acting
as
president
and
Bill's
absence
and
I
will
be
able
to
vote
in
my
ambiguous
position.
So
that's
the
quorum.
We
have
enough
to
suspend
the
rules.
Disposition
of
minutes
for
a
regular
session
held
June,
2nd
2002
I
have
a
motion
to
accept
those
missiles
so
moved.
Second,
it's
been
moved
and
seconded
all
in
favor.

minutes
are
disposed
of
and

The
third
item
on
our
agenda
is
communications
and
I
have
to
start
by
saying
that,
at
the
end
of
the
last
meeting
mr.
Goldberg
gave
me
a
communication.
I
gave
it
to
Bill,
not
knowing
he
was
going
to
be
out
of
town.
So
we
will
have
that
communication
during
my
committee
meeting
next
Monday
after
the
other
communication,
which
is
a
CDBG
public
hearing
at
7
o'clock
and
the
zoning
of
Beaumont
green
at
7:15.
So
we
have
two
public
hearings
coming
up
next
week.
Okay,
that.

not
much
since
I
was
gone
most
a
week,
I'm
sure
you
tell
more
about
it
tonight.
Yeah
I
didn't
want
to
let
to
mention
that
as
my
designee
for
the
Athens
Municipal
Art
Commission
I
designated
Bill
Morgan,
where
that
says
so
you
know,
and
that's
just
as
saying
designee
and
other
than
that.
I
know
that
the
stairway
on
the
Columbia
in
Columbus
Congress
stairway
is
broken,
so
don't
go
down.

The
first
action
is
to
appropriate
$25,000
to
general
fund
other
at
the
administration
line
to
pay
the
fees
for
the
county,
auditor
and
county
treasurer.
The
county
auditor
collects
taxes
for
us.
The
county
treasurer
make
sure
that
municipal
elections
flow
and
all
that
and
for
that
they
they
charge
fees,
that's
how
they
run
their
offices.
Just
like
we
want
our
offices
with
fees,
so
this
is
a
$25,000
to
pay
for
those
fees.
Another
step
is
$5,000
again
to
general
fund
other
and
to
purchase
a
generator
for
emergency
communication
backup.
This
has
to
do
with
the.

$15,000
to
the
general
fund
to
cover
costs
for
new
police
officers.
We
know
that
we
have
three
new
police
officers
coming
on
board
this
summer,
probably
late
this
summer
and
every
officer
is
issued
several
sets
of
uniform
clothes
and
we
didn't.
We
have
to
pay
for
that.
So
that
covers
this
and
finally
$34,000
to
Street
rehab
fund
to
fund
the
engineering
for
the
fixing
that
Grosvenor
Street.

Have
a
payment
coming
to
the
Taj
and
the
1st
of
July
or
lwa
wda
loans
for
the
loans
we
were
required
to
take
out
to
do
certain
improvements
to
the
wastewater
treatment
plants
and
we
pay
on
a
schedule.

have
increased
our
fees
for
the
waste
water
fees
and
it
looks
as
though
those
fees
are
close
to
covering
this,
but
we're
about
$20,000
short
of
$17,000
short
between
being
able
to
cover
that
whole
payment.

again
I'm
going
to
ask
that
we
consider
of
this
ordinance,

There
are
several
actions
here.
One
of
those
is
a
payment
for
some
work
on
air
conditioning
and
arson

That
needs
to
be
done
in
a
very

finally,
some
action
for
the
water
fund
transfer
to
the
water
debt
fund,
we're
actually
transferring
$207,000,

and

seven
thousand
two
hundred
dollars
to
the
water
debt
fund
and
then

section
three

unappropriated.
Two
hundred
thousand
of
that,
because
it
had
been
discovered
that
the
payment
for
the
water
fund
had
already
been
appropriated.

terms
of
the
parking
garage
funds
we
are
paying
off,
the
debt
we
will
be
out,
probably
in
the
future,
occurred
more
cost,
as
I
still
need
some
more
maintenance.
We
spent
some
money
last
this
past
month
fixing
some
drainage
issues
that
should
be
completed,
but
I
know
there's
still
need
for
an
electrical
upgrade
in
terms
of
the
lighting
so
just
set.

that
this
is
ongoing,
cost
and.

The
ordinance
passes,

7408,
an
ordinance
authorizing
the
payment
of
service
credit
to
the
Ohio
Police
and
Fire
pension
fund
Mike,
where,
as
introducer
of
this
ordinance,
an
ordinance
has
sometimes
four
asses.
That's
explain
where
we're
coming
from
where
I'm
coming
from
at
least
James
Knapp
was
injured,
while
performing
his
duties
as
a
City
firefighter
and
was
placed
on
medical
disability.
James
Knapp
received
a
medical
release
to
return
to
light
or
modified
duty,
but
the
request
to
return
was
denied
by
the
city
administration.
That
would
have
been
mr.
keys
at
that
point.

Setting
that
modified
duty
was
not
available
and
the
third,
whereas
a
James
Knapp,
would
not
have
lost
his
pension
service.
Credit
and
he'd
been
granted
modified
duty.
My
fourth
wares,
which
is
the
written,
is
that
the
current
practice
of
the
with
the
four
firefighters
that
have
had
injuries
in
the
intervening
period,
the
current
practice
is
to
find
light
duty
for
them.

is
an
anomaly
and

therefore
I'm
bringing
it
forward

request
of

Knapp,

I
know
ever
so
slightly,
but
some
I'm
thinking
it's
up
an
effort
to
be
fair
on
an
area
where

contract

silent
and

encouraged
several
people
this
evening
to
talk
to
the
personnel
director.
Should
they
have
questions
I,
don't
think
very
many
young
families
have
$5,000
to
spend
to
pay
for
their
for
it
to
still
in
the
pension
of
dollars
at
this
point
in
time,
so
I'm
running
it
through
we'll
see
where
it
goes.

happen

I
know
when
I've
been
an
administrator

Ohio
University

times.

always
took
care
of
things
like
this

just
surprised
it
wasn't
taken
care
of
here

set
because
we've
changed
our
our
situation
yet
another
time,
and
the

that

caught
the
only
person
who
hasn't

this
pension
service
credit
because
he

duty.

rationale

bringing
this
forward.

for
an
annual
event
that
has
been
taking
place
in
Athens
for
a
number
of
years
and
primarily
is
to
help
the
city
begin
to
prepare
and
to
address
safety
issues
and
measures.
Now
I'll
read
the
first,
whereas
here
my
ongoing
planning
efforts
have
resulted
in
the
identification
of
additional
measures
that
will
improve
the
safety,
help
limit
and
reduce
damages
and
will
generate
revenues
to
offset
costs
associated
with
the
Halloween
event.
