have

issues
associated

setback

encroached
and

permitted

lot
now
and
we
need
to
have
some
utility
easements
recorded
that
were
were
not
recorded
and
some
flood
proofing
done
for
for
electric
meters
and
air
conditioner
units
is
that
does
that
capture
kind
of
the
the
issues.

able

allow

development
to
go

applicant

add

decks
and

sonic
property,

side

stimson

property

see
the

all
the
way
west
up
to
elliott
street,
and
it
is
it's
currently
a
budding

m1
zone.

has

former
atco
building,
came
to
us
and
was
interested
in
having
that
rezoned.

jackie
o's
tap
room,
mr
art,
o
strike
has
been
contacted.
He
is
also
interested
in
having

zoning

they
are
manufacturing
beer
and
then
we
also
drew
in
because
it
fit
and
it
fits
with
the
comprehensive
plan
in
is
the
the
tanks.

What
we've
identified
for
stimson's,
for
you

that
this
is
turning
into
a
gateway
into

community
and
we're
the
city's
investing
a
lot
of
money
into
public
improvements
to
their
street
streetscape
and
the
right-of-way
in
the
sidewalks.

We've
got
federal
funds
to
help
us
with
that
coming
forward
in
the
next
couple
years.
We,
the
the
planning
that
we've
been
considering
for
stimps
and
the
corridor
as
a
whole,
is
to
try
to
shift
this
into
a
more.
It's
got
a
real
hodgepodge
of
mixes
right
now.
It's
got
some
fast
food.
It's
got
these
these
residential,
these
single
family
rentals.
Here
all
this
is
zoned
for
for
general
business
right.

On
the
first
floor
and
you
get
the
zero
setback
to
the
sidewalk,
so
it's
kind
of
it
makes
it
more
of
a
pedestrian
experience,
but
also
that
we
have
a
transition,
as
we
cross
stimson
into
the
neighborhood,
some
clear
transitions
from
r3
manufacturing,
commercial
and
then
in
a
soft
transition
into
residential.
That's
kind
of
the
expectation
for
how
this
should
move
forward.

so
it's
an
interesting
idea.
I'm
not
sure
that
manufacturing
would
be
the
right
that
type
of
a
zoning
would
be
the
right
thing
for
that
gateway
for
the
entrance
no
offense
to
sonic
they're
they're
they're,
a
fine
restaurant,
but
over
the
long
term.
I
would
not
necessarily
think
that
level
of
fast
food
would
be
the
right
entrance
either.
However
they're
they
are
continuing
to
operate
as
they
are
into
the
long
term.
I
would
assume
okay.

It
didn't
talk
about
the
echo
building
specifically
because
that
was
county
property,
and
it
was
always
assumed
that
the
county
would
continue
to
operate
that
as
some
sort
of
a
public
facility.
However,
the
county
has
been
looking
to
sell
it.
I
believe,
for
the
last
several
years
and
divest
of
that
it
talked
about
that
area
kind
of
as
a
whole
as
what
it
was
identified
as
an
employment
zone,
but
the
the
plan
didn't
do
a
great
job
of
getting
into
the
details
to
what
that
meant.

Most
of
our
manufacturing
has
already
been
well
developed
on
east
state
street
that
zoning
all
the
south
side
of
these
state
streets
is
in
the
commercial
corridor,
is
already
zoned
manufacturing,
but
is
serving
mostly
for
retail
purposes
and
then
the
other
major
major
section
where
we
actually
have
that
zoning
is
actually
like
west
state
street
park,
which
is
indeed
restricted
as
open
space
recreation
anyway.
So
this
isn't
a
perfect
opportunity.
It's
a
ripe
location
in
the
long
term
and
also
from
an
economic
development
standpoint.

guess
it's
a
good
idea,
but
I
wonder
if
the
front
of
the
atco
building
so
called.
Formerly
there
couldn't
be
some
change
there,
not
necessarily
well,
I
don't
mean

suggest

semi-incompatible
with
an
intensification
of
the
land
use
myself.

think
that,
but
let's
go
on

is
that
it's
important

we
keep

mind

this
whole
area
is
probably
our
most
useful
opportunity
zone
the
area
that
has
the
most
opportunity
for
an
opportunity
zone

city

athens.

feel
at
this
strongly
about
this
fitting
with
that
in
the
rezoning
to
become
m.

old
houses
and

of
the
ambiance
of
the
street
coming
in,
is
that
something
that
in
the
future
might
be
looked
at,
that
that
could
be
opened
up
a
little
bit
more
to
commercial
use
or
green
space
use
or
things
of
that
nature.

those
buildings
decay.

property

down

This
used
to
be
the
old
hawking
valley
trading
company,
I'm
not
sure

this
property
right
here,

well

are
those

owned
by
either
one
person
or
one
real
estate
investment
firm,
something
like
that.

also
explored
the
north
side
of
stimson
avenue
along
the
same
stretch
and
some
things
that
could
be
done,
because
the
property
owner
that
owns
the
majority
of
the
south
side
between
elliott
and
sonic
also
owns
a
number
of
properties
on
the
other
side
of
the
street
as
well.
So
it's
just
this
is
an
area.
That's
just
ready
for.

If
that's
all

it
should
be
important
to
note
that
one
of
the
emerging
possibilities
for
athens
is
that
we
could
really
be
looking
at
like
advanced,
manufacturing
and
event
that
sector
we
do
because
of
the
research
for
that
comes
from
ohio
university,
there's
an
opportunity
to
create
more
advanced
manufacturing
sites
within
athens
we've.
We
we
have
a
few
of
those
already.

We've
lost
a
few
that
have
moved
out
to
other
areas
of
athens
county
because
we
don't
have
available
results
space
within
athens
within
the
city
limits
for
that
type
of
manufacturing.
It's
it's!
You
know
it's,
not
the
smokestack
manufacturing
that
a
lot
of
us
think
of
I
come
from
youngstown,
so
I
think
of
steel
mills
and
auto
manufacturing.

It's
a
lot
cleaner.
It's
not
noxious
odors,
and
things
like
that
are
really
not
part
of
that
strategy.
It's
also
really
good
paying
jobs,
it's
above
the
average,
the
the
median
for
athens
county
and
it's
stable,
stable
employment.
So
those
are
really
good
sectors
for
us
to
be
trying
to
target
for
expanding
our
economic
base.

not
something
I
would
recommend
I'll
leave
it
at
that.
You
know
zoning
is
a
process,
so
there's
always
a
chance
that
zoning
can
change,
of
course,
through
both
planning,
commission
and
a
political
process.
However,
I
don't
think
based
on
our
goals
with
stimson
and
the
investments
that
we've
made
expanding
manufacturing
out
into
frontage
on
stimson
doesn't
make
a
lot
of
sense
to
me.

are
diligently
working
through
that
we've
got
about
30
people
involved
right
now,
rebecca
miller
from
the
void,
I
think,
she's
with
the
voinovich
school
at
ou.
She
is
kind
of
chairing
our
committee
right
now
and
we
are
slowly
building
a
strategy
with
which
to
do
data
collection
on
the
needs
of
a
aging
population,
as
well
as
building
constituencies
and
stakeholders
to
try
to
get
communication
throughout
athens
county.

So
we
we're
focusing
on
all
kinds
of
different
things,
including
housing,
social
mobility,
communication
and
all
those
type
of
issues.
Sustainability
and
eventually
there
will
be
some
sort
of
a
hopefully
if
we
get
moving
once
we
get
moving
through
aarp,
we'll
have
a
plan
in
place
and
a
strategy
to
make
consider
more
resources
for
our
aging
population
and
making
sure
that
we
have
what
we
need
in
athens
for
all
of
us
as
we
are
going
through
the
aging
process,
including
myself.

Other
thing
to
note
myself
and
andrew
chickie,
our
deputy
service
safety
director
we've
been
working
with
the
athens
uptown
business
association
to
try
to
support
them
and
develop
strategies
for
for
allowing
for
more
outdoor
dining
opportunities.
Uptown
we're
trying
to
work
through
that
we'll
be
giving
some
information
to
city
council
through
on
the
committee
on
monday
to
talk
in
more
detail
about
that
trying
to
help
them
out
so
that
we
create
more
space
because
they
are
very
lit.

We
do,
I
think
I
said
last
time
we
do
have
a
grant
we
received
through
national
league
of
cities
myself
and
our
interns
were
developing
a
package
to
encourage
census
participation
from
our
undergraduate
off-campus
student
neighborhoods.
They
are
very
those
census.
Response
rates
are
incredibly
low,
just
which
is
similar
to
all
of
the
other
college
communities
around
the
state
and
the
country.

However,
we're
trying
to
develop
a
strategy
to
reach
all
of
those
students
who
have
been
displaced
or
graduated,
and
we
think
we've
got
a
base,
utilizing
the
grant
funds.
We
think
we
have
a
process
to
kind
of
do
giveaway
contests
and
things
like
that
offer
them
gift
certificates,
t-shirts,
pint,
glasses,
things
like
that
from
uptown
businesses
and
try
to
utilize
them
to
spread
the
word.
