From YouTube: Athens Shade Tree Commission Meeting 12-11-08
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Good
evening,
this
is
a
meeting
of
the
ethnicity
shape
tree.
Commissioner,
we're
going
to
begin
as
usual,
with
right-of-way
issues,
request
for
at
least
inspection
and
possibly
removal
of
two
trees
on
Elmwood
5
Elmwood
we've
got
a
property
of
Japanese,
Elm
zelkova
and
at
ten
I
would
say
sugar
bait,
dr.
jeredy.
If
you
want
to
describe
what
you've
seen
running
these
streets
so.
B
The
one
on
five
arm
wood
has
been
in
decline
for
these
last
two
years
of
just
watching
it
under
that
kind
of
neighborhood.
It
doesn't
provide
any
shade
anyway.
It's
just
a
bunch
of
twigs,
so
I
don't
think
it's
gonna
fall
over
or
hurt
anybody,
but
definitely
it's
not
providing
shade
and
it's
in
decline.
It's
gonna
probably
be
dead
in
a
year
or
two,
the
other
one.
At
ten
Elmwood,
that's
a
sugar
maple,
that's
also
in
decline.
There's
left
crown
died
back
on
that
I
think
in
the
center.
That
again
is
not
providing
much
shade.
B
B
A
On
the
the
the
maple
there
were
some
large
limbs
going
straight
up,
the
would
look
like
they
were
down,
but
I
think
the
city
could
probably
remove
those
in
the
interim
train
itself,
determined,
yeah.
So
I
think
we
should
just
put
it
on
the
list
of
these
two
sites
as
trees
to
be
removed,
long
term
and
replaced.
A
We
have
a
copy
of
the
plans.
I
visited
the
site.
What
I
saw
there
was
that
you
seemed
to
be
taking
a
residence
and
turning
it
into
a
business,
and
that's
why
you
could
have
come
into
compliance
with
the
the
rules.
What
I
saw
was
a
heavily
wooded
lot
with
a
tree-lined
driveway.
A
parking
lot
that
looked
a
bit
exposed
under
the
house
right.
Is
that
a
good
summary
of
what
we've.
E
D
A
No
need
for
additional
calculations
or
anything
to
be
done
on
that
and
as
long
as
that,
tree
coverage
is
maintained
and
I
get
the
impression
you're,
probably
not
gonna,
carve
into
the
hillside
or
do
anything
and
then
the
only
other
thing
was.
We
thought
or
I
think
perhaps
a
recommendation
from
us
to
plant
three
trees
along
the
edge
of
that.
They
facilitation
that
parking
lot
would
be
a
good
idea,
but
you
know
you,
you
don't
have.
A
A
A
E
E
A
A
C
A
C
C
New
plan
that
we
have
submitted
actually
has
75
trees.
If
you
do
it
by
the
same
formula
6%
for
small
trees
versus
large
trees.
A
lot
of
things
happened
during
the
construction
that
prevented
us
from
being
capable
of
executing
the
original
plan.
Not
only
the
field
conditions
which
we
were
experiencing,
but
also
the
change
in
the
ordinance
had
affect
on
that.
The
February
18
there
February
18
2008
ordinance
when
we
did
the
calculations,
at
least
when
I
did.
C
A
But
that
was
because
you
didn't
include
the
area
of
the
buildings.
Well,
what
we
do
for
the
permit
for
an
area
like
this
or
for
any
of
these
things,
we
simply
take
the
total
area
of
the
plot
and
divide
by
1767,
and
that
tells
us
how
many
trees
in
total
are
going
to
be
written
to
be
required.
We
can
then
split
them
between
permeable,
an
impermeable
according
to
that
description
in
the
ordinance,
but
the
total
number
of
duties
would
do
the
same.
Then.
C
C
We
did
not
have
to
have
any
open
space
for
parking
or
for
landscaping
now
I
mean
I'm,
just
saying
from
what
you're
saying,
though,
technically,
because
I
don't
see
anything
in
the
ordinance
that
is
related
to
title
37
and
landscaping
that
distinguishes
between
zones.
I
should
have
had
to
have
trees
planted
in
that
site
as
well.
If
you're
gonna
consider
the
area
of
the
building
as
part
of
what
comes
under
your
jurisdiction
for
landscaping
and
planting
as
I
go
through
title
37
and
read
the
definition
of
what
your
intentions
are.
C
E
C
Be
included
in
the
calculations
for
the
areas
required
to
be
planted
in
trees.
You
know
that's
the
first
submission
that
was
approved
by
you
on
this
particular
project
had
75-73
trees.
Technically,
my
proposed
submission,
which
was
rejected
on
November
30th
I've,
had
75
trees.
If
you
did,
the
calculations
for
large
and
small
trees,
I
increased
the
number
of
trees.
In
my.
C
A
C
C
D
C
C
The
first
presentation
was
done
on
a
more
schematic
idea
of
the
concept
of
this
project.
A
lot
of
things
occurred
during
the
actual
formulation
of
the
project,
or
a
lot
of
things
were
uncovered
and
believe
it
or
not.
Even
in
the
city
of
Athens,
everybody
hasn't
a
hundred
percent
sure
we're
underground
piping,
storm
lines,
etc.
Alright
and
they
said
to
say
it
isn't
so,
and
we
in
my
first
proposal,
I
have
submitted
to
you:
I
had
planted
trees
over
a
five
foot,
storm
culver
built
out
a
brick
that
can't
be
done.
C
And
ethics
and
that's
why
I
relocated,
trees,
equitably
more
public
areas
and
I'm
and
I
and
I
tried
to
you
know
to
provide
visual
barriers
looking
at
the
intent
of
the
ordinance
from
public
view.
Yeah,
maybe
you
know
mitigating
large
areas
of
asphalt,
I
didn't
100%
comply
with
the
first
submission
that
I
provided
for
you,
because
I
got
more
asphalt
without
trees,
but
even
though,
if
I
can
I
can
work
with
you
on
that
and
I
can
provide
some.
But
I.
C
C
C
On
here
between
where
the
bowling
alley
is
we're,
ambassador
laundry
is
we
couldn't
we
couldn't
do
it
the
way
we
had
planned
because
of
the
elevations
of
the
utilities
in
that
site
we
lost
parking
spaces
and
these
drawings
don't
even
reflect
that
either
that
we
could
not
get
a
lot
of
the
parking
spots
in
wanted
property
because
we
had
to
deal
with
elevation
elevations
of
utilities.
We
couldn't
cut
the
necessary
cuts
that
we
expected
to
be
able
to
do
to
allow
that
to
happen.
So.
A
I
C
C
Just
like
an
8
foot
or
a
four
foot
barrier,
but
actually
put
much
more
intense
amount
of
green
between
the
public
area
and
public
road
and
the
actual
street,
and
you
can
also
see
him
a
new
plan
that
I
had
I
did
retain
islands
that
would
be
visible
from
East,
State,
Street
and
try
and
again
when
you're.
Looking
at
this,
you
have
to
either
the
grades
and
everything
you
guys
all
know
this
site.
F
C
E
D
E
C
C
A
C
E
C
Don't
think
for
anybody
to
try
and
put
any
kind
of
planting
in
that
area,
plus
the
fact
that
not
only
did
all
the
businesses
there,
we
have
allowed
them
now,
access
through
our
Drive
complex
to
get
to
their
properties
so
that
they
can
serve
us
and
their
businesses
through
this,
and
this
is
something
that
the
owner
has
worked
out
with
them.
That
allows
them
to
to
utilize
his
property
to
gain
access
to
theirs.
C
I
mean
I,
that's
nothing
for
you
really
to
concern,
because,
but
we
did
that,
and
we
have
allowed
some
concrete
connections
between
the
back
of
the
culligan
Lerner
service
area
and
ambassador
laundry
and
the
bowling
alley
for
servicing
their
businesses
through
this
project.
Here
again,
that's
nothing
that
should
matter
to
you,
but
it's
been
worked
out
with
the
parties
involved
in
this
I.
A
C
So
we
have
relook
Amy,
actually,
we've
added
six
or
eight
trees
into
the
courtyard
compared
to
the
original
submission,
but
we
moved
them
from
the
middle
off
to
the
sides
so
that
and
when
we
did
the
planting
and
the
landscaping
there,
we
actually
have
a
roadway,
that's
six
inches
underneath
the
ground
that
can
support
his
fire
trucks
to
get
up
into
the
middle
of
that
courtyard
good.
So.
C
B
C
C
B
C
I
I
C
C
G
I
C
B
Want
me
to
put
them
in
the
middle:
that's
fine
too!
Well,
we're
looking
at
you
know,
there's
the
numbers,
that's
also
important,
but
the
local
you
know
where
you
put
them
and
how
much
it's
gonna
shade
it.
So
the
ones
that
you
have
on
the
end
it's
great,
but
it's
almost
running
north-south.
So
it's
almost
they're
shading
themselves
and
we're
trying
to
find
a
way
where,
where
you
can
place
them
that
works
for
you,
that'll
shoot
as
much
of
it
as
possible.
C
I
can
work
with
David
on
that
anywhere.
Well,
I
can
show
you
how
I
mean
I
would
like
to
know.
I'd
have
to
put
him
where
we
pour
it
concrete,
but
there's
up
to
a
point
where
there's
asphalt
and
maybe
there's
five
rows
in
that
we
can
actually
still
use
it
cut
into
the
asphalt
we
make.
Those
okay
yeah.

C
Me
I
live
here.
I
want
me
everything
less
I
Drive
by
here
every
day
to
I
want
this
to
be
something
that
we
can
all
be
proud
of
in
our
community
I'm
not
trying
to
do
stuff.
That's
not
gonna
work
or
that's,
not
gonna,
be
attractive.
We
worked
hard
to
try
to
make
these
buildings
attractive
and
we've
worked.
We
dis
is
this
our
best,
our
best
solution.
C
F
A
H
A
E
H
H
What
we've
done
is
in
rethinking
this
project,
you've
kind
of
minimized,
the
density
of
the
property
we've
come
up
with
out
a
different
kind
of
a
plan.
The
plan
that
we
actually
have
a
proved
that
we
could
build
is
a
pretty
large
one
unit
condominium
building
which
pretty
much
takes
up.
This
whole
footprint
in
here.
E
H
We
came
up
with
which
has
already
received
preliminary
plant.
Approval
is
a
different
concept
and
the
concept
involves
basically
the
recycling
of
the
flower
shop
in
the
area
where
the
garages
into
residential
units,
as
well
as
creating
five
residential
condominium
houses
that
are
front
on
this
road.
That
loops
around
here
off
of
Madison.
D
H
Our
intention,
because
of
the
nature
of
the
property,
is
to
preserve
all
of
the
natural
landscaping
that
exists
on
the
property
within
ten,
really,
the
confines
of
what
we
can
do.
I
did
yesterday
under
the
rather
unfriendly
light
conditions
we
had
with
the
weather.
Take
a
few
pictures
just
to
give
you
a
little
bit
better
sense
of
what
we've.
H
H
H
H
Construction
plan
is
to
preserve
all
of
these
trees
and
all
of
the
specimens
we're
planning
on
coming
in
here
and
as
meticulously
as
possible,
converting
this
into
a
single-family
residence.
The
garage
is
in
such
disrepair
and
there's
an
old
chimney
up
here.
That's
in
looking
at
it
and
studying
it
somewhat.
We
realized
that
the
best
solution
is
is.
H
K
H
That
that's
that
that's
our
goal
with
that.
You
know
obviously
there's
certain
realistic
construction
tolerances,
we're
going
to
need
to
get
in
and
out
right
now
we're
not
planning
on
taking
everything
down
and
planting
planting
new
we're
trying
to
maintain
what
we've
got
especially
a
lot
of
this
stuff.
Here,
these
trees
I'm
imagining
all
of
that's
going
to
be
able
to
stay
as
far
as
this
area
here
once
again,
to
give
you
more
of
a
a
visual
understanding
of
the
spot,
this
roadway
here,
if
you're
standing
here
and
you're
looking
this
way.
H
H
E
H
H
H
Willow
will
not
okay
I
try
to
get
some
more
stuff
in
there,
but
that
is
actually
our
building
area,
which
is,
which
is
this
section
in
here
visit
this.
This
kind
of
this
is
where
the
hill
greens
I
believe
was
in
this
area
in
here,
which
is
right
in
through
here.
So
in
that
area
there,
which
it's
more
expansive
than
this
picture,
look
because
I
didn't
get
back
that
far,
but
in
this
slot
here
is
where
we're
going
to
be
putting
these
guys
and
the
character
of
these
houses.
H
This
is
preliminary.
We've
got
them
further
along
rabbit,
but
basically,
what
we're
looking
at
is
bungalow
style,
eastside
style
houses
that
are
going
to
basically
be
more
linear
to
fit
into
the
site,
but
yet
they
were
terminate
before
we
get
to
the
spot
with
the
helis.
So
they
kind
of
pretty
much
fit
right
into
this
slot.
H
A
H
H
H
So,
if
you're
looking
at
standing
in
this
driveway
you're
looking
at
this
mm-hmm
okay,
so
you've
got
two
parking
spots
here
and
a
one
car
garage,
okay
and
then,
at
the
end,
to
you
we're
going
to
create
which
exists
now
an
additional
over
a
little
bit
of
parking
and
then
there's
also
some
parking
which
currently
exists
along
Madison,
which
is
going
to
remain
as
far
as
landscaping
goes.
This
represents
the
existing.
H
D
H
H
Know
once
again
we're
going
to
do
some
level
of
foundation
planting
as
it
would
relate
to
along
the
side
here
when
we
come
along
the
driveway
and
something
to
kind
of
tie
in
around
the
corner.
Most
of
this
is
going
to
be
lawn
area
because
here's-
a
wooded
hillside
here
we've
got
trees
here.
This
is
all
vegetated
mm-hm
yeah.
H
A
We've
got
a
leave
a
bit
more
detail.
I
think
there
won't
be
good
here
at
the
moment,
because
one
of
the
concerns
I've
got
is
exactly
what
are
we
calling
impermeable
surfaces
on
here
there
on
this
property
I
can
see,
for
instance,
the
what
looks
like
the
roadway
here
I
might
have
a
speckle
thing.
Is
the
roadway
well
there's
a
gap
between
there
and
what
I
imagine
is
your
property
line.
So
with
a
bit
of
luck.
If
that
is
the
case,
then
there
may
be
some
trees
in
there
which
we
can
count
towards
your
retreat.
A
Easement
from
Africa,
but
that
means
you've
got
you've,
got
less
less
permanent
Vista
better.
That's
what
we
need
we
need.
We
need
some
details
because
we
will
the
way
you
just
heard
me
describe
it
to
mr.
Vance
or
the
way
we
look
at
the
site
like
this
is.
If
we
want
to
work
out
the
total
number
of
trees
that
requires,
we
just
takes
out
the
area
to
divide
by
1767.
We
then
have
to
look
at
the
Permian
impermeable
surfaces
that
see
where
trees
can
be
planted
to
meet
their
input.
A
D
A
D
H
That's
really
what
we've
got
I
think
the
calculations
I
did.
Is
the
property's
got
about
fifty
two
thousand
five
hundred
square
feet
of
land,
the
roof
surface
and
the
driveway
surface
is
about
7,000
square
feet,
so
we
are
covering
about
thirteen
point,
four
percent
of
the
property
mm-hmm.
If
that
answers
your
question,
we
said.
A
A
H
H
H
H
H
G
At
this
point
they
have
we've
had
a
public
hearing
on
this.
They
have
appeared
before
the
Planning
Commission
twice
the
last
time
was
a
week
and
a
half
ago,
and
they
did
receive
a
preliminary
approval
for
the
plan.
At
this
point
they
are
working
on
their
final
plan,
which
will
then
go
before
the
Planning
Commission
again
with
the
intention
of
getting
a
final
approval,
which
will
then
be
forwarded
on
to
the.
E
G
Council
for
the
final
seal
of
approval,
they
would
need
from
an
approval
or
an
acceptance
of
their
landscape
entry
plan
from
the
tree
Commission.
So
I
guess
it's
a
question
of
whether
enough
information
has
been
given
as
to
or
if
there's
anything
that
you
need
from
them
before
you
condition
approval.
A
G
We
have,
we
do
I
believe
I
have
a
copy
of
a
ap
as
utilities
with
me.
The
site
has
been
reviewed
by
our
staff
that
no
concerns
about
utilities
etc.
Whether
there
would
be
I
mean
it
is
already
a
heavily
pretty
wooded
lot
with.
So
I
would
think
there
shouldn't
be
many
issues
with
underground
utilities,
interfering
with
trees,
yeah
no
I
mean
I,
can't.

J
A
Okay,
to
continue
with
the
remainder
of
the
agenda,
that's
the
end
of
the
landscape,
ordinance
issues,
I've
not
got
a
report
from
an
on
the
emerald
ash.
Borer
I
can
report
that
for
planting
tree
lists
is
going
to
get
planted,
the
city
managed
to
find
the
money
to
plant
the
trees,
and
so
hopefully
that
will
be
done
in
the
next
few
weeks
and
I
believe
Ron
as
either
finished
and
submitted
or
is
very
close
to
submitting
the
Tree
City
USA
application.
A
H
J
I
have
at
14
Granville
Avenue
I'm
a
certified
arborist
and
urban
forester
and
environmental
planner
I
live
in
an
area.
That's
just
been
recently
undergone
some
construction
due
to
street
improvements,
which
is
gone
coming
along
very
well,
and
that
what
I
wanted
to
do
in
coming
here
this
evening
was
to
reiterate
that
I
would
like
to
see
some
mitigation
and
in
regards
to
some
lost
street
trees,
and
we've
already
had
this
discussion,
but
I
specified
them
in
this
letter
that
I
wrote
to
you
for
the
record
since
then.
J
Actually
a
couple
more
trees,
I've
noticed
of
not
so
high
value,
but
still
the
the
losses
is
real
obvious
in
that
landscape
there.
It's
amazing
when
I
came
back
from
from
how,
from
my
Thanksgiving
dinner
up
in
Columbus
I
came
back
to
my
of
my
house,
and
I
was
just
like.
Wow
looks
like
this
stuff,
so
much
used
to
living
in
the
tree
covered
really
so.
J
On
the
on
that
slope,
interplanet
width
at
anthracnose,
free
white,
dogwood
native
white,
one
thing
about
the
the
replacements
I
suggested
that
they
be
replaced
with
the
compensatory
caliper
of
size
of
tree
stock
in
order
to
get
a
good
start
there
and
those
those
those
particular
calipers
size,
calipers,
are,
would
be,
wouldn't
be
needed
to
be
installed
by
somebody
who
had
the
equipment
and
who
was
professionally
capable
of
doing
that.
Not
it
wouldn't
be
in
a
city.
J
We
don't
have
a
city
forester,
that's
able
to
pay
attention
to
things
like
this
full-time
or
a
City
arborist
in
that
regard.
So
I
hope
that
you
would
give
this
some
strong
consideration
and
approval
and
looking
forward
to
a
response.
I
I
would
like
to
get
this
planting
done,
of
course,
as
soon
as
possible,
after
the
finish
finish
at
work
on
the
grandpa
Mary
project,
which
should
be
sometime
next
week.
That's
one
reason:
I
came
this
evening:
okay,.
A
J
A
F
J
A
I
A
J
J
About
five
I
mean
this:
is
this
isn't
in
the
general,
because
there
we
lost
I
lost
one
at
the
base
of
my
driveway
I.
Don't
expect
another
tree
to
be
planted
right?
The
base
of
my
driveway
because
you'd
have
to
take
out
you'd
have
to
grind
the
root.
If
you
ever
tried
to
cut
mulberry,
you
can
ruin
a
saw,
that's
not
gonna
be
happening.
That's
gonna
turn
into
a
signpost
somehow,
but
nearby
they're
in
on
a
row
on
the
slope.
J
Our
sites
available
for
plantings,
of
the
the
other
odds,
adjusted
trees,
I
made
three
and
two
you
have
a
you,
have
a
at
maturity.
You're
gonna
have
maybe
12
to
20
foot
wide
area
voltage
as
far
as
comment.
This
goes
our
French
tree
by
the
way
for
those
that
are
watching
me
see
the
two
and,
of
course,
dogwood
has
more
of
an
ex
current
upright
form
than
that,
and
that's
why
I
was
thinking
that
would
be
nice
to
be
in
a
plant
with.
J
Know
this
this
is
a
suitable
location
for
understory
trees.
I
already
have
planted
there
in
the
vicinity
of
Presidio
specifically
to
hold
them
the
soil.
You
know,
but
also
for
you
know
for
ornamental,
and
there
is
one
there
is
one
out
of
the
original
plantings
of
white
dog
with
it's
still
existent.
That's
mm
right
next
to
it's
right,
close
to
the
driveway.
Actually,
it
probably
benefit
for
the
fact
that
we
have
less
competition
now,
it'll
probably
take
it'll,
probably
at
have
a
growth
spurt
next
season.
J
No
doubt
and
I,
don't
remember
that
being
anthracnose
free
or
not,
but
it's
it's
it's
viable.
It's
a
good
good,
but
but
six
inch,
six
to
eight
inch,
dogwood
and
I
was
suggesting
that
those
beginner
plant
with
with
the
cayenne,
--this
and
and
the
other
dog
woods
as
well
and
like
the
street
director,
had
committed
to
at
least
the
two
that
were
removed
erroneously
in
the
past.
This
had
nothing
to
do
with
the
street
director
there
or
the
street
says
Department
as
we
have
now.
J
They
just
didn't
know
they
were
victims
to
a
sidearm
or
as
I
as
I
know
so,
but
this
will
essentially
replace
that
and
maybe
even
set
the
tone
which
I'm
hoping
that
this
planning
Nani
only
will
mitigate
the
loss
of
trees,
would
kind
of
set
a
tone
and
far
as
far
as
the
street
design
you
and
believe
how
nice
the
streets
turning
out.
So
you
know
why
not
cap
it
off
with
a
nice
voice
of
nice
planting
so.
F
And
I
am
here
to
speak
about
McDonald
site.
Chuck
Miller
will
fill
you
in
on
it.
Okay,
we
drove
by
there
today
and
apparently
it
was
agreed
to
39
spruces
would
be
planted
or
day
to
be
along
the
rear.
Yeah
fill
me
in
a
little
bit
on.
They
would
be
towards
the
ridge.
Yes,
yes,
they
couldn't
be
counted
twenty
back
along
through
there.
The
two
large
shade
trees
on
the
northwest
corner
seem
to
be
there.
There's
two
of
them
planted.
E
F
Isn't
closed
very
nicely?
Actually
it's
got
a
split
face,
we'll
all
around
the
dumpster
part
on
the
Frog
landscape
does
well
yeah.
They
have
the
junipers
in
front
and
I.
Think
that
would
look
very
nice
long
term
yeah
and
then
the
other
part
was
I.
Don't
know
what
the
agreement
was
out
in
front
so
well.
F
There
is
a
fourteen
inch
high
pressure,
100
psi
water
main
berry
to
24
inches
deep.
It's
pretty
shallow
right
right
through
you
there
so
probably
not
a
good
idea.
Yeah
yeah,
but
I
don't
know
they
get.
They
can
obviously
do
something
with
the
landscaping
in
front,
but
I,
don't
know
what
the
recommendation
is
suggest.
Oh
well,.
A
I
mean
I
think
we
we
just
leave
it
up
to
them
to
landscape
is
as
best
they
can
and
not
to
expect
trees
to
be
planted
there,
because
I
think
they
Nick
car
didn't
want
trees
right
and
over
is
water.
Man
I
understand
that
especially
nice,
shallow
yeah,
and
so
what
we
would
like
to
see
happen,
then,
is
those
missing
trees
planted
at
the
rear
of
the
property,
and
all
of
that
should
then
be
recorded
in
the
file
for
this
particular
property.
I
mean.
A
F
A
Yeah
but
they,
but
they
will
have
to
plant
those
those
trees
towards
the
back.
Okay,
because
actually
what
happened
was
a
lot
of
trees
were
removed
at
the
back
during
the
during
the
construction
that
initially
they
said
they
were
they're
going
to
be
able
to
keep,
and
that
was
when
we
revised
the
plan
and
came
up
with
that
to
hover
that
the
one
that
you've
got
there.
