opposed

been

am
and
receipt
several
letters
that
I'm
going

I'm
not
going
to
read
into
the
minutes.
They
will
be
available
for
review
if
anyone
wishes.

Kelsey
mathias
of
the
plains
has
sent
us
a
letter
commenting
and
somewhat
angry
over
the
closing
of
columbus
road
and
seems
to
be
of
the
opinion
that
the
city
of
athens
is
responsible
for
that.
I
have
spent
a
lot
of
time
on
the
phone
with
quite
a
few
different
business
owners
out
on
columbus
road,
and
I
assure
you
that
it
was
not
the
city
of
athens.
It
was
ODOT
Ohio
Department
of
Transportation
that
has
chosen
the
timing
on
that.
Both
the
Chamber
of
Commerce
and
others
had
tried
to
work
with.

is
ongoing
discussions.
So
those
are
the
communications
that
I
am
in
receipt
of
or
there
any
other
communications
that
any
councilmember
wishes
to
share.

As
many

know,
at

end
of
winter
quarter,
several
student
groups
go
through
the
School
of
Journalism
in
the
College
of
Business
centered,
their
quarter
studies
around
researching
the
Halloween
Street
festival
and
offering
some
alternatives
to
that
by
the
way.
I
have
brought
those
projects
with
me,
and
you
know
what
our
budget
is
so
I
did
not
make
copies
of
that
for.

So
what
we've
done
is
come
up
with
sort
of
a
meltdown
of
those
three
present
are
those
six
presentations
into
three
options
for
you
to
consider,
and
of
course,
I'm
gonna
start
this
by
saying
that
the
primary
consideration
before
you
right
now
in
all
the
discussion
about
Halloween
is
about
ownership.
We
know
that
Halloween
is
something
that
has
just
sort
of
happened
for
just
sort
of
the
last
thirty
years
or
so
and
with
all
the
discussion
that's
taken
place
regarding
the
feds
and
other
issues
around
Halloween
for
the
last
couple
of
years.

So
with
that
being
said,
we
have
incorporated
into
that
first
plan,
Halloween
status-quo,
the
option
of
some
improvements
and
they're,
based
on
some
of
the
suggestions
that
the
students
have
made.
I
will
tell
you.
We've
had
a
lot
of
great
meetings
with
Jonathan
Homburg
who
serves
as
sort
of
a
lead
on
Halloween
right
now,
and
he
is
very
open
to
a
lot
of
these
suggestions
and
we're
very
open
to
continuing
to
work
with
Jonathan.
To
sort
of
facilitate
I
do
want
to
remind
you.

So
what
you
see
listed
on
there
as
part
of
the
Halloween
status
quo
is
the
addition
of
some
events
that
continue
to
bring
the
community
into
what
Halloween
is
do
and
some
alternatives
for
them
to
generate
additional
revenue,
primarily
in
the
way
of
sponsorships.
I
will
say
it
is
time
for
our
Halloween
sponsors
to
step
up,
especially
those
that
make
money
off
of
Halloween
and
contribute
a
little
more
to
Halloween.

Not
just
in
and
then
finances,
but
also
in
their
commitment
to
making
Halloween
clean
and
safe
and
something
that
the
entire
community
can
continue
to
enjoy.
We
also
are
looking
for
service
organizations.
This
is
a
call
to
action
under
Halloween
status
quo
to
say
you
know
what,
if
you're
interested
in
fundraising
and
you
want
to
set
up
a
vendor
booth
or
you
want
to
host
an
auxilary
event
associated
with
Halloween
the
streets
already
blocked,
I'll
come
and
talk
to
us.

talk

Jonathan
and
see
what
it
is
that
can
be
done.

That
gives
a
community
organization
a
chance
to
fundraise,
and
it
also
offers
again
an
auxilary
event
tied
to
Halloween.
So
the
other
options
and
objectives
they're
listed

Halloween
status
quo
were
there
for
you
to
review
under
plan.
This
is
something
that
was
represented
in
almost
all
of
the
student
reports,
and
that
was
the
consideration
for
a
more
concise
management
structure
and
ownership
by
the
city
and
when
I
say
ownership,
we
really
mean
responsibility.

also
includes
a
task
force
that
includes
the
mayor's
office
and
the
City
Council,
the
police
department,
the
city,
Safety
Office,
the
clean
and
safe
committee
and
the
Ohio
University
Student,
Senate
or
whatever
other
student
organization
wants
to
remain
as
the
contact
and
then
the
Advisory
Council,
which
would
serve
to
say
you
know
what
these
are
the
way.
These
are
the
kinds
of
things
that
we're
looking
for
in
Halloween.
That
would
include
the
whole
community,
so
the
neighborhood
is
associations,
the
Chamber
of
Commerce,
the
Visitors
Bureau
and
the
other
service
organizations.

You
will
see
some
strategies
for
revenue
generation
listed
there,
and
this
would
be
revenue
that
would
be
gained
by
the
city
as
a
result
of
Halloween.
It
includes
increasing
the
price
of
vendor
booths
and
increasing
the
number
of
vendors
that
you
have
licensing
your
merchandise
and
securing
a
vendor
contract
to
merchandise,
t-shirts
and
whatever
else
that
you
want
to
put
your
house
and,
of
course,
the
coordination
and
development
of
additional
auxilary
events
that
involve
the
community-
and
you
know
some
of
the
ideas
that
they've
come
up
with.

My
favorite
is
the
pumpkin
pancake
breakfast
that
kicks
off
Halloween
at
about
nine
o'clock
in
the
morning,
Jonathan
came
up
with
a
great
idea
for
the
Ichabod
Crane
5k
race.
You
just
created
things
like
that
that
give
the
community
a
chance
to
participate
in
Halloween
and
make
it
more
of
a
day-long
event
and,
of
course,
something
that
we
hope
would
stretch
into
a
two-day
event.
I've
also
listed
on
there
a
nominal
admission
charge
for
party
goers
I'm,
not
recommending
necessarily
offense.

Although
I
will
tell
you
every
private
promoter
that
we
talked
with
the
first
question
out
of
their
mouth
was
how
big
is
the
area
that
you
have
fenced
off
when
we
say
well,
we
don't
have
the
fence,
they
say.
Well,
how
are
you
charging
admission?
Well,
we're
not
charging
admission.
Well,
how
are
you
making
money?
Well,
we're
really
not,
and
it
really
hasn't
been
the
goal,
but
under
plan,
two
revenue
generation
is
the
key
objective
there.
So
then,
the
third
option
that
you'll
see
there
is
the
Halloween
Street
festival
under
direction
of
private
events.

Promoter
and
I
have
spoken
with
about
six
different
promoters
and
included
in
this
packet.
Is
information
from
the
one
that
we
have
stuck
with
the
longest
spectra,
entertainment
and
they
do
about
22
festivals
across
the
Midwest
each
year,
most
of
their
festivals
center
around
music,
and
they
have
done
some
Halloween
related
to
festivals
as
well,
and
we've
had
so
far
very
good
working
relationship
with
them,
they're
very
interested
in
coming
in
doing
a
site
evaluation
and
giving
you
an
idea
of
what
that
would
incur
again.
This
would
be
a
contract
with
the
city.

This
means
the
city
saying
Halloween
is
ours:
it's
not
for
me
to
say
that
that's
what
you
should
do,
I'm
just
providing
you
with
what
the
options
are,
but
again
these
festival
promoters,
the
the
private
ones,
are
typically
used
to
working
with
city
coordinators
with
city
event,
coordinators
or
city
managers
of
some
kind.
And
of
course
you
know.

One
of
the
great
reasons
to
take
on
a
private
event
coordinator
is
that
you
don't
incur
a
lot
of
the
cost
associated
with
running
a
festival,
especially
personnel
cost
liability
cost,
but
also
gives
you
a
chance
to
to
sort
of
set
out
specific
contracts
for
security
and
cleanup
that
the
festival
promoter
is.
Then
responsible
for
incurring
rather
than
the
city-
and
you
know
these
are
just
again
more
ways
in
which
you
can
offset
the
cost
of
Halloween
actually
is
causing.

So
and
one
of
the
questions
that
the
private
events
promoter
has
asked
us
as
a
consideration
of
an
alternative
location
for
Halloween.
So
that
is
also
out
there
on
the
table
as
well
and
you'll,
see
that
listed
in
the
student
material
towards
the
end
you'll
see
a
tentative
schedule
of
Halloween
defense.
This
is
what
Jonathan
and
I
have
worked
on.
This
is
a
feasible
schedule
for
all
three
of
these
options
here,
and
so
it
gives
you
an
idea
of
things
that
we
could
even
accomplish
this
year.

would
be
a
lot
of
hard
work
to
get
this
together,
but
we
do
think
that
we
can
accomplish
a
fair
amount
of
change
to
Halloween
this
year
and
we
don't
expect
city
council
if
they
do
make
a
decision
on
who
actually
owns
Halloween
to
make
great
changes
in
this
coming
year.
But
we
do
stand
ready
as
a
resource
for
you.
You'll
also
see
develop
their
a

the
sponsorship
levels
and
again,
I
really
want
to
stress
you.

those
are

three
options.
The
final
thing
I
want
to
say
to
you
and
to
the
community
is
this
is
a
time
to
really
think
creatively
about
what
we
want
this
event
to
be
it's
here.
It's
been
here
for
thirty
years,
I,
don't
think
it's
going
anywhere
unless
you
guys
decide
to
not
block
off
the
street
anymore
and
I,
don't
see
that
happening.
What
really?
What
I
want
this
to
be
as
a
call
to
action
to
the
community
to
say
you
know
what
this
is
our
event.
This
is
our
community.

we

Halloween
look

would
it
take

me

come
down
the
Halloween?

would
it

bring
my
family
down
there?
We
know
from
a
tourism
standpoint
that
it's
really
about
community
development
and
when
you
pull
together
something
great
that
your
community
takes
part
in
and
visitors
will
take
notice
and
they'll
follow
suit.
So
we
look
forward
to
assisting
in
whatever
way
that
we
can

we've
been
assigned
a
new
Program
Officer.
They
ask
new
questions.
One
of
the
things
they
wanted
was
a
copy
of
our
title
insurance
and
it's
to
see
that
we
owned
the
building
free
and
clear.
We
sent
that
in
it
was
dated
2005,
so
they
said,
Oh
update
it,
so
we
had
to
hire
the
attorney
that
did
the
original
closing
forward
and
then
that
he
found
that
we
had
received
a
real
estate
tax
bill
first
west.

we
had
painted,
but
there
was
also
a
second
parcel
that
was
not
paid
because
they
didn't
mail
it
to
us.
They
mailed
it
as
a
research
who
did
not
contact
us
or
did
not
forward
it
to
us.
So
till
Thursday
I

know

this
bill
existed
of
course,
there's
a
10%
penalty
on
it,
a
little
vial
to
try
to
get
that
wave.
Since
we
weren't
notified
that,
of
course,
the
treasurer's
county
treasurer's
office
doesn't
offer
much
encouragement.

thing
until
that's
paid,
so
the
title
report
is
clear
that
encumbrance
and
that,

course,
we
can't
ask
for
the
real
estate
taxes
to
be
waived
through

ordinance
that

extending
the
meter
time
for
handicapped
parking
spaces
in
the
Uptown
area
from
the
two
hours.
It
is
right
current
right
now
to
four
hours.
It
was
originally
discussed
after
meeting
with
barb
from
the
Athens
City
Commission
of
disabilities
that
they
wanted
to
extend
the
meters
to
three
hours,
giving
that
extra
hour
for
unloading
and
traveling
time
for
persons
of
disabilities
with
disabilities.
Excuse
me
I've
been
in
mentioning
that
and
talking
with
the
captain
pile
from
the
police
department.

He
had
noted
that
four
hours
would
be
better
coordinated
with
the
to
our
to
our
arounds
that
the
parking
enforcement
conduct
and
that
it
would
be
near
impossible
to
do
a
three-hour
enforcement
on
the
meter.
Therefore,
we

changed
it
to
four
hours
on
those
parking
meters,
which
is
what
ordinance
we
have
tonight,
extending
the
handicap
to
four
hours.

city
accepts
that

annexation,

maps
and
we
were
able
to

exactly

space

subdivision

in
the
annexation

will
be
the
flood
limits,

the

be

business
and

seen
a
lot
more
of
him.

going

be
the
wellhead
protection.
Training
for
businesses
at
the
community
center
and
council
is
specifically
invited
to
that
and

helping
to
tell
it
it
happens,
but
the
water
department
and
the
EPA
would
very
much
like
for
council
to
be
involved
in
that.
