development

approved

construction
right

north
and
a
little
bit
west
of
those
first,
two
developments,
the
access
for
phases,
three
and
four-
will
be
coming
off
of
the
same
location
as
phase
two
of
the
of
the
already
approved
development.

were

meetings

that

obviously

pond
has

drained.

was
of
concern.

time
we
were

that's

unexpected
that
the
second
litec
allocation,
four
three
and
four
did
come
through,
which
you
know

great
news
at
nine
percent.
That
means
seventy
percent
coverage
for
for
these
projects,
because
initially,
if
I'm
not
mistaken,
the
low
income
tax,
low-income
housing,
tax,
credit.

when

those

first
phase

it
wasn't
known
whether
there

going
to
be
another
round

housing
finance
agency
puts
out
their
rule
book
the
qualified
allocation
plan
and
just
like,
if
you
were
writing
city
grants
or
whatever
you
you
follow,
whatever
the
funding
source
is,
whatever
their
rule
book
says,
and
their
requirements.
So
we
did
our
applications
on
phase
one
and
two
tyler
park
and
kershaw
green
and
they
base
everything
on
a
score
and
we're
competing
against
developers.

Municipalities,
all
across
the
state.
You
know
from
cleveland
to
athens
to
cincinnati
belmont
county
all
over
and
we
do
the
applications
the
year
that
we
applied
for
the
first
two
phases,
the
census
tract
that
we're
located
in
was
one
of
the
highest
scoring
in
the
state.
I
think
there
were
about
five
or
six
of
them
that
scored
max.

They
adjust
the
scoring
by
what
was
funded
well,
they
didn't
they
made
it
a
two-year
and
they
kept
the
scoring.
The
same
so
we
were
like
well
the
market
studies
great,
let's
go
back
in
and
ask
for
two
more
phases
so
that
the
opportunity
was
there
and
today's
climate,
where
you
know
majority
of
municipalities,
are
looking
for
housing.
We
got
pretty
lucky
that
we
were
able
to
go
back
in
and
get
a
second
buy
the
apple.
So
I
think
that
was
we
were
surprised.

that
that's
how
I
understood
it
as
well-
and
I
think
that's
important,
for
you
know
the
the
public
to
understand

think
this
is
given.
That
is
it's
not
common
that
it's
unusual
to
have
something
like
this

up
coming
in
at
that
nine
percent,
which,
as
I've
been
doing
my
own
homework,
those
are
tough
to
come
by

for

two
great

now
to
see
that
three

four
can
be
financed.

unusual

great

our

point
in
the

there
was

complex
over
to
other
amenities
within
the
community
and
obviously
I'm
assuming
they'll

bus.
Transportation

they'll
have
individual
cars
with
some
of
the
people,
but
we
were
talking
about
a
need
to
try
to
figure
out
how
we
cross

and
maybe
get
over
toward
west
state
street.

kind
of
thing-
and
I
see
nothing
here-
I
know
this
is
further
down
from
those
first
two
phases
which
are
much
closer
to
armitage
road
and
maybe
a
potential
crossing
location.
But
I
see
nothing
here
that
suggests
that
that
you're
you're
doing
anything
to
try
to
make
that
access
a
little
easier,
maybe
for
pedestrians
for
mothers
and
children
or
whatever
it
might
be,
and
so
I
you
know-
and
I
don't
know
how
much
of
it
is
your
responsibility
or
not.

do
think
as
a
community,
we
have
a
responsibility
to
look
at
how
we
incorporate
that
into
the
rest
of
the
fabric
of
the
community,
and
I
I
guess,
I'm
just
trying
to
figure
out
or
understand
a
little
bit.

you
guys
feel
like
you
need
to
get
some
sidewalks
over
to
some
place
or
work
with
people
on
a
crosswalk
area
or
anything
like
that?.

far
as
we're
extending
our
sidewalks
on
our
property
down
to
the
edge
and
then
and
contributing
then
towards
either
the
bike
path
and
a
crosswalk
area,
etc.
However,
you
guys
see
fit
on
that,
so
we
have
had
conversations
and
committed
to
that.
I
think
right
now.
I
think
the
agreement's,
in
with
legal
counsel
and
then
to
be
presented
to
the
city
for
comments.
So
I
think
that's
where
we're
at
okay.

for
the
city
to
do
that,
but
we
thought
that
it
would
be.
This
is
actually
pretty
big
development
when
you
add
all
four
phases
together,
we'll
get
close
to
200
families
that
could
that
could
be
living
in
this
area.
We
do
want
to
provide
some
kind
of
pedestrian
transportation
out
there.
So
we'll
pick
up
a
portion
of
that
cost
to
connect
into
this
development
and
to
be
able
to
get
down
our
public
right
away
and
into
our
public
pedestrian
transportation
system.

that
they
commit
some
some
something
to
us
to
help
with
that
with
that
effort,
because
it
does
affect
mostly
their
their
development
and
we're
working
on
that.

they

money

account
that

will
be
able
to
draw
off

are
looking
at

maybe
working
with
the

because
it's
a

route

or
you

crossing
something
like
that,
but
so
that
that
will
be
a
part
of
this
whole
thing
as
this
thing
comes
to
fruition.

reaching
out

railroad.

past
challenges
when
you're
trying
to
work
with
a
large
railroad
can
take
a
lot
of
time.

we're
fortunate
and
that
the
little
canal
has
been
responsive
within
24
hours,
because
that's
part
of
this
puzzle
too,
we
also
own
where
the
northwest
bike
path,
spur
crosses
the
former
rail
bridge,
and
then
it
swings
over
towards
you

the
hope,
farm
and
up
through
up
to
armitage
road
where
that
rail
bed
is
we
own
that
as
well
all
the
way
up.

have
the
area
defined

cemetery

roped

they're

stay
away
from

disturbed

was
a
really
interesting
find,
as
I
understand
it
as
a
pioneer
cemetery
of
the
white
family,

that's
affiliated
at
all

white
smell

kind
of
would
make
sense
to
me,
but
but
I'm
glad
that
that's
been
identified
and
isolated.

really
create
a
whole
host

problems,

that's

you

the
new
city
proper,

particular
parcel

speed

receive
a
letter
from
odot
and
for
the
speed
reduction
and
it
would
be
up
to
the
city
to
decide
whether
or
not
to
to
enforce
that
speed
reduction.

think
we've
already
started
to
get
the
signage
changed
out
there,
so
we'll
have
a
reduced
speed
ahead
and
then
a
reduction
from
45
to
35
miles
per
hour.

believe,
yes,
that
we're
we're
in
the
process
of
doing
that
now.

know
not,
too
long
ago
we
changed
the
speed
limit
on
pomeroy.
You
know
all
the
way
up
to
longview
heights
to
where
it
was
45
miles
an
hour
that
was
in
the
city,
and
it
was
actually
the
state
that
came
to
us
and
said
you
know
you
have
two
options:
either
you
change
it
to
the
city's
speed
limit
of
35
or
keep
it
at
45,
but
it
would
require
us
to
go
through
a
bunch
of
hoops
to
make
that
you
know
happen,
and
we
did
change
that
to
35
miles
an
hour.

So
that's
that's
great
to
note.
I
wasn't
aware
that
that
we
were
now
have
the
ability
to
to
change
that
limit,
because
we're
looking
at
at
your
project,
you
know
there's
soon
to
be
newer
homes,
there's
constantly
new
homes
being
built
up
at
university
estates
as
well
the
42
or
43
units
that
are
going
to
be
built
at
the
end.

we
are
going
to
see
more
traffic
flowing
through
that
area
and
then,
as
we're
all
well
aware,
they
closed
the
intersection
at
johnson
road
on
33,
which
has
sent
a
lot
of
people.

making
that
decision
point.

and

residents

athens

great
administration
and

at

city
