
in
a
deficit.
You
can't
do
it.
Can
you
well
the
legends
on
such
a
situation
is
not
described
in
detail
and
I.
Get
was
a
very
communal
party
in
session
look
another
floor
into
parking.
One
example
would
be
and
over
a
single
family
and
are
multiple
requires.
A
strong
student
additional
renter
as
a
homestead
is
probably
would
be
a
change
of
use,
as
anyone
thought
about
that.
P
N
Industry
queries
know
what
Street
working
there
isn't
a
place
for
someone
to
have
an
initial
TuneIn
to
be
bars,
because
there
is
only
traffic
on
the
further
end
of
coaster,
where
there
is
some
on
the
street
parking
it
becomes.
This
be
called
food
enforcement.
We
thought
the
city
of
happens,
trip
up
being
homecoming
and
all
the
weekends.
When
there
is
a
fight
right
turn
right,
Annapolis,
it
can't
come.
They
can't
come
a
new
cars
away
that
are
blocking
driveways
where
people
think
it's
a
a
part
of
the
reason.
Above
me,
we
didn't
have
the
resources.
N
N
N
A
Q
Moved
to
Elmwood
from
Franklin
Avenue,
because
Franklin
Avenue
was
a
little
too
crazy
at
night,
so
I
tripled
my
taxes
and
I
charted
my
mortgage.
So
I
can
sleep
at
night
me
now
I'm
a
little
bit
concerned
that
on
what
might
be
changing
and
I
would
just
like
to
say,
in
my
opinion,
I
think
we
should
have
areas
of
time
zone
for
business
and
we
should
have
areas
of
town
that
are
zoned
for
people
that
want
to
raise
a
family
and
walk
to
school
and
stay
away.
Q
The
housing
market
in
Athens
right
now
is
changing.
Enrollment
at
the
university
is
starting
to
go
down
and
kind
of
rough
shape.
Properties
on
the
outside
the
value
is
starting
to
go
down
if
I
owned.
One
of
those
properties
that
were
lower
value,
lower
quality
I
could
hold
on
to
it
and
use
it
as
an
heir,
DB
or
I
can
sell
it,
and
it
could
be
an
affordable
house
for
somebody
who's
never
before
been
able
to
outside.
So
we
start
out
more
diverse,
robust
community.
Q
G
F
M
Name
is
Jan
Hassan
I
own,
my
home
at
raped
by
a
prey,
drive
and
an
are
my
neighborhood
and
have
lived
there
in
27
years.
I
chose
to
purchase
there
because
the
r-1
zone
is
defined
as
owner,
occupier
and
long
term.
Rental
I
think
it's
widely
recognized
that
those
two
characteristics
have
a
positive
effect
on
the
nature
of
neighborhoods.
M
Tourist
zones
in
this
town,
according
to
an
estimate
by
the
Convention
and
Visitor's
Bureau,
our
city's
tourist
accommodations,
are
only
72
percent
occupied
annually
and
a
quick
look
at
Airbnb
and
VRBO
websites
show
that
many
tourist
accommodations
are
located
just
outside
the
city
limits.
Given
all
of
this,
why
is
it
necessary
to
provide
tourist
homes
within
our
one
neighborhood?
If
you
allow.
M
Nearly
sacrificing
the
property
rights
of
permanent
full-time
taxpaying
citizens
who
live
and
look
here
in
an
effort
to
provide
rooms
for
tourists
who
are
only
interested
in
a
place
to
stay
for
a
weekend
and
not
invested
at
all
in
the
health
of
the
neighborhood
in
which
they
are
staying.
I've
asked
me
to
preserve
the
are
working
or
lives
in
this
city
by
not
allowing
the
presence
of.
A
R
R
R
I
watched
over
40
years
city
council
make
sweeping
changes
in
our
community
for
ten
years
and
I
said
what
we
taught
us
in
a
four-block
area
and
see
if
it
works
and
then
and
finally
Trinity,
then
poet
out
to
other
neighborhoods
and
eventually
bubble
City.
So
no,
then
we
going
up
the
whole
city.
Of
course
the
fall
apart.
So
the
best
recommendations
look
about
more
slowly
on
this
I.
Don't
think
many
people
have
mentioned
problems
with
our
three
neighborhoods.

Discourage
the

that
sounds
like
to
us
chance
to
meet
and
greet
discourage
any
expansion
of
commercial,
something
along
East,
8th
Street.
This
neighborhood
is
aged
architectures
lives
and
the
area's
cohesiveness
is
eligible
for
placement.
On
the
National
Register
of
Historic
Places
and
I'd
like
to
update
that
to
see
that
62
houses
along
the
section
of
East,
it's
free.
F
C
C
K
A
C
Was
so
strict
and
so
precise
that
I
can't
write
a
review
for
some
right
to
review
and
the
people
that
I
read
to
are
so
much
better
than
long-term
renters?
If
anything,
try
becomingly
sleeping
this
is
their
kid
and
they
kinda
don't
even
use
the
kitchen.
They
are,
as
somebody
said,
they're
respectful,
they're
claiming
I
mean
honestly.
You
know
true
love
working
on
our
screen
because
I've
been.
C
C
And
they
went
into
the
middle
of
September
that
went
so
it's
just
a
matter
of
being
paid,
though
all
the
renovations
have
been
put
into
these
two
houses,
and
then
the
last
thing
I
wanted
to
say
was
that
our
house
was
built
as
a
rooming
house.
Every
pore
in
that
house
still
has
a
number
of
it,
including
the
two
places
that
are
red,
but
anyway,
just
want
to
say.
Thank
you
to
my
questions
by.
L
City
councilor
three
times
I'm
against
this,
we
don't
matter
but
here's
what
I
said
to
council.
Here's
what
I'm
gonna
say
to
you:
folks,
here's
one
when
everybody,
the
city
that
must
be
careful
to
read
any
industry,
you
can
have
your
bed
and
breakfast
in
your
arms
guns.
If
it's
all
your
needs
owns
your
art
reasons.
Your
are
two
sons
in.
L
N
N
N
A
T
I
just
wanted
a
caution
and
humble
things
in
this
process,
as
as
I
am
deeply
involved
in
the
local
real
estate
sales
community,
affordable
housing
is
a
few
and
far
between
and
I
agree.
Part
of
that
problem
is.
Is
that
what
your
idea,
affordable
and
normal
people's
idea
of
affordable,
completely
separate
things?
Eastside
affordability
for
most
people
is
non-existent.
T
T
Time
for
them
to,
and
they
need
a
place
to
be,
I
would
like
to
be
able
to
do
that
personally
and
legally,
obviously,
parking
issues
veteran
counts
rate
that
33
unrelated.
However,
you
want
to
define
it
across
the
country
right
now
is
being
challenged.
I
have
a
caution,
anything
that
we
pass
this
legislation
at
this
point,
look
what's
happening
across
the
country
right
now,
and
realizing
that
a
is
probably
not
the
owner
won't
be
legal
very
soon.
T
T
Got
five,
so
you
can't
tell
that
pending
that
their
kids
can't
park
on
the
street,
it's
it's
a
very
messed
up
situation,
but
I
understand
the
idea
and
the
desire
to
regulate
and
the
need
for
it,
especially
they
agree
in
one
situation.
I
don't
want
somebody
from
Columbus
and
longer
people
would
buying
up
20
houses
on
the
east
side
of
Athens
because
they
want
to
be
in
these
or
er
views
in
neighborhoods
and
not
be
able
to
manage
it
and
live
here.
T
Take
care
of
our
neighborhood
I,
completely
understand
that
and
I
definitely
agree,
but
you
can't
have
it
both
ways.
That's
the
tricky
soccer
watch
what's
happening
across
the
country
right
now
before
we
start
passing
legislation
that
we're
gonna
have
to
change
in
the
next
year
and
then
you've
got
grandfather.
These
shoes
that
you
got
I
just
I
just
asked
you
to
check
into
that
before
we
make
any
final
decisions.
Thank.
P
B
A
Okay,
I
think
we're
over
it
now.
I
would
like
to
thank
everyone
for
coming
in
tonight.
I
would
also
like
to
tell
you
that
I
appreciate
that
I
feel
like
people
conducted
themselves
in
a
civil
manner
on
a
controversial
issue
and
I
applaud
you
for
that,
and
thank
you
very
much
so
you'll
be
hearing
about
this
more
in
our
upcoming
Planning
Commission
meetings,
so
with
the
work
of
the
Athens
Planning
Commission
done
for
tonight.
This
meeting
stands
adjourned.
