Pretty
over,
you
usually
apply
for
it
by
the
1st
of
July,
because
it's
coming
out
next
year,
state
fiscal
funds
and
what
it
is
is
that
they're
under
the
court
system,
there
is
a
particular
fief
that
there's
one
the
court
costs
on
drug
cases
and
such
that
goes
into
this
fund.
So
it's
whatever
they've
collected,
divided
by
the
number
of
applicants
who
have
their
programs
that
they
operate,
so
it
can
fluctuate
over
each
I've.
C
B
B
B
C
Least,
read
1990-2000
somewhere
around
through
there
we'll
have
two
public
hearings
as
we're
required
to
do
prior
to
and
then
with
the
it
has
to
be
submitted.
Think
in
July
and
it
gets
awarded
September
1st
this
year,
we're
doing
the
replacement
of
the
boiler
enlarged
West
as
it
was
in
1965,
and
it's
more
energy
efficient
today
and
the
second
program
was
doing
some
repairs
to
the
stair
case.
That's
between
Fort
and
Fairview.

Questions
about
that
one,
the
emergency
shelter
one
deadline
on
that
is
again.
C
F
B
B
And
finally
have
a
request
to
authorize
an
increase
in
amount
page
or
in
terms
of
part-time
workers
in
in
the
fire
department.
Currently,
the
limit
on
what
the
hourly
rate
can
be
paid
is
six
dollars
and
85
cents
at
seven.
Fifty
in
other
departments,
such
as
internal
in
other
administration,
in
utilities,
billing
water
and
sewer
departments.
That
range
goes
from
six
eighty
five
to
thirteen
dollars
an
hour
which
allows
them
to
attract
more
people
who
are
interested
in
doing
this.
B
This
part-time
work,
which
is
clerical,
work
in
these
departments
and
so
the
fire,
the
chief
of
the
fire
department,
is
asking
us
to
authorize
this
increase
in
his
ability
to
pay
that
also.
This
is
not
authorizing
him
any
money.
This
is
just
saying
using
the
money
that
he
has
he's
author
on
would
be
authorized
to
pay.
Those
salary
ranges
so.
B
B

C
A
Regularly
would
notice
is
faculty
special
session
council
does
operate
on
an
abbreviated
agenda,
so
we
do
not
have
many
of
the
things
that
you
wouldn't
see
on
the
regular
agenda,
such
as
communications
opportunity
for
citizens
to
speak
on
items
that
were
not
covered
on
tonight's
agenda,
so
those
things
will
not
be
visited
tonight,
but
we
do
have
a
quorum
with
five
of
seven
members
present.
We
anticipate
council
number
bein
arriving
any
time
council.
A
F
A
Need
to
do
that
ordinances
for
second
readings
ordinance;
forty
307,
an
ordinance
amending
a
finn
city
code,
title
3,
section,
3.0,
seven,
point:
six,
six
powers
and
duties
of
the
Community
Relations
Commission
ordinance;
forty
407;
an
ordinance
closing
a
portion
of
court
Street
between
Washington
in
state
from
8:00
a.m.
on
Saturday,
July,
21st
and
seven.

A
F
A
D
You,
mr.
president,
ask
councils
where
we
have
discussed
this
and
a
couple
of
committee
meetings.
This
is
concerning
the
handicapped
parking
meter
extension
from
two
hours
to
four
hours.
It
was
first
discussed
in
council
and
then
I
talked
to
the
disability
Commission
about
it,
and
the
idea
behind
this
was
to
create
more
of
an
equal
opportunity
for
those
who
are
handicapped
or
disabled
to
get
to
and
from
their
parking
spots
and
be
able
to
still
utilize
at
least
two
hours
of
parking
time.
So
what
we've
done
then,
is
suggested.
D
A
G
This
ordinance
is
comes
to
us
on
the
recommendation
of
the
Planning
Commission.
The
property
is
along
East,
8th
Street
across
the
street.
Everything
already
is
a
b3,
and
the
use
on
this
same
side
of
the
street
is
primarily
commercial,
so
I
suspect
we'll
be
seeing
more
of
these.
We
did
have
a
public
hearing
and
it
seems
fairly
straightforward.
E
E
F
B
Didn't
the
president,
this
is
some
function.
We
talked
about
it
last
committee
meeting
we
had
communication
from
the
sewer
department,
water
sewer
department
telling
us
that
a
pump
in
the
main
pumping
station
located
in
their
peon
stadium
is
failing.
There
is
a
backup
pump
there,
but
if
that
should
go
bad
and
we're
not
in
very
good
shape,
so
they
they
have
already
authorized
payment
to
expedite
getting
a
new
pump
and
what
this
ordinance
does
is
simply
appropriate.
B
A
Discussion
on
ordinance,
50
under
resolutions
for
third
reading
resolution
of
607,
a
resolution
declaring
it
necessary
to
construct
a
new
sidewalk
on
East,
Side
and
replacement
of
existing
sidewalk
and
curb,
as
required
on
the
west
side
of
Stewart
Street
between
East
Union,
Street
and
playground
droid,
to
include
the
installation
of
ABA
approved
into
cap
ramps,
a
distance
of
approximately
658
feet
and
declaring
an
emergency
number
flowers.
Thank.
D
You,
mr.
president,
I
like
to
move
adoption
and
resolution
Oh
607.
Second,
thank
you
again.
This
is
something
that
council
house
is
the
best
thoroughly.
This
is
the
first
step
in
the
assessment
procedure
for
the
Stewart
Street
sidewalk.
We
first
do
the
resolution
of
necessity
and
if
it
passes
tonight,
then
the
clerk
sends
out
notices
to
the
property
owners
who
are
affected
by
this
resolution.
F
A
Comments
all
those
in
favor
of
adoption
of
ordinances,
6,
&,
7
I,
opposed
the
ordinance.
The
resolutions
been
adopted
resolution
for
first
reading
resolution.
O7
is
7
a
resolution
indicating
the
services
the
city
of
Athens
will
provide
for
the
proposed
annexation
on
door
lane
in
the
Columbus
Road
area
of
approximately
twenty
nine
point:
nine
four
acres
owned
by
David,
funk
as
requested
by
an
annexation
petitioner
and
declaring
an
emergency
member
bank.
A
F
I
In
the
last
two
or
three
years
to
three
years,
so
this
is
the
first
100%
annexation
with
him.
For
this,
this
type
of
annexation
preserves
the
city
and
really
you're.
It's
only
a
resolution
declaring
what
services
you
would
provide
if
you
an
exit,
the
the
it
still
comes
back
to
you,
and
you
still
lays
for
60
days,
you
still
have
100
to
consider
that's
why
we're
okay
other.
A
J
H
Is
some
our
response
to
a
request
for
annexation
of
property?
On
darlene,
approximately
29
acres?
We
were
told
that
it
was
going
to
be
a
single-family
large
lot
development.
The
main
sticking
point
for
us
was
that
when
we
asked
for
information
on
services,
we
found
that
the
fire
chief
had
very
specific
requests
and
those
included
the
laying
down
of
a
six-inch
line
in
there
and
the
addition
of
a
fire
hydrant,
at
least
as
I.
H
Eighty
feet
580
feet
from
the
sewage
lift
station
on
door
door
lane
to
the
end
of
old
route
33
and
installing
a
fire
hydrant
and
the
property
owner
will
also
be
charged
for
a
residential
water,
tap
and
meter
set
up
okay,
and
so
this
is
one
of
the
things
that
we
had
talked
about
and
I
believe
that
the
person
representing
David
funk
was
amenable
to
it
and
I
think
that
the
monies
we
get
closer
to
the
time
he
may
be
able
to
figure
out
what
the
price
will
be.
For
that
particular
thing.
E
Hi
I'm
just
interested
in
the
language
here,
because
I
thought
we
were
say.
The
conditions
under
which
this
would
happen
was
that
the
owner
agreed
to
pay
and
I
was
gonna,
say
I
mean
I'm,
gonna
be
really
little.
The
city
intends
to
assess
the
property
owner.
Is
that
the
same
languages?
This
is
a
condition
upon
which
it.
I
E
H
A
All
those
in
favor
of
adoption
of
ordinances,
707
oppose.
The
resolution
has
been
adopted
under
s.
One
reading
resolutions,
resolution
o
807
a
resolution
opposing
Senate
bill
117
and
supporting
the
authority
of
municipalities
to
show
the
use
of
there
right
away
to
continue
the
local
cable
franchising
process
and
declaring
a
local
commitment
to
peg
access
panels
in
our
community.
H
We
had
a
lengthy
discussion
of
our
807
last
time
in
a
video
and
all
the
week
before
we
had
been
given
information,
and
it
was
pretty
clear
that
we'd
have
to
be
asleep
at
the
switch
not
to
oppose
this
particular
Senate
bill,
because
them
of
the
importance
of
right-of-way
rights-of-way
at
various
times
we've
talked
about
them
charging
for
the
use
of
it
another
way
to
to
make
money
or
something
on
that
order
and
I.
Just
don't
think.
We
should
abrogate
that
right.
H
We
and
you,
the
the
potential
benefits,
probably
would
be
offset
by
us,
losing
our
local
cable
franchising
processes
limited.
Is
it's
been
of
late
after
the
federal
loss,
but
even
so
there's
something
good
to
say
about
local
and
declaring
a
commitment
to
pay
access
channels
in
our
community
also
important
to
us.
So
all
three
of
the
things
in
the
resolution
are
important
to
us,
and
these
are
all
reasons
why
I
think
we
should
pass
this
resolution
in
a
post
Senate
bill.
H
117
I
would
also
add
that
there
is
a
second
issue
and
that
is
participating
and
I
believe
that
there
are
several
ways
to
participate
in
this
action.
Against
this
resolution
and
I
believe
that
we
may
discuss
that
in
a
separate
meeting,
one
being
alliance
with
the
people
in
the
northern
part
of
the
state,
the
second
being
the
Municipal,
League
and
I
assume
the
law
director
will
fill
us
in
on
what
he's
doing
there.
At
some
point,
maybe
at
our
next
meeting
I
think.
A
I
You
Thank
You
Nancy
I,
do
support
the
council
in
this
action
tonight,
the
you
are
correct:
Nancy
there
is
a
group
in
Cleveland
that
is
trying
to
set
up
a
501,
C,
3
or
group
corporation
to
fight
this,
and
in
fact,
I
have
been
invited
to
serve
on
that
board
and
I
declined.
The
main
reasons
for
declining
is
because
I
also
sit
on
the
board
of
the
ottoman
disco
league
and
the
Muhammad
icily,
in
my
opinion,
is
spearheading
the
effort
to
fight
it.
I
On
behalf
of
municipalities
and
I
would
point
out
today,
I
just
got
word
from
the
Ohio
Municipal
League
that
the
first
hearing
was
last
week
of
the
opponents
to
this
bill
and
in
a
rare
show
of
support
among
various
local
government
subdivisions.
It
was
a
three
and
a
half
hour
hearing
opposing
it
and
usually
municipalities
and
Township,
Trustees
and
school
board's
associations,
don't
necessarily
all
join
hands
and
fight
a
enemy.
A
I
They
did
in
this
particular
case
it's
across
the
board,
basically
all
forms
of
local
government,
including
organizations
such
as
on
University,
in
that
they
would
have
channels
fighting
it,
because
really
at
risk
is
the
pet
channels.
Is
the
major
concern
to
me
the
franchising
fee
that
would
provide
money
for
local
governments
to
supply
local
programming
and,
of
course,
the
definitions
of
ability
to
provided
my
original
programming,
which
would
in
towns
the
size
batholith
basically
cut
us
out
of
the
picture.
I
The
right-of-way
issue
of
court
is
a
very
important
issue,
but
it
in
my
opinion,
is
not
as
important
as
the
the
peg
channel
issue
and
the
franchising
issue
and,
of
course,
the
response
on
the
other
side
is
competition.
Competition,
competition
pathetically.
It's
not
proved
to
be
the
case
and
municipalities
decisive
of
Athens,
but
this
this
issue
is
being
opposed
by
large
cities.
I
Small
cities
townships
school
boards,
universities
that
have
peg
channel
operations
clearly
across
the
board,
and
it
is
taking
a
mammoth
effort
on
everybody's
part,
because
the
amount
of
lobbying
money
that's
being
put
on
the
effort
on
the
other
side,
just
is
large,
so
I
would
encourage
us
to
stay
with
the
Ohio
mr.
Lake,
which
is
willing
to
work
with
this
other
organization.
That
really
is
our
lead
organization.
G
A
G
I
Have,
of
course,
the
government
channel,
which
is
what
you're
watching
tonight
we
have
the
access
23
channel
through
an
arrangement
with
Ohio
University
that
allows
the
city
some
other
services.
We
turn
we
provide
them
with
the
channel.
20
I
think
there's
another
channel
to
hi
universe,
to
use
as
the
channel.
J
I
Something
like
that,
so
it's
225,
the
other
thing
this
bill
would
do,
would
be
allow
those.
If
you
can
keep
your
peg
channels
they
would
they
would
move
to
wherever
they
wouldn't
be
down
the
lower
first
tier
necessarily
they
might
be
in
the
premium
area,
some
of
the
higher
levels.
So
it's
the
very
broad-ranging
bill
and
I
have
talked
to
a
few
other
there's
efforts
in
some
other
states
of
joining
States
that
Illinois
familiar
with,
but
nothing
of
the
degree
that's
going
on
in
Ohio.
G
H
I
H
Would,
as
I
was
talking,
I
forgot
to
note
this
section
2
asks
our
clerk
to
serve
a
certified
copy
to
the
governor
into
our
state.
Senate
enjoy
pageants
and
members
of
the
state's
energy
and
Public
Utilities
th
committees.
So
that's
that's
the
way
we're
going
to
get
it
notice
since
we're
way
far
so
you.
I
A
J
A
A
F
I'm
sorry
bill
can.
