the
March
26th
meeting
of
the
Committees
of
City
Council
and
first
on
the
agenda
is
communications
committee
and
two
weeks
ago
we
talked
about
the
need
for
an
updated
telephone
and
computer
networking
system
for
the
city,
and
we
talked
about
how
the
equipment
was
pretty
old
and
there
was
no
more
regular
maintenance
for
some
of
the
equipment
and
council
members
were
interested
in
additional
information,
so
they're
able
I'm
going
to
turn.
It
turn
to
you
now
and
ask.

Okay,
let's
go
down
now,
as
I
mentioned,
you
asked
I
wanted
for
over
2
the
state
in
beginning
to
January
of
2004.
We
changed
the
reduced
capital
improvements
from
seven
percent
income
tax
dollars
to
two
percent:
that's
five
percent
reduction
all
went
back
into
the
general
fund
and
at
the
time,
what
everything
looked
like,
because
we
just
experienced
a
negative
year
on
our
income
tax,
was
that
we
were
too
close
to
lay
people
officer,
but.

Around
this
time
we
spent
four
hundred
thousand
dollars
on
a
fire
truck,
which
was
that
was
the
type
of
thing
that
we
would
do.
That
leaves
a
balance
in
there
through
the
end
of
2006
at
two
hundred
and
eighty
thousand
nine
hundred
and
fifty
three
dollars
and
when
you
look
at
the
general
fund,
as
of
the
end
of
January,
an
appropriated
balance,
its
three
hundred
and
thirty
seven
thousand.

Tax
mix
itself,
the
street
fund,
recreation
and
all
of
the
items
of
the
general
fund
and
the
purchases
and
an
installation
of
the
new
phone
system
that
upgrade
the
city's
internet
as
per
the
estimate
we
shared
some
weeks
ago,
is
five
hundred
and
two
thousand
dollars.
Now
we
looked
a
little
bit
as
we
talked
about
the
mobile
capability,
I
asked
or
some
increased
detail
on
that,
because
that
was
adding
about
a
hundred
and
forty
five
thousand
dollars
to
it.

What
I
found
was
that
was
putting
the
mobility
in
fifteen
Veals,
and
it
would
partial
reason
for
that
to
be
so
so
great
her
vehicle
was
that
it
would
have
a
booster
mechanism
in
the
vehicle,
and
there
would
be
you
know,
a
receipt,
receiver
type
thing
for
the
mobile
there
and
the
other.
What
I
would
recommend
the
council
on
that?

Is
that
really,
in
my
mind,
is
somewhat
of
a
current
budget
item
that
each
one
of
the
departments
could
look
at
and
say:
okay,
if
I
need
this,
that
I
know
it's
going
to
cost
me
approximately
say
6,000
to
7,000
dollars
per
vehicle
and
if
I
really
have
that
need
that
I
have
the
capability
of
adding
that
as
a
departmental
line
item.
So
that
would
be
my
recommendation
to
carry
the
other
500
and
2,000.
We
could
take
280
cash
out
of
the
estate
fund.

That
would
leave
us
with
two
hundred
and
twenty
thousand
dollars
that
could
be
borrowed.
But
of
course,
these
state
tax,
hopefully,
will
generate
some
degree
of
revenue
this
year
and
in
talking
with
the
nuclear
electronics
about
the
project
they
said
from
the
time
they
get
the
go
ahead
and
start
coming
in
to
do
the
engineering
surveys
to
the
time
you
turn
it
on
it's
going
to
be
about
nine
months.
So,
even
just
with
the
council
action,
normal
ordinance
is
going
through
you're
talking
early
in
2008,
so
we
would
have
another.

If
you
look
in
the
estate
tax
varies,
a
lot
too
low
was
in
2004
a
little
over
one
hundred
and
seven
thousand
the
high
was
in
2005
at
339.
It
was
two
hundred
and
thirty
three
thousand
last
year,
so
the
680
divided
by
three
is
you
know,
roughly
two
hundred
and
twenty
thirty
thousand
dollars.
Well,
if
we
got
a
normal
amount,
we
would
be
able
to.
Then
that's
counsels
wishes
pay
that
office
into
that
same
mechanism.

That
probably
could
pay
it
sewers
hurting
a
little
bit
and
where
I
can
miss
the
construction
of
the
corn
was
a
sewer
line
and
that
could
probably
by
their
transfer
to
the
general
fund,
could
just
be
increased
some
amount
over
a
period
of
years,
and
that
would
pay
for
that.
So
that's
I
think
the
the
question
that
was
still
on
the
table
last
time.

Administrative
early
for
about
a
year
and
a
half,
because
we
know
that
the
phone
system
was
in
bad
shape
from
the
standpoint
that
it's
no
longer
supported
by
Verizon
and
then,
when
the
last
August,
when
Verizon
decided
they
were
going
to
support
commercial
DSL
anymore.
We
knew
then
that
we,
we
would
be
coming
to
counsel,
so
we
sort
of
planned
that
that
would
be
the
approach
and
that's
what
your
decision
is.
Do
you
know
which
one
of
these
do
we
want
I
think
last
time
we
decided
we
wanted
both.

I
have
to

have
two
questions.
The
first
one
is
them
I'm
a
little
bit
concerned
about
letting
them
decide
on
what's
in
the
budget,
because
next
year
we
could
give
them
the
money.

just
by
a
sleight

hand

then
they
would
be
doing
it.
I'm,
not
sure
what
the
payoff
is
at
that
amount
of
money.
For
that
I
mean
as
opposed
to
a
cell
phone,
and
it
seems
to
me
you

that

either
and
so

things

and

want
to
make

Oh

wide

booster
type
stuff

help

out

able
just

regular
laptop
with
a
wireless
card
and
if
you're
close
to
one
of
our
main
buildings,
you
should
be
able
to
have
and
do
that
anyway.

like
to
find
out
how
much
connectivity
do
you
have
just
by
having
a
laptop
within
the
vehicle
without
any
of
all
the
raster
stuff.

have
to
have
the
you
know
the
receipt
mobile
receivers
there
and
see
what
kind
of
coverage
we
have
before
we
go
and
spend
another
160,000
or
so.

I'd
like

see

maybe
not
just
if
you
have
the
money
spend
it,

instead
a
policy
and
then
in
the
administrative
policy,

the
other
question
is,

general
question

like

know
if
this
relies
too
much
on
the
competencies
of
our
existing
personnel.

we
don't.

seems
to
me
that
we
have
people
that
could
be
mobile
and
could
be
fine.

competency

monthly
charge

maintenance

because
we're

pretty
good
amount
of
money
on
the
frame
relay
and
the
dsls
right
now,

would
go
away.

was

cost
savings
when
we
talk
about
just
the
Internet,
but
it
does
give
us
flexibility,
but
there's
also
you're
right
the
responsibility
to
ask
somebody
on
staff
that
can
help
with
all
this
does
build
in
with

provider
of

of
the
services,
a
maintenance
contract
for
four
items
that
are
beyond,
or
our
assistance
to
us
in
that
way
that
it
doesn't
build
in
that
we
don't
have
a
person
that
can
also
do
a
lot
of
that
work.

near
our
buildings
being
able
to
pick
up
a
signal

all
about
people
being
able
to
have
easy
internet
access,
but
we've
got
court
systems
that
are
involved
here
and
all
of
our
records
that
are,
you
know
mostly
kept
electronically.
Now,
how
does
that
work
in
terms
of
security?
If

equipment
is
on
point-to-point,
it
only
talks
to
the
other
piece
of
equipment.
You
can't
take
your
laptop
anybody
can't
take
a
laptop
out
and
scan
across
our
network
for
a
wireless
connection.
They
are
sick,
they're,
fit
they're
very
secure.
You
have
to
I
have
to
allow
access
for
that
particular
machine
to
access
for
his
points.

high
office
in
New
Jersey
also
there
are
fairly
decent
sized
company
for
this
type
of
technology.
They've
done
a
lot
of
projects.

was
in
contact
with
them.
The
IT
staff
at
Dearborn
Michigan.

they

similar
system
installed.
They've
had
one
equipment,
failure
in
the
past
five
years
and
they're
extremely
happy
with
it.
It's
the
same
type
of
situation
that
we're
in
is
why
they
deployed.

they've
totally
broken
that

have
given
us
a
breakdown
on
the
wireless
system
with
its
three
year,
extended
warranty
and
a
rapid
replacement
stuff,
but
they
just
did
a
price.
They
didn't
break
it

us
yet

to
hardware
versus
labor
cost.
Now
I
know
that
the
site
survey
of
all
of
our
buildings
at
22,000
of
these
labor,
but
when
they
talk
about
the
hardware
to
support
each
of
our
buildings
there,
they
did
not
break
down
how
much
it
cost
to
install
it
versus
how
much
to
buy
it
off
the
shelf.

equipment

find
out.

don't
need
to
have
so
many
intendant's

ability,

they

won't
know

exact
number
until
the
surveys
done.

worked

them

get

number

timeline

equipment

commercial

our
Commission
I
was
trying
to
figure
out
exactly
the
date,
but
I
don't
know,
even
though
of
Debbie
when
the
Commission
was
originally
created,
I
think
in
1978,
but
it
was
a
long
time
ago
the
City
Council
at
that
time
created
the
Athens
Community
Relations
Commission,
and
to
my
knowledge
of
the
history,
it
never
functioned
terribly
well
and
has
probably
spent
most
of
that
nearly
30
years
dormant.
There
were
a
few
flashes
of
the
Commission
operating
and
I.

Wasn't
there
and
I
don't
know
a
lot
about
it?
What
I
do
know
for
sure
is
that
in
fall
of
2004,
Debby
Philips
organized
an
effort
to
reconstitute
the
Commission
and
we
began
to
operate
again,
and
so
it's
been
about
two
and
a
half
years.
The
goal
of
the
Commission
is
to
help
people
get
along
her
community
and
particularly
to
pay
attention
to
what
it's
like
for
particular
groups
of
people
in
our
community.
One
of
the
pages
you
have
is
labeled
purpose
of
the
Community
Relations
Commission,
and
that
gives
you
a
little
better
picture.

Probably
what
we
have
accomplished
is
to
talk
to
a
lot
of
people
in
the
community.
In
initial
stages,
we
met
with
a
number
of
groups
in
the
community
to
say:
what's
your
picture
of,
what's
happening
for
you
for
your
group,
what
are
the
things
you
would
like
to
see?
We've
been
present
at
things
like
the
beautification
day
and
the
International
Street
Fair
again
to
try
to
get
a
better
pulse
of
what
some
of
the
Jews
are
within
the
community
that
might
be
addressed.

We've
struggled
with
a
number
of
people
leaving
the
Commission,
some
of
them
leaving
the
country,
but
some
of
them
simply
finding
their
schedules
or
commitment
didn't
allow
them
to
continue.
So
we've
spent
a
good
bit
of
time
reinventing
ourselves.
Over
the
last
two
and
a
half
years.
We
have
created
new
bylaws
we've
created
procedures
and
the
light
for
the
way
as
we
functioned
and
at
a
retreat.
Last
summer
we
got
a
good
bit
of
clarity
about
how
we'd
like
to
go
from
here.
