we

be
having
a
public
hearing
on
the
Planned
Unit
development
at
University
of
States
called
grand
Vista.
Tonight
we
have
Lance
Rapp
University
of
States
representative
before
us,
and
he
is
going
to
give
us
a
short
presentation
on
what
the
grand
Vista
section
of
university
of
states
is
going
to
be
like,
then,
anyone
that
would
wish
to
ask
questions
of
mr.
rep
or
make
any
comments
we're
here
to
hear
him
tonight's.

far
as
all
the
utilities
and
everything
they'll
be
underground,
we
have
a
few
streetlights.
The
rest
of
the
lighting
is
going
to
be
with
individual
mailbox
type
unit,
poles
that
are
in
the
front
yards
by

sidewalks.
There
are
around
seven
foot
tall
same
thing,
we're
using
for
the
mailbox
and
light
on
University
of
State's
Boulevard.
These
won't
have
the
mailbox
part
of
it
itself
and
just
feet
of
pulling
the
light.

a
clubhouse
that
has
a
swimming
pool
and
community
like
meeting
rooms
and
stuff.

we're
coming
quite

few
marketing
studies

one
of
the
biggest
things
that
they
told
us
in

marketing
studies
that
we've
done
is
that
they're
saying
we
should
have
anywhere

obviously
it
takes
a
lot
of
upfront
money
to
do
that.
So
we
haven't
been
able
to
do
that,

next
phase
of
residential

we're
trying
to
do
this
in
sections.

dialogue

is

egress

access
to

bike
path.

on

elevator

community

down

know
a
lot

people
in
the
community

time

welcomed
by

our
senior
citizens
in
the
area,

that's
what
I'll
address
here
briefly.
Marietta
is
part
of
a
study
by
AARP
and
they
are
urging
cities
as
an
economic
development
tool
also
to
reach
out
to
the
baby
boomers.

am
one
and
I
think
several

council
are
as
we
get
to
that
age
and
I
think
this
might
be
more
on
the
upper
end.
But
what
they're
urging
is
to
have
towns
that
are
open
for
the
senior
citizens
to
stay
or
move
in
and
they're,
emphasizing
moving
in
check
mophir,
who
was
the
president
of
Arrieta
chamber
for
a
long
time,
was
leading
their
effort
down
there.
Maria
is
a
great
place,
but
I
think
Athens
is
a
great
place
too,
so
I
think
in
our
long-term
planning.

Arts
West
has
received
information
that
the
$25,000
that
they
were
hoping
for
from
the
cultural
facilities
Commission
has
been
approved,

up

to
property.
Taxes
of
that
issue
has
been
resolved
and
the
checks
in
the
mail.

The
other
piece
that
I
wanted
to
just
point
out
is
that
the
new
consumer
confidence
report,
where
the
water
department
is
out
it's
quite
outstanding
and
the
centerfold
is
the
description
and
discussion
of
the
wellhead
protection
program
to
guide
the
city
and
of
protecting
the
water.
It's
got
some
excellent
suggestions
in
terms
of
hazardous
waste
disposal
and
lots
of
information
for
not
just
businesses
but
for
residents
in
terms
of
protecting
our
water.

that

are

relationships

Sir
the
service
safety
director,
which
is
concern
for
a
lot
of
the
citizens.

hearing

times
is
that
we
shouldn't
be
spending
revenue
on
this,
but
the
safety
aspect
is
what
we
usually
spend
the
revenue
on.
So
it
is
a
big
bill
that
has
to
be
done
here.
Hopefully
we

somebody
who
can
do
it.
I
know,
there's
been
discussion
of
what
those
qualifications
would
be
for
somebody
that
I
know
that
other.

continue
to
oppose
the
creation
of
this
position
or
a
contract.
I
have
not
heard
anyone
come
up
to
me
and
say
that
they
want
the
city
to
take
greater
ownership
of
the
Halloween
event
and,
while
there's
been
some
verbal
discussion
here
about
how
it
has
to
be
an
emphasis
on
safety
and
recouping
our
costs
related
to
safety,
if
you
look
at
the
list
of
duties,
it
includes
promoting
the
event
managing
volunteer
response
event,
planning
developing
a
vision
and
policies.

It's
a
lot
more
than
recruiting
costs
to
help
address
safety,
concerns
and
I
think
that
what
we've
discussed
in
the
past
and
what
I
continue
to
believe,
is
that
any
effort
to
change
the
event
or
make
it
be
a
different
event
really
should
be
a
community
volunteer
based
effort
and
for
us
to
spend
money
trying
to
change
the
event
to
own
it
or
to
manage
it.
Isn't
what
I'm
hearing
from
any
of
my
constituents
that
they
want
so
I
can't
support
it.

the
language
and
the
resolution.
As
I
know,
we've
discussed
there's
been
a
difference
between
the
advisory
board
and
the
Advisory
Council
as
those
three
individual
descriptions
that
we
were
given.

just
wanted
to

clear.

says
in
the
last
line
of
section
1,
the
second
paragraph.
The
contractor
will
work
closely
with
an
advisory
board
and
then
just
says
the
duties
include
for
me:
management,
Advisory
Council
are
those
the
same
thing.

did
not
include
that
in
the
language,
but
it
doesn't
say
it
either
way.
We
felt
very
strongly
actually
from
your
comments
that
we
didn't
want
a
document
that
would
make
that
kind
of
decision
for
us

of
the
position
and
the
same
thing
for
the
type
of
sponsorships.
It's
really
not
spelled
out
for
those
reasons
to
keep
an
open
and
objective
approach.

vision

it
looks
like
is

to
be
really
important
for
this
position

organization

attitudes

feelings
about

streets

Athens
back

the
heyday,

dirty

like

actually
I

to
leave

wire
meeting

be

was
hoping,
I
didn't
have
to
be
here,
but
I
feel
obliged
to
come
share.
Some
of
my
thoughts
with
you
as
a
volunteer.
I
speak
for
myself,
not
as
a
representative
of
the
admins
clean,
safe
Halloween
committee.

Those
are
the
folks
who've
been
creating
Halloween
in
Uptown
Athens
for
twenty
years,
as
a
volunteer,
I
donate
over
30
hours
a
year
of
my
time.
Just
on
the
weekend
of
the
event
that
does
include
the
meetings
we
go
to
you
and
I've
seen
a
lot
of
you
all
at
the
meetings.
I
really
appreciate
that
and
I
see
students
at
meetings,
but
you
know
we're
loading
trucks
and
word.

work
a
20-hour
day

Saturday
morning
to
the
middle
of
the
morning,
Sunday,
and
then
we
got
unload
the
trucks
and
so
with
all
due
respect,
I'm
thankful
for
all
your
participation

I've,
seen
folks

Convention
and
Visitor's
Bureau
there
and
the
Chamber
of
Commerce
at
some
of
the
organizational
meetings
and
we've
seen
students
as
well.
But
last
year
I
had
one
student
volunteer,
and
that
was
somebody
that
I
just
kind
of
finagle
know
people
who
kept
saying
oh
yeah.
We
want
to
help
so
again.

got
to
tell
you
I
agree
with
the
vision
and
the
goals.
That's
some
of
what
we're
trying
to
do
here
tonight
espouses.
That's
something
I've
been
trying
to
come
up
last
time.
They
try
to
do
a
a
more
family-friendly
event.
I
remember
there
was
slush
industries,
so
it
wasn't.
It
didn't
go
over
very
well,
but
I
still
have.

Been
that
it
should
be
a
more
community-based
event
and
a
kid
costume
contest
during
the
day
and
a
broader
event,
we
need
to
get.
Oh
you
more
involved,
rather
than
their
hands-off
approach.
So
I
agree
with
your
vision,
but
control
is
an
illusion,
especially
when
you
get
20,000
drunken
college
students
and
well
I
agree.

looked
over
the
outlines
of

goal,
you
know
the
job
descriptions
in
this
position.

mean
the
cleanness.

attend

those
things
pretty

anything

want
a
planner
and
the
people
who
would
to
have
the
party
pretty
much
the
way
it
is,
don't
want

you

think
that
there's

whole
broad
line
of
support
for
this.

planner

But
the
first
thing
that
I
think
counsel
should
have
decided
was
to
define
who
is
the
owner
of
the
Halloween
event,

once
again

some
people
who
are
trying
to
make
the
city

sole
owner
of
an
activity

run,

now
we
have
the
Halloween
and
and
frankly,
City
Council
should
be
defining,
who
owns
Halloween
and
I.
Think
the
answer
should
be
the
city
along
with
Ohio
University,
along
with
Ohio
University
Student
Senate,
and
that
the
three
parties
should
be
involved
in
sharing
the
decision-making.

should
be
involved
in
sharing
the
costs
of
the
event
which
would
eliminate
the
need
necessarily
for
a
outside
sponsor
some
of
the
things
that
I,
don't
think.
Council
has
really
commented
about
publicly,
so
I,
don't
know
if
you've
considered
it
is
that
once
somebody
gets
a
job
they're
going
to
come
to
the
mayor
or
come
to
Council
and
ask
for
a
budget
beyond
the
salary.
So
now
we're
going
to
be
talking
about
more
expense
for
this
one
person.
The
gentleman
who
spoke
previously
makes
a
very
valid
point.

If
you're
paying
this
person
now
to
coordinate
some
activities,
why
aren't
other
people
also
being
paid
along
the
line?
So
I
really
think
that
council
has
not
examined
just
how
far
expenses
could
go
beyond
what
they
already
are
with
the
addition
of
a
planner,
the
corporate
sponsorship
idea?
Also,
you
know,
if
you're
really
trying
to
make
this
a
local
part
for
the
oh,
you,
students
largely
and
to
keep
it
fairly
peaceful.

quality
of
the
person
you
would
get
to
be
the
planner
with
this
amount
of
time
to
work
with,
and
also
the

whether

get

person

able

all
the
things
that
you
want
them
to
do.

would
hope
that
council
would
take
these
kind
of
things
into
consideration.
