A
A
A
B
And
I
really,
sir,
wasn't
a
permit
on
that,
and
so
you
know
I
didn't
pass
along
any
promises
to
that
property
on
her,
but
there
is
a
significantly
large
dead
branch
on
that
tree.
It
is
a
tree
that
otherwise
is
in
great
shape.
It's
one
that
the
city's
done
work
on
years
ago.
I
remember
visiting
that
tree,
so
I
think
just
some
simple,
Deadwood
pruning
and
I
don't
think
it's
an
emergency
either
I
suggested
the
gal
that
once
we
got
it,
you
know
the
paper
trail
set
out.
B
Again,
I
ate
my
memo
out
to
you
guys.
Did
you
guys
get
to
see
this
because
I
just
want
to
reinforce
you
to
the
notion
that
that
there
are
always
trees
that
need
maintenance
on
the
right-of-way
and
maybe
on
private
land
that
might
threaten
the
right-of-way
and
so
I
just
always
try
to
keep
city
resources
at
the
top
of
my
priority
list,
of
course,
with
Public
Safety,
and
you
know,
I
didn't
feel
that
these
trees
were
a
public
safety
hazard
or
a
public
safety
issue.
B
You
know
they
are
kind
of
on
in
a
naturalised
area
as
what's
common
with
a
lot
of
new
property
owners
when
they
come
in
and
there
are
a
lot
of
trees
on
a
property,
I
think
a
lot
of
times,
there's
a
a
feeling
of
perception
that
we
got
to
do
something
bout,
the
trees
first,
so
I
did.
We
did
actually
remove
I
think
two
trees
last
year,
or
maybe
one
this
one.
B
Okay,
maybe
I
thought
it
was
last
year.
Maybe
it
was
two
years
ago,
but
anyways
there
is
about
the
only
one
that
I
thought
really
hadn't
significant
defect.
What's
that,
what's
the
locus,
maybe
you
guys
can
walk
by
and
look
at
it,
and
the
problem
is:
is
that
there's
some
Deadwood
in
some
of
these
trees
and
I?
Think
a
lot
of
it
is
that
that
property
owner
wants
to
change
the
look
of
that
property
and-
and
some
of
that
I
think,
is
beyond
the
scope
of
what
we
do
to
protect
public
safety.
C
A
B
I
think
too,
one
of
the
things
I
explained
to
the
property
owner
was
that
you
know
especially
going
on
in
in
clearing
just
a
few
trees.
It's
gonna
open
that
unless
they
have
a
plan
to
put
something
back
or
a
different
plan
for
maintaining
it
with
all
the
invasive
exotics
that
are
just
waiting
in
the
wings.
You
know
the
honey
look
at
the
honeysuckles
and
the
garlic
mustards
anytime.
You
know,
there's
a
removal
there,
the
the
poison
ivy,
which
is
an
exotic,
but
that's
going
to
be
a
challenging
area
to
manage.
A
A
D
B
You
know,
because
you
know
this
is
a
repetitive
issue
on
that
site
and
I.
Believe
me,
I
have
all
the
people
I
walk
that
over
lunch
you
know
and
it's
a
beautiful
area
and
I
understand
the
functions
that
the
trees
are
providing.
You
know
I
mean
just
as
a
I
wonder
if
we
shouldn't
just
have
you
guys
all
seen
it,
because
there
is
some
Deadwood
in
the
trees
now
I,
don't
think
there
are
a
threat
to
the
traveling
public
I
mean
it's
a
small
road
and
it's
not
like
they're.
A
D
A
B
There's
you
know
you
want
to
make
sure
that
that
you
got
the
insurance
and
covered
god
forbid.
Something
did
happen.
Okay,.
G
B
G
Morning,
Tom
McGuire
for
milestone
developments,
we're
going
to
postpone
the
land
landscape
plan
submission
for
today.
As
of
last
Friday,
we've
decided
to
join
forces
with
the
edwards
companies
of
columbus.
As
you
may
have
read
recently,
the
edwards
companies
is
no
longer
involved
in
the
landmark
site.
They've
remained
strongly
interested
in
providing
athens
with
high
quality
housing
developments
and
they
feel
they
would
be
have
a
better
opportunity
to
do
this
with
the
campus
edge
project.
We
look
forward
to
their
involvement
and
expect
to
continue
the
process
immediately.
G
The
edwards
companies
folks
announced
this
privately
to
the
mayor
and
a
few
other
officials
last
week
of
their
decision
to
proceed
with
us.
So
please
put
it
on
hold.
Also
I
wanted
to
renew
or
re-extend
my
offer
to
take
anyone
who
is
interested
on
a
tour
of
the
site
so
that
you
folks
are
familiar
with
its
present
conditions
and
you
can
get
a
hold
of
me
by
telephone
and
schedule
a
time
to
be
there
at
our
mutual
convenience.
A
A
Basically,
what
they
with
any
changes
that
we
suggested
about
plant
trees
here,
they've
taken
all
of
our
suggestions
and
incorporated
them.
There
was
one
concern
that
mark
Whitney
had
about
a
really
nice
tree,
that
they're,
using
at
the
front,
called
a
silver
bell,
they're,
keeping
that
and
despite
Marc's
concerned
that
it
might
not
survive
in
that
situation,
but
it
is
interesting
it's
this
was
one
of
the.
This
is
truly
the
most
sophisticated
landscape
plan
that
we
had
seen
in
terms
of
design
materials
who.
A
H
I'm
a
steeper
designer
he
indicated
that
would
would
put
trees
in
that
grant.
Reporting
sawdust
I
get
visually
seeing
sight
yet
and
the
reality
is
it's
deep.
It's
going
to
be
hard
to
get
trees,
I've
decided
we'll
do
what
we
can
to
get
its
before.
Doesn't
have
a
good
curb
appeal
for
the
building
as
well,
but
we
would
gravity
being
what
it
is.
H
H
H
H
E
B
H
B
H
A
C
C
It
does
mean
that
there
are
I,
think
thirteen
sweet
gum,
trees
that
will
have
to
be
removed
to
accommodate
them.
However,
we've
been
assured
that
there
will
be
a
two
for
one
replacement
of
these
trees,
and
the
proposal
at
the
moment
is
to
plant
those
replacement
trees
in
groups
along
the
river
side
of
the
soccer
fields
and
we're
recommending
that
they're
putting
in
silver
maples
as
the
replacement
species,
because
they
will
be
rapidly
growing
economy
and
they
will
produce
leaves
that
will
evaporate,
and
so
they
shouldn't
be
a
leaf
problem
to
the
is
this.
I
C
C
C
J
F
F
C
B
I
think
that
there's
been
a
lot
of
research
I
mean
I'm
light
of
massive.
C
B
That's
actually
one
of
the
goals,
because
any
kind
of
just
gradual
slowing
allows
that
groundwater
to
absorb
the
water
and
will
keep
that
water
from
flooding
downstream.
So
so,
actually
I
think
for
my
just
preliminary
work
with
the
Hocking
Conservancy
District
they're,
looking
at
not
only
planting
trees
but
of
creating
no
mow
areas
and
wild
areas
that
really
will
absorb
stormwater
and
won't
be
I
mean
they
unfortunately
I
think
honeysuckle
will
probably
see
it
in
there.
I
just
have
one
other
suggestion
for
that
site.
B
Having
planted
trees
there
and
it's
so
compacted
and
it's
gonna
be
a
real
challenge.
I
think
silver
maple
is
really
really
progressive.
I
mean
a
really
good
good
plant
and
I
might
suggest,
maybe
pin
oak
as
well
to
mix
in
there.
They.
C
F
F
H
C
F
E
C
E
A
A
A
A
A
This
is
a
site
that
is
on
East,
State
Street,
just
east
of
the
33
bypass
as
it
enters
onto
East
State,
and
this
is
the
old
County
engineer's
Depot
amount
of
offices
and
East
Park
Drive
is
here:
that's
East,
State
Street
running
East.
This
is
the
beginning
of
the
city,
Community
Center
rec
grounds
the
swimming
pools,
a
pool
is
here
so
that
gets
you
an
orientation
and
there's
more
of
this
property
that
way
and
back
this
away.
A
I
saw
Emily,
were
you
with
Lee,
and
I
saw
this
in
its
entirety
as
a
very
general
proposal,
and
it's
that
there
are
five
things
going
in
this
spot,
including
the
pharmacy,
a
bank,
a
restaurant
and
then
to
the
back
some
sort
accesses
on
East
Park
Drive.
So
this
is
the
CBS
pharmacy
to
landscaping
plan.
K
Paniccia
knoll
or
a
different
group
that
mean
they're
the
major
owners
of
the
tongue,
but
it's
a
little
different
than
the
Pantanal
architects
for
half
acres
total
in
it
that's
being
split
into
four
Lots
just
mentioned.
Cvs
is
the
first
property.
That's
going
to
be
developed
in
the
cities.
Look
very
closely
at
other
plans
specific
to
that
site.
Jeff
Albrecht
is
a
representative
of
hometown
development,
which
is
the
group.
That's
actually
purchased
the
property
and
is
going
to
develop
the
pharmacy.
So
this
is
the
first
detail.
K
K
So
there's
it's
a
little:
it's
not
real
complicated,
but
there's
layers
of
things
going
on.
As
you
had
mentioned,
the
three
there
are
three
lots
of
phase
D
State
Street.
They
have
shared
driveway.
So
there's
two
entrance
points
to
come
in
you're.
Looking
at
the
second
entrance
point,
which
will
be
closer
to
the
existing
signaled
intersection
at
East,
Park
Drive
they'll
be
another
entrance,
Drive
back
toward
the
off
ramp
on
the
highway,
where
you
can
get
off
now.
K
I
can't
get
back
on
at
the
moment,
but
the
off
ramp
coming
down
to
East
State
Street
about
33.
Just
did
you
turn
the
corner.
There'll
be
another
entrance
point
right:
there
that'll
go
down
between
the
bank
and
the
restaurant,
the
developer
for
the
whole
project,
mr.
Knoll
is
proposing
and
it
has
been
approved.
An
additional
drive
link.
K
So
now
that
you
have
two
lanes
going
out
in
State,
Street
there'll
be
another
lane
over
here
on
the
right,
so
people
can
get
off
to
the
side
and
turn
down
into
this
site
without
impeding
the
natural
flow
of
traffic
there.
So
there's
a
lot
of
different
issues.
The
developer
in
the
city
have
been
working
together.
C
K
Absent
relative,
as
I'd
mentioned,
the
site's
been
divided
and
lots
have
been
approved
for
different
Lots.
So
that's
a
common
property
line
therein
in
a
technical
or
specific
application
on
landscape
ordinance
requires
landscaping
also
along
a
drive
aisle.
Yes,
if
you
look
at
that
was
something
that
was
added
in
the
last
revision
or
last
modification
from
landscape
ordinance
to
also
landscape
those
drive
while
same
as
same
situation
as
with
the
Hampton
end.
K
They
have
a
common
property
line,
Bennigan's
and
Bennigan's
as
proposing
a
plan
that
we
looked
at,
had
trees
along
their
side
and
so
there's
additional
trees
and
it'd
be
required
on
the
other
side
and
the
Hampton
side
on
that
50-quid
stripper
land.
That
goes
back.
It's
actually
where
the
hotel
is
located.
K
The
the
regulations
say
that
if
the,
if
there
are
site
constraints
related
to
the
strict
application
of
the
landscape,
ordinance
and
a
consolidation,
essentially
a
review
and
another
approval
by
the
tree,
Commission
is
the
appropriate
way
to
handle
it.
If
you
look
at
the
site
right
there,
the
size
of
the
I'm
going
to
guess
that
that's
probably
a
pretty
standard
footprint
for
cvs/pharmacy,
as
you
can
see,
they've
along
East,
Park
Drive.
They
have
double
loaded
parking
and
they
have
to
have
width
for
driveway.
K
So
there's
probably
60
feet
from
the
building
all
the
way
across
to
the
other
side
of
the
parking
and
they
have
the
width
of
the
building.
And
then
you
can
see
they
have
very
little
room
left.
Even
if
you
get
that
dry
violin.
So
the
width
of
the
lot
the
amount
of
parking
that's
required
there
they're
a
little
over
what
they
need
on
their
parking
requirement,
but
not
by
much
and
so
just
the
width
of
the
lot.
The
width
of
the
building,
the
amount
of
space
required
for
Drive
aisles
and
parking.
K
Zoning
code
2311
table
be
off
street
parking
requirements,
has
a
square
footage
requirement
for
our
guideline
for
different
types
of
uses,
and
this
particular
use
would
be
described
as
a
retail
use.
And
then
you
take
the
amount
of
square
footage
in
the
building
and
divide
it
by
a
given
number.
It
depends
on
the
size
of
the
facility,
in
this
case
I
think
it
was
one
parking
spot
for
every
300
square
feet
of
area
in
the
building.
So.
K
K
C
C
B
When
Aldi
and
I
rocked
it
with
mr.
Knoll
a
while
back,
he
was
acquired
about
what
might
be
our
issues,
and
so
the
perimeter
was
one
of
the
things
that
the
way
the
way
they
were
planning
I
mean
it
was
so
crammed
in
that.
It
sounded
to
me
and
I
may
be
mistaken
on
this,
but
they
were
kind
of
counting
on
the
park
to
be
there
being
perimeter.
B
You
know
and
I,
especially
wouldn't
I,
think
the
design
that
was
that
they
had
been
considered
at
that
time
with
a
little
bit
of
a
window
and
the
back
side
of
the
hotel
and
I.
Just
think
from
the
you
know,
if
we
can
have
the
forefront
of
this,
make
sure
that
at
least
there's
a
buffer
around
the
outer
perimeter,
I
mean
if
that
was
already
to
show
well.
A
K
So
and
as
we
discussed
a
little
earlier,
the
building
could
be
shifted
to
the
B
to
the
east,
to
create
additional
space,
but
I.
Don't
think
it
would
be
enough
to
create
a
a
green
buffer
between
the
lots,
but
they
could
shift
it
over
use
the
right-of-way
they're
showing
actually
an
eight-foot
strip
along
East,
Park
Drive
for
their
plantings
and
because
the
regulations
say,
if
you
have
a
hundred
feet
or
in
excess
of
100
the
frontage
on
it
right
away.
You
can
use
that
right
away
I'm.
K
K
B
H
B
K
Get
you
another
sheet
that
shows
the
overall
site
plan.
The
trouble
is
you
have
four
individual
property
owners.
Ochio
Bank
has
purchased
the
center
property.
When
you
see
Bank
on
the
side
them
says,
Oh
kill
or
not.
Oh
kill.
On
other
plans
that
I
had
says:
Oh
kill
bank
the
property
to
face.
The
state
must
have
Jason
to
the
off
ramp
of
the
highway.
This
indicated
as
being
an
Applebee's
restaurant
and
in
the
back,
the
latest
plans.
K
K
Sometimes
that's
not
real
easy
to
accommodate
when
one
for
example,
in
this
case,
CBS
is
really
pushing
ahead.
You'll
see
the
CBS
starting
the
construction
fairly
quickly.
Those
other
three
uses
there's
no
telling
when
they
might
start.
Yes,
that's
the
problem,
and
just
because
of
the
amount
of
activity
going
on
heavy
trucks,
those
kinds
of
things
to
try
to
get
you
know
all
the
curbs
and
the
plantings
in
and
have
it
all
organized
compared
to
the
different
development
that
will
be
going
on
over
an
extended
period
of
time.
A
C
K
Give
you
that
information
on
the
parking,
okay,
what's
required
and
what's
provided
I,
think
you're
right
though,
and
if
we,
if
you
look
at
it
right
now,
you
can
get
an
overall
picture,
because
each
one
of
these
properties,
more
likely,
will
have
to
come
in
for
a
review
for
consolidation.
And
so,
if
you
have
an
overall
idea
to
begin
with,
even
though
it's
specifically
going
to
apply
to
this
site,
it's
an
idea
or
a
theory
or
an
overall
view
that
will
carry
over
the
site.
So.
A
B
J
K
Wrong
I
think
mr.
mr.
Knoll
was
in
charge
of
the
overall
development
in
these
other
meetings.
I've
alluded
to
with
the
city.
They
have
to
install
additional
water
line,
sewer
lines
and
storm
sewer
lines
that
will
be
the
storm.
Sewer
problem
won't
be
maintained
by
the
city,
but
there'll
be
new
water
and
sewer
laterals
I've
already
issued
demolition
permit
for
the
engineers
building.
Once
that
thing's
gone
there'll
be
a
lot
of
excavation
and
earthmoving.
Essentially,
the
the
whole
front
of
the
lot
will
be
pushed
to
the
back
and
there's
the
plans
show.
K
K
B
I
will
say
that
that
was
one
of
the
things
that
Michael
know
discussed
with
us
and
he
was
really
cognizant
of
the
soil
issues
and
and
addressing
that
and
we've
actually
provided
him.
Some
information
about
structured
soil
and
all
that,
but
I
still
think
the
space
I
know
that
I
did
not
feel
like
that
was
addressed
the
especially
the
four
separate
separate
sites
so
that
that's
gonna
be
a
lot
of
space
that
they're
gonna,
think
they're
gonna
have
to
give
up
and.
F
F
K
C
K
K
B
B
C
K
G
B
That
that
might
be
one
area
for
compromise,
maybe
but
hey,
but
I
still
think
that
I
think
there's
gonna
be
some
there's
gonna
be
some
challenges
because
I
think
it's
really
important.
You
know
I
think
there's
an
idea
that,
because
it's
a
park
behind
there
that
hey
we'll
just
use
that
that's
you
know
they
were
talking
about
putting
windows
out.
So
you
could
see
the
park
and
everything
but
I
don't
know
that
it's
fair
to
to
allow
you
know
the
development
to
go
right
up
to
that
to
the
park
either.
B
J
Well,
it
it's
a
certificate
that
could
be
used
otherwise
and
I
had
it
put
together
and
it
could
be
amended
because
I
just
wanted
to
get
approval
on
it.
First
of
all
that
we
could
have
these
available
to
use
to
get
to
people
who
are
assisting
us
in
some
special
ways
in
the
community,
with
the
care
and
planting
of
trees
and
I
particularly
wanted
to
give
it
to
two
households
of
students
on
Mill
Street
that
have
been
real,
helpful
they've
been
watering
me.
J
J
A
F
D
J
A
J
J
E
A
G
J
And
so
on,
and
then
the
second
item
had
to
do
with
just
reporting
that
Hawthorne's
were
planted
at
two
sites,
that
on
the
street
on
Mill
Street,
and
that
was
the
AEP
and
a
third
party
going
together
and
paying
for
the
trees
and
I
was
curious,
who
the
third
part
we
want
the
third
party
to
be
because
since
they're
on
City
right
away,
I
have
us
a
little
I.
Wasn't
I
didn't
approach
the
land
owners,
but
I
wondered
whether
we
wanted
to
just
pick
it
up,
since
it
was
only
$10
per
tree.
J
B
D
A
J
Think
that's
a
really
important
thing
as
far
as
the
our
city
and
the
beautification
day,
as
well,
I
heard
about
a
place
in
another
college
town
where,
over
the
15
years
that
they've
been
doing
beautification
day
that
they
had
something
like
15,000
people,
students
and
countless
people
like
get
together
and
work
on
their
beautification
day,
and
it's
just
built
up
over
the
years.
So
I
mean
I,
don't
know
if
we'll
get
there,
but
at
least
it's
a.
A

C
C
C

I
C
I
B
Masked
for
40
years
and
they
stay
really
narrow
and
you
know
they're,
not
they,
you
know.
Sometimes
they
get
a
little
thick
and
scraggly
and
you
know
when
they're
40
or
who's
not.
B
A
E
B
B
B
C
B
C
E
A
A
L
A
K
When
I
saw
this
item
on
the
agenda,
I
emailed
the
chair
to
ask
if
I
could
investigate
some
specifics
related
to
this
development
and
site
quest
was
the
name
of
the
company
that
Mike
pitcher
was
their
representative
he's
from
he's
located
in
Akron
Ohio
and
the
Board
of
Zoning
Appeals
had
to
consider
this
case
because
all
cellular
phone
towers
or
any
kind
of
utility
installation
the
code
says
as
a
conditional,
conditionally
permitted
use.
Mr.
K
pitcher,
Maeda's
or
representative
SciQuest
made
an
original
presentation
to
the
Board
of
Zoning
Appeals
and
they
delayed
their
decision
for
up
to
60
days.
They're
allowed
to
do
that,
one
of
one
of
the
reasons
they
delayed
it
was.
They
were
concerned
about
the
landscaping
because
it
just
says
around
cellphone
towers
around
the
utility
building.
There
has
to
be
a
fence
and
it
has
to
be
screened
as
all
the
zoning
code
says.
K
So
they
were
looking
for
some
input
from
the
tree
Commission
about
what
would
be
appropriate
plant
around
there,
and
the
developer
was
agreeable
to
that.
So
I
found
that
in
the
record
and
I
looked
at
the
minutes
of
the
next
meeting
a
month
later,
and
it
said
that
he
mr.
pitcher
did
appear
at
that
meeting
and
he
said
that
he
would
agree
to
abide
by
the
recommendation
of
the
tree
Commission
and
in
the
minutes
it
seems
to
indicate
spruce
or.
J
K
See
that's
what
they
didn't
want.
That's
what
they
didn't
want
a
plan
because
of
couple
a
couple
of
the
board
members
I
saw
in
the
minutes
had
made
mention
that
around
the
sewage
treatment
plant
that
there
were
some
pies
or
something
other
than
arborvitaes
that
was
planted
around
there
and
they
wanted
to
know.
If
maybe
that
would
be
nicer
to
have
there.
K
So
somehow
in
the
middle
between
that
original
review
of
the
Board
of
Zoning
Appeals
and
their
final
approval,
which
also
included
a
condition
contingent
upon
installation
of
plantings,
as
recommended
by
the
absolute
Street
Commission
I
can't
find
what
was
recommended
by
the
tree.
Commission
in
the
middle.
In
the
record
and
I'd.
Ask
candy
to
you,
know,
look
in
the
file
in
your
file
and
see
if
there
was
anything
so
I'm,
not
sure
what
to
tell
the
developer,
because
I
can't
find
what
he
was
told
or
what
he
agreed.
K
J
K
A
K
K
Know
if,
if
the
tree
Commission
recommendation
was
for
certain
Heights
or
species
spacing
all
I
know,
is
that
there
was
concern
about
because
I
think
well.
That
was
one
of
the
things
too,
that
the
poor
design
Appeals
was
concerned
about
at
the
second
site.
They
wanted
essentially
the
reason
they
said
that
was
they
one
of
the
medians
green.
They
know
that
planning
the
whole
thing
would
be
screened
off
in
this
case.
I
don't
know
if
there
was
a
consideration
that
over
time.
A
K
K
K
F
K
Again,
that's
on
the
records
retention
schedule
says
these
meetings
can
essentially
unless
there's
pending
litigation
involved.
So
some
council
meetings
have
to
be
caps
on
board
design
appeal,
for
example,
more
designed
appeals.
You
have
a
30-day
window
to
appeal
denial,
so
they'd
have
to
keep
these
those
for
at
least
30
additional
days,
so
I'll
investigate
that
with
Scott
the
guys
the
government
channels
see,
maybe
if
they
do
have
a
record
of
it
before
before.
That
goes
away,
but
it's
been
quite
a
while,
but.
E
E
K
Thing
that
I
can
do
and
I
thought
about
this
yesterday,
when
I
was
trying
to
put
everything
together,
I
could
call
mr.
pitcher
and
he
might
actually
have
something
in
writing
that
he
that
he
received,
because
he
seemed
very
agreeable.
The
recommendation
of
tree
commission,
how
that
was
relayed
to
him
must
have
been
somehow
in
writing
for
some
reason.
I
just
don't
have
it
in
my
records.
K
B
K
I
can
do
I
can
just
email
you
the
dates
of
the
Zoning
Board
meeting
and
obviously
from
from
reading
the
minutes
of
the
you
know.
There
was
this
question
about
what
would
be
appropriate
screening
aisle
issues.
The
board
says:
let's
meet
use
the
tree,
Commission
expertise
to
try
to
get
something
a
little
different,
maybe
to
match
up
what's
already
existing
in
the
area,
then
there
seems
to
be
at
the
next
meeting,
30
days
later,
an
understanding,
an
agreement.
C
A
K
Would
well
that's
why
I'm
kind
of
qualifying
everything
that
I'm
saying
and
actually
looking
for
a
record,
because
I
believe
he
thinks
he's
in
compliance
with
whatever
was
recommended.
I,
don't
it's
in
such
an
obvious
place
in
such
a
highly
visible
place
that
he
wouldn't
I,
wouldn't
think
one
jeopardizes
conditional
use
permit,
because,
because
of
some
plantings.
A
C
A
Okay,
so
starting
from
errands
and
going
to
pet
land
staples,
and
these
plantings
include
twelve
juniper
is
one
blue
spruce.
There
are
several
more
deciduous
trees
in
serious
decline
and
one
of
the
more
distressing
things
about
this
is
whoever
planted
the
trees
left.
All
the
root
cage
materials
can.
A
A
A
I
C
A
I
This
issue
again
of
having
people
you
know
they
can
comply,
we
can
say
plant
spruce
and
they
print
a
two-inch,
spruce
move
on
an
8-foot.
We
can
get
people
that
will
plant
and
then
somebody
comes
along
and
plants,
the
8-foot
spruce
and
doesn't
do
the
right
job
of
planting
or
piles
up
things
around
the
room.
So
you
get
into
these
kinds
of
well.
A
Absolutely
so
the
cities
shade
tree
Commission
asks
that
the
dead
and
dying
trees
be
replaced
to
satisfy
the
requirement
for
replacing
city
trees
that
were
removed
from
that
area
for
development.
That
was
one
things
that
happen,
and
we
include
in
the
letter
information
that
Louis
is
doing
a
really
Alliance
share
of
this
down
at
very
and.
K
A
K
D
K
Discussions
Geoff
maiden
was
the
city
engineer
for
the
bike
path,
property
and
Jeff
was
Jeff's
the
one
that
designed
the
the
landscaping
around
the
new
soccer
fields,
and
he
was
involved
in
that
project
as
the
city's
contract
engineer
on
that.
So
it
wasn't
handled
through
my
office,
so
I
think
it'd
be
appropriate
for
the
tree,
Commission
its
plantings
on
the
right
away
right
or
in
association
with
with
right
away
acquisition
in
disposition,
because
there
was
a
lot
of
legal
back-and-forth
that
had
to
do
was
clearing
title.
K
K
K
First,
the
first
revision
that
included
buffering
and
landscaping
along
drive,
aisles
staples,
May
staple
started,
not
too
long
after
Walmart
was
completed,
so
there
may
have
been
a
window
in
there
when
they
weren't
required,
but
they
weren't
an
agreement
or
a
compromise
for
the
installation
of
the
bike
path.
In
any
case,
there
are
trees
there
that
have
agreed
to
be
planted
and
should
be
kept
alive.
I.
A
D
A
A
K
K
K
K
You
know
pickup
truck
coming
to
town
and
say
they're
landscapers.
As
an
example
will
they'll
be
anybody
that
comes
to
town
to
do
that
kind
of
work
will
have
to
be
registered
with
the
city
and
paying
city
income
tax,
we're
getting
closer,
we're,
not
all
the
way
there
to
say
with
you're
an
approved,
arborist
or
approved
landscaper
been
making
some
progress.
A
C
K
K
G
K
K
K
I'm
gonna
say
what
probably
ended
up
happening.
Is
they
realized
that
people
had
based
on
previous
information,
constructed
their
homes
on
the
right
away,
so
they
vacated
part
of
the
part
of
the
street.
So
when
you
see
that
that
amount
of
area
that
we
vacated
and
you
kind
of
try
to
put
the
pieces
of
the
puzzle
together
and
you
go
out
and
measure
it-
you
go
I'll
look
what's
left
over,
it's
the
distance
from
the
face
of
this
building
to
the
other
side
of
the
street.
The
face
of
that
so.
B
F
B
B
K
Had
started
looking
at
this
project
about
a
year
ago,
Andy
stone
was
still
here
and
I.
Remember
walking
the
entire
length
of
the
project
with
him,
and
one
of
the
concerns
we
had
I
think
Ron,
expressed
at
the
same
time
too
was
on
the
sidewalk
installation.
What
kind
of
problems
are
we
going
to
end
up
with
when
we're
coming
up
against
trees?
That
was
one
of
the
considerations,
because.
K
D
D
K
K
A
F
A
Orange
spools
for
looks
like
new
line,
might
be
being
installed
in
that
that
slope
or
perhaps
on
Forest,
there's
also
work
scheduled
there
pruning
blazes
on
a
lot
of
trees
on
Forest,
which
looks
to
be
a
street
that
has
not
had
any
utility
line
clearance
work
done
on
it.
Up
to
this
point,
perhaps,
and
so
there
are
resident
at
24
and
28
forest
that
was
actually
one
property
owner.
A
F
A
Allah,
who
come
just
in
time,
so
you
have
a
fellow
resident
up
in
your
neighborhood
tom
carpenter,
who's
also
concerned
about
pruning
in
the
area
and
yes,
14
trees
in
his
property,
their
property
that
scheduled
for
some
kind
of
a
protein
Alaka.
Would
you
like
to
say
something
that
just
doesn't
step
to
the
podium?
Please.
C
L
Name
is
Lila
Ghazni.
My
address
is
twenty-third
view
Avenue
here
in
Athens
it
was
I,
guess
late
February
when
they
first
started
trimming
in
that
neighborhood.
There's
I
live
right
next
to
set
of
stairs
that's
a
public
right-of-way
and
my
property
joins
going
down
the
hill
there
and
basically
what
they
did.
I
wasn't
notified
at
all.
First
of
all,
and
they
came
in
and
they
cut,
they
just
removed
a
lot
of
trees
that
were
15
years
old
20
years
old
one
was
35
years
old.
L
But
it
seems
to
me
the
standards
are
roof
branches
within
ten
feet
of
the
lines
or
remove
branches
that
would
grow
to
the
lines
within
four
years
somewhere
around
there,
but
they're
not
respecting
those
standards
at
all,
and
just
I
spoke
with
someone
in
Tulsa
last
night
actually,
and
he
makes
me
pretty
optimistic
because
AEP
was
doing
similar
stuff
in
Tulsa
and
they
came
to
an
agreement
with
the
company
and
there
are
five
main
points.
L
Can't
cut
this
tree
and
AEG
says
we
have
to
there's
a
committee
that
has
both
AAP
members
on
it
and
community
members
and
it
actually
is
able
to
sort
of
arbitrate
and
mediate.
So
it's
the
same
company,
it's
a
different
branch
of
the
company
and
they
might
be
resistant.
But
it's
and
I'm
not
sure
if
something
this
that
you
guys
can
actually
work
for
them.
Probably
pretty
sure.
It's
not
but
I,
think
it's
something
that
people
in
the
community
might
be
able
to.
B
L
He's
a
community
activist
in
Tulsa
Oklahoma,
so
I'm
gonna,
be
in
touch
with
him
more
to
find
out
the
details
of
exactly
how
they
were
able
to
work
that
out.
But
it's
it's
nice
that
ap
was
willing
to
pay
for
50%
of
some
trees
on
the
east
side,
but
it's
not
stopping
them
from
coming
somewhere
else
and
doing
the
same
thing.
And
it's
to
me
it's
not
acceptable
for
the
Neogene
just
come.
I
C
He's
cost
yeah
yeah
well
one
of
the
things
we
need
to
be
aware
of
is
but
the
the
franchise
that
covers
a
EP
or
the
ordinance
that
compensation
fees
of
renewal,
I.
Think
in
2011.
One
question
has
been
raised
as
to.
Why
should
we
wait
until
2011
to
actually
change
that
ordinance
or
certainly
shouldn't
wait
a
2011
to
actually
prepare
a
replacement,
but
other
wonders.
So
we
need
to
ask
Paul
and.
D
What
he
thinks
we
should
be
doing?
Well,
probably
the
first
thing
I'd
do
is
see
if
we
can
break
that
agreement
previous
to
2011,
so
I
guess
that's
the
thing
to
do
is
to
ask
the
law
director
and
write
down
tasks
here.
Contact
a
lot
of
direct
can
see
what,
if
we
can
do
that,
rearrange
that
or
we
can
negotiate
that
I
guess
as
the
question
yeah.
That
would
be
the
first
thing
to
do
and
then,
of
course,
do
another
ordinance,
I
think
oh
I
had
a
copy
of
it.

A
B
I'm
speaking
with
the
people
with
wo
UB
tonight
in
part
yeah,
you
know,
in
light
of
the
Nena
project,
trying
to
be
positive
about
it,
but
maybe
this
is
an
opportunity
I've,
given
them
your
name
phone
number
Alvey
as
well
Steve,
Stan
Lee's,
but
maybe
is
there
anything
that
I
can
communicate
to
further
our
goals.
Or
you
know
what
you
know.
This
might
be
an
opportunity
to
make
it
on
there.
I,
don't
think
a
my
watches,
TV
that
time
of.

C
B
Can
you
can
I
get
that
from
you
at
some
point?
Is
it
easy
to,
could
you
scan
it
and
email
it
to
me
or
even.

K
K
A
E
Electric
country,
companies,
prunings
and
standards
and
things
that
are
being
done
in
other
places
for
the
benefit
of
the
City
Council
when
it
comes
time
to
actually
do
something
about
a
new
contractor,
I
mean
it
sounds
like
we're
talking
about,
but
but
should
we
really
officially
take
the
responsibility
for
attempting
to
to
get
some
of
this
information?
Yes,.
A
B
Know
another
there
I
think
we
should,
and
even
if
they're
different
council
members,
you
know
down
the
road
I
think
if
we're
ready
and
we
have
information
for
them.
Another
thing
that
maybe
we
should
make
them
aware
of
some
talents.
Zanesville
included,
maybe
I
brought
this
up
but
they're,
considering
on
charging
an
assessment
for
the
use
of
public
right-of-way
for
utility
lines.
Do
you
guys
know
about
this.
C
D
Think
there
do
it
originally
I
think
it
has
to
do
with
the
Time
Warner
franchise
based
a
cable
company
franchise
and
there's
some
kind
of
structure.
That's
in
place
right
now.
I
know
it
was
discussed
about
three
or
four
years
ago
before
I
was
on
council,
because
there
was
a
some
kind
of
cable
fiber
optic
company
that
wanted
to
use
that
telephone
poles
in
the
right-of-way,
so
it
becomes.
This
is
one
of
discussions
for
public
use
of
right
aways.
You.
