I
was
expecting
one
of
the
screens
to
change
good
evening.
This
is
the
Athens
initiatory
Commission
meeting
for
to
my
ninth
2020
at
7:00
p.m.
we
have
hopefully
an
update
on
the
trees
on
Elmwood.
What
I
can
tell
you
is
that
they
were
confirmed
as
being
in
the
right-of-way
and
they've
been
forwarded
on
to
the
assistance
service,
Safety
Director,
but
I've
not
heard
from
him
about
what
his
plans
are
for
dealing
with
both
trees.

The
recommendation
that
I
made
on
behalf
of
the
tree
Commission
was
that
some
dead
wood
pruning
should
take
place
at
one
of
those
sites.
On
the
other
site,
there
was
a
dead
tree
that
should
be
removed.
I
didn't
think
either
of
the
mood
emergency,
but
it
was
certainly
urgent
enough
that
I
I
put
them
in
what
is
category
one,
the
topcoat
top
category
for
attention.

To
talk
to
the
assistant
service,
Safety
Director,
those
two
trees
have
been
put
in
the
program
for
once
for
removal
once
for
trimming
of
dead
limbs
actually
went
out
there.
This
actually
today
to
look
at
it
and
I
also
noticed
at
70
Elmwood
there's
looks
like
a
large
oak
tree.
That's
in
pretty
poor
condition.
They
might
be
move
us
for
somebody
to
go.
Take
a
look
at
that.

are
some
penalties
for
not
following
the
title
37
code.
However,
that's
a
minor,
misdemeanor
and
Lisa
says
that
the
time
limit
for
those
minor
misdemeanors
has
expired
and
there's
really
not
much.
We

except

to
mr.
wood
and
basically
asked
him
if
he
would
be
willing
to
plant
more
trees.
But
as
far
as
has
the
city
being
able
to
do
anything,
I,
don't
think,
there's
very
much.
We
could
do
okay.

Anything
with
the
Menards
project
they
have
already
agreed
to
provide
a
tree
Bank
of
370
trees,
I
think
it's
at
two
hundred
and
twenty-five
dollars
per
tree.
This
would
total
little
over
thirty
eight
thousand
dollars
for
the
tree
Bank.
So
they've
already
agreed
to
do
that
and
that's
in
the
minutes
for
the
Planning
Commission.
That's
not
something
that
we
had
available
for
the
Donwood
project.

well,
they
I'm
afraid
what
this
means
is
in
future
projects.
We're
gonna
have
to
be
a
lot
stricter
and
we-
and
you
know
I-
am
frustrated
because
we
net,
but
Planning
Commission
gave
that
approval
without
us,
giving
our
approval
and
yet
that
our
approval
is
supposed
to
be
a
necessary
requirement
before
they
give
an
approval.

I'm
not
sure
what
we,
what
our
recourse
is
at
that
point,
I
mean
if
the
Planning
Commission's
approval
is
the
final
word
and
they
can
just
ignore
what
we
say
or
have
not
not
been
able
to
say,
because
the
plan
hasn't
hasn't
been
committed.

beggars
belief
as
to
what
what
exactly
our
role
is
in
all
this.

do
you?

do
you
see
our
role
in
this
as
the
co-director,
so.

been
reviewing
the
codified
ordinances
for
title
33
and
title
37,
and
it's
not
entirely
clear.
In
one
part,
it
says
that
the
shaker
Commission
is
a
recommending
body
and
another
part.
It
says
that
there
are
an
authority,
so
one
of
the
things
we
would
like
to
do
is
to
revisit
some
of
these
codify
ordinances
and
maybe
make
some
recommendations
for
changes.
I,
don't
know
if
you've
had
any
conversations
with
any
of
the
council
members,
but
there
is.

when
we
make
these
changes,
we
could
also
look
into
how
to
buying
these
ordinances
to
make
a
more
consistent.
We
also,
if
you
recall,
we
also
have
a
kind
of
a
we
want
to.
We
want
to
clarify
the
tree
banking
program
as
well,
where
that
money
actually
should
go.
I
believe
this
should
go
into
instead
of
into
the
general
fund,
which
could
go
anywhere.
It
should
go
into
its
own
account
so
that
it's
used
only
for
trees
and
for
tree
maintenance.

I
just
hope
we
don't
make
them
weaker
than
they
obviously
aren't
already,
because
you
can
tell
I
am
very
frustrated
about
this
I've
spent
years
on
this
commission
trying
to
get
these
things
done
and
I
guess
I
should
be
fortunate.
We
appear
to
have
a
code
director
knows
able
to
spot
some
of
the
problems,
but
this
is
extremely
frustrating
when
we've
got
people
trying
to
do
their
best
to
get
some
trees
planted
in
this
city
to
get
people
to
conform
and
then
follow
the
code,
and
we
are
constantly
battling
our
own
system.

is
trying

get
a
grasp
on
where
we'd
like
to
have
this
consolidated
plan
to
to

for

preliminary
right

are

things
that
we
really
want

work
on.

I

for
the
tree
bank
and
some
of
the
other
sections
in
the
title,
33
and
37.
We
need
to
have
another
look
at
how
those
actually
work
to
be
able
to
make
this
committee
function
effectively

issues

have
the
tramping
signal
and
you've
seen
that
that's
recently
gone
up.

also
have
some
repairs
that
need
to
be
done
on
the
bike
path.
So
there

issues

the
final
okay
for
the
for
the
Menards
to
open
I.
Don't
actually
we're
trying
to
find
out
right
now.
I
know
the
mayor
and
the
city
service
director
has
asked
us
to
do
some
research
and
try
to
figure
out
if
we
know
when
Menards
are
is
going
open.

building
department,

would
be
able
to
do
that.
That's
called
a
certificate
of
occupancy.
We
don't
have
that
at
this
time,
not
one
of
the

creating

establishing
a
building
department
where
we
would
be
able
to
do
that.
That
needs
to
be
approved
to
the
state
of
Ohio,
the
city
used
to
do
that.
The
state
of
Ohio
said
that
they
weren't
allowed
to
do
that
anymore
without
a
certified
building
department.

know
another
thing
that
you
know
if
the
if
the
city
really
doesn't
have
any
way
to
really
pressure,
Menards
or
any
other
business
to
to
do
to
distribute
the
money
for
the
tree
bank
to
the
city.
You

we
we
ought
to
require
that
at

beginning,
that
you
know
we

they
need
300
trees
and
it's
$200
a
tree
or
whatever
it
is.

know
we
ought
to
require
that
deposit
to
be
made
before
the

city
signs
off

it

another
route
for
anyone
have
these
developers
to
take,
and
that
is
that
they,
rather
than
actually
pay
money.
They
actually
plant
the
trees
themselves
with
approval
that
the
service
safety
director,

terms
of
where
the
sites
and
that's
certainly
an
acceptable
way.
But
it's
quite
clear
that
we're
gonna
have
to
insist
on
these
plans
being
put
in
place
in
black
and
white
and
signed
off
on
before
we
allow
title
41
to
move
forward.
But
then
we
get
accused
of
obstructing
development.

going
back
to
the
occupancy
thing,
you
know
that's
what
David
Riggs
is
saying.
Is
it's
correct
that
we
only
the
state
gives
an
occupancy
permit
at
the
moment
the
city
does
not
city
can
require
them
to
fulfill
obligations
that
they've
made
and
damages
that
they've
done,
and
that's
all
all
that
we
can
do
at
that
point,
but
we
can't
even
as
I
understand
that
he
can
stop
them
opening.

glad
that
we
have
more.

regard

Menards
than
we
did
with
Don
wood

think
we
thought
we
were
in
the
same
kind
of
situation,

Menards

Don
wood,

it's
a
shame
to
hear
that
we
really
we
really
got
no
recourse
with
Don
would
really
speak
up
so
yep
but
I
hope,

hope
we
go
ahead
and

ask
them
David
rigs.

the
other
thing
that
we've
used
in
the
past,
though
the
code
directorates
used
in
the
past,
is
when
the
code
direct
has
been
called
by
a
bank
by
somebody
wanting
to
return
whether
someone
wants
to
renew
a
mortgage
or
take
out
a
further
loan
if
they're,
not
in
compliance
with
title
37,
which,
as
far
as
I'm
concerned
done
with,
is
not
in
compliance.
We
know,
we
know
we
might
not
be
able
to
enforce
it,
but
that
knowledge
may
deter
the
bank
from
actually
completing
the
mortgage
and
may
force
dunwood
to
actually
fulfill
it.

in

past
that
we've
been
able
to
get
enforcement
by
that
rather
crude
and
blunt
mechanism,
but
I'd
go
for

great
opportunity
for
us,

we
were
just
in
the
first
step.

it
would

appropriate

middle

trying
to
decide.

involved

we're
looking

making
changes
to
title
33
and
the

37
and
the
other

the

plan

I'd
like
to
see
where
we
are
with

we've

real
strides
over
the
past
years
and
increasing
our
tree
canopy,
that's
something
that
we
really
want
to
want
to
show
off
or
showcase

where
we
are
with
that
at
this
point.

concern

it
took
several
years
to
get
to
the
point
where
the
comprehensive
plan
was
agreed
by
Council
and
I'm,
hoping
we're
not
looking
at
that
length
of
time,
because
we
clearly
got
defects
in

current
legislation.

council
would
prove
the
comprehensive
plan
before
we
fix
those
defects

add

way
that
it
treats
the

Commission

mechanism
for
handling

suitable

build

trying
to
preserve
some

the

the

difficult

experience

are
also
some

pieces

information
using
telemetry
photo

estimate
tree
canopy
cover.
If
I
recall,
on
the
last
plan,
we
had
a
27%
canopy
cover
over
the
city
of
Athens
and
I'd,
be
real
interested
to
see
where
we
are
today
again
there's
a
couple
ways
to
do
that
you
can
hire
a
contractor
to
do
that.

think
some
of
our
students
are
working
as
an
internship
with
low
but

Geography
Department
of
the
GIS
