I'll
try
to
we'll
try
to
keep
it
brief,
we're
more
than
halfway
through
the
powerpoint
that
I
started
a
couple
weeks
ago.
There's
two
there's
really
two
key
sections
remaining
to
discuss,
the
first
of
which
is
a
little
bit
more
detail
in
each
of
our
neighborhoods
and
then
also
looking
at
our
commercial
corridors,
our
business
corridors.
So
let
me
I'll
get
the
the
share
screen
up.

When
we,
when
we
left
last
time
two
weeks
ago,
I
think
I
gave
I
started
giving
a
quick
broad
overview
of
the
general
recommendations
for
our
neighborhoods.
I
would
assume
most
of
your
as
planning
commissioners
you're
familiar
with
most
of
these
needs.
Some
of
these
are
ongoing
issues
that
we
have,
including
mobility,
better
accessibility
for
people,
but
there's
also,
as
I
talked
about
earlier
needs
for
to
be
looking
at
alternative
and
a
diversity
of
housing
opportunities
and
choices
within
our
neighborhoods
there's.

One
of
the
things
that
is
recommended
is
is
converting
that
towards
a
b2d
style
zoning,
to
try
to
minimize
the
the
needs
for
off-street
parking,
which
is
because
of
the
size
of
the
lots
as
well
as
the
opportunities
there
would
likely.
The
current
zoning
prohibits
a
lot
of
the
business
development
to
occur
because
of
the
parking
requirements
also
while
talking
with
with
westsiders
throughout
the
plan.
A
lot
of
them
were
interested
in
seeing
business
use,
brought
back
to
the
old
frank's
bait
shop.
B
That
was
a
grandfathered
in
building
it's
actually
zoned
r1.
It
was
a
long-standing
neighborhood
business
and
there's
a
lot
of
people
in
that
neighborhood.
That
would
like
to
see
something
another
business
use
come
back
in
there,
the
other,
let's
see
as
far
as
opportunities
to
bring
some
housing
into
the
area.
We
did
identify
that
some
of
the
parcels
on
west
state
as
we
get
in
the
area
near
the
innovation
center.

Those
could
be
rezoned
for
r3
zoning
to
allow
for
some
some
more
housing
in
the
neighborhood
and
that's,
I
think,
that's
it.
For
zoning.
For
the
west
side,
there
was
a
lot
of
concern
about
west
elementary
school.
As
we're
all
aware,
that's
been
a
concern
and
discussed
at
great
length
within
the
west
side.
There
is
a
strong
push
towards
seeing
it
used
for
something
that's
in
the
public
interest,
so
that
it
retains
its
anchor
status,
which
it
has
been
for
the
neighborhood
for
for
generations.

That's
been
in
the
works
and
discussed
for
a
very
long
time.
The
concern
that
we
have
with
university
of
states
has
always
been
that
it's
a
very
large
subdivision
with
a
lot
of
residential
units
in
it,
as
well
as
commercial
units
and
ultimately
only
has
one
one
way
in
and
out
of
that
in
and
out
of
there,
and
so
if,
if
there's
a
major
accident
or
an
inter
issue
on
university
stage,
boulevard
or
a
public
emergency,
it
might,
there
might
be
emergency
response
issues
getting
up
there.

Support
for
arts
west
also
in
the
still
an
important
issue
within
the
city.
The
west
siders
are
very,
very
loyal
to
arts
west
and
they
they
love
having
that
that
arts
that
community
arts
center
on
within
their
community
and
so
trying
to
continue
to
make
sure
that
we
have
programming
in
that
space
is
important
for
them.

There
is
a
lot
of
opportunity
for
people
to
live
on
the
west
side
and
easily
commute
to
campus
or
to
other
areas
of
athens
for
on
a
day-to-day
basis.
It's
a
very
it's
since
it's
a
near-end,
neighborhood
and
there's
clear
paths
to
get
there,
making
sure
that
we
have
safe
opportunities
for
people
to
travel
safely
from
the
west
side
throughout
the
community
is
important,
jumping
over
to
the
far
east
side.

There's
a
lot
of
traffic,
of
course,
on
east
state
street.
It's
the
highest
volume
traffic
corridor
outside
of
our
highways
in
athens,
county,
it's
a
major
regional
destination
for
shopping,
etc
continues
to
grow,
menards
just
opened
up
in
the
last
couple
weeks,
and
once
you
there's
not
a
lot
of
information
as
far
as
with
to
a
motorist
to
to
better
indicate
to
them
as
they're.
B
We
want
to
make
sure
that
he
states
that
that
east
side
neighborhood
is
clearly
marked
as
a
residential
neighborhood,
there's
no
sidewalks
in
most
of
that
neighborhood
and
so
there's
also
most
of
the
neighborhood
doesn't
have
any
curb
and
gutter.
And
so
we
want
to
try
to
focus
on
on
looking
at
better
ways
to
utilize
the
roadway
to
indicate
to
a
driver
that
they
are
convert
crossing
into
a
residential
neighborhood,
there's
an
expectation
for
slower
speeds.

Although
there
is
certainly
some
disagreement
on
on
items,
however,
what
we,
what
I
heard
from
that
meeting
is
that
at
this
point,
most
of
the
the
fina
executives
at
least
are
are
comfortable
with
the
the
recommendation
for
a
farmer's
market
at
the
solar
panels,
area
of
the
community
center.
There
are
still
concerns
about
traffic
on
east
state
street
and
how
that
might
impact
their
neighborhood.
B
Probably
no
surprise
to
anybody
on
this
on
this
cons
on
this
planning
commission,
and
so
there
are
recommendations
throughout
for
looking
at
some
traffic
calming
in
some
of
the
areas
to
try
to
reduce
speeding
and
make
it
a
safer
place.
We
have
goals
of
seeing
better
pedestrian
activity
and
better
bicycling
activity
throughout
the
city.
Installation
of
sidewalks
is
a
very
expensive
endeavor.
We
don't
currently
have
funding
to
do
city-wide
sidewalks
some
parts
of
the
city.

It's
safe
to
say
that
it's
unlikely
that
we
would
be
able
to
achieve
sidewalks
on
some
of
the
streets
because
of
the
how
steep
they
are
and
also
how
narrow
they
are
could
be
really
expensive
to
get
to
do
right-of-way
takings
as
well.
On
the
near
east
side,
there
was
what
what
I
heard
was
a
lot
of
concerns
about
tree
canopy
and
traffic
calming,
and
so
the
recommendations
with
on
within
that
neighborhood
again,
they
really
stick
with
that.

It
is
an
old
commercial
building
with
that
used
to
have
retail
on
the
first
floor
or
a
commercial
use
on
the
first
floor
and
then
an
apartment
on
the
second
floor,
there's
a
recommendation
right
now.
I
believe
it's
two
apartment
units
with
the
commercial
area
being
taken
over
as
a
apartment
recommendation
is
similar
to
frank's
bait
shop
is
to
consider
a
rezoning
for
that
area
that
that
parcel,
so
that
there's
an
opportunity
for
neighborhood
business
within
it
within
that
neighborhood,
something
that
residents
can
walk
to
and
then
there's
also.

Of
course,
the
planning
commission
is
aware.
There's
been
a
lot
of
looking
at
stimson
avenue
how
to
better
improve
that
corridor
and
also
rezoning
issues
for
stimson
avenue
and
that
I'll
have
more
information
on
that
in
the
next
couple,
slides
here
for
the
south
side,
what
we
heard
about
mostly
was
concerns
about
traffic
concerns
about
public
transportation.

Although
most
of
athens
transit
does
serve
the
south
side
via
richland
avenue,
as
well
as
the
large
apartment
complexes,
it
does
not
go
into
the
subdivision.
Neighborhoods
there's
a
lot
of
issues.
Why,
of
course,
they
are
a
little
bit
more
remote
from
the
rest
of
the
city,
but
also,
and
then
there's
also
topography
issues,
and
so
people
who
live
in
those
neighborhoods
can
may
not
be
able
to
easily
access
richland
avenue
to
access
public
transit.

There's
also
significant
concerns
about
speeding
on
a
lot
of
those
roads,
especially
as
people
are
driving
downhill,
there's
also
within
the
south
side.
There
are
some
tracks
of
real
estate
that
are
could
do
have
potential
for
for
development,
including
oakmont
phase
four,
which
is
the
at
the
on
carroll
road
at
the
end
of
carroll,
that's
been
zoned
for
as
an
expectation
of
a
subdivision
for
decades.
Now
that
subdivision
has
not
occurred.
B
A
lot
of
reasons
why?
But
one
of
which
is
that
there's
a
there's,
a
requirement
city
council
had
that
if
that
subdivision
is
to
be
extended
into
a
phase
four,
that
a
connector
road
needs
to
be
built
to
pomeroy
road,
which
makes
a
lot
of
sense
because
of
we're
having.
I
just
have
that
discussion
about
the
university
of
states
area
as
an
example,
we
would
we
need
to
make
sure
that
there's
another
way
of
ingress
and
egress
to
that
neighborhood
for
for
emergency
services,
as
well
as
just
for
traffic
circulation.

However,
the
cost
of
building
a
road
like
that
and
being
that
put
on
on
on
a
developer
essentially
makes
that
real
estate
undevelopable
for
single-family
residential
as
its
zone,
they
would
have
to
build.
Very
large
lots
cover
a
lot
of
curb
and
gutter
sewer,
sidewalks.
All
of
those
issues
with
with
a
major
subdivision
and
my
understanding
from
conversations
with
developers
over
the
last
10
years
that
there's
no
way
to
pencil
that
out.

That
could
be
used
for
a
little
bit
more
than
a
single
family
zoning
and
I
think
one
of
the
big
ones
that
we
really
heard
at
that
meeting
or
with
southside
residents
at
the
time
a
very
relevant
issue
and
in
the
news
at
that
time
was
this
a
lot
of
concerns
about
the
safety
of
blackburn
in
u.s
50..
There
was
a
death
from
a
car
crash
that
occurred
there.
B
You
know
in
the
few
months
previous
prior
to
starting
to
have
meetings
with
the
south
side
of
residence,
and
so
a
lot
of
people
who
live
in
the
blackburn
area
were
really
concerned
about
that
there
have
been
conversations,
and
information
has
been
relayed
to
odot
about
looking
at
that
better
how
to
how
to
make
that
that
area
safer.
There
hasn't
been
any
studies
done
at
this
point,
but
we
are
continuing
to
ask
for
that
and
to
look
at
opportunities
to
make
that
safer.

Just
so
we
can
keep
moving.
I
do
have
a
timer
going
rj
just
so
you're,
aware
of
that,
to
try
to
I'll
certainly
make
sure
that
we're
wrapped
up
by
one
o'clock
at
the
latest-
okay,
the
other
the
north
side,
which
north
hill
that
really
had
conversations
really
revolved
around
safety
and
traffic
safety,
sidewalks
and
lighting.

The
other
key
one
was
at
highland
park,
the
need
for
a
a
new
pavilion
with
that's
accessible,
there's
some
accessible
playground
equipment
there
that
that
looks
great.
That
was
installed
a
couple
years
ago,
but
the
actual
pavilion
for
a
lot
of
people.
If
they
have
a
mobility
issue,
it
would
be
a
challenge
to
access
our
pavilion.
So
we
do
want
to
that's
already
on
the
radar
with
arts
parks
and
recreation.
I
should
note
as
well
that's
a
goal
that
they
have
too
otherwise.

It
was
really
some
conversations
about
part
traffic
issues,
specifically
up
at
the
top
there
near
highland
park.
We
have
had
problems
there
for
years,
and
we've
tried
to
do
a
few
things
to
to
minimize
that
and
reduce
it.
We
from
what
we
heard
from
citizens
up
there
there's
been
some
mixed
results
there.

It
has
slowed
down
a
little
bit,
but
they
still
see
a
lot
of
speeding
and
they
have
concerns
about
that
because
of
a
lot
of
children,
utilizing
the
the
playground
and
then
there's
also
concerns
about
and
requests
for,
traffic
calming
on
columbia,
madison
and
joneswood.
The
city's
done
some
of
that
already.
We
put
some
speed
bumps
in
to
try
to
slow
it
down
on
colombia,
but
there
are
concerns
and
about
speeding
along
some
of
those
other
hills.

We
made
an
effort
to
try
to
reach
out
to
students,
in
particular
in
the
off-campus
neighborhoods,
to
better
understand
their
experience
living
in
athens
as
residents
and
and
how
they
their
needs
to
get
around
the
key
things
that
we
heard
were
were
again.
It
was
concerns
because
so
many
of
them
are
walking
every
day
is
to
make
sure
that
they
have
safe
travel
on
sidewalks
relating
to
snow
and
ice
removal,
and
also
there
was
a
lot
of
concerns
about
safety
on
sidewalks
and
and
walking.

Of
course,
the
students
have,
they
maintain
a
lot
of
different
hours
than
than
most
other
members
of
our
community.
They
are
not
nine
to
five
and
at
home
in
the
evenings.
They
have
evening
classes
evening
social
lives,
maybe
not
as
much
as
they
used
to
under
pandemic,
but
we
expect
that'll
come
back
at
some
point,
and
and
so
they
have
concerns
about
safety
in
the
evenings
and
making
sure
that
their
pathways
are
well
lit.

There's
also
a
recommendation
that
I
think
is
also
really
important.
Is
that
we
we
we
closely
scrutinize
the
conditional
use
permits
for
our
greek
houses.
There
have
been,
you
know
a
lot
of
problems
within
the
greek
houses,
especially
in
the
annex
greek
house,
return
to
the
annex
homes
around
the
city.

Since
those
are
not
official
greek
houses,
they
are
just
treated
as
rooming
houses
or
large
rental
or
rental
units.
However,
there
are
what
we've
seen
in
the
last
20
years.
Is
that
a
lot
of
the
the
official
houses,
a
lot
of
the
activities
that
used
to
take
place
in
the
greek
houses
now
take
place
in
the
annexes
and
we've
had
a
lot
of
real
problems
with
them.

The
recommendations
for
simpson
avenue
to
try
to
get
that
more
in
line
with
redevelopment
on
stimson
that
that
is,
that
is
better
suited
for
an
in-town
corridor.
It's
important
to
note
that
most
of
simpson
avenue
has
the
same
zoning
as
the
b3
zoning
that
that
we
see
on
most
the
northern
part
of
the
east.

The
carpenter
stems
and
state
street
intersection,
there's
traffic
issues
there
that
want
to
be
addressed,
and
then
we
want
to
look
at
that.
Carpenter
stems
and
state
intersection
and
move
that
towards
a
b2d
type
to
try
to
encourage
some
commercial
redevelopment
there.
There
are
some
commercial
uses
already
in
place
there,
especially
on
the
east,
the
state
street
side
on
the
I
guess
that
would
be
probably
on
the
south
side
there
that
intersection
but
a
lot,
but
because
of
the
zoning
we
haven't
seen
much
happening
there.

We
also
wanted
to
explore
and
look
at
a
connector
street
from
depot
to
west
washington.
I
know
that
might
seem
challenging
to
people.
We
have
looked
at
it.
It
has
at
least
from
an
initial
observation.
It
was
planted
as
a
street
right
now.
There's
steps
there,
however,
building
a
street
that
would
connect
up
to
west
washington
would
help
circulation
throughout
the
entire
that
entire
area
of
athens
and
make
easier
access
to
uptown,
as
well
as
access
out
of
town.

Crucial
to
this
area,
in
my
opinion,
is
over
the
long
term
again
we're
looking
at
a
20-year
plan
here,
ultimately,
is
the
relocation
of
the
fairgrounds
and
the
township
garage
both
of
those
are
major
land
uses
in
this
corridor.
The
fairgrounds
are
not
used
very
often
and
and
also
maintains
a
lot
of
real
estate.
That
would
be
there's
a
lot
of
potential
there
for
economic
development,
for
educational
medical
residential
options.
There's
within
that
corridor,
moving
the
fairgrounds
out
of
town
has
a
lot
of
benefits.

The
habitat
house,
which
is
no
longer
active
and
is
a
city
property,
there's
a
recommendation
there
that
that
be
used
for
outdoor
recreation
headquarters
for
the
arts,
parks
and
rec
department
they've
been
interested
in
trying
to
develop
more
of
a
curriculum,
and
I
think
that'd
be
the
right
word
for
it
towards
outdoor
recreation.
Since
we
do
have
so
many
outdoor
recreation
uses
in
our
community
already
and
desires
for
it,
the
interchange
at
union
in
682
is
also
really
important
for
us
to
be
looking
at.

There
have
been
some
improvements
there
in
the
last
20
years.
However,
it
still
is
not
currently
functioning
as
best
it
could,
and
so,
while
looking
at
that,
engineers
have
recommended
that
we
consider
some
sort
of
a
roundabout
for
in
realignment
of
that
interchange
to
make
it
flow
better
state
route
56.

If
the
city
were
to
be
open-minded
to
annexing
it
to
add
any
for
commercial,
mixed
use
or
residential
development
location
in
the
city,
one
thing
that's
not
mentioned
here
that
we've
been
discussing
for
a
while
that
I
do
want
to
make
sure
is
commented
on,
and
it
will
also
be
included
in
the
final
draft
to
city
council
relating
to
the
west
union
street
corridor.
Is
the
white's
mill
dam
a
lot
of
concerns
about
safety
there?

As
everybody
knows,
we
have
had
deaths
in
that
location
drownings
in
the
last
five
or
ten
years,
there's
been
several.
It
is
a
real
safety
concern
for
for
myself
and
for
the
city
as
well
as
many
other
people
in
athens.
I
I
do
think
it's
important
that
we
make
sure
that
that
there's
recommendations
that
we
address
white's
mel
dam
in
the
comprehensive
plan
and
also
that
we
consider
part
of
that
analyzing,
the
hocking
river
as
an
opportunity
for
for
better
recreational
purposes.

And
okay,
so
east
state
street
we're
moving
moving
quickly
here,
sir
east
state
street
corridor.
A
lot
of
it
is
it's.
You
know.
There's
east
state
street
is
fully
developed
for
the
most
part,
there's
not
too
much
available
real
estate.
The
zoning
is
already
in
place
for
it.
There's
really
what
we
would
want
to
look
at,
though
I
think
is
important
to
notice
that
we
should
prohibit
further
extension
of
city
city
services
further
east
beyond.

What's
the
existing
holzer
clinic
area
that
was
annexed
into
the
city
and
developed
in
the
last
15
years,
roughly
there's
a
lot
of
reasons
why
we
would
not
want
to
look
into
further
development
along
that
corridor.
Flood
plain
issues
being
enough,
one
of
them,
but
also
the
cost
for
services
to
pump
water
and
pump
sewage
back
to
our
wastewater
treatment
plant.

And
I
think
I've
got
two
more
to
go
and
then
we're
wrapping
up
here.
Richland
avenue.
One
thing
that's
been
really
talked
about
within
the
city
for
a
long
time
as
ways
to
better
connect
and
excuse
me
ways
to
connect
with
camp
rotanne.
The
dollar
preserve
and
the
guandi
preserve,
which
are
all
city
parks,
lands
that
have
been
acquired
within
the
last
15
or
10
or
15
years.

That's
currently
not
being
used
in
a
small
picnic
area.
There's
an
opportunity
to
get
all
three
of
those
parks
connected
through
trails,
and
should
that
happen
at
some
point
it
does.
It
does
lend
itself
to
making
something
similar
to
sells
park
for
southside
residents
so
that
they
have
robust
outdoor
recreation
facilities
within
walking
distance
to
a
great
deal
of
the
residences
there
there's
only
some
minor
street
improvements
would
be
considered
for
the
richland
avenue
corridor,
especially
to
help
with
street
crossing.

Dairy
lane
has
a
significant
water
line
issue.
There's
only.
I
believe
it's
a
two
inch
water
line
at
dairy
lane,
and
we
would
ultimately
need
to
improve
dairy
lane
to
make
the
opportunity
for
some
development
to
occur
there,
but
also
for
safety
purposes.
The
two
inch
water
line
right
now.
We
want
to
make
sure
that
we've
got
adequate
fire
suppression
at
all
the
buildings
out
there
and
things
like
that,
and
so
we
as
a
long
term
and
our
public
works
department,
have
had
that
on
their
radar
for
years.

So
people
could
access
the
bike
path
spur,
but
also
as
a
possible
recreation
area
for
the
city
and
then
the
uptown
area.
I
think
this
is
the
last
corridor
here
we
want
to
really
one
of
the
key
things
we
heard,
of
course,
about
uptown
athens.
Is
that
it's
the
historic
nature
of
it?
It
is
still
the
kind
of
the
focal
point
of
athens.
It
is
where
we
come
together
as
a
community.

The
parklet
that
you,
you
may
have
seen
my
is
in
front
of
brennan's.
Cafe,
appears
to
be
very
successful.
I'll
recommend
that
we
allow
for
more
of
that
during
warm
weather
throughout
the
year
in
athens,
especially
into
late
spring
throughout
the
summer
and
then
into
early
fall,
so
that
we
can
encourage
more
outdoor,
dining
and
outdoor
space
for
to
support
our
uptown
businesses.

Rather
than
stick
relying
on
one-way
streets.
It
allows
for
bicycles
to
travel
efficiently
through
uptown
without
having
to
create
bike
lanes
or
additional
facilities
for
them,
and
it
also
makes
it
easier
for
pedestrians
and
people
with
disabilities
to
get
get
around
one.
One
of
the
consultants
noted
that
union
street,
if
you
include
56
within
the
city
of
athens,
that's
about
a
three
and
a
half
mile
four
mile
road
which,
for
some
reason,
has
about
400
feet
of
it
between
court
street
and
congress
street.

That
is
designated
as
one
way,
but
the
entire
the
entire
length
of
union
street,
except
for
that
little
stretch
is
a
two-way
street
and
they
said
well,
you
know.
Why
is
that
one
way
and
not
two-way,
and
nobody
has
a
good
answer
as
to
why
that
was
other
than
that's
the
way
it's
always
been,
and
so
even
that,
just
making
that
change
right
there
and
allowing
union
street
to
be
fully
two-way
would
really
help
address
congestion
issues.

We've
had
a
lot
of
meetings
with
people
with
vision,
impairment
to
better
understand
how
they
get
around
athens
and
there's
a
lot
of
confusion
about
the
uptown
area.
For
somebody
who
is
not
either
can't
see
very
well
can't
hear
very
well
or
has
another
mobility
issue
so
working
through
those
issues
is
really
important
and,
lastly,
again
focusing
on
making
sure
that
uptown
athens
looks
as
good
as
it
can
look.

Yeah,
just
really
real
quick
most
of
the
issues
I've
been
talking
about
for
several
several
meetings
now,
of
course,
age
friendly
athens,
that's
still
ongoing,
just
one
other
thing.
I
really
want
to
stress:
there's
there's
a
lot
of
confusion
about
the
census
and
the
dates
for
the
census
if
anybody's
been
tracking
at
the
national
level,
when
it's
going
to
end
as
far
as
we
know,
right
now,
at
a
minimum,
people
will
be
able
to
continue
to
respond
to
the
census
online
until
october
5th.

It
would
not
surprise
me
if
they're
allowed
to
go
all
the
way
until
the
end
of
october,
so
if
anybody
has
not
finished
the
census,
yet
you
still
do
have
an
opportunity
to
do
so.
I
know
everybody
on
this
in
this
meeting
has
done
so.
At
least
I
would
assume
so
just
another
opportunity
to
get
that
out
to
the
public.
We
do
have
a
large
campaign
going
to
to
focus
on
the
off-campus
neighborhoods.

nothing
that
comes
to
mind
other
than
just
reminding
people
that
the
halloween
block
party,
to
where
the
city
in
a
non-coveted
time
frame
would
have
have
closed
down
court
street
with
council
action
and
suspended
some
other
ordinances.
That
is
not
happening
this
year.
There
will
not
be
an
uptown
block
party,
nor
will
there
be
the
yuba
trick-or-treating,
which
is
typically
well,
is
always
in
the
uptown
area
as
well.
That
will
not
be
happening.

If
you
are
gonna,
do
trick-or-treating
social
distance
wearing
a
mask
and
that's
not
a
halloween
mask
that's
face
covering
you
know
if
you're
going
to
do
it,
do
it
in
family
units
as
you're
going
door-to-door,
don't
gather
with
a
bunch
of
friends
or
other
families
to
go
door-to-door.
Just
everyone
needs
to
be
safe,
and
if
someone
