this
is
an
ordinance
that
has
several
several
sections
to
it.
In
section
1,
we
would
appropriate
from
the
unappropriate
of
balance
several
things
$2,000
to
the
recreational
fund.
This
would
repair
to
slide
sets
that
the
mayor
talked
about
in
committee.
Last
week,
one
on
the
east
straight
street
Recreation
Area,
the
one
at
Southside
park,
then
there's
$19,000
appropriated
to
the
community
center
fund.
We
have
received
a
grant
from.
A
Department,
the
United
States
Department,
our
Department
of
Health
for
approximately
16,000
dollars,
and
then
we
will
add
a
little
bit
of
that
about
$3,000
to
that
to
replace
some
elliptical
exercise
machines
at
the
community
center.
These
machines
were
there
when
the
center
opened
seven
years
ago,
they
had
been
used
heavily
and
it's
time
to
replace
them,
and
then
there's
$1,000
to
the
garbage
fund
$300
to
the
general
to
the
general
fund,
actually
code
enforcement.
These
are
to
put
some
additional
funds
in
their
refund
lines.

Occasionally
citizens
pay
a
fee
or
a
fine
twice,
or
maybe
they
pay
it.
It's
not
actually
appropriate
for
them
to
pay
it,
but
we
need
to
refund
the
money.
So
these
two
areas
need
some
additional
money
for
that
purpose
and
in
section
two
we're
appropriating
$15,000
decreasing
the
recreation
fund
in
what
area

and
then
transferring
it
to
another
area
and
I'm.

do

the
computer
upgrades

things

I've
mentioned
before
many
times.
The
nation
funds
really
is
almost
like
a
rotary
fund
in
the
old
terminology,
where
you're
on
a
program

budget,

to
be
and
then
they
could
either
wildly
exceed
expectation
or
lower
them.

of
those
such
was
in
over
Labor
Day
weekend.
We
ran
a
program
for
women
and
retreat
for
leisure
activities
at
borough,
included
the
hotels,
it's
kind
of
a
cabin

we
had
38
people
sign
up
for
it,
so
it
wildly
exceeded
our
expectations,
and
so
the
bills
are
a
little
bit
higher.
So
I
need
more
into
the
two
and
300
series
two
to
cover
that,

there
are

other
areas
of
the
budgets
that
were
running
a
little
bit,
tighten
the
two
and
300,
and
so
rather
than
go
down
appropriated
balance,
I
will
review
the
personnel
line
items
and
we've
got
about
four
months
of
cost
savings
on
health
insurance
from
the
vacancies.

fully
filled
on

full-time
basis
until

were

savings

insurances

to
switch
it
to

we

firms
and

series
of
community
members
involved
in

scope
of
proposed
scope
of
services
that
I
think
all
of
you
have.

Road

wide

siting

us,

the
Planning
Commission
recommended
this

think
we
talked

to

week

went

lot
of
these
changes
after
meeting
with
a
variety
of
people
throughout
the
city,
including
representatives
of
the
chamber

commerce.

lot

issues

Planning
Commission
during
our
earlier
discussions
and
came
up,
I
think
with
a
really
good
compromise.
There's
one
additional
change
that
the
service
Safety
Director,
brought
to
our
attention,
which
has
been
made
already
in
Debbie
Walker's
copy.

was
a
concern
that
the
original
language
might
have
been
a
little
bit
circular
and
there
are
some
changes
just
in
the
way
it's
laid
out

things

major
changes

we've
got

say
that
I
am
pleased
to
hear
that
council
is
addressing
the
the
miss
that
has
become
Richland
Avenue
but
I
like
it
a
little
bit
baffled
to
not
hear
any
specifics
yet
or
at
least
in
what
I've
read
or
heard
so
far
as
to
what's
going
to
become
of
this
sort
of
mock,
walk
that
we've
cut
across
Richland
near
Porter
Hall.
It's
then
we've
got
this
beautiful,
purely
decorative
brick
walkway.

appearances
of
it
being
a
legitimate,
crosswalk
and
lures
pedestrians
in
only
to
not
give
them
right-of-way
and
I
find
that
it's
just
as
just
as
misleading
for
motorists
as
it
is
for
walkers

sometimes
you'll
see
someone
pull
up
in
a
car
and
sort
of
gesture
crosses
well
they're,
not
really
supposed
to
do
that,
because
according
to
the
laws,
it
is
there,
it's
not
a
real
crosswalk
in
it.

I
just
recently,
I
noticed
further
confounding
about
the
whole
area.

motorist

stop
and
give
pedestrians

opportunity
to
cross
it
or

think
the
area
needs
to
be
done
with

facade

so
that
we
don't
have
this
ambiguity
of
all
things
to
be
ambiguous
about

something
