A
B
Been
snowing
lately,
you
may
have
noticed
white
on
the
streets
of
Athens
today,
and
that
was
the
salt
I
think
Andy
said
there
was
about
a
hundred
hundred
and
fifty
time
left
right
now
and
he's
out
of
money.
So
that's
that's
one
of
the
things,
but
I
do
want
to
commend
that
the
crews
were
out
both
Saturday
and
Sunday,
because
we
had
that
snow
flurries
early
Sunday
morning
or
Saturday
morning,
and
then
with
the
rain
and
everything
it
was
icing
up,
and
so
the
crews,
as
usual,
did
a
good
job.

A
F
Is
an
ordinance
that
asked
the
city
to
allocate
funds
for
public
art
in
any
projects
that
are
city
oriented?
It
also
encourages
the
allocation.
A
similar
allocation
by
private
entities
and
part
of
the
the
purpose
of
this
is
to
give
a
procedure
for
people
to
understand
how
to
include
public
art
in
a
facility.
Rather
it
be
private
or
and
and
habitus
one
of
those
things
like
the
disabilities
Commission
and
the
landscape,
ordinance.
F
That
gives
a
project
a
process
for
how
they
would
go
about
deciding
how
to
include
public
art
in
their
project.
At
one
time,
one
of
our
council
persons
asked
me
to
find
out
how
many
private
projects
would
be
included
on
the
basis
of
oh
seven,
and
the
answer
to
that
question
is,
there
would
have
been
five
and
all
of
the
projects
were
one
a
well
over
1
million
dollars
of
what
the
ordinance
says
that
10,000
would
be
all
that
would
be
required.

Member
Samms
I
needed
to
also
state
my
concerns
as
we
go
through
this
evening.
We're
going
to
see
that
we're
gonna
be
dealing
with
several
financial
issues
that
involve
moving
money
around
to
meet
some
debt
obligations
and
I
also
agreed
with
council
member
Bishop
that
this
is
not
an
appropriate
time
to
be
mandating
that
the
city
be
committed
to
a
certain
percentage
for
art
and
I
will
also
express
my
support
for
the
concept
which
I
think
I've
expressed
earlier.
A
A
A
Board
appeal:
I'm,
sorry,
Debbie,
I
thought
I
heard
you.
On
the
other
side,
the
ordinance
is
adopted,
fortitude
ordinance,
144,
the
700
inscription,
a
variance
from
the
athlete
city
subdivision
regulations.
I
will
impart
the
property
located
outside
the
corporate
limit,
but
within
the
3-mile
jurisdiction
to
allow
a
minor
subdivision
number
Philips
I
move.
I
Adoption
of
a
140
407-
this
comes
to
us
on
a
recommendation
from
the
Planning
Commission.
The
reason
that
it's
even
coming
to
us
is
there
is
a
shared
easement
for
a
driveway.
It's
a
it's
a
minor
lot
split,
but
there
is
a
share
of
easement
and
the
information
about
that
is
documented
on
the
on
the
plat.
It
is
being
recorded
further.
A
C
President
I
move
adoption
of
ordinance
140
8:07.
Second,
this
ordinance
does
exactly
what
the
title
says:
authorizes
the
auditor's
office
to
reduce
appropriations
in
in
the
budget
where
the
receipts
were
not
adequate
to
match
the
the
amount
that
was
appropriated
in
the
original
budget.
We
had
some
grant
funds
that
didn't
come
through
etcetera
and
in
last
year's
calendar
year
2006,
the
state
auditor
recommended
that
this
practice
to
our
city
auditor
should
follow
further.
D
H
H
D
C
A
All
those
in
favor
of
adoption
of
ordinance,
148
I
opposed
the
ordinance
is
Dalton
ordinance,
140
907,
an
ordinance
amending
ordinance
of
50
306,
a
friends
benefit
package
for
lawn.
You
mean
for
smell.
What's
in
the
city
of
Athens,
this
was
introduced
by
Finance
the
Personnel
Committee
gem
sales
chair.
Mr.
president,.
C
C
A
G
C
H
C
C
B
Would
say
that
there
really
isn't
any
significant
changes
we've
had
to
make
some.
We
made
some
decisions
in
there
like,
for
example,
we
went
ahead
and
appropriated
the
funds
for
all
five
police
officers.
That
was
like
three
hundred
and
fifty
six
thousand
dollars
in
the
general
fund.
We
know
we
don't
have
those
full,
but
you
will
probably
be
having
to
use
some
overtime
to
cover
some
of
the
time
that
they
would
have
normally
have
performed
those
duties.
I
think
that
you'll
be
making
changes
to
this
early
in
the
year.
B
A
number
of
things
that
that
we
did
not
do
were
on
an
extensive
look
at
the
two
and
300
series.
We
also
have
a
couple
of
items
because
of
some
retirements
and
changes.
The
staffing
in
the
law
director's
office
that
you're
probably
going
to
have
to
add
in
the
120
we
only
budgeted
40,000
for
payoffs
of
vacation
and
upon
retirement
or
termination,
and
that
may
not
be
adequate
if
we
are
hit
with
some
other
retirements.
B
Just
as
all
budgets
are
you
get
to
have
Appropriations
ordinances,
almost
at
least
every
month,
if
it
will
continue,
but
it
is
a
core
based
budget
I.
Think
of
the
general
funds
at
11.2,
which
is
slightly
lower
than
what
you've
got
appropriated
right
now
for
the
general
fund,
I
think
right
now,
you're
11
to
81.
This
is
at
11
to
36,
so
it's
very,
very
close
to
what
you've
currently
got
appropriated
for
the
general
fund.
So
it's
I
think
it
does
reflect
the
current
activity
pretty
well.
D
Well,
I'd
like
to
thank
Rick
for
doing
the
lion's
share
work
on
that
we
worked
together.
Some
of
this
again,
the
200
300
series
does
not
reflect
a
lot
of
the
cost
for
gasoline
and
energy
costs,
so
those
will
have
to
be
changed.
We
did
move
some
things
around
in
terms
of
the
transportation
because
we
have
a
new
contract
with
McDonald
which
we'll
be
reading
in
later
tonight,
other
than
that
essay
as
Rick
says,
we'll
be
coming
back
at
this
pretty
soon
just
to
say,
keep
tweaking
it.
A
All
those
in
favor
of
adoption
of
ordinance,
one
5007
right
opposed
the
ordinance-
has
been
adopted,
ordinance,
150,
107,
an
ordinance
authorizing
staffing
levels
and
on
you
meant
a
scale
and
slide
for
the
fiscal
year,
ending
December
31.
It
will
eight
repelling
all
audiences,
inconsistent
therewith
and
declaring
an
emergency
number
sands.
Mr.
C
C
A
C
President
I
move
adoption
of
ordinance
157.
Second,
as
all
of
us
know,
the
city
of
Athens
is
a
self-insured
carrier
of
medical
insurance
and
as
self
insure
carrier,
we
also
have
what
we
call
a
stop-loss
policy
which
kicks
in
when
any
individual
claim
begins
there
over
seventy
five
thousand
dollars
and
our
contract
for
this
insurance
has
been
with
a
company
called
AIG,
but
we
advertise
annually
for
quotes
in
this
year's
quotes.
We
received
a
lower
bid
from
a
company
BP
incorporated
for
the
same
insurance,
the
same
coverage
for.
H
A
Discussion
on
ordinance
152,
all
those
in
favor
of
adoption
of
the
ordinance
I
opposed
the
ordinance
has
been
adopted,
ordinance,
150,
307,
an
ordinance
authorizing
the
purchase
of
flooring
or
likes
salt,
caustic,
soda
and
sulfur
dioxide.
Who
will
be
speaking
to
this
and
member
Baines
absence
number,
while.
D
I
move
me
of
150
307.
This
is,
as
it
says,
authorizing
chlorine,
fluoride,
salt,
caustic,
soda
and
sulfur
dioxide.
This
is
for
the
what
treatment
plant
I'm,
trying
to
find
the
total
value
here
up
to
one
hundred,
ninety
nine
thousand
dollars,
five
hundred
and
it's
coming
from
the
sewer
fund,
the
water
fund
and
the
street
fund.
So
these
are
to
actually
treat
the
waters
for
next
year,
Asuma
Jared,
if
it
may
actually
be
for
the
salt
as
well.
I
assume
assault
is
street
salt,
which
we
talked
about
laying
low
to
infer
this
year.
H
D
A
J
You,
mr.
president,
I
move
adoption
of
ordinance,
150
507,
seven
other
than
what
stated
here
in
the
brief
description
on
the
ordinance.
What
I
can
add
is
that,
as
far
as
the
funds
go,
it's
an
80
percent
from
the
grants,
an
additional
hearth
and
dollars
from
Ohio
plead
Ohio
trail
fund,
and
then
this
is
also
gonna
be
authorized
out
of
next
year's
budget
for
this
construction.
So
this
is
just
to
allow
us
to
accept
the
bid
and
all
the
bits
came
in
under
the
projected
construction
cost,
which
is
always
nice
discussion.
C
Mr.
president,
this
time
I
am
an
ordinance
140
607
again,
this
woman
started
out
as
an
ordinance
allowing
the
Municipal
Court
to
transfer
some
money
from
their
drug
court
fund
into
their
DUI
court
fund,
and
it
involves
either
fund
transfer,
because
these
were
special
accounts.
Last
week
we
amended
this
to
to
see
reduce
the
FEMA
reduced
it,
the
sewer
fund
from
six
hundred
and
one
thousand
to
three
hundred
and
thirty
six
thousand,
and
this
is
sewer
and
also.
C
Remove
some
money
into
the
sewer
debt
fund
$265,000
and
we
authorized
the
state
fund
who
transferred
ten
thousand
dollars
into
their
supplies,
lot
supply
line
to
buy
salt
or
the
rest
of
calendar
year
2007
this
week
we
need
to
add
some
new
amendments
to
that
and
I'm
I'm
going
to
try
to
do
this
with
some
help.
I
think.
C
H
I
C
It's
down
at
the
bottom
there,
that's
that's
our
local
match
or
the
for
the
grant
for
our
bus
system
and
from
the
tourism
fund
we're
moving
that
fifty
six
hundred
dollars
into
the
street
fund.
That's
reimbursement
from
the
tourism
fund
for
all
of
the
times
this
year,
that
Street
department
has
had
to
close.
I
H
C
Part
markets,
it's
sever
events
on
unforeseen
enough
pound
and
from
the
sewer
fund.
Ten
thousand
dollars
is
going
into
capital
improvements,
that's
actually
reimbursement
that
we
borrowed.
We
took
some
money
from
Apple
improvements.
Moving
into
sewer
fun
of
this
is
just
a
repayment
pose
ten
thousand
internal.
C
We
are
appropriating
in
the
lower
part,
we're
appropriating
$25,000
to
the
street
fund
transaction
class,
one
hundred
three
thousand
six
hundred
dollars
to
the
general
fund,
the
law
director's
office
transaction
class,
five
hundred
five
thousand
dollars
in
Section
playoffs,
one
hundred
soon
I'm.
Sorry,.
C
C
C
C
H
J
C
J
A
C
H
A
C
F
I
do
have
a
comment,
and
that
has
to
do
with
the
transportation
portion
Jim
and
almost
1:00
present
at
a
a
transportation
meeting
last
Thursday
and
the
discussion
of
the
contracts
that
is
coming
up
and
and
I
think
that
my
comment
at
this
time
is
that
the
new
administration,
the
new
council,
whomever
else,
needs
to
really
study
this.
The
financial
aspects
of
the
transportation
system,
a
little
bit
more
closely
in
terms
of
is
the
contract
our
best
choice.
Or
is
there
any
thought
of
going
back
to
a
city
run
system?
F
And
you
know
maybe
not,
but
it's
certainly
I
think
it
needs
to
be
studied
and
it
needs
to
be
studied
before
August,
because
August
is
the
time
of
the
grant.
And
my
understanding
of
the
the
total
picture
is
that
grants
went
through
with
some
very
different
figures.
Then
we
finished
in
your
way
and
that
perhaps
our
grant
funding
would
have
been
more
favorable.
If
that
whole
process
had
been
more
closely
on
a
watch.
A
D
Well,
essentially,
this
is
of
the
essence
and
soil
conservation
district,
says
organization
that
looks
at
soil
types
and
they
do
so
analysis
within
a
city
pretty
much
a
free
service,
I've
used
at
one
time,
some
land
I
have
at
County
they're,
not
relocated
from
the
plains,
and
the
cost
of
this
about
twelve
thousand
dollars
from
the
general
fund.
Other
comments
did
I
oh
way,
saying
I
need
to
suspend
rules
on
this
donor.
I
move.
D
A
So
further
discussion,
all
those
in
favor
of
adoption
of
ordinance,
156
I
opposed
the
ordinance
is
adopted
for
that's
one
5707,
an
ordinance
authorizing
the
auditor
to
borrow
up
to
three
hundred
and
thirty
six
thousand
to
meet
city
obligations
and
the
sewer
fund
and
declaring
an
emergency
member.
While
I.
H
D
Okay,
this
is
a
time
element.
What
I'm
hearing
from
the
auditor
who
can
back
me
up
in
this
and
maybe
embellish
it?
A
long
way
is
that
we
need
to
parse
borrow
some
more
money
to
pay
off
our
next
payment
for
the
Ohio
Water
District
owd,
a
payment
and
I'll
leave
it
up
to
you
to
explain
this
further
well,.
E
On
the
payments
due
January
1st,
so
even
though
it
has
to
be
appropriated
in
next
year's
budget,
the
money
needs
to
be
in
the
bank.
So
to
say,
by
the
end
of
this
year,
and
as
we
know,
the
sewer
fund
is
struggling
and
we
thought
the
contractor
wouldn't
quite
be
done
until
next
year
and
our
final
payment
wouldn't
be
done
till
then.
Well
last
year
we
found
out
differently
and
we
still
have
some
money
coming
in
from
FEMA,
which
we
won't
see.
E
Until
you
know,
I
mean
we're
just
now
sending
in
the
paperwork,
since
the
work
is
finally
done
and
I'm
just
afraid
that
come
December,
31st
or
certainly
I'll,
look
at
this
before
then,
but
this
week
and
next
week
we
won't
have
the
money
to
make
that
owd
a
payment
and
I.
Think
that's
not.
Those
are
payments
we
want
to
default
on.
The
other
option
is
to
be
in
the
red
and
thus
to
our
fund,
which
you
know
would
not
make
the
auditors
happy.
E
D
Okay
and
part
of
this
has
to
do
you
mentioned
a
project,
this
Columbus
road
project
which
we
did
not
think
we
finished
all
completed
by
the
end
of
the
year.
So
therefore,
we
really
was
thinking
the
money
we
had
for
the
payment
to
that
last.
Payment
of
that
would
be
going
towards
our
loan
payment.
Therefore,
it's
a
question
of
closing
out
finishing
the
colobus
road
project,
submitting
the
invoice
to
FEMA,
so
we
can
get
a
portion
of
it
back
and
I
know
it
didn't
I
apologize
it
for
not
coming
through
committee.
C
We've
turning
the
water
back
on
and
these
funds
had
been
deposited
or
appropriated
to
the
water
department,
and
we
realized
that
this
should
have
been
5050
between
the
sewer
and
the
water
and
anything
that
affects
the
water
that
could
be
affects
the
sewer
and
also,
and
so
we
were
able
to
transfer
some
funds
from
those
from
that
into
Seward
s
partner,
almost
over
$200,000,
and
we
thought
that
this
would
take
care
of
this
surprise
that
we've
gotten
about
the
end
of
the
year.
Payment
for
this
project
is
some
of
that
around.
A
And
if
I
understand
it
a
little
bit
and
helped
me
out
Kathy
if
I'm
wrong
here,
a
lot
of
it
is
more
of
a
cash
flow
issue
that,
because
of
some
problems
that
have
resulted
in
the
sewer
pump
station,
we
were
not
able
to
get
it
closed
out.
We
were
not
able
to
access
the
FEMA
funds
when
we
are
able
to
access
those
FEMA
funds.
A
lot
of
that
the
money
should
be
there
to
reduce
the
death
that
we
are
looking
at.
Is
that
pretty
much
correct?
We.
E
Well,
first
of
all,
sixty-six
thousand
came
off
the
top
for
fern
alley
overrun,
so
that
brought
the
transfer
down
to
one
hundred
and
eighty
two
thousand
and
our
final
payment
to
the
contractor
is
more
than
that
and
the
sewer
fund
just
does
not
have
the
extra
money.
I
think
the
mayor's
been
saying
this
for
years.
This
has
been
going
on
since
I
took
office
four
years
ago
for
these
major
projects
and
vehicles,
all
those
things
that
come
up
and
so
anytime,
you
have
a
project.
Our
share.
E
You
know,
even
though
we're
getting
a
lot
of
FEMA
money
that
the
Columbus
Road
projects
are
a
million
dollar
project.
Our
share
is
still
about
25%,
of
that
the
sewer
fund
does
not
have
that
money
for
those
projects
and
the
cash
flow,
as
you
said,
is
an
issue
right
now.
I
mean
you
know,
we're
not
we're
not
going
bankrupt,
but
the
fact
is,
we
do
depend
on
the
service
charges
as
they
come
in
monthly
and
December
is
a
slow
time
of
the
year.
The
students
are
gone
and
often
you
know
don't
get
their
bills.
A
E
A
A
A
B
E
E
H
E
Opening
in
2005
after
I
was
in
here
and
council
decided
to
put
about
12%
of
those
service
charges
into
a
debt
fund,
and
so
we
still
have
been
using
the
you
know,
principal
and
interest
account
lines
in
the
sewer
fund
for
the
other
loans
and
notes
and
payments,
but
we
actually
are
probably
going
to
move
all
of
our
debt
into
the
sewer
debt
fund
and
pay
it
out
of
there
so
that
it'll
be
easier
to
track
I!
Guess
if
you
know,
then
everybody
will
know
exactly
what
we
owe
and
what
payments
we're
making.
E
H
A
D
Part
of
is
why
we
need
the
money.
I
think
this
is
one
of
the
things
we
will
have
to
look
at
in
terms
of
funding
sewer
the
sewer
department.
I
know
we
have
a
lot
of
outstanding
dead
on
it
and
what
I
hear
from
raid
before
he
switched
hats
is
that,
and
now
he
probably
even
knows
better.
Now
they
have
a
chance.
D
E
Okay,
just
one
other
comment:
you
know
it's
I
asked
it
to
be
up
to
three
hundred
thirty
six
thousand,
which
I
learned
from
the
mayor
and
I'm.
Certainly
not
gonna
borrow
the
full
amount.
If
I
don't
need
to
okay,
I,
just
don't
want
to
go
any
more
than
I
have
to
I.
Just
want
us
to
be
able
to
make
that
payment
further.
K
Agree
brought
her
sport
in
Granville
Avenue,
just
in
conch.
In
a
comment
to
this
I
understand,
the
auditor
needs
the
funds
to
be
able
to
facilitate
it
closed
out,
but
I
feel
like
as
a
citizen,
especially
sis
in
the
area.
The
project
project,
which
has
a
numerous
amount
of
problems
which
I
personally
inspected
myself
I
just
want
to
say,
to
have
to
reassign
or
to
expedite
funds
that
would
maybe
ordinarily
be
delayed
until
a
project.
Completion
to
expedite
their
disbursement
under
duress,
I,
don't
think,
is
a
good
policy.
K
If
you
understand
what
I
was
saying
and
being
that
this
project
in
reference,
as
far
as
my
understanding
is
as
B
as
will
be,
the
or
I
should
say,
the
contractors
will
be
the
beneficiaries,
even
with
a
one-year
warranty
ice.
I
still
say
that
we
need
to
make
some
efforts
in
the
future
to
make
sure
that
that,
in
any
precedence
like
this,
don't
come
up
again.
I
mean
if
you
see,
if
you
see
what
I'm
saying
Preston's
being
on
authorizing
funds
under
duress.
A
I
have
to
say,
duress
is
a
legal
term
that
I
do
not
agree
as
we
are
laboring
under
here,
but
be
that
all
as
it
may
is
there
further
discussion
for
on
ordinance
157.
All
those
in
favor
of
adoption
of
the
ordinance
I
oppose
the
ordinance
has
been
adopted,
ordinance
150,
807,
an
ordinance
authorizing
a
contract
with
McDonnell
Transit
Associates
Inc,
provide
transportation
management
services
and
declaring
an
emergency
member
Patterson.
Mr.
G
A
F
Mr.
president,
I
come
in
at
briefly
about
the
the
current
meeting
of
the
transportation
task
force
with
McDonnell
transit.
There
is
an
increase
in
for
services
for
the
coming
year
and
there
are
variety
of
reasons
for
that.
The
contract
itself
is
very
similar
to
what
we
were
under
last
year.
These
are
one-year
contracts
and
that's
where
I
say.
Perhaps
we
should
be
looking
at.
F
You
know
what
the
options
are,
not
even
to
say
that
McDowell
has
not
served
as
well
I
believe
they
have
we
change
services
and,
as
it
turned
out,
our
previous
server
then
went
out
of
the
transit
business
sold
out
to
another
company
and
really
did
not
even
pursue
our
contract,
and
so,
if
it
worked
for
us
to
have
taken
this
particular
contract,
but
I
think
there
are
ongoing
questions
about
the
cost.
The
increase
includes
a
3%
raised
for
the
drivers,
I'm
of
the
personal
opinion
that
the
drivers
are
underpaid.
F
To
consider
if
we
ever
wanted
to
go
back
into
the
business
of
being
handling
transit
ourselves,
they
would
become
city
workers.
The
fuel
cost
exit
escalation
is
like
40
percent,
which
is
huge.
Mcdonald
transit
inherited
a
number
of
repairs
for
our
buses.
That
was
catastrophic
to
the
the
budget
itself.
F
The
grants,
as
I
said
previously,
were
prepared
on
last
year's
budget.
We
can
rectify
that
for
next
year,
but
it
is
going
to
hurt
us
a
bit
for
this
year
and
the
the
discrepancy
was
a
difference
in
the
way
that
the
number
of
service
hours
was
calculated.
There
was
a
difference
in
what
McDonald
had
Trent
I
had
computed
and
what
the
administrative
staff
had
and
it
amounted
to
a
25%
difference
if
it's
big
and
it
turned
out
that
the
McDonald
figures
were
correct.
H
A
D
D
Mcdonald
would
like
to
put
a
higher
percentage
of
a
raise
toward
towards
the
drivers
in
the
contract,
and
we
kind
of
said
well
that
since
everybody
now
and
the
city
is
actually
running
about
3%,
we
wouldn't
want
to
go
higher
than
that,
mostly
to
see
where
the
budget
sets
down.
At
this
point,
and
that's
one
thing
in
the
future,
my
crack
still
aren't
on,
but
we'll
get
those
on
soon.
They.
I
H
I
I
So
the
language
of
the
amendment
down
at
the
bottom
says
the
proposed
relocation
of
Armitage
Road
is
removed
from
the
plant.
The
existing
Armitage
roads
will
not
be
vacated
until
such
time
as
the
proposed
new
armored
Road
is
planted
and
constructed
according
to
city
standards.
I
am
also
I,
have
a
handwritten
copy
that
I
am
handing
to
the
clerk,
because
I
want
to
reference
some
documents.
I
So
another
piece
of
the
amendment
is
to
add
a,
whereas
which
says
where,
as
concern
regarding
the
condition
of
the
proposed
new
Armitage
Road
resulted
in
amending
the
recommended
plat
to
remove
the
proposed
Road
at
this
time,
and
seven
related
documents
are
attached,
so
I
just
want
to
make
sure
with
all
the
transition
we're
going
through
that.
This
is
all
very
clear.
I
One
of
those
documents
is
the
new
plant
which
does
not
have
the
new
Armour
to
draw
it
on
it.
It
has
the
existing
Armitage
Road
on
it,
so
just
to
make
sure
that
there's
a
copy
of
this
is
referring
to
that.
The
second
one
is
a
letter
dated
November
26
from
dr.
Richard
Connor
who's,
the
president
of
university
estates.
There
are
several
sections
of
this
letter,
but
the
portion
I
want
to
make
sure
is
in
our
notes,
is
here
at
the
end,
after
we've
gone
through
some
discussions,
he
stated
in
the
letter.
I
The
solution
is
to
take
the
new
Armitage
Road
off
the
plant.
This
can
be
done
by
a
seventy-five
percent
vote
on
the
part
of
counsel.
Concerning
the
Planning
Commission's
recommendation,
you
can
suspend
the
roles
and
vote
adoption
at
your
meeting.
By
doing
this,
we
will
then
request
acceptance
of
the
road
after
we
have
finished.
The
golf
course
rebuilt
the
road
to
the
agreed-upon
specification
and
resurface
it
with
chip
and
seal.
So
that's
one
letter
which
I'm
handing
to
the
clerk
there's
also
a
letter
dated
November
14th
from
dr.
I
Connard,
which
states
a
writing
to
confirm
our
commitment
to
return
the
road
to
a
mutually
acceptable
condition
upon
the
completion
of
the
golf
course
and
resurface,
add
additional
base
material
as
needed
and
resurface
the
chip
and
seal
as
needed.
So
that
letter
as
well,
then
we
have
two
letters
from
Andy
stone.
One
is
dated
October
23rd,
where
he
describes
the
sufficiency
of
the
chip
and
seal
Road
and
down
at
the
bottom
says
based
on
these
calculations
and
if
the
assumptions
are
valid,
I'm,
confident
the
road
will
last
20
years
without
any
major
maintenance.
I
The
second
letter
from
stone
dated
November
14th
states
that
he,
at
our
request,
conducted
core
drillings
on
Armitage
Road,
to
determine
the
thickness
of
the
layers
and
took
four
cores
at
random
intervals
along
the
alignment
in
all
locations
found
the
thickness
of
the
crushed
stone
base
to
be
four
to
four
and
a
half
inches
placed
on
top
of
the
subgrade.
When
our
standard,
the
assumed
value
was
eight
inches.
So
this
was
documenting
what
the
core
sample
found.
I
There's
a
photograph
of
the
core
samples
and
there's
a
copy
of
the
specs
that
were
agreed
upon
by
the
University
of
States
engineers
and
city
workers
when
we
were
discussing
the
chip
and
Seal
Road,
which
is
somewhat
unusual
for
a
road
in
the
city.
So
all
of
those
documents
laying
out
our
understanding
of
the
way
the
road
will
be
built
will
be
attached
to
this
ordinance.
The
road
is
not
currently
on
the
plant
than
the
new
proposed
Road.
The
existing
Road
remains
on
the
plant.
I
We
also
had
some
questions
about
the
sewer
and
the
number
of
lift
stations.
It's
my
understanding
after
various
meetings
and
discussions
that
that
can
be
handled
administratively.
There
are
several
steps
remaining
before
those
plans
are
approved
that
the
administration
will
will
have
a
way
to
come
to
a
resolution
on
those
issues.
So
right
now
the
amendment
deals
with
armitage
Road.
A
I
A
I
A
The
one
other
thing
that
I
would
state
at
this
point.
It
is
my
understanding.
We
only
need
2/3
and
not
3/4,
as
you
had
stated
in
the
letter,
quoting
dr.
Collard,
and
that
is
a
director
from
both
present
all
director.
Is
that
not
correct
it?
A
Buddha
five
will
allow
this
to
pass.
It
does
not
take
a
vote
of
six
I.

Just
like
for
clarification.
Did
you
say
that
the
present
Armitage
Road
would
be
in
its
its
contained
in
the
new
plat
and
that
now
my
concern
is-
and
my
question
is,
does
that
obligate
this?
Does
the
present
amendments
to
obligate
the
state
to
accept
a
chip
and
sealed
Road
in
the
future
I.
A
I
Have
a
settlement
agreement
with
University
estates,
which
states
that
we
will
accept
the
chip
and
seal
Road.
The
concern
was
that
this
chip,
as
the
road
wasn't
built
to
the
agreed
on
specification,
so
we're
just
making
sure
that
the
base
is
going
to
be
adequate,
that
the
road
is
going
to
hold
up
and
the
taxpayers
want
to
end
up
putting
more
than
their
share
of
the
bill.
To
maintain
it.

Add
to
this
you
were
never
afraid
to
take
on
issues
that
were
was
not
hard.
Work
took
a
lot
of
work
to
get
past
some
made
at
some
Denton
I
will
never
forget
the
work
you
did
with
the

and
it
was
not
easy

I'll

That

a
very
sincere
thanks
and
most
of
all,
to
the
people
who
have
come
up
in
the
grocery
store
and
said
thanks
for
what
you
do,
that
that's
meant
more
than
probably
anything
else.
I
feel
that
my
contribution
was
that
I
worked
hard
at
everything
that
came
to
me.
I
always
did
my
homework.
That's
Kathy
is
in

F
Sometimes
the
things
I
was
the
most
proud
of
were
the
most
difficult
or
the
ones
that
didn't
get
through
the
legislation
that
didn't
reduce
them
in
any
way,
I'm
very
proud
of
and
concerned
about,
the
process
of
City
Council
and
the
importance
of
city
council
members
attending
to
that
what
councils
role
truly
is
in
the
operations
of
the
city.
Many
people
have
asked
me:
what
are
you
going
to
do
now?
F
A
To
be
sure
what
that
is,
local
governments
for
sustainability
and
whereas
Paul,

whereas

D
Thank
you
very
much.
Getting
up
here
is
much
harder
than
most
people
think
it's
easy,
I
sat
down
in
the
audience
for
many
years
and
often
times
berated
everybody
up
here,
friend,
not
doing
more,
but
as
I've
mentioned
some
people,
it's
easy
to
criticize
somebody
rowing
a
boat
and
rowing
a
boat
yourself,
so
everybody
up
here
realizes
how
much
work
it
take
and
how
much
you
know
it'll
take
from
you.
If
you,
you
have
to
have
a
balance
on
this
I'm
sure,
but
it
is
a
point
of
dedication.

Announcement
is
a
little
off
when
I
usually
talk
about,
but
the
augurs
office
is
coordinating
a
food
drive
I,
don't
some
of
you
might
have
seen
it
in
the
newspaper
and
through
Thursday
for
this,
and
they
drop
their
drop-off
points
around
the
city,
city
hall,
others
off
the
streets
code,
office
and
so
I
just
want
to
get
that
out
there.
If
anybody
wants
to
contribute.
A
Think
that
put
us
over
the
top,
but
you
know
folks,
that's
a
lot
of
worse.
You
get
through
council
a
lot
of
things
to
become
aware
of,
and
a
lot
of
things
to
do
so
again,
I'd
like
to
thank
this
term
of
council
each
one
has
its
own
personality,
but
this
has
been
a
great
one
to
work
with
and
I.
Thank
you
for
the
privilege
item.

I've
been
coming
here
since
1988
I
would
like
to
encourage
now
the
City
Council
has
put
its
legislative
agenda
and
order
that
we
turn
our
attention
to
the
comprehensive
plan.
It's
been
two
years,
a
quarter
million
dollars
plus
now
is
the
time
that
we
need
to
put
our
energy
behind
codification
of
the
comprehensive
plan.
I
myself
have
volunteered
to
participate,
will
continue
to
volunteer
to
participate.
I'd
like
to
see
city
council
began
the
process
of
enacting
comprehensive
plan
into
the
city
code.
Thank
you.
Thank.
