needed
really,
but
to
have

of
us,
have
some
understanding
of
what
is
going
on
with
a
site,
and
we
had
we
understood
from
you
that
the
suggestion
of
perhaps
using
right-of-way
for
plantings
on
East
Park
Drive
side
would
permit
moving
the
building
over
about
eight
feet
so
that
there
could
be
more
landscaping
in
the
interior
space
between
CBS
and
the
bank.
That's
coming
in
as
it
is.
Presently,
it's
there's
nothing
there
and
there
are
some
other
issues
that
we
might
have
to
address
over
time.

it's
very
difficult
to
to
deal
with
a
site
so
tightly
configured
and
doing
it
in
piecemeal
fashion,
and
so
we
want
to
try
to
get
some
sort
of
a
sense
of
the
space
and
the
potential
for
there
with
you
and
mr.
panic
and
Mr
Norrell
have
been
very
good
about
contacting
us
early
on
leigh-anne
and
I've
walked
around
this
site
and
saw
it
in
its
raw
stage
before
anything
had
happened
there.

gotten
to
this

brought
a
set

plans
to
the
tree
Commission
to
review
at
their
last
meeting.
It
was
just
for
the
CBS
site
and
subsequent

met
with
mr.
Knoll,
and
we
looked
at
the
section,
the
code
that
talked
about
using
right
away
for
plantings
if
it
was
at
least
a
hundred
feet
in
length
and
on
these
park
drivers
in
excess
of
a
hundred
feet.

ability,
then
to
do
some
landscaping
next
to
the
buildings.

might
be
split
between
the
bank

CBS,

there
would
be

landscaping

the

there's

shared
easement
for
access
down
between
those
two
buildings.

the

Park
Drive
in
the
corner

there's
a
matching

of

we've

we

there
are
need
to
be
shade.

I
have

up

site

nice
part

this
is
even
though
this
project
is
actually
four
separate
property
owners,

I'm
the
architect
of
all
four
I've,
been
able
to
control
over
all
the
project,
which
is
kind
of
unusual
situation.

exterior

what's

with
the
project,
is
that
that
small
shift
there
will
maybe
gain
one
to
trees
it

probably
fifty
trees
exist
on

whole
site
there,

visual
effect

driving
down
these
State
Street,
which
I
think
is
probably
the
most
critical
issue,
is
that
with
what
we've
done
with
the
tree
placements
here,
it's
that
vision
when
you
block
what
some
people
might
think
would
be
a
negative
element
of
the
overall
plan
at
that
narrow
strip.

The
most

the
overall
plan

exists
at
this

so

concern

we
delay

we
delay

fact

opening

the
new
store

they
need
to
be
done

very
difficult
process
of
read
engineering,
the
whole
project
lighting,
with
electrical
underground,
with
the
civil
work
that
has
to
occur,
and
all
that
kind
of
stuff

thought.

we've
really
looked
at
how
best

landscape
this
thing
with
the
overall
intent
now
there
may
be
a
need
for
a
few
trees
to
be
added
here
or
there
with
the
rest
of
the
balance
of
the
development,
but,
as
you

see,

going
to
be
one
of
the
best
developments
that
Athens
has
had
for
placement
of
trees.

ordinance

foot,
expansion
of
the
existing
Kroger
store
at
9:19,
East,
8th
Street
and
sweeten

project
engineers,
herdin
Bowl
Steve,
Pearson,
informed
them
of
the
necessity
to
retrofit
the
parking
area
with
landscaping
into
the
cost
of
improvement
exceeded.
50
percent
of
the
auditors,
appraised
value
or
of
the
VAT
area
of
expansion
exceeded
25
percent.
In
both
cases,
the
answer
is
yes,
pardon.

entire
area
under
lease
is
7.62
to
one
acres
and
includes
three
other
businesses:
Duncan
diamonds,
long
john
silver's,
for
refuel
each
having
its
own
parking
requirement.
When
Kroger
fuel
was
constructed,
Steve
had
to
evaluate
the
parking
at
the
same
time
to
make
sure
there
would
be
sufficient
parking
remaining
on
the
site.
He
calculated
the
number
of
parking
spaces
required
for
other
uses,
Duncan's
and
long
johns,
and
the
number
was
sufficient
to
approve
the
installation.

the
required
landscaping
retrofit
keeping

been
in
contact
with
burden

engineers
on
the
crow
of
expansion
over
the
last
several
months,
I've
been
talking
to
them
and
I've
reminded
them
of
a

retrofit
requirement,
which
includes
additions
to
buildings
more
than
25%
of
the
floor
area,
which
is
the
case
here.
It's
a
sixth
out
of
sixty
thousand
square
foot
building
and
they're,
adding
approximately
20,000
square
feet.

greater

50%
improvement
to
the
value
of
the
building,
which
is
a
recent
revision
to

landscape
ordinance.
So
both
of
those
then
would
trigger
the
retrofitting
requirement

parking

think
it

doing

we've
given
approval,

and
they
had
an
unfinished
plan
for
a
really
no
plan
quite
yet
before
the
entry
ramp,
because
they
had
to
find
out
how
basically
was
going
to
turn
out.

What
might
be
appropriate
for
that
entry
area
that
runs
from
East,
8th
Street.
This
is
an
area
right
next
to
the
Eldar
Biermann
mall
and
for
anybody
who's
needing
a

reference
runs

East
8th
Street
up
to
the
Hampton
Inn
Bennigan's,
which
is
being
built
down
below,
and
it
is
very
steep,
a
really
difficult
site.

would
first
up
move
downhill
and
that,
because
they
are
also
probably
going
to
have
to
do
fast
engine
in
this
situation
that
they
would
be
planted
closer
together,
so
they'd
be
on
20
foot
centers,
and
this
would
allow
for
planting
more
trees
and
getting
shade
potentially
out
of
upright
types
of
trees.
In
that
situation,
the
ground
cover
was
the
most
difficult
thing
to
address,
and
we
have
a
couple
of
strong
opinions
about
the
ground
cover
and
mr.
Turner
that
mr.
Carter
pregnant
I
had
wanted
to
use
basically
crown
fetch,
which.

a
choice
because
it
does
have
the
potential
to
be
an
alien
invasive,
but
he
said
that
that
was
a
site
with
such
difficulty.
That's
what
he
really
thought
would
work
best.
We
had
made
some
suggestions
about
fescues
and
other
kinds
of
ground
covers,
and
bonner
I
emailed
about
the
this

Don't
know
if
she
emailed
everybody
in
response.
She
says
on
the
fescue:
it
is
a
Leo
Pathak,
which
means
it
exudes
chemicals
into
the
soil
to
repress
the
growth
of
surrounding
vegetation.

she
recommends
against
something
