Description
Athens Shade Tree Commission - May 9, 2023
A
B
Hi
everybody.
This
is
shade
tree
commission
for
May,
9th
seven
o'clock
give
or
take,
and
we
are
in
the
city
council
chambers,
on
a
different
night
than
normally
we
have
a
quorum
tonight.
Roxanne
is
busy
in
California
vacationing
separations
having
a
good
time.
So
I
would
like
to
move
with
the
agenda.
Is
there
any
addendums
or
amendments
to
the
agenda?
David.
D
B
You
need
a
second
thank
you
all
in
favor,
say
aye
aye.
Thank
you,
okay.
Our
first
discussion
is
discussion
concerning
removal
of
a
tree
and
the
right
away.
Several
people
did
see
this
and
it
happened
a
while
ago,
because
I
remember
seeing
it
'll
probably
be
a
while
ago.
So
there
seems
to
be
a
concern
with
the
removal
of
the
tree
in
the
right
way
without
permission
from
the
city.
So.
C
David,
so
we've
we've
been
doing
research
on
this.
This
is
on
Morris
Avenue
between
133
and
135,
Morris,
Avenue,
Large,
sweet
gum,
I
believe
was
was
there
when
I
first
looked
at
it?
The
the
first
thing
I
did
was
look
to
see
if
it
was
in
the
right
of
way-
and
it
is
a
little
bit
could
be
a
little
bit
confusing
because
the
there's
a
power
poles
that
are
just
behind
the
curve
and
a
lot
of
times.
C
A
lot
of
discussion
back
and
forth
on
that
we
had
the
tree
trimmed,
but
they
were
that
they
were
told
that
that's
a
right-of-way
tree
and
it
can't
be
removed.
So
since
since
then,
of
course,
at
some
time
tree's
been
removed,
nobody
saw
as
far
as
I
can
tell
nobody
saw
anybody
removing
the
tree.
So
I've
asked
our
Police
Department
to
investigate
for
as
a
criminal
case
to
see
exactly
see
if
we
can
figure
out
exactly
what
happened
there.
C
So
they're
doing
that
now
and
I
can
report
back
to
you
with
what
they
come
up
with.
If
you
look
in
the
title,
33
330107
has
penalties
associated
with
removal
of
a
tree
in
the
public
right-of-way,
and
that
is
a
minor
misdemeanor,
a
a
criminal
Criminal
action.
So
that's
why
we
have
the
police
looking
at
it.
C
C
B
B
Something
we've
been
working
on
is
is
increasing
some
of
the
penalties
too,
on
some
of
the
I.
Don't
know
what
a
minor
misdemeanor
in
this
level
is
sort
of
it's
per
day
or
whatever.
So,
okay,
so
I
understand
that
it
is
important
that
we
do
have
an
investigation,
because
if
there
is
removal
of
a
right-of-way
tree,
that
is
serious,
Morris
is
pretty
obvious,
which
trees
are
right
away.
I
mean
it's
pretty
it's
that
it's
not
a
murder,
quite
strip,
it's
big
enough
to
have
trees,
so
you
know
and
I
think
it's
a
good
idea.
C
Yeah
I
think
we
do
pretty
good
job
of
of
communicating
to
the
the
residents
of
the
city
that
you
know
that
those
where
those
trees
are
and
what
the
right-of-way
is
it's
a
little
bit
complicated,
as
you
guys
know,
but
I
think
we
do.
We
do
a
pretty
good
job
of
of
getting
that
information
out
to
to
our
residents.
C
C
Yes,
they
are
yeah
all
of
our
all
of
our
local
tree
companies.
Now
you
could
have
somebody
that
comes
out
of
Columbus,
that
we
don't
know,
and
but
any
tree
company
that
works
in
public
right
away.
This
is
Athens
is
not
unique.
We
all
communities
have
the
same
issue
of
right-of-way
trees
and
trying
to
protect
them.
So
it's
not
a
it's,
not
an
uncommon
or
unknown.
E
C
Yeah
our
law
director
Elisa
Eliason,
and
we
don't
she's
never
we
historically
have
not
prosecuted
any
of
these
any
cases
of
tree
removal
in
the
right-of-way.
So
this
is
doesn't
happen
that
often
I
don't
think.
As
I
said.
I
can
only
think
this.
Is
this
one
and
then
the
one
at
the
at
the
courthouse
where
they
are
the
only
two
I'm
aware
of
of
tree
removals
in
the
right-of-way,
without
without
approval
by
the
shade
tree
commission
and
the
city
service
safety
director.
B
Questions
so
we'll
look
for
that
report
after
the
investigation.
That's
great!
Thank
you
other
questions
about
right-of-ways
or
anything.
No.
Okay,
let's
see
the
next.
Oh
now
old
business
since
I
told
you
it
would
be
a
really
short
moment.
Okay,
this
is
pollinator
Pathways
report.
Roxanne
is
looking
at
the
pollinator
Pathways.
She
didn't
have
a
write-up
ready
for
today,
I
contacted
other
people
and
I
didn't
get
really
anything
back
so
I've
assumed
that
being
part
of
this
is
not
going
to
step
on
people's
feet.
Toes
questions
about
that.
B
So
when
you
know,
when
we
know
more
about
it,
we
can
we
can
have
a
motion
to
adopt
it.
So
Roxanne
found
a
better
place
to
get.
B
Roxanne
maybe
found
a
better
pollinator
program
to
join
than
just
be
so.
Okay,
so
we're
looking
at
them.
So,
okay,
questions
comments:
okay,
cool
student
work,
study
update,
so
here's
our
our
work,
our
work
studies,
student
exam,
so
you
can
stand
up
and
say:
hi,
Zan
and
I
have
been
talking
about
the
different
programs
that
we're
going
to
have
him
work
on
for.
B
Oh,
why
don't
you
introduce
yourself
and
awesome?
You
have
to
stand
in
front
of
the
microphone,
though
so.
F
Hello,
I'm,
Xander,
stultz
I
am
now
a
fourth
year
student
here
at
Ohio
University,
studying
urban
planning
and
sustainability.
B
D
B
David
Riggs
our
our
code
director,
so
okay,
so
some
of
the
things
that
we've
been
talking
about
doing
for
a
couple
of
the
programs
projects
that
I
think
that
Zan
can
get
done
for
the
summer.
One
is
looking
at
doing
an
idea
of
an
arbor
of
a
city-wide
Arboretum
that
you
were
talking
about,
so
you
could
do
some
research
on
that
and
look
for
Grants
and
pull
in
all
the
other
information.
There
seems
to
be
a
few
City
and
bridges
this
City
and
not
the
city.
The
university
has
some
tree
tours
tree
tours.
B
Some
have
a
tree
where
you
go
and
look
at
them
with
a
UPC
signal
and
stuff.
So
what
we
want
to
do
is
do
some
research
about
that
and
see
how
that
would
work
out
as
a
Citywide
program.
B
One
of
the
other
things
that
Zan
will
be
doing
is
working
on
the
pollinator
program
hitting
that
up
and
running
and
maybe
producing
some
stylish
brochures
and
stuff.
We
don't
know
yet
on
that
one,
and
then
one
of
the
other
ones
is
when
he
comes
back
in
town
he's
going
to
do
a
lot
of
this
kind
of
remotely
to
begin
with.
But
when
he
comes
back
in
town,
we're
going
to
be
looking
at
Ariel
and
Google
Earth
mounts
so
that
we
can
identify
really
big
trees
in
town.
A
B
B
Will
mean
well
yeah,
but
he's
going
to
be
able
to
to
pick
ones.
So
it's
more
of
a
buffet
so.
B
Home
this
Friday
yeah
yeah,
okay,
well,
don't
don't
hesitate
to
email
any
of
us
or
David
or
I'll.
Also
let
Andrew
chicken
know
so
that
you,
if
you
have
other
questions
and
stuff
so
yay.
Thank
you,
okay,
wait!
B
The
the
next
agenda
item
is
the
bylaws
review
I
sent
out
the
bylaws.
Did
we
review
one
I
can
send
them
out
again?
Okay,
so.
D
B
And
this
was
a
template
that
I
used,
they
sent
out
a
template
and
then
I
used
the
template
and
that's
why
there's
that
yellow
part
and
stuff.
So
basically,
they
asked
for
certain
areas
that
you
could
change
it,
and
some
of
it
was
very
the
administration,
Lisa
and
Chris
and
Steve
got
together,
Chris,
knisley
and
Lisa
Eliza.
B
They
wanted
to
have
all
of
the
Committees
have
bylaws,
because
hardly
any
of
them
do
so
they
they
use
the
bylaws
for
the
disabilities
commission
as
a
template
and
then
I
went
through
and
did
the
things
they
wanted
me
to
do
so.
Most
of
it's
pretty
straightforward.
The
only
things
that
were
not
straightforward
is
the
stuff
in
yellow,
so
one
of
the
biggest
things
that
I
think
that
we
want
to
really
think
about
and
stuff
is
that
we
don't
have
a
mission
statement
or
a
purpose.
B
We
have
somewhat
of
a
purpose
but
no
mission
statement
a
lot
of
times.
Those
come
out
of
the
organic
ordinance.
That
starts
the
committee
or
commission
that
that
wasn't
done
for
this
one.
So
we
get
to
name
it
so
I
think
that
maybe
when
Roxanne
gets
back,
we
can
have
a
discussion
about
what
we
want
that
to
look
like.
B
Okay,
what
is
our
mission
I
think
that
we
had
the
mou.
We
have
an
mou
with
Athens
day
the
Athens
Arbor
Day
commission,
and
there
are
volunteer
task
people
they
go
and
find
volunteers
and
they'll
work
on
projects
and
they'll
go
out
and
plant
trees
and
stuff
for
us,
and
so
there
are
planting
Cadre.
B
We
developed
an
mou
out
of
that
and
that
had
some
of
our
desires
and
stuff.
So
maybe
what
I
can
do
is
send
that
around.
That
would
be
good
and
then
we
can
think
about
it
and
because.
B
For
the
mou
yeah,
so
that
was
was
a
lot
about
sustainability
and
Justice.
So,
oh.
E
B
D
C
E
B
Really-
and
it
was
Progressive
in
a
lot
of
ways,
so
yeah,
let's
pull
that
up
and
then
maybe
Marietta
we
can
pull
in
mariettas
if
they
have
a
mission
statement,
because
I
think
a
mission
statement
should
be
blared
everywhere.
B
D
Tree
City
designation
require
a
certain
number
of
meetings.
It
says.
B
A
B
Okay,
yeah
I.
Think
also
that
you
can.
You
know
some
of
our
meetings
can
be
committee
meetings,
and
so
they
would
be
a
little
bit
different
like
because
I
think
that's
what
the
disabilities
commission
does,
that
they
have
committee
meetings
and
then
whole
meetings,
because.
B
Well,
they
have
a
lot
more
people
on
their
commission.
So,
okay,
you
need
six.
E
B
There
was
something
about
recruitment
like
they
spent
a
lot
of
time.
The
disability
commission
spends
a
lot
of
time
recruiting
people
to
be
on
it,
so
they
have
a
whole
write-up
on
it.
I
don't
know
if
we
really
needed
that
or
not
I
would
say
that
we
don't,
because
if
we
don't
recruit,
then
somebody
will
say
why
aren't
you
recruiting
just
my
opinion?
B
B
The
thing
about
we've
never
ever
ever
had
our
annual
meeting
have.
We
ever
had
an
annual
meeting,
not.
C
B
B
B
Well,
that
you
see
that's
probably
what
a
majority
of
the
people
are
gonna
be
doing,
but
I
have
a
hard
time
doing
that
never
have
a
city
council
person.
Do
these
no
I
agree
with
you
is
that
we
don't
have
to
have
it.
B
It
was
a
template
and
that,
as
long
as
we
pass
by
anything,
really
major
like
a
a
meeting,
an
annual
meeting,
whether
we
even
have
to
have
one
of
those,
because
also
the
whole
thing
about
having
people
on
a
committee
to
present
people
to
you
know
who
nomination
committee
for
all
our
well-paid
positions
that
we
have
I
mean
they
have
a
three-month
program
to
try
to
get
new
people
on
the
board
and
I
would
say
we
don't
need
that
either.
B
Annual
meetings
like
it's
a
a
time
to
talk
about
what
you've
done,
tell
everybody
how
much
money
you've
spent.
This
is
for
non-profits
and
elect
the
board
of
directors
and
any
officers
that
you
need.
B
B
The
last
at
Athens
Conservancy
we
had
at
Little
Fish,
it
was
well
attended.
So
let
me
ask
Lisa
what
she
thinks
of
this
and
whether
we
have
to
be
because
of
Robert's
Rules
of
Order,
whether
we
have
to
have
it
in.
B
Yeah,
so
you
would
report
how
the
budget
was
used
for
the
year
at
the
beginning
annual
meeting.
That
would
be
yes,
so
that
may
be,
you
know,
I,
don't
know
if
we
have
the
tree.
Planting
is
a
public
event.
We
can
have
a
little
tree
report,
sort
of
thing.
You
know
so:
okay
I'll
talk
to
Lisa
at
least
I
love
it
so,
okay
and
then
all
the
officer
things
I'll
talk
to
Lisa
about
too
how
how
much
we
can
change.
B
B
B
Election,
okay-
and
that
was
pretty
much
it
so
so
we
can
think
about
the
mission
statement
and
stuff,
and
then
we
can
do
that
and
write
it
down
and
stuff
in
the
brainstorm.
It
maybe
I'll
put
that
I'll
put
the
together
the
mouss
principles
as
a
mission
statement
and
send
them
out.
Okay,
that.
B
Oh
yeah
Chris
did
most
of
it
probably
Chris
and
Lisa
any
other
questions.
Thank
you
for
pointing
the
tree
setting
minimum
so
okay
cool
calendar.
We
need
I.
This
is
a
good
time
to
get
some
of
the
stuff
on
the
top
start
talking
with
the
city
about
the
calendar,
for
we
do
our
tree,
City
Extravaganza
that
we
have
to
have
every
year
the
Arbor
Day
celebration,
not
on
Arbor
Day,
because
Arbor
Day
is
way
too
busy
in
the
city
and
like
September
October.
So
we
should
get
that
on
the
calendar.
B
Yeah
I
think
it's
better
here,
because
Arbor
Day
is
normally
in
April
and
all
the
other
things
that
happen
in
April.
So
it's
good
so
we'll
get
that
on
and
then,
if
anybody
else
hears
of
anything
or
you
have
something
like
having
to
do
with
people
who
are
built,
you
know.
B
Well,
if
there's
no
other
questions
or
issues,
we
can
have
a
move
to
adjourn
I'm,
so
moved
okay,
I'll
sign
up
all
in
favor,
say
aye.
Thank
you.
