Description
Athens Shade Tree Commission - September 8, 2022
A
Great
thank
you
open
now
for
the
shade
tree
commission
for
september
8
2022..
Thank
you.
We
have
a
quorum
with
all
members
present
approval
of
august
2022
meeting
minutes.
Does
anybody
have
anything
to
add
to
them?
Nope
I
move
to
approve.
Thank
you.
We
have
a
move.
Thank
you.
Second,
all
in
favor
say
aye
hi,.
B
A
A
C
Good
evening,
thank
you.
My
name
is
mark
shiber,
I'm
the
landscape,
architect
that
works
with
the
woda
group
and
has
designed
the
kershaw
three
and
four
complex
with
me
is
frank,
frugal,
representative
from
wood.
C
C
So
we
were
involved
in
tyler
park
and
also
kershaw
ii
and
went
through
a
lot
of
discussions
and
working
with
david
riggs,
as
we
did,
then
the
follow-up
for
these
sites,
the
we
were
able,
in
the
final
analysis
on
both
of
these
sites,
to
begin
to
use
some
of
the
existing
plant
material
that
existed
on
the
site
and
preserved
quite
a
few
and
a
number
of
them
to
be
able
to
meet
the
tree
requirements
and
also
maintain
some
sustainability
to
the
local
grounds.
C
So,
as
you
saw
if
we
did
not
have
to
purchase
any
trees
beyond
those
that
we
placed
on
our
site
for
kershaw
three
and
then
for
four,
we
did
still
and
that's
because
we
left
some
open
planes
and
we
had
a.
We
have
a
detention
pond
in
the
back
corner
south
corner
of
the
site.
C
D
I
just
have
some
comments.
Sorry,
actually,
overall,
my
my
one
of
my
first
comments
is
I
love
the
fact
that
you
put
tree
plantings
in
the
parking
lot.
The
golden
rain
trees
are
going
to
be
great,
they're,
not
native,
but
they
are
totally
appropriate
to
that.
A
D
D
D
C
D
C
So
yep
four
is
the
is
the
layout
where
we
ended
up
purchasing
a
few
trees
because
we
left,
we
have
a
storm
water
detention
area
back
in
the
back,
so
we
really
are
planting
in
there
and
then
we
have
quite
a
bit
of
of
grade
change
that
exists
in
the
kind
of
the
east
side
of
the
or
west
side
of
the
site,
and
consequently
we
left
that
kind
of
as
an
open
hill
area,
so
because
of
that
we
then
ended
up
purchasing
trees
off
site
as
opposed
to
trying
to
cram
them
in
through
there.
C
I
don't
know
how
you
feel
about
that
in
that
sense,
but
we
still
had
a
limited
number
that
we
were
purchasing,
which
was
a
total
of
11.
D
D
So
we
jim
and
I
actually
walked
the
site,
and
we
concur
that
there
are
places
where,
at
this
point,
it's
just
not
appropriate
to
site
trees.
We
would
just
state
that
in
the
future,
as
development
moves
forward,
that
you
may
have
some
erosion
problems
that
you're
going
to
have
to
deal
with
on
your
plans.
Sorry
once
again,
anal
three,
not
four
black
gums:
three,
not
one
shingle
oak,
so
you
have
31
total
you're.
Fine.
D
All
the
trees
are
on
the
shade
tree
list
and
you
have
an
adequate
number
of
natives.
So
everything
looked
good
for
me
and
we
will
assure
you
that
we
will
use
the
tree
bank
trees
to
our
best
advantage
for
the
city.
C
So
well,
thank
you.
Thank
you,
an
answer
to
your
erosion
question
and
so
forth,
probably
referring
to
the
hop
horn
beams
over
on
that
hillside
next
to
the
and
so
what
kind
of
used,
hot
corn
beans
from
the
standpoint,
the
kind
of
native
and
their
roots,
tend
to
grow
off
and
help
maybe
curtail
some
of
that
erosion,
although
you'll
probably
end
up
seeing
some
of
the
roots,
but
they'll
tend
to
help
hold
that
area.
So
it
looks.
C
A
D
Hi,
I
wanted
to
say
one
last
thing.
You
know
we
had
put
together
a
form
tree
head
which
helps
facilitate
not
only
look
at
the
squint
vision
of
a
plan,
but
you
would
also
filled
out
the
form
saying
you
know:
square
footage
from
impermeable
and
permeable
and
boy
did
that
help.
Thank
you.
C
F
A
Our
next
agenda
item
is
maintenance
of
the
tree
canopy
grant
application.
So
we
have
an
update
on
that
one.
G
Yes,
well
we're
working
away
helping
city
staff
put
together
an
application
in
response
to
a
new
allocation
of
funds
to
ohio
from
this
federal
grant
from
the
us
department
of
agriculture
through
odnr
for
re,
restoring
tree
canopies.
So
it's
the
first
year
that
ohio
has
had
these
funds,
and
so
there's
a
plan
now
come
work
together
for
planting
up,
I
think
100
trees.
That's
the
goal
to
plant
100
trees
from
our
tree
bank,
with
funding
for
planting
and
all
the
things
that
are
needed
for
site
preparation.
G
So
there
are
couple
different
parts
to
it.
The
main
part
is
a
continuation
of
the
pilot.
That's
happening
right
now,
with
homeowners,
planting
trees
in
the
right-of-way
partnership,
and
also
a
collaboration
with
the
arbor
day
committee
planting
some
more
trees
at
the
bus
stops
and
then
also
planting
trees
and
other
some
trees
and
other
city
properties.
In
the
general
neighborhood
of
the
east
side,
yeah.
G
We're
going
to
go
for
the
maximum,
which
is
25
000,
and
we
have
no
trouble
in
meeting
them
and
meeting
the
match
between
which
is
required.
50
50
match
the
city
has
no
problem
meeting
that
with
all
the
the
trees
from
the
tree
bank,
the
administrative
work
and
so
forth,
volunteers,
they're
volunteers
also
they're
going
to
be
working.
D
And
one
of
the
things
that
I
really
love
about
the
budget
is
because
we
have
the
tree
bank
and
we
can
avoid
paying
for
trees.
We
can
put
it
towards
maintenance,
and
one
of
the
things
that
we're
going
to
be
able
to
do
is
go
out
into
the
neighborhoods
and
do
stump
grinding
for
the
first
time,
so
that
will
free
up
areas
that
we
weren't
able
to
replace
trees,
because
we
simply
couldn't
right
away.
So
this
is
in
city
right
away
and
city-owned
property.
That
is
correct,
but
those
two
neighborhoods
have
pretty
big
right-of-ways.
D
A
Well,
let's,
let's
talk
about,
do
we
want
to
finish
with
the
grant
because
you
were.
F
A
B
Be
helpful
for
that
grant
process
the
commission
it
hasn't
been
released
because
they're
waiting
waiting
for
the
official
launch,
but
I
know
in
the
admissions
inventory
that
was
just
completed
the
report-
that's
underway,
a
big
portion
actually
of
sort
of
carbon
sequestration,
was
noted
in
the
canopy
here.
So
that
may
also
provide
evidence.
I
don't
know
if
that's.
B
G
Think
anything
like
that
that
we
can
point
to
that
support
the
project.
Great
yeah.
F
A
Yeah,
okay,
so
are
you
finished?
Thank
you
we're
in
september,
so
we
will.
Are
we
gonna
have
it
in
before
our
next
meeting,
I
think
probably
yeah.
A
So
we'll
have
a
draft
or
a
funnel
call
me.
Okay,
the
subcommittee
reports,
education
and
outreach,
which
is
mine,
and
I
haven't
done
much,
I'm
sorry.
So
that's
my
thing.
I'm
working.
G
I'm
working
on
things
we
discussed
how
how
the
about
the
homeowner
education
process
and
how
that
might
work.
True
for
the
for
this
for
the
coming
year,
right.
A
Well,
and
one
of
the
things
that
we
we
talked
about
with
the
tree,
canopy
grant
is
also
being
able
to
develop
educational
materials
through
that
grant
process
so
that
we
can
target
other
groups
after
the
grant
is
done,
such
as
the
neighborhood
right-of-way
project
that
we're
doing
some
of
the
riparian
projects
too.
So
that's
kind
of
they'll
be.
A
They'll
be
several
developed,
hard,
hard
copy
pieces
of
brochures
and
educational
material
along
with
on
online
excellent
yeah,
okay,
questions;
okay,
so
events
update
on
the
tree
city,
application.
G
In
well,
let's
see
I
work
I'm
working
on
that
with
andrew
chickie
and
we
decided
to
wait
until
we
turn
this
in
and
then
we'll
hurry
up
and
finish,
but
all
the
pieces
are
there.
We
just
got
the
mayor's
letters
today.
The
proclamation
is
ready
for
the
arbor
day
and
we
hope
that
date
matches
up.
I
think
it
will.
A
And
the
day
of
the
arbor
day
celebration
is.
G
Well,
it's
set
for
a
for
november.
G
Had
some
concerns
about
getting
the
trees
and
how,
when
all
that's
going
to
come,
so
we
thought
maybe
we
would
just
go
for
the
date.
G
F
A
So
all
our
tree
planting
projects
we
have
coming
like
on
board
in
february.
This
is
awesome.
You
guys
are
awesome.
You've.
B
A
So
much
work,
it's
amazing.
So
when
we
talk
about
each
of
the
different
projects-
and
probably
one
of
the
most
important
thing
is
how
to
get
in
touch
for
people,
they
have
more
questions
or
things
so,
okay
rocks.
D
All
right
so
for
tree
planting,
we'll
start
with
the
dog
park
project.
So
there
is
a
new
dog
park
over
by
the
community
center
and
the
decision
was
made
that
we
would
plant
more
trees.
D
So
the
idea
is
that
we
will
have
a
church
group
that
is
interested
in
helping
us
with
the
markers
for
the
trees.
D
Then
we
will
have
the
contractor
place
the
trees
and
we
will
have
the
church
group
do
some
of
the
monitoring
of
the
trees
over
the
first
year,
in
addition
to
the
contractor
yeah,
so
they're
kind
of
interested
in
being
our
citizen
watch
group
for
trees,
so
we
might
be
building
a
new
yeah
tree.
B
D
F
Our
trees
need
oh
helping.
You
yeah.
D
I
guess
I'll
start
off
by
also
saying
that
we
get
our
trees
from
an
arts.
We
placed
the
order.
We
were
told
that
we
should
have
five
to
six
weeks,
but
because
of
the
uncertain
weather,
which
seems
to
be
holding
pretty
warm.
The
nurseries
are
very
concerned
about
digging
the
trees
when
they
would
normally
do
them.
The
second
to
third
week
in
october
and
they're
asking
if
they
can
delay
we've
said
that
we
have
a
preference
that
they
don't
delay.
F
D
D
A
half
hour
yeah,
so
it's
brief,
I
think,
we'll
be
okay.
If
nothing
else,
the
dogs
will
be
fabulous,
it'll
be
fun.
Then
we
have
the
bus
stop
project.
D
D
They
will
be
supplying
the
trees,
they
will
be
planting
them,
they
will
be
maintaining
them,
so
they
will
not
come
out
of
the
tree
thing.
Oh.
G
D
G
G
F
A
Well,
this
particular
group
we
have
an
mou
with,
and
so
it's
it's
the
start
of
a
tree
tenders.
They
are,
you
know,
like
tree
angel
people
and
so
that
that's
also
a
model
for
us
to
go
forward
with
maybe
other
groups
that
might
want
to
do.
Pre-Made.
D
Okay,
then
there's
the
riparian
project,
so
the
soccer
fields
that
are
on
east
state
street
are
being
retired
and
next
to
it
is
a
riparian
project.
D
So
what
they're
going
to
do
is
they've
removed
a
lot
of
the
invasives
in
that
area
by
walmart
they're,
going
to
be
planting
new
trees
and
believe
it
or
not.
We
worked
with
what
is
it
it's
the
hawking
river
conservancy
and
there
will
be
trees
planted
along
the
river
and.
D
Area
and
so
that
project
is
moving
forward,
it
is
going
to
be
based
on
some
grants
that
have
been
brought
in
from
keep
america
beautiful.
I
believe
it
is,
and
so
it's
still
in
negotiation,
katherine
ann
and
kevin
skrlock
are
taking
the
lead,
but
I
was
brought
in
as
a
consultant,
and
I
did
ask
that
when
we
have
a
tree
plan
that
it
will
come
before
shade
tree
commission
for
recommendations
and
approval,
then
we
have
the
neighborhood
right-of-way
project,
and
I
know
it's
just
too
many
trees.
D
No,
no
such
thing
right.
Okay,
so
the
idea
was,
is
you
know
we
had
had
people
come
and
talk
to
us
about
tree
canopy,
loss
and
opportunities,
and
several
members
have
toured
various
neighborhoods.
Jim
was
also
kind
enough
to
do
some
aerial
reviews
for
us,
and
it
was
decided
that
the
near
east
neighborhood
and
the
far
east
neighborhood
offered
opportunities
first,
and
so
we
have
a
project
where
we
are
going
to
be
contacting
neighbors
and
asking
if
they
would
enjoy
having
a
tree
planted
in
the
city
right
away.
D
Now,
of
course,
the
city
right
away
is
city
property
and
the
city
could
just
plant
a
tree,
but
that
is
not
considered
a
good
idea.
You
want
your
neighbors
to
be
happy
that
they
have
a
tree
that
they've
been
informed
and
have
some
input
into
the
selection
of
the
tree
and
that
they
will
help
maintain
the
tree.
So
if
a
person
wants
to
put
a
tree
in
the
city
right
away,
they
should
contact
me
at
m-a-l-e
hyphen
b-r-u
at
ohio.edu.
D
They
can
also
read
out
reach
out
to
the
code
office.
They
will
receive
a
letter
which
will
explain
the
project
and,
as
I
said,
it's
basically,
you
agree
to
water
and
to
look
after
the
tree
and
inform
the
city.
If
there
are
any
issues-
and
we
will
give
you
a
tree
now-
but
that.
D
Correct,
yes,
the
city
does,
and
the
other
thing
that
I
need
to
say
is
that
we
are
interested
in
planting
large
trees
whenever
possible
medium.
If
we
have
power
or
other
utility
issues,
we
have
had
requests
for
small
trees.
We
will
not
be
doing
that
because
it
doesn't
add
to
the
shade
canopy.
So
I
think
that's
it
lots
and
lots
of
trees.
We
thought
we
used
to
have
a
big
tree
bank
by
the
end
of
next
year.
We're
not
going
to
have
a
big
tree
bank.
E
I
said
one
one
comment
on
that:
I
know
one
one
concern
that
was
raised
to
me
on
council
was
people
were
worried
that
we
were
just
going
to
plant
trees
with
no
regards
for
the
sidewalks
and
worrying
about
roots
disrupting
sidewalks,
and
I
was
assuring
them
just
to
reassure
people
if
you're
watching,
of
course,
that
will
be
taken
into
consideration.
We're
not
going
to
just
stick
trees
in
the
ground
and
assume
that
it'll
never
affect
anything
near
it.
So
there
will
of
course,
be
planning
that
goes
into
that
right.
G
Not
and
there's
quite
a
bit
of
work
that
goes
into
the
site,
selection
and
site
prep
there
are
the
city
engineers
office
goes
out,
takes
a
look
at
utilities.
There's
that
call
before
you
dig
that
oops.
G
Line
they're
going
to
be
soil
and
water
will
come
out.
Athens,
county
soil
and
water
is
going
to
come
test
the
soil
there's
there
have
been
so
many
visits
to
the
to
the
dog
to
the
bus.
Stop
shade
tree
project
from
many
people
in
the
city
to
examine
very
closely
the
needs
of
the
site
and
fitting
the
right
tree
with
sight,
so
not
to
worry
yeah.
A
Any
other
questions,
thank
you,
ben
okay
and
thank
jim
for
doing
all
the
mapping.
That
was
awesome
any
other
questions
about
projects.
We
have
a
huge
amount.
Thank
you
so
much
for
all
the
work
you
guys
have
been
doing.
Thank
you.
Okay!
Is
there
any
new,
old
or
opportunity
for
citizens
to
speak
on
our
agenda?
Those
are
items
here.
D
D
D
Down
the
mail
yeah,
I
do
want
a
male
doesn't
matter,
one
more
thing
too.
Okay,
so
frontier
utility
is
in
athens,
they
are
installing
fiber
optic
cable,
which
I
think
we
can
all
agree
is
probably
a
good
thing.
D
However,
there
was
a
breach
of
contract
where
the
utility
was
told
that
they
had
to
notify
neighbors
of
any
work.
That
was
going
to
be
done.
That
was
not
done.
D
D
D
A
B
Just
so,
it
goes
into
minutes
and
then
can
be
shared
that
the
environment
and
sustainability
commission
is
very
interested
in
collaborating
because
I've
already
heard
like
at
least
half
a
dozen
overlaps
that
I
think
there's
maybe
not
just
extra
effort
being
expended
on
both
parts,
but
but
I
think
that
a
lot
a
lot
of
synergy,
and
so
we
would
like
very
much
to
voice
our
interest
in
in
collaborating.
B
A
You
thank
you,
and
this
follows
up
from
a
meeting
that
I
had
with
amy
dillac,
who
is
the
chairperson
and
looking
at
identifying
projects
to
go
and
do
collaboratively
and
also
other
things
that
maybe
we
need
to
do
in
the
future
too.
So
we
can
start
doing
a
little
collaborative
planning
and
stuff
too.
B
My
name
is
megan
westerville
yeah,
I
mean
we've
talked
last
night
about
pollinator
gardens
and
riparian
planting
and
it's
lovely
to.
