moved
up

voting
member
on
the
board

zoning
appeals
recently,
there's
a
sidewalk
committee
that
was
just
formed
by
the
city
council
that
I'm
serving
on
as

resident

that
committee.
That
just
met
for
the
first
time.
Yesterday
I
serve
on
the
bikeway
committee,
along
with
john
actually
and
rail
trail
committee,
other
things
going
on
as
well
helped
organize
bike
to
work
day,
so
I've
often
attended
this
meeting.

seen

number

times
and
when
it
was
remote,
sometimes
I
just
watched
but
during
the
pandemic,

so
I've
been
engaged
here
somewhat
as
well.

definitely
interested
in
planning
issues
in

city,
and
I've
been
a
supporter
of
a
number
of
the
initiatives
that
come
out
of
city
council
or
this
committee,
like
the
parking
requirements,
reducing
parking
requirements
and
rezoning
uptown
to
v2d
the
north
end
up
down
to
b2d
were
things
that
I
support
and
supported
when
they
came
up
here
in
council
as
well.

conversation

conversations
that
you
host,

think,
are
going
to
be
extremely
valuable,

regional
planning

you
going
to
be
receiving
it
in
the
know,
from

regional
planning
commission
and
as
a
member
you're
also
going
to
be
voicing
out
things
that
you're
hearing
and
seeing
and
you
know-
concerns
but
also
successes
that
you're
seeing
within
the
city.

body
need

couple
items
this
afternoon,
first
of
which
is
working
had
a
meeting
last
night
with
the
city's
commission
on
disabilities,
presented
information.
My
intern
dakota
and
I
are
working
through
putting
together
draft
for
the
city's
ada
transition
plan,
doing
inventories
of
city
buildings
for
public
spaces
to
see
where
we
are
with
meeting
the
requirements
of
the
americans
with
disabilities
act.

we
gave
a
preliminary
presentation
to
them
last
night
and
then
we're
going
to
continue
to
engage
with
them
over
the
next
couple
months
to
really
fine-tune
some
of
the
details
and
make
sure
that
the
information
that
we're
putting
in
there
is
that
they're,
more
or
less
in
agreement
with
it.
The
other
conversation
we
were
having
is
not
just
a
conversation
about
meeting
the
ada,
but
also
it's
about
as
we
develop
into
the
future.

It's
about
really
talking
about
what
works
for
people
with
who
have
mobility
issues
or
disabilities
to
make
sure
that
we're
building
a
community
that
that
actually
does
provide
for
them.
Other
to
note
we
I
have
been
in
communication
with
the
contractor
for
the
updated
fema
flood
maps.
They
will
be
scheduling
the
open
house
momentarily.

I
would
expect
it
to
be
sometime
in
mid
to
late
march,
it'll
be
for
countywide
they're,
trying
to
coordinate
a
lot
of
elected
officials
and
public
officials
to
about
their
availability
and
then
setting
choosing
a
location
for
the
for
the
meeting.

have
offered
the
community
center
assuming
that
it's
available,
but
I
don't
know
if
they'll
choose
that
or
somewhere
in
nelsonville
or
somewhere
else,
also
a
quick
update,
my
or
another
intern
hunter.

is
currently
updating
our
zoning
maps
to
make
sure
that
we've
got
accurate
maps
at
all
of
our
public
locations.
So
she's
fine-tuning
some
details
on
that
to
to
reflect
a
few
zoning
changes
that
the
planning
commission
has
made,
as
well
as
the
annexation
on
682
and
we're
double
checking
a
few
other
locations
just
to
make
sure
that
everything
looks
good,
and
so
that
should
be
coming
forward
in
the
next
couple
weeks.

was
a
request
from
some
city
council
members
that
they
could
have
their
own
copies
of
the
map
like
that.

once
that
request
was
made,
I
said.
Let
me
give
me
a
few
months,
so
we
can
make
sure
that
we
give
you
an
accurate
map.
Otherwise,
just
one
last
update
I
did
have
yesterday
the
athens
county
housing
coalition.
We
had
a
first
meeting
in
about
a
year
and
a
half,
that's
a
coalition
of
political
elected
officials,
non-profit
agency
folks
and
local
government
people
really
working
on
housing
as
it
relates
to
low
to
moderate
income
homeless,
housing
in
our
community
and
issues
around
supportive
housing.

did
happen
to
mention
that
the
affordable
housing
project
on
682
that
we
first
two
phases
have
been
approved
by
the
city
and
that
we
might
see
two
more
phases.
Several
members
of
the
housing
coalition
expressed
really
gratitude
to
the
city
for
all
of
the
the
efforts,
as
well
as
to
the
developer.
To
making
that
project
happen,
they
all
expressed
how
huge
that
need
is
in
our
county
and
how
how
many
people
are
going
to
be
benefiting
from
that,
especially
families.

developer
decided

pipe

hundred
feet,

don't

exactly

that'll

top
of
that
pipe
and
the
area

suggesting
maybe
putting
some
park
benches
and
stuff
on
it,

One

that

aware

verizon
has
submitted
small
cell
tower
permits
for
four
locations
throughout
the
city
safety
service
director,
and
I
had
a
meeting
with
them
that
I
think
was
this
week
to
discuss
those
locations,
and
I
have
actually
have
two
of
those
four
permits
in
hand.

is
in
addition
to
the
I
think
it
was
seven
permits
that
a
t
submitted
a
year
or
year
and
a
half
ago
regarding
small
cell
towers,
so
you
should
start
to
see
some
of
those.
Some
of
those
are
under
construction
right
now.
Some
verizon
intends
to
install
at
least
one
of
them
fairly
quickly,
if,
if
we
give
them
permission
to
do
that,
I
just
want
you
guys
to
be
aware
of
that.

like
to
see
something
from
the
or
maybe
suggest
something
from
the
this.
This
commission,
where
we
could
maybe
make
it
more
clear
in
our
code,
to
make
maybe
suggest
making
a
revision
to
the
zoning
code
for
open
space
or
for
some
area
where
we
actually
delineate
where
solar
arrays
would.

see
those
in
the
city,
whether
that
is
an
overlay
district
or
some
some
new
revisions
or
changes
to
the
code,
because
I
I
think
paul
and
I
both
think
that
this
is
going
to
be
something
that
we'll
see
in

future,

we
want

constantly
need
to
update
your
your
codified
ordinances
to
match,
what's
currently
happening
in
the
community,
and
we
see
solar
to
be
something.
That's
significant
and
we'll
continue
to
see
those
in
the
city
of
athens,
and
we
want

make
accommodations
for
that.

comments
is,
I
believe,
modifications
of
the
zoning
code
come
from
a
couple
different
directions.
One
of
them
is
from

planning
commission.

motion
that
would
then
go
to
that
would
kick
off
the
the
proposed
revisions.
That
would
then
go
to
the
city
council.
So
if
you
wish
to
do
that
at
some
point,
you
would
you
would
actually
make

initiate
right

then
that
that
triggers
the
planning
commission
saying
okay,
we're
going

basically
making
it

agenda

research
and

you
would
make
a
motion

secondary
once
once
you're
satisfied
with
the
language
that
you've
got
to
make

recommendation

city
council
review

that
point,
though,
I
can
say
we
have
a
vista
employee
for
the
next
11
months,
who
is
right
now
he's
actually
doing
research
on
this
topic?
For
us,
I've
tasked
him
with
helping
us
out
with
that.
So
he's
looking
at
some
best
practices
he's
working
with
that
soul,
smart
guidance
that
we've
already
a
member
of
mayor
patterson-
and
I
just
gave
him
a
crash
course
on
zoning
last
week,
so
that
he
can
kind
of
understand
more
about
what
that
all
means.

we're
we're
already
doing
some
of
the
research
in
advance
because
we
think
this
is
going
to
be
coming.
So
I
think
you
can
make
an
emotion
whenever
you
want,
I
guess
doesn't
have
to
be
today,
but
there's
no
timeline
making

initiation
does
not
start
a
timeline,
whereas
if
a
citizen
submits
to
the
planning
commission,
you
have
60
days
to
respond
but
and
same
with
council
if
they
forward
something
down,
you
have
to.

wonderful
to
see
solar
power
generated,
but
if
we
take
all
the
land
in
the
city
and
turn
into
solar
power
generation
like
say,
for
instance,
a
manufacturing
land,
then
you
can't
put
any
manufacturing
facilities.

your
various
land
uses
right,
and
I
think
that's
really
what
we're
looking
at
is
across
the
whole.
The
whole
thing.

first
and
a
second
hearing,

other
discussion,

we
we
met
earlier
this
week
with
marietta
memorial
and
they
have
come
forward
with
the
revision
to
the
plans.
You
know
they.
They
had
always
had
the
intent
to
have
a
phased,
build
of
the
columbus
road
freestanding
emergency
room
hospital
which,
as
was
indicated
to
myself
and
others,
that
it
would
produce
60
jobs,
new
jobs
in
the
city
of
athens,
to
accommodate
that
they
have
since
come
back
with
a
new
plan.
Instead
of
phasing
it
of
just
moving
forward
wanting
to
move
forward.
A
They
have
some
hoops
to
jump
through
to
do
phase
one
and
phase
two,
all
in
one
felled
swoop,
which
would
entail
increasing
the
height,
not
the
footprint
of
the
facility
on
the
ground,
but
increasing
its
height
to
six
stories,
meaning
that
they
would
have
to
go
before
the
board
of
zoning
appeals
to
get
a
variance
on
height.

It
is
in
a
b3
zone,
if
I'm
not
mistaken,
but
with
that
increased
height,
it
would
increase
the
full-time
employees
at
the
hospital
to
approximately
200.,
which
would
be
an
amazing
improvement
with
the
those
types
of
jobs
in
that
facility.

As
everyone
is
fully
aware,
the
city
of
athens,
our
major
revenue
to
the
general
fund,
is
through
the
income
tax,
and
so
this
would
certainly
have
a
positive
impact
on
our
general
fund
via
the
income
tax
that
this
would
generate
for
this
facility.
The
other
thing
that's
interesting
about
this
facility.

Again,
we
don't
know
what's
going
to
happen
in
the
future,
but
you
could
certainly
see
the
the
positives,
in
my
opinion,
far
outweigh
any
potential
negatives.

I
also
see
the
city
of
athens
with
the
col,
the
heritage
college
of
osteopathic
medicine,
openness,
hospital,
holster
clinic
and
a
lot
of
the
smaller
little
clinics
that
we
see
throughout
the
city
that
that
it
would
really
position
athens
as
an
area.
That's
gonna,
attract.
You
know
more
people
coming
into
athens
because
the
medical
services
and
kind
of
creating
a
health
care
hub
here
in
athens.

As
I've
been
told,
a
lot
of
people
are
seeking
emergency
services
and
health
services
outside
of
athens
traveling
as
far
as
as
zanesville
and
lancaster
or
or
gallup
lists-
and
this
would
kind
of
you
know
reverse-
that-
to
where
we're
going
to
see
more
people
coming
into
the
city
of
athens
for
not
just
specialized
health
care
or
routine
health
care,
but
now
for
emergency
services
at
this
facility.
So
we've
we've
seen
those
plans,
but
in
terms
of
the
initial
plans
they
came
to
us,
but
david
drake's,
yes,
yeah.

I
just
wanted
to
point
out.
I
want
the
the
board
to
hear
this
too,
that,
after
further
review
of
the
codified
ordinances,
I
think
that
it's
going
to
be
necessary
for
us
to
have
marietta
memorial
come
back
to

planning
commission
for
another
review.

a
major
change,
so
we'd
like
to
see
marietta
memorial
come
back
and
I've
tentatively
discussed
with
them
about
making
the
the
next
meeting
on
the
third
to
do
a
communication
and
then
follow
up
with
bza
would
then
be
on

eight
and,
if
approved
they
get
approved
by
the
bca,
then
we
would
move
forward
through
planning
commissions
so
that
that's
the
my
recommendation
for
for
this
new
or
this
change
in
this
development.

think

they're

medical
offices,
doctor
offices
and
then
also
maybe
beds
for
for
stays

the
different
floors
throughout
that
facilities.

it's

a
very
nice
facility

bring
you
some
architectural
renderings
to
show
what
that's
actually
going
to
look
like.

gonna
be
basically
modulars
that
come
in
on
a
low,
flatbed
and
start
putting
them
on
what
what

ceo
scott
cantley

indicating

us
in
our
meeting
earlier
this
week
is
that
the
they
still
anticipate
having

emergency
room
operational
this
year
and
but
can
continue
to
build.

top
of
this,
even
you

as
that
emergency
room
facility
is
open
and
running
that
they
will
just
start
building
up
yeah.

area
for
a
long
time,

recognize
it
is
harder
to
develop
in
the
columbus
road
corridor
than
maybe
some
other
places
due
to
not
so
much
utility
connections
but
flip
lane

constraints.

a
variety
of
other
things
and
so
from
the
site.

there
a
possibility
of
somehow
some
way
creating
something
to
where
we
can
take
further
advantage
of
the
columbus
road
bike
path
spur
as
well?

going
to

conversations

cantley,

was
asking
you

how,
for
the
the
the
lower
end
of
their
salary
scale.

talking
about
in
terms
of
of
you

the

wages

salary

some
of
the

individuals
who
might
be
working,
as
you

custodial
services
or
groundskeeping
and
the
things
that
they're
going
to
have
to
accomplish,

indicated
that
there
would
be
likely
people
being
employed
at
the
minimum
wage
plus
two
or
three
dollars,
and
I
immediately
started
thinking
of
a
project
we
mentioned
earlier
today,
which
is
the
water
project
at
682
and
56,
that
you
know
some
individuals
may
qualify
and
if
we
can
continue
to
build
out.

accessibility
plan
that
you
know
to
work
with
something
on
the
columbus
road
would
certainly
be
an
advantage,
especially
if
we
get
the
columbus
road
bike
passport.
Someone
could
literally
ride
their
bike
from
that
new
development.

the
way
over
to
that
site,
taking
advantage
of
the
columbus
road
bridge
and.

will
say
that
personally,
I've
don't
do
a
lot
of
business
out
there,
but
I
have
an
eye
doctor
that
I've
been
going
to
out
there
and
I
ride
my
bike
everywhere.
It's
not
really
fun
to
ride
down
that
section
of
road.
Once
you
get
past
devil's
kettle
or
something
down
there,
it's
just
not
not
a
great
place
to
ride
your
bike,
even
there's
a
bit
of
a
shoulder,
but
it's
not
a
whole
lot
and
I've.

told
them
that
I
wish
you
had
a
better
location
because
it's
not
a
great
place
to
ride
your
bike
to
and
plus
then
there's
no
place
to
lock
your
bike
up
or
anything
like
that
there,
because
they
don't
have
enough
people
to
accommodate
for
that.

think
we
should
be
thinking
about
this,
and
maybe
a
shared
used
path
instead
of
just
sidewalk
on
one
side,
might
make
sense
to
sort
of
build
out
that
infrastructure
that
can
support
cycling
as
well
as
as
pedestrians,
yeah.

project
that
worked
on
sidewalks
on
lancaster
street
up
by
second
as
well,
as
did
the
island
in
the
middle
of
the
four
lane,
the
former
four-lane
portion
of
columbus
road
by
dairy
queen
and
then
all
the
way
out
to
the
city
limits.

We
widened
by
six
feet,
the
pavement
on
homeless,
road
or
and
and
what
we
did
is
we
narrowed
the
lanes
from
12
foot
lanes
to
11
foot
lane
so
that
we
could
provide
a
40
inch
shoulder
and
that
40
inch
shoulder
is
not
wide
enough
as
you
as
you
noted,
to
really
feel
comfortable,
it's
better
than
what
was
there
before,
which
was
12
foot
lanes
with
the
edge
line
right
on
the
edge
of
the
pavement,
so
it's
better
than
it
was.

it's
not
ideal
and
I
think
that
this
development
might
make
you
know
you
know
a
public
transportation
alternatives
program
project
for
that
corridor,
a
lot
more
viable
as
a
needed
as
a
needed
thing.

could
really
look
at

broadband
access
ohio
happened

the

state

Broadband
access.

501c3
organization
formed
by
a
variety
of
communities
and
other
organizations
in
the
state
of
ohio
to
promote
you
know,
broader
access
to
broadband
across
across
the
state
really
kind
of
came
out
of
a
brainchild
by
the
city
of
dublin,
but
has
grown
to
be
a
statewide
organization.

Athens
is
a
is
a
charter,
member
of
that
I'm
on
the
board
of
trustees
for
that,
and
there
was
an
op-ed
that
or
a
lot
of
the
editors
that
ran
in
yesterday's
messenger
from
me
about
that.
But
then
also
a
couple
press
releases-
and
you
know
again,
the
effort
here
is
to
promote
policy
that
improves
access
to
broadband
and
speed
of
broadband
across
the
entire
state
and
a
variety
of
communities
that
are
that
are
fighting
for
that.
So
that's
what
our
participation
is
for
very.

board
of
trustees-
it's
great
having
athens
representation.
Athens
was
also
one

the
charter
cities
to
join
broadband
access,
ohio,
so
wonderful,
our

meeting

that
