D
It
is
the
developer
art
hired,
Tom
Taylor
after
the
first
plan
had
been
submitted
and
was
considered
at
the
last
meeting
to
make
the
changes
in
Corrections
that
were
indicated
in
your
letter
to
the
developer.
The
plan
was
resubmitted
and
I
understand
was
received
in
this
mayor's
office.
Friday
this
past
week,
an
effort,
an
effort
was
made
to
address
all
of
the
concerns
that
were
set
out
in
the
letter.
D
I
would
note
one
minor
matter,
and
that
is
that
the
site
plan
that
mr.
Taylor
used
is
a
version
of
a
site
plan
that
is
still
a
work
in
progress,
and
there
may
be
some
very
minor
changes
in
building
location
and
in
the
event
that
that
occurs,
then
the
tree
plan
would
be
modified
to
include
the
most
recent
version
of
the
site
plan.
I
expect
that
that
would
be
submitted
sometime
in
the
not-too-distant
future
to
the
Planning
Commission,
and
then,
if
there
is
a
recent
middle
of
the
tree
plan
required.
D
Unless
you
all
have
some
concerns
about
it,
I
would
not
anticipate
any
major
changes,
but
I
did
want
to
note
that
there
have
been
a
couple
of
minor
changes
in
the
site
plan,
but
we
had
to
get
something
to
you.
So
we
use
the
current
site
plan
in
existence
and
there
may
be
some
future
modifications.
I'd
now
like
to
introduce
Tom
Taylor.
Please
feel
free
to
ask
him
any
questions.
You
have
he's
the
person
that
prepared
the
current
plan.
Thank
you.
Okay,.
A
E
Preparing
the
new
site
plan
here
for
the
campus
edge
project
and
hope,
certainly
that
we've
added
some
some
improvements
to
the
prior
plan.
We've
tried
to
follow
the
selections
set
forth
by
the
Athens
streep
tree
Commission.
We've
maybe
gone
through
some
of
our
favorites
to
try
and
add
a
little
bit
more
stability
in
in
overall
performance.
A
E
C
There
is
a
section
in
the
landscape
ordinance
that
addresses
additional
trees
required
for
each
unit.
It's
busted
up
into
different
segments,
one
to
three
units
I
think
then
there's
three
to
eight
eight
to
twelve,
when
you
hit
twelve
or
more
units,
there's
no
specific
requirement.
So
up
to
that
point,
it's
basically
a
tree
per
unit.
Then,
when
you
get
to
use
larger
projects,
that
just
leaves
it
kind
of
open-ended
I.
A
C
A
In
terms
of
total
number
of
trees,
I
make
it,
we've
got
359
large,
deciduous,
189,
evergreen
and
then
96
or
the
mantle,
and
so
we
would
really
consider
the
just
the
first
two
categories
to
be
meeting
the
shade
tree
requirement
of
in
in
some
respects.
But
this
site
is
also
got
I.
Think
another
constraint
of
having
quite
steep
grades
in
various
places
and
one
of
the
things
there
is
that
we
require
there
to
be
no
grass
that
we
want
to
shrubs
or
other
plantings
to
be
put
under
there.
E
E
E
A
F
F
E
E
G
A
Anything
else
would
we
be
happy,
then,
and
giving
them
preliminary
approval
based
on
this
I'll
write
a
letter
to
that
effect,
saying
that
we
need
to
see.
Obviously
any
major
changes
to
the
plan
if
they
happen
to
come,
will
not
see
that
again.
We
would
like
to
see
a
plan
for
the
slopes
in
terms
of
what
you
plan
to
plant
there,
because
we
really
don't
like
crown
bench.
A
D
That
would
be
satisfactory
and
if
any
member
of
the
tree
Commission
has
questions
feel
free
to
pass
them
along
I
believe
you
contact
information
for
myself
and
for
mr.
Taylor
the
developers.
Effort
here
is
to
meet
or
exceed
your
requirements,
and
they
have
a
high
quality
development,
not
only
from
a
construction
engineering
standpoint
but
from
a
visual
standpoint
in
its
longevity,
the
but
it
so
any
questions
that
any
member
of
the
Commission
may
have
please
do
feel
free
to
pass
them
along.
A
preliminary
approval
would
be
satisfactory.
D
G
D
D
D
D
D
E
E
I
chose
the
ornamental
size
of
the
trees
to
add,
as
an
accent
and
kind
of
an
architectural
statement
to
those
buildings
rather
than
to
use
shades
in
that
immediate
area
due
to
the
smallness
of
the
tree
lawn
area
between
the
building
and
the
parking
lot,
as
well
as
the
long
term
effect
and
maintenance
of
the
landscape
in
relation
to
the
buildings.
In
other
words,
I,
don't
want
to
see
10
15
20
years
from
now
nice
shades
that
are
gonna
be
required.
Heavy
pruning
because
they're
in
the
wrong
place.
E
E
If
need
be,
certainly
for
our
next
meeting
will
be
glad
to
submit
a
dumpster
detail
indicating
a
probably
a
pyramidal
form
evergreen
and
whether
it
be
emerald
green
arborvitaes,
your
hooks
number
nine
Juniper,
something
that's
gonna
accent
and
give
us
some
evergreen
around
those
wooden
structures.
Yeah,
okay,.
A
A
G
D
A
A
A
C
C
Institution
at
the
initial
meeting
that
I
had
with
him
and
his
site
construction
manager,
I
told
them
that
I
needed
a
semental
indicating
landscaping.
I
did
get
state
approved,
building
drawings
from
them
and
they
submitted
this
plan
at
a
later
date.
I
think
you
probably
saw
the
emails
when
I
first
received
it
and
commented
on
it,
I
sent
it
out
to
miss
MacWilliams
and
I.
Think
everyone
got
copied
on
that.
C
The
plan
that
I
got
from
mr.
Rose
just
indicates
parking.
Excuse
me:
trees
along
the
south
side
of
the
parking
most
adjacent
to
State,
Street
plus
another
row
of
trees
that
are
out
in
the
right
away.
Then
there
are
trees
indicated
on
the
easement
that
goes
up
through
the
middle
of
the
property,
which
goes
back
to
access
the
site
where
the
Hampton
Inn
Hotel
is
proposed
to
be
constructed,
and
then
there's
going
to
be
another
site
just
to
the
it
would
be
to
the
west
of
that
easement
yeah
there's
one
more
lot
there.
C
Mall
and
I
marked
up
the
plans
just
based
on
strict
application.
The
code,
as
I
mentioned,
our
parking
requirements
on
the
city
parking
requirements
for
a
building
of
this
size,
and
this
type
of
use
is
25
now.
Obviously,
25
parking
spots
is
not
gonna
be
sufficient,
but
that's
the
minimum
that
the
code
requires
I
believe
there
are
90
surround,
there's
an
indication
on
there
how
many
total
parking
spots
90
some
I,
think
and
I
think
I
might.
C
C
C
The
rear,
where
there's
an
access,
Drive,
yes
and
another,
easement,
that
the
owners
been
able
to
obtain,
which
will
take
you
from
the
50
foot
easement
that
would
go
back
to
the
hotel
across
the
back
of
the
property
and
over
to
the
mall
parking
lot
behind
here.
Yeah
right
through
here,
they'll
be
able
to
come
across
and
exit
out
into
the
mall.
Okay.
B
C
There
there's
no
difference
in
grade
this
is
on
the
lower
area.
It's
not
up
on
that
Oh
on
the
big
pay,
yeah,
essentially
the
as
I
mentioned
in
the
email.
The
north
property
line
has
essentially
lined
up
with
the
face
of
the
mall
and
that's
where
the
pad
goes
out
at
that
point.
So
this,
basically,
you
just
drive
right
out
of
this
area
and
right
into
the
mall
parking
lot,
and
they
do
have
an
easement
agreement
that
way.
C
A
C
To
head
back
east
so
in
the
administration's
negotiations
with
the
owner
of
the
site,
Brent
Hays,
the
original
owner
and
then
as
we're
dealing
with
mr.
bordel
for
the
Hamptons
site
and
with
mr.
rose
on
this
site,
and
especially
because
mr.
Hayes
is
now
owner
part
owner
of
the
mall.
They
were
able
to
obtain
that
cross
easement.
C
There
are
25
cars
or
more
than
7,000
square
feet
of
pavement.
The
buffer
areas
on
the
perimeter
goes
up
to
8
feet.
Yes,
there's
a
large
buffer
in
the
front,
there's
a
large
portion
of
right
away
in
the
front
the
length
along
you,
State,
Street
I,
believe,
is
around
if
I
work
all
180
feet,
I,
don't
this
indicated
earlier
in
the
email.
C
Yes,
there
is
a
provision
in
the
landscape,
ordinance
that
says
if
you
have
at
least
a
hundred
feet
of
road
frontage,
you
can
use
the
right
away
as
you
yeah,
but
they've
indicated
essentially
two
rows
of
trees,
one
in
their
own
on
their
own
property,
on
that
perimeter
area
and
some
additional
trees
out
in
the
right-of-way.
But.
C
When
I
saw
that
too
I
didn't
see
anywhere
where
employees
could
park
there,
if
you're
going
to
use
that
as
a
drive,
aisle
yeah
unless
they're
indicating
that
that's
the
area
that
they
want
employees
to
park
in
the
ones
that
are
indicated
as
parking
spots,
there
isn't,
it
appears
to
be
a
non
paved
area
on
the
north
side.
A
lot
where
I've
drawn
yes,
I've
just
indicated
some
trees.
Yes,
I,
don't
see
why
they
couldn't
be
put
there
and
less
excuse
me.
C
C
The
area
on
the
east
side
of
the
parking.
The
way
they've
drawn
that
out
is
they've.
Just
pushed
the
drive
aisle
all
the
way
to
the
property
line
and
I've
indicated
that
if
they
would,
you
know,
eliminate
like
it's
four
parking
spots
there.
It
would
essentially
create
the
buffer
and
they'd
only
lose
for
four
parking
spots.
C
C
That's
and
again
he
just
indicated
to
me
that
that
his
franchise
agreement
required
him
to
have
X
amount
of
parking
spaces
I
believe
it's
I
think
he
indicated.
He
told
me
that
their
preference
is
to
have
at
least
120
maximum
occupancy
in
this
building.
Seating
capacity
is
166.
That's
indicated
off
the
state
approved
building
plans
in
the
160
s.
B
C
C
Has
an
agreement
he
may
have
an
agreement.
I,
don't
know
for
overflow
parking
into
the
mall
parking
lot
right
there.
If
you
go
out
and
look
at
the
site
when
you
turn
it
the
traffic
signal
to
go
into
university
mall.
Essentially
it's
a
just
two
lanes
of
traffic.
As
you
first
come
up,
then
about
halfway
up
the
lot:
there's
Ashley
a
little
parking
area
that
comes
off
on
the
side,
that's
where
the
people
that
are
involved
in
construction
right
now
are
parking.
I,
don't
know
if
they
have
permission
from
mr.
Haysom
if
mr.
C
A
C
A
C
Did
some
calculations
on
what
I
thought
was
the
five
percent
requirement
for
interior
I
eliminated
those
areas
and
I
think
that's
indicated
landscape
ordinance
the
the
areas
that
buffer
a
perimeter,
those
parking
spaces
are
deleted
in
that
five
percent
calculation
and
what
I
did
was
I
just
included
like
he
had
to
12-foot
passing
lanes.
I
just
put
one
12-foot
Lane
with
the
perimeter
parky
and
the
other
12-foot
Lane
with
the
interior
pavement
and
that's
how
I
came
up
with
my
total
to
base
the
five
percent
calculation
on
and
I
calculated
it
out
and
I.
C
A
C
H
H
C
H
C
C
H
Just
wonder
how
much
overflow
they'd
be
looking
at
in
the
wall,
so
I
mean
if
he's
got
160
and
80
spaces,
that's
everybody
tries
there
with
a
car
and
then
it's.
B
C
B
B
C
Many
parking
spaces
are
say,
for
example,
at
Ruby
Tuesday's,
but
they
do
have
a
provision
for
overflow
parking
on
the
south
side
at
Ruby
Tuesday's.
It
goes
into
the
large
amount
of
parking
that
was
required
at
the
time
for
Walmart
I.
Think
that's
where
probably
where
employees
park
and
but
there
is
a
maximum.
You
can
only
get
so
many
people
in
there
and
you
know
I'd,
usually
don't
see
any
fewer
than
two
people
in
a
car
when
I'm
at
Ruby
Tuesday's
a
lot
of
times,
there's
more
than
that.
The.
A
B
C
I'm
not
sure
why
they
hadn't
pushed
their
parking
a
little
further
to
the
south.
If
there
is
a
slope
right
there
and
my
recollection
is
that
there
it
is
slope
because
there's
some
large
riprap
I'm
in
the
drainage,
ditch
adjacent
to
State
Street,
because
there's
a
large
amount
of
water
that's
coming
off
of
this
site.
They
probably
don't
want
to
interfere
with
that
drainage
area
and
in
order
to
push
that
parking
further
south,
the
only
way
they
could
accomplish.
C
That
would
be
to
build
a
retain
concrete,
retaining
wall
or
some
kind
of
retaining
wall
up
close
to
that
drainage,
ditch
and
then
fill
that
so
I'm
gonna
I'm,
just
gonna
have
to
assume
that
they
don't
want
to
do
any
additional
construction
or
severe
grading
yeah
other
than
the
grading
as
it
exists
right
now.
The
existing
topography.
C
B
H
B
H
F
C
B
C
The
site
yesterday
I'm
gonna
for
right
now
best
of
my
recollection,
those
trees
that
are
indicated
closest
to
the
street
are
going
to
be
between
the
drainage,
ditch
in
the
curb
line:
okay,
so
you're
gonna.
If
your
pictures
looking
back
into
town,
curb
line
tree
lawn
with
a
tree,
then
it's
going
to
go
down
to
the
drainage,
Swale
and
then
back
up
a
slope
to
higher
up
on
the
pad
where
those
where
the
other
trees
are
indicated
right
adjacent
to
the
parking
area.
C
A
Any
other
concerns
questions
the
third
the
moment.
I,
don't
think
we
can
give
approval
because
it's
lacking
trees
on
the
east
and
the
north
side,
I'd
like
to
see,
looks
like
any
way
to
get
a
feel
for
where
the
high
voltage
cables
are
before
I
write
many
recommendations
now
as
to
what
they
might
be
able
to
do,
but
I
do
think
they
should
include
some
interior
parking
and
we
should
change
the
knot
reckon
we
should
recommend
they
don't
plant
river
birch
with.
A
C
C
C
The
city
website
has
a
connection
to
the
tree
Commission
in
the
landscape,
ordinance.
Anyone
who
contacts
my
office
I
do
give
them
that
information
in
this
particular
case
I
actually
had
to
get
a
hold
of
the
developer,
because
when
they
start
a
construction
without
zoning
certificates.
In
addition,
I
cannot,
however,
stop
construction
or
issue
a
stop
work
order
based
on
not
obtaining
local
permits.
C
C
We
have
a
document
called
a
zoning
permit
for
building,
and
the
only
reason
it's
got
for
building
is
because
the
fee
structure
is
different
than
if
you're,
remodeling
or
altering
so
the
city's
issuing
zoning
certificates
not
building
permits
in
a
case
like
this
anything,
but
one,
two
and
three
family
construction
is
regulated
by
the
state
of
Ohio
Department
of
construction.
Compliance.
In
other
words,
you
get
your
actual
building
permits
from
the
state
they
have
state
approved,
building
plans
and
state
inspectors
have
been
at
the
site.
C
Reviewing
it,
but
I
have
no
way
short
of
going
to
court
and
asking
for
an
injunction
to
stop
the
work
and,
as
a
matter
of
fact,
in
the
court
case,
that
judge
basically
told
me
I
couldn't
even
do
that
until
they
cook
the
first
food
served
the
first
customer
so
well,
he
could
be
popular.
Couldn't
yes,
there
are
and
their
additional
considerations
I'm
reviewing
it
now
for
the
signage.
You
know
we
have
a
sign
ordinance.
C
I
have
to
review
it
for
that
I'm,
looking
to
make
sure
they
meet
the
minimum
requirements
on
the
parking
that
the
use
is
permitted.
This
is
also
still
located
in
a
special
flood
hazard
area.
That's
another
thing
that
you
know:
I
have
to
look
at
when
I'm
reviewing
plans,
so
there's
some
consideration
for
the
lowest
floor
elevation.
B
C
Was
a
little
mr.
Rose
was
a
little
excited
when
I
told
him
it
was
in
a
special
flood
hazard
area.
That
was
a
little
more
concern,
absolutely
because
it
could,
and
it
could
require
some
significant
insurance
premiums
and
he's
in
the
process
now
of
having
that
area
eliminated
from
the
flood
hazard
area,
which
others
a
process
that
you
can
go
through
to
do
that
with
FEMA.
B
C
B
H
C
H
C
C
To
give
you
an
example.
The
same
thing
happened
with
the
construction
at
the
movie
theater
when
they
went
back
to
renovate
they
had
to
meet
the
requirements
and
they
had
the
way
the
seating
was
set
up.
The
first
floor,
elevation
down
by
the
screens
where
the
seating
went
all
the
way
down
was
below
the
protection
level,
even
though
the
site
was
fairly
high.
So
what
they
did
was
they
went
back
to
FEMA.
There's
a
forum
called
an
MT
one
forum.
C
It
has
seven
or
eight
pages
application
that
you
send
to
FEMA
and
they
review
the
information
and,
in
the
case
of
the
movie
theater,
they
were
eliminated
from
the
flood
hazard
area,
so
they
they
got
what's
called
a
letter
of
map
amendment,
which
means
excuse
me,
a
letter
of
map
revision
based
on
Phil's
called
a
Walmart
F,
and
so
they're.
No
longer
in
that
mapped
hazard
area
and
that's
the
same
thing
that
this
developers
going
to
do
so
it's
just
a
minor
modification
to
the
map.
A
A
Basically,
we've
just
got
a
few
announcements
left
on
here.
The
AEP
are
working
with
Alfie
on
some
tree
replacements
or
the
back
of
along
the
bike.
I
believe
it's
an
area
parallel
to
the
Walmart
parking
area,
I
think
that's
whether
where
they
plan
to
go
I'll,
make
sure
that
they
appear
in
the
minutes
the
details
of
this
while
you're
here
Steve
that
reminds
me
that
I
was
walking
along
the
bike
path
in
the
area
behind
Kroger's
and
Athens.
Well
as
considerable
amounts
of
litter.
C
A
hold
of
the
manager
of
the
Athens
Mall
Kroger's
Walmart,
some
of
that
area
back
there,
especially
around
Walmart,
where
we
have
the
storm
water
detention
ponds.
The
land
development
ordinance
says
they
have
to
be
fenced
because
they
can
be
an
attractive
nuisance
empty
or
full,
especially
when
they're
full
of
water
and
fences
have
a
tendency
to
seem
to
catch
every
plastic
bag.
That
I.
C
A
B
A
We
can
do
is
what
he's
been
doing
now
is
to
speak
with
Steve
Stanley,
who
works
for
an
EP
and,
as
I
said,
they
have
offered
to
put
some
to
plant
some
trees
or
to
help
pay.
This
and
truth
be
planted
along
the
bike
path
in
that
area,
where
AUP
took
out
a
lot
of
trees
behind
Walmart
in
terms
of
the
prunings
were
covered
by
an
ordinance
that
was
passed
in
1986
by
the
City
Council,
which
gave
ap
permission
to
do
exactly
what
they're
doing.
A
There
is
no
restraint
in
that
ordinance
and
that
when
that
ordinance
comes
up
for
renewal
in
2011,
unless
City
Council
wants
to
act
before
them,
I
would
propose
I,
think
Albie's.
Agreeing
to
this,
that
we
try
and
impose
the
International
Society
of
arborist
standards
on
them
in
terms
of
pruning
the
language
for
that
will
have
to
be
dealt
with
very
carefully.
A
A
Yeah
we
keep
working
it
and
an
Bonner
does
her
best
as
our
urban
forester
to
keep
those
tree
crews
aware
of
what
they
should
be
doing
in
terms
of
trying
to
maintain
trees,
and
it
would
be
better
in
many
cases
for
AEP
to
simply
take
out
the
trees
and
for
smaller
trees.
Decorative
trees
to
be
planted
in
those
areas
wouldn't
wouldn't
interfere
at
all
with
the
power
lines
it
can
be
done
again
while
we're
on
the
bike
path.
A
A
Okay,
two
things
which
may
be
related
on
may
not
be
the
water
polo
team
is
seeking
beautification
projects.
It
says:
April
29th
is
the
date
of
the
activity
this.
This
is
the
Saturday
after
Arbor
Day,
which
is
Friday
April
28th,
which
it's
also
noted.
We
need
a
time
a
place,
a
tree
and
an
organizer
Arbor
Day.
So
if
people
didn't
think
that
about
what
we
might
do
to
follow,
somebody
who
has
done
things
the
trees.
G
H
The
men's
water
polo
team
showed
up
at
the
oh
you
at
the
City
Council
meeting
about
two
meetings
ago.
Did
it
give
a
presentation
they're
looking
for
inputs
in
terms
of
beautification
projects?
They
want
to
work
with
neighborhood
associations,
any
Association,
so
I
think
the
contact
prisoners
are
gentleman
by
the
name
of
Michael.
Jones
I
think
is
email
you
can
find
in
the
student
directory,
but
I
think
maybe
Debbie
Walker
has
a
contact.
Number
they're
gonna
put
a
website
up
there.
Looking
for
suggestions,
they
want
to
do
projects
of
landscaping,
painting.
B
B
H
B
B
F
H
B
A
C
A
C
B
H
C
C
He
and
I'll
still
have
to
communicate
they're
on
different
items
that
pertain
to
permitting,
but
just
because
of
the
fact
that
he
will
have
this,
you
know
there's
a
little
more
expertise
and
probably
as
far
as
just
if
we're
just
looking
at
trees,
he's
probably
the
city
representative,
now
most
qualified
to
do
that
so
he'll
be
phasing
in.
Although
you
may
love
to
have
a
City
arborist.
C
A
C
Lot
of
a
lot
of
these
things,
the
trees
are
just
one
aspects,
a
matter
of
fact,
for
example,
on
campus
edge,
I
was
in
communication
with
mr.
dowdy
Tom
dowdy
the
developer
last
night.
He
wanted
me
to
give
him
a
timeline
scenario
of
going
from,
where
he's
at
now,
with
his
preliminary
approval,
all
the
way,
ultimately
to
what
it
would
take
to
get
the
council
approve,
and
so
there
are
many
different
aspects
involved.
C
This
the
review
of
the
tree
plan
just
being
one
small
part
in
the
first
parties
initiating
on
possible
final
approval
for
the
Planning
Commission,
so
yeah.
There
are
a
whole
variety
of
different
things
that
are
that
are
interrelated.
It
may
be
that
Ron
and
I
both
will
have
to
yeah
have
to
attend,
but.
C
E
F
A
F
A
A
C
It
yes
and
then
Ron
being
right.
Now
is
the
interim
department
head
when
Andy
stone
comes
back
from
his
military
service
in
Iraq,
Ron
will
drop
back
to
one
of
the
two
street
I
think
it's
called
Street,
specialist
and
he'll
still
be
on
staff
and
essentially
he'll,
be
I,
mean
he's
the
foreman
when
they
go
out.
This
happens
to
be
the
director
right
now
and
it's
like
you're
mentioning.
What
you
need
is
some
understanding,
knowledge
and
expertise.
Let
somebody
else
put
on
the
gloves:
use
their
hands
use
the
equipment,
that's
not
the
hardest
part.
C
A
C
Know
he
was
very
concerned
about
that
it
wasn't.
The
street
department
at
all
ron
was
kind
of
aghast
plus
he
has
enough
knowledge
now
to
understand
what
they've
actually
done
is
the
trees
now
are
going
to
grow
fast
and
grow
yep
and
just
grow
in
strange
different
directions:
they've
not
helped
in
the
long
run,
they've
just
reduced
the
amount
of
time
between
cuttings
yeah,
but
only
after
attending
those
classes.
I
understand
that
okay,
very.
