B
B
Math
and
city
council
tonight
is
Monday
June
23rd
2008,
the
saving,
City
Council,
will
be
meeting
for
a
public
hearing
initially
and
then
we
will
go
into
planning
and
development
than
utilities.
Then
financing
for
small
committees,
first
public
hearing
concerning
a
Community,
Development,
Block
Grant
mayor.
D
While
actually,
this
is
a
second
one
in
the
second
of
two
previous
one
I
think
was
19th,
and
maybe
this
one
is
the
second
public
hearing
of
the
CDBG
formula
allocation
money
and
it's
given
to
the
city
of
Athens
on
an
annual
basis
by
the
Ohio
Department
of
Development.
This
grant
has
to
be
submitted
to
27th
of
this
month,
which
is
coming
up
very
quickly
see
the
city
has
been
notified.
The
part
of
development
that
the
grant
allocation
over
this
year
fiscal
year
2008,
would
be
ninety
one
thousand.
This
is
a
grant.
D
That's
not
a
federal
form
allocation
in
that
program.
It
covers
a
broad
range
of
activities,
including
economic
development
projects,
street
water
supply
drains
sanitary
sewer
improvements,
park,
acquisition,
improvements,
demolition
of
unsafe
structures,
rehabilitation
of
housing
and
neighborhood
facilities.
D
The
activities
must
be
designed
to
primarily
benefit
low
and
moderate
income
persons,
aid
in
the
prevention,
elimination
of
slums
and
bright
light
to
meet
an
urgent
community
past
two
years
we
have
covered
both
the
enhancement
of
the
Athens
West
building
and
rebuilding
the
concrete
part
on
the
fort
Fairview
steps
which
I've
got
the
Iron
Cross.
Having
completed
this
year.
There
was
a
part
of
it,
also
renovation
of
Granville
and
Mary
streets
this
year.
The
present
proposal
is
for
this
round
is
actually
the
widening
of
Herald
Avenue,
which
is,
as
you
know,
is
off
Union
Street.
D
C
E
Just
wanted
to
clarify
on
Herald
Avenue,
we
have
a
traffic
count,
study
done
and
it
averages
over
1,000
vehicles
per
day,
primarily
servicing
the
Appalachian
community,
visiting
nurses,
association,
hospice
and
health
services.
This
will
do
partial
Street
winding
at
the
intersection,
a
storm
sewer
replacement,
sidewalk
and
a
VA
construction.
Just
in
that,
at
that
intersection,
opinion.
E
D
The
railroad
pen,
okay,
part
of
the
activity,
is
also
we're
doing
surveying
of
that
area.
Since
its
we
have
some
of
the
numbers
and
we
have
some
of
the
lay
out
of
place,
but
it's
always
been
one
of
those
street
sets
kind
of
been
skewered
from
the
rider
port.
That's
one
of
the
problems.
There's
a
telephone
pole,
that's
kind
of
like
sitting
in
the
middle
of
the
street
kind
of
I
realize.
B
In
retrospect,
what
I
said
boy
is
it
over
yeah?
Is
there
with
this
pimp
I,
don't
mean
to
jump
on
your
comment
Jim,
but
would
that
be
an
opportunity
that
that
pole
could
be
eliminated
or
moved,
or
are
we
planning
on
doing
that?
Yes,
good,
okay.
I
cannot
believe
that
that
thing
is
not
hit
on
a
regular
basis
and.
E
C
G
D
102
more
things,
one
is
that
invite
has
assigned
a
public
call
the
records
that
everybody's
come
in.
Please
do
so.
The
other
thing
is
the
reading
is,
and
it's
fair
script.
One
of
the
things
I
realized
that
we
will
be
talking
about
that
will
be
bringing
up.
Is
demolition
of
us,
a
structures
further
down
the
line
terms
appropriating
money,
so
I'm
going
to
actually
think
in
terms
of
actually
using
some
of
this
money.
If
that's
the
case,
depending
on
what
we
have
again,
the
91
is
not
par.
D
That
goes
to
housing
already,
so
it's
less
than
91.
The
intent,
of
course,
is
that
we
have
some
issues
with
houses
that
should
be
condemned
and
the
cost
of
us
assessing
those
that
condemnation
has
to
be
done
by
an
engineer
employer.
So
the
next
thing
to
do
is
actually
acquiring
money
for
that.
So
we
might
chip
into
this
piece
of
money.
Just
for
doing
that
and
again
I
do
not
know
we
don't
have
to
have
a
total
project
number.
Do
we
for
a
minute
held
Avenue?
No,
so
just
to
let
you
know
other.
H
D
H
D
Sent
a
letter
to
us
certified
letter:
yes,
okay,
you
have
to
actually
give
them
time
to
address
it.
If
I
understand
correctly,
then
you
have
to,
we
basically
have
to
tear
it
down.
We
have
to
evaluate
how
much
it's
gonna
cost
to
tear
it
down.
The
issues
are
tearing
it
down
and
if
I
understand,
eventually,
we
have
to
go
and
proceed
against
the
property
owner
for
the
cost
of
tearing
it
down
many
times
you
put
Micah
you've
put
so
much
expenses
out,
there's
been
ongoing
dialogue
between
his
code
and
myself
about
the
well.
D
First
of
all,
they
wanted
to
revamp
the
procedure
because
they
feel
it's
clunky,
but
I
think
we'll
probably
limited
to
what
we
can
do
on
that.
The
other
conversation
has
been
is
where
to
get
the
money
for
the
actual
appraisals
for
the
tearing
down,
I
told
him
to
take
our
professional
services,
which
is
what
they
use
for
many
of
the
special
halls
and
the
what's
the
other
thing
they
use
it
for
something
else.
I
D
H
H
The
last
time,
okay,
then
the
other
thing
is.
Could
you
repeat
for
me
what
infrastructure
improvements
are
also
going
to
be
done
on
Harris.
D
She's
seating,
the
information
here:
okay,
basically
the
widening
and
a
storm
sewer
replacement
area
there
we'd
like
to
add
the
sidewalks
and
basic
work
on
that.
What
you're
saying
is
that
some
unsafe
corner
with
Larry's
doghouse
at
that
corner
the
drive
in
and
that's
been,
a
problem.
That's
been
brought
up
to
us
several
times
as
on
council,
good.
C
D
Okay,
most
of
the
cousin
of
math
track.
That's
going
through
I
think
everybody
was
amazed
that
we're
doing
a
thousand
cars
a
day
and
and
I.
Basically
most
people
think
it's
a
dead
end,
but
it's
really
good.
You
know
there
is
a
Nurses
Association
down.
There's
got
slaughter
to
get
some
water
out
of
it
plus.
I
We
have
several
items
on
the
agenda
and
I
think
possibly
some
miscellaneous
as
well.
There
are
two
minor
lot
splits
in
the
plains
listed
on
my
agenda,
but
I
only
have
them
to
know
about
one
of
them
as
far
as
I'm
aware
so,
I'm
gonna
reverse
the
order
and
start
with
the
minor
lot
split,
with
a
variance
on
East
4th
Street,
which
I
think
is
the
Rinaldi
lot
split.
I
Okay,
now
I'll
have
the
other
one.
When
we
get
to
it.
I
spoke
with
mr.
Rinaldi.
We
do
have
a
recommendation
from
the
Planning
Commission
that
was
unanimous
to
grant
the
lot
split
and
a
variance
based
on
lot
size.
It's
really
just
a
slight
discrepancy
in
terms
of
a
lot
size.
The
reason
our
subdivision
regulations
require
20,000
square
feet
is
there
is
no
curb
and
gutter
in
that
area.
So
it's
really
a
stormwater
issue,
and
you
know
this
is
pretty
close
to
the
required
size
anyway.
So
we
do
have
that
recommendation.
D
H
D
C
D
I
I
I
Variances
for
a
lot
split
as
an
addition
to
the
village
of
Verity
at
forty
West
Third
Street
in
the
plains,
and
they
want
lot
sizes
of
eight
thousand
six
hundred
sixty
six
nine
thousand
three
hundred
and
ten.
Those
two
different
lot
sizes,
where
twenty
thousand
is
the
permitted
minimum
and
also
there's
a
variance
requested
for
a
lot
width,
and
it
looks
like
mr.
Hoisington
is
here.
If
you
want
to
describe
this
to
us,
you're
welcome
to,
or
you
can
just
see
if
people
have
questions.
C
D
D
In
the
case
being
neither
one
it,
they
are
smaller
than
the
prescribed
limit,
but
the
same
time.
The
effort
here
is
to
actually
make
it
less
nitrifying,
but
it's
still
technically
non-conforming
and
again
it
falls
into
the
three-mile
limit,
which
is
why
we
listed
it
was
not
given
a
case
number.
This
was
discussed
as
communication
and
but
most
Council
Planning
Commission
I
felt
that
it
was
appropriate.
So
we
will
sign
a
case
number.
I
D
J
G
D
J
They're
gonna
be
some
people
using
it
for
a
on
a
temporary
structure,
but
a
semi
temporary
structure.
They
put
a
concrete,
you
wanna,
put
a
concrete
slab
one
and
and
put
a
mobile
home
that
will
be
moved.
You
know
not
permanently
there,
but
set
up
as
such.
It's
an
old
retired
couple
who
lives
here:
part-time
and
lives
in
Florida,
part-time.
E
J
J
I
The
subdivision
regs
were
amended
five
years
ago
or
so,
and
it
we
increased
in
the
we
have
our
subdivision
regulations
apply
in
the
three-mile
area,
and
council
increase
the
lot
size
requirement
in
areas
that
don't
have
curb
and
gutter
because
of
stormwater
management
concerns.
So
if
there's
a
new,
larger
subdivision
going
in
you
know,
the
hope
is
that
developers
would
go
ahead
and
build
storm
and
and
learn
curb
and
gutter
so
that
it
would
control
stormwater
better
in
residential
areas
in
areas
that
those
improvements
aren't
made.
I
E
D
Creek,
essentially,
the
pre-application
deadline
is
July
1st
and
if
the
mix
of
is
such
that
you,
the
city
or
somebody
has
to
come
up
with
a
part
of
the
power,
so
I
believe
I've
discussed
this
with
Nancy.
At
one
point
and
this
having
at
this
conversation
about
holes
a
clinic,
their
question
is:
how
do
we
go
about
funding
the
we
estimate
about
a
hundred
one
hundred
and
twenty
thousand
dollars
the
over
and
above
what
the
grant
will
give
us.
I
I
E
H
And
how
did
we
get
to
the
point
where
we
have
Sears
carpet
place:
Susan
Gwen's
office,
among
others,
carpets
on
a
road
that
is
in
the
road.
F
Following
is
my
recommendation,
one,
the
proposed
development
plan
be
accepted,
pending
review
of
the
unpaved
cul-de-sac,
and
then
it
talks
about
other
issues
with
regards
to
that
Road
be
bringing
it
up
to
being
accepted.
So
the
the
service
safety
director's
recommendation
was
that
the
development
be
allowed
to
go
ahead
on
that
cul-de-sac
and
then,
as
far
as
accepting
the
road,
other
hurdles
had
to
be
met
left
over.
Whatever
hurdles
happened
to
them,
I,
guess
and.
H
The
the
long
and
the
short
of
it
is
that
was
a
larger
parcel
and
mr.
Hayes
split
off
about
four
and
left
a
big
one
and
then
Tom
Park
that
took
over
and
he
split
off
a
couple
and
the
bigger
biggest
one
was
sold
to
develop
to
the
developer
of
the
nursing
home.
So
we
have
about
six
or
seven
six
or
seven.
I
H
I
There's
been,
there
is
a
road
there,
but
it
looks
to
me
there's
a
passer
according
to
this
memo
that
you
know
we
hadn't
accepted
it
as
a
public
street
and
that
it
was
supposed
to
be
inspected
by
our
street
director
and
that's
my
question
is
whether
that
happened.
If
we
know
the
the
status
of
that
would.
I
C
F
E
Easy,
that's
not
my
understanding.
What
the
proposal
is.
Okay
is
indeed
that
the
city
we
have
to
submit
a
commitment
winner,
whether
it
be
from
the
private
entity
or
from
this,
and
these
individual
business
owners
have
not
been
contacted
regarding
this
discussion
recently
was
had,
whereas
the
city
wanted
us
to
occur.
The
city
would
indeed
commit
to
it
and
then
assess
the
property
owners.
Just
like
we
do
another
improvements.
H
E
E
D
C
D
E
F
Pre-Application
and
if
the
pre-application
is
accepted,
then
we
need
to
follow
it
up
with
a
full
application
which
includes
all
this
stuff,
and
if,
at
that
point
we
would
have
time
to
notify
the
property
owners
of
our
intent
to
to
assess
them,
and
if,
if
that
was
termed
in
fact,
became
I
thought.
We
came
aware
that
that
was
not
possible.
Then
we
we
could
drop
the
application
at
that
point.
Yes,
because.
I
One
of
the
other
things
that
was
important
for
the
access
road
out
by
hozier
is
that
they
wanted
the
opportunity
to
review
the
costs
that
were
because
they
are
paying
the
match
and
any
cost
overruns
on
the
overall
project.
Above
what
the
grant
covers,
they
wanted
to
make
sure
their
people
have
a
chance
to
weigh
in
on
decisions
that
are
being
made.
That
might
contribute
to
that,
and
you
know,
visit
I,
don't
know,
but
it
seems
like
we
should
be
in
communication
with
the
property
owners
before
we
go
down
that
road.
H
Present
well,
the
problem
is
that
we
have
an
I
we
haven't
found
me
and
I.
Think
Debbie's
made
a
valiant
effort,
but
planning
commission
documents.
It
said
the
property
owners
were
willing
to
pay
the
cost
of
the
upgrade
on
the
lower
end.
Then
I
will
find
it.
I
know
I've
seen
it
it's
about
yellow
magic
mark
around,
and
so
they
have
when
they
asked
me
to
go
through
this,
you
will
see
when
they
asked
for
additional
squids.
They
were
fully
of
the
property
owner
at
least
one
of
them.
H
I
Under
nicely
I
think
you
had
something
a
minute
ago.
This.
G
D
Property
owners
gonna
have
to
pay
the
residual
that
isn't
covered
by
the
grant.
The
difference,
the
main
difference
I
see
right
now
is
the
the
fact
this
isn't
is
a
unimproved
planted
road,
whereas
the
other
one
was
all
essentially
property
that
had
these
requirements,
these
main
requirements
and
meeting
requirements
so.
I
I
This
is
for
a
pre-application
which
would
indicate
there's
some
time
to
work
out
these
details.
I
I
would
like
to
make
sure
the
minutes
reflect
that
there
are
some
issues
to
work
out
about.
You
know
communicating
with
property
owners
and
making
sure
that
you
know
we
know
the
is
that
status
of
the
road
and
what
needs
to
happen
in
terms
of
inspection.
C
I
I
D
They
approve
us
again
coming
from
the
o'the
3907.
You
are
a
gave
us
a
telling
improve
it.
I
really.
What
I
want
to
do
is
make
sure
that
we're
all
aware
of
what
the
cost
balance
is
gonna
be
I'm
not
going
to
commit
today
saying
we're
going
to
spend
dollars.
Unless
we're
aware
the
fact
we're
going
through
have
council
come
back
and
assess
for
those
dollars,
because
I
saw
on
a
sign
off
pretty
application,
we're
saying
we're
good
for
the
money,
but
the
same
time.
D
H
Just
could
you
clarify,
are
we
allowing
Holzer
to
look
at
the
change
alerts
on
the
construction
really
happy?
We.
H
D
H
D
Don't
know
talking
to
Andy,
he
owns
supplies,
that's
it's!
It's
not
gonna
go
over,
but
I
think
he's
being
more
optimistic.
He
he
looks
at
the
contingency
portion
and
says:
well
we
won't.
We
won't
hit
that
42,000
he'll.
It's
like
project
site,
inspection
fees
by
others.
He
says
well,
25,000,
maybe
not
you
know,
but
I
would
always
I'd
always
assume
the
high-end
resin
alone,
who.
C
H
I
More
on
that
alright
I
have
two
miscellaneous.
One
is
really
just
an
update.
People
didn't
receive
a
memo
from
the
Planning
Commission.
We
had
sent
a
request
that
they
consider
rezoning
the
parcel
in
been
owned
by
the
city
of
Athens
in
front
of
the
Depot
as
open
space,
and
the
Planning
Commission
voted
not
to
make
that
zoning
change,
because
the
land
is
under
a
fairly
long
term
lease
and
it's
already
restricted
to
use
for
parking
and
landscaping
only
so
they
just
didn't
see
a
need
to
make
a
zoning
change.
I
So
that's
just
kind
of
an
update
and
less
people
really
want,
and
if
you
recall
at
the
time
there
was,
this
discussion
came
about
because
of
a
request
around
some
possible
development
on
that
site,
and
we
basically
asked
the
developer,
bring
us
everything
at
the
same
time,
instead
of
different
pieces
of
it,
so
I
believe
they're
going
to
be
making
an
application
that
will
either
go.
I
that
would
be
a
Planned
Unit
development,
so
we'll
probably
be
seeing
it
again,
but
I
don't
think
we
need
to
take
any
action
right
now.
H
I'd
like
to
follow
up
with
a
since
I
was
someone
who
was
so
adamant
about
it.
I
would
like
to
note
for
the
record
that
the
own
the
person
we
got
the
information
and
we
forward
on
to
the
Planning
Commission
because
I
happen
to
have
it
in
my
basement.
It's
no
longer
existent,
but
the
problem
is
that
record-keeping
doesn't
exist
in
a
systematic
way,
I
think
from
administration
to
administration,
and
so
now
you
have
a
parcel,
that's
known
to
Emma
that
had,
and
you
know,
when
the
first.
H
Was
made
without
any
paperwork
for
the
mistakes
and
it
was
a
pretty
it's
still
for
me,
a
very
serious
question
whether
it
should
be
an
EM
zone,
because
you
know,
in
fact
we
may
change
the
EM
zone
right
now.
The
EM
so
does
not
allow
development
of
them
housing.
So
I
personally,
think
that
the
zoning
should
reflect
what
we're
expecting
from
the
place
and
not
just
be
an
EM
sewn,
because
it's
always
been
that
way
and
I,
don't
think
it's
an
unprecedented
thing.
H
The
other
item
I
would
like
to
see
before
we
proceed
is
what's
the
historic
preservation
officer
of
Mary
Ann
Peters
is
a
good
choice,
said
about
it
and
I.
Don't
know
she
was
sitting
here
in
the
audience
the
night
we
were
talking
about
it
over
the
sign
out
at
and
she
has.
She
said
she
works
for
the
state
and
she
could
tell
us
what
it
would
be
because
when
I
was
down
there
because
the
students
were
practicing,
their
interview,
skills
and
I
was
down
there.
H
H
D
D
D
Had
some
discussion
about
it
is
on
a
historical
register.
That
means
we
can't
you
can't
tear
into
there
or
paint
that
can
t
candy-colored
I,
don't
think
after
that,
in
terms
of
placement
of
other
buildings,
there's
no
real
law
code
about
context,
and
that
was
discussion
and
I
think
you
were
discussing.
You
were
bringing
up
this
idea
that
you
don't
want.
To
put
you
know,
four-story
buildings
around
the
depot
close
together
I
did
find
in
an
inbox
over
in
the
executive
secretary's
office,
a
map
showing
the
little
where
the
structures
were
intended
to
be
I'll.
D
H
H
K
H
D
In
the
context
of
preservation,
at
this
point
discussion,
you
know
what
I
was
hearing
from
the
chair
of
the
Planning
Department
Planning
Commission.
Is
that
the
the
way
the
agreement
was
written
is
that
that
front
part
would
be
open
space
for
parking
and
parking
and
green
space
realize
I
think
you
know
I
think
it
says
actually
landscaping,
because
they
don't
use
the
term
green
space
at
that
time.
Of
course,
that
of
course
brings
up
two
comps
concept
of
what
what
ratio
are
we
talking
about?
You
know,
are
we
talking
about?
D
You
know
10
feet
of
green
space
and
100
parking
and
I
think
since
87
or
whatever
the
time
line
what
was,
and
it
goes
back
pretty
far
the
spectrum
of
what
what's
where
the
balances
is
probably
changed
as
this.
At
this
point
you
have,
you
have
the
rezoning
part
you
from
what
I've
heard
from
Debbie
is
that
you
want
to
see
a
PD
plan
in
place
before
you
rezone
it.
That's
my
understanding
at
this
point,
I
like.
H
H
C
G
I
E
D
Don't
know
the
consensus
was
at
that
time
that
we
and
I
think
it
was
again
the
chair
of
the
Planning
Commission,
who
brought
up
the
fact
that
we
may
wanna
be
looked
at
least
have
a
public
hearing
on
that.
The
Planning
Commission
public
hearing
is
actually
optional,
Planning
Commission
side
of
it
before
the
council
is
required.
I
think
she
felt
she
is
ASD
to
go
and
review
that.
So
as
it
stands
now,
we
we
did
not
put
a
recommendation
forward
except
to
the
fact
that
we
agree
with
what
your
assessment
is
on
that.
I
If,
if
you
decided
that,
since
we're
required
to
hold
a
hearing
that
you
wouldn't
need
to,
if
you
give
us
a
recommendation
at
that
meeting,
we
would
be
required
to
hold
a
hearing.
So
as
we
started
it
through
and
scheduled
the
hearing,
we
could
try
to
get
it
moving.
Okay,
would
members
of
council
be
comfortable
if
we
got
a
recommendation
like
that,
going
ahead
and
starting
it
through,
because
we
did
talk
about
it
quite
a
while
ago.
F
I
I
H
I
H
D
One
of
the
other
things
that
was
brought
forward
to
us
was
the
noise
ordinance
part
of
the
B
threes
we
had
part
of
our
discussion
was
between
both
of
those
aspects.
You
know
to
changing
outdoor
operations.
If
you
remember
was
one
of
the
things
you
recommend,
it
I
think
it's
good,
which
resolution
are
three
I,
think
it
was
made,
those
a
kind
of
commingled
in
and
our
Planning
Commission
plate,
because
I
both
be
threes.
H
D
D
I
E
D
E
D
H
This
awesome
I
just
want
to
make
sure
everybody
had
a
copy
of
it.
So
buffering
passed
it
to
me
last
time
because
I
was
still
here
and
I
carried
it
around
and
then
left
it
on
the
dining
room
table,
and
now
you
have
it
in
front
of
you,
it's
June,
9th
2008.
So
if
you'd
like
to
speak
to
it,
come
on
up,
are
you
they.
K
H
Okay,
I
would
prefer
I
think
since
its
bills
area
that
he
loved
better
okay
on
June,
9th
members
of
Athens
City
Council.
This
communication
is
in
reference
to
a
five
2308
article
published
in
the
athens
messenger.
Should
the
historic
statue
of
Huey
be
displayed
or
shielded
from
the
public
when
I'd
point
out
the
following
facts.
H
Such
a
service
to
the
deceased
and
retired
achievements
about
I
should
not
be
so
nonchalantly
stripped
away
and
read
the
stone
three,
the
admonition
of
no
matter
what
please
leave
ppb
with
the
people
who
have
protected
and
treasured
her.
These
years
rings
hollow
for
those
of
us
who
not
only
note
the
obvious
deterioration
of
her
surfaces,
surfaces
but
also
take
note
of
the
marked
deterioration
of
the
surfaces
of
this
statue
located
in
the
front
yard,
which
was
acquired
by
the
water
plant
in
1999.
H
Most
people
protecting
and
treasuring
applies
thoughtful,
regardin
maintenance,
not
neglect
for
I,
guess
but
acid
rain,
guys,
in
addition
to
wandering
aimlessly
down
a
pathway
stream.
The
public
graffiti
illusions
for
that
of
words
and
paint
splatters
and
public
private
property,
damaged,
mailboxes
and
light
fixtures,
stolen,
scrap
metal
proposals
for
an
additional
statue
at
the
army,
or
one
in
the
middle
of
the
proposed
roundabout
in
ritual.
H
An
Avenue
might
be
appropriate
concerns
in
some
quarters,
but
I'll
have
absolutely
nothing
to
do
with
the
conditions
inside
the
virtually
new
Athens
community
center,
where
Haley
statue
will
be
relocated.
It
has
been
in
it
has
been
held
in
the
past
by
some
plant
employees
that
she
needs
to
remain
at
the
plant,
to
honor
those
responsible
for
saving
and
restoring
her
business
to
be
so
that,
in
what
ways
have
previous
mayor's
Kenneth
lands?
H
Raymond
Shepherd
on
there
at
the
plant,
superintendent
th
Goldsberry,
an
employing
Carol
Reilly,
been
honored,
all
of
whom
were
involved,
maybe
one
way
or
another
dating
from
the
1950s
up
through
the
1970s
I,
don't
believe
the
plaque
or
any
recognition
whatsoever
of
these
officials
is
associated
with
the
statue
is
currently
located.
The
haven
in
the
1895
has
not
been
locked
away
for
seven
years.
H
Several
years,
Athens
City
Council
can
cause
this
disenfranchise
ment
of
the
citizens
of
Athens
to
come
to
an
end
by
directing
relocation
of
the
statute
to
the
Athens
Community
Center,
where
citizens
made
many
for
the
first
time
be
able
to
enjoy
this
heirloom,
which
belongs
properly
to
the
citizens,
for
those
responsible
for
a
restoration,
may
be
properly
honor.
This
statute
does
not
uniquely
belong
to
a
handful
of
employees
of
the
water
plant.
Any
more
than
a
retired
Arisa
semi-retired
police
cruiser
would
belong
to
the
city.
Policemen
at
the
police
department.
H
That's
kind
of
okay,
I
was
kind
of
giggling
it
that
way.
A
Crown
Vic
city
council
has
power
to
make
our
position
on
behalf
of
the
citizens.
They
also,
similarly
have
the
power
to
dispose
of
a
relocate
assets
to
benefit.
The
public
councils
have
been
known
on
occasion
to
procrastinate,
keep
the
problem
upstairs.
That
would
be
most
unfortunate
outcome
in
this
instance.
Bill
bias.
Not
here,
president
of
city
council,
stated
the
statue
is
behind
a
fence
due
to
9/11
the
statues
not
being
enjoyed
by
anyone.
H
Anybody
president
bias
also
noted
one
week
later
in
part,
Nathan's
message
of
for
2808
at
first,
it
seemed
like
a
no-brainer.
These
observations
were
to
then
and
remains
so
today.
Possessiveness
of
the
few
cities
notwithstanding,
this
is
signed
by
ice.
Berry
and
I
would
like
to
know
for
the
record
that
we
have
two
of
our
groups
that
are
working
that
are
reviewing
this
and
I
believe
the
hint
is
the
person
in
charge.
Even
though
he's
not
on
the
agenda,
what
we're
hearing
about
this
the
next
month,
you
think.
L
H
So
we
have
an
Arts
Commission.
That
council
has
given
the
task
of
generally,
not
even
and
not
in
this
case,
as
much
as
others
as
well
looking
at
public
art
and
so
we're
following
our
own
rules:
basic
correct,
okay
and
then
the
second
thing
is
the
recreation
board
right.
Then
we
have
to
hear
from
them
as
well.
F
Actually,
we
didn't
I
I
spoke
to
the
president
of
the
Recreation
Board
dave
palmer
some
time
ago,
and
he
had
pulled
the
members
not
in
a
open
meeting
but
hold
him
individually
and
that
they
were
unanimously
in
favor
of
the
concept
of
relocating
to
the
community
center,
but
would
obviously
require
more
information
about
final
arrangements
before
they
could
make
a
final
approval.
Okay,.
H
So
could
I
say
then,
probably
not
probably
this
isn't
going
to
happen
before
our
recess
for
the
first
of
August
for
a
month,
I
don't
see
it
happening,
but
we
will
have
information
back
from
the
constituencies
and
at
that
point,
Phil
bias
will
obviously
be
in
charge,
be
the
president
and
take
care
of
it.
The
question
is:
will
we
deal
with
it?
First
of
all,
and
then
how
will
we
approach
these
as
long
as
the
Advisory
Board
has
time?
You
know
they
might
want
to
put
it
in
writing
and
have
an
official
rather
sure.
L
L
K
K
Was
the
result
of
this
article,
which
was
a
note
that
I
had
made
to
the
Athens
messenger
and
side
by
side
where
there's
another
article,
and
so
this
is
not
being
taken
out
of
context.
This
is
in
context
of
that
particular
article
is
written
by
miss
stone.
The
other
thing
would
be
in
the
memo.
I
had
pointed
out
that
councils
have
a
tendency
to
kick
things
upstairs.
K
Sometimes,
okay,
I,
don't
mean
anything
by
that,
except
just
experience
can
and
if
I
might
just
say
two
years
ago,
when
this
issue
came
up,
it's
my
understanding
that
for
North
West
people
that
the
Arts
Commission
had
considered
the
same
kind
of
thing,
and
it
said
it's
an
administrative
decision,
okay,
and
so
that's.
That
was
what
I
was
referring
to,
that.
The
other
thing
that
I'd
refer
to
excuse
me
was
that
back
in
1979
I,
remember
these
State
Street
widening
project,
Council
City
Council
voted
four
to
three
to
widen
it.
K
The
next
meeting
I
think
it
was.
They
voted
four
to
three
to
submit
it
to
referendum,
and
that
was
defeated
in
referendum
at
50
percent
to
about
42,
and
you
know
the
results
of
that.
It
took
20
years
to
get
that
project
on
the
on
the
road
again
and
it
went
from
about
$850,000.
We
had
every
bit
of
the
money
up
to
better
than
8
million
dollars,
and
you
see
sometimes
just
procrastinating,
beats
to
bigger
problems
and
longer
misery.
So
that's
what
I'm
trying
to
say?
K
Can
we
not
just
get
it
back
to
the
people
and
be
done
with
all
the
other
possibilities
that
we
don't
want
to
really
think
about
such
as
referendum,
and
that
sort
of
thing
I'd
like
to
see
it
just
be
decided
by
Council?
We
do
it
and
be
done
with
it
and
then
all
the
people
can
enjoy
it
simple,
then,
simply
that,
thank
you
very
much
any
questions
that
they
have.
They
parts
this
I'll
be
happy
to
answer
or
try
to
okay.
F
H
M
Yeah
I
just
have
announcement
we're
going
to
be
having
an
additional
committee
meeting
next
Tuesday
at
7:30.
We
have
a
very
special
guest
coming
into
town
he's
one
of
the
world,
one
of
the
nation's
experts
and
even
one
of
the
world's
experts
in
green
energy
and
local
energy
independence.
M
His
name
is
Paul
fen,
he's
he's
authored
and
drafted
state
laws
on
on
Community
Choice
aggregation
for
energy
in
California,
Massachusetts,
New,
Jersey
and
Ohio,
and
he's
going
to
be
here
to
speak
about
the
emergence
of
green
cities
in
California
by
their
community
choice,
aggregation
law
and
how
IO
communities
might
be
able
to
accelerate
the
development
of
green
energy
under
our
own
Community
Choice
aggregation
laws.
So
I
would
encourage
as
many
members
of
council
to
attend
if
they
can
and
to
the
public
as
well,
and
there
will
be
just
perfect
rest.
M
F
H
N
N
My
name
is
Michael
McAvoy,
with
RJ
and
engineering
we're
located
in
the
plains.
I'm
sure
all
of
you
know
Jeff
maiden,
lions
larynx.
We
are
looking
or
client
brothers
looking
at
potential
developments
on
the
west
side
of
the
city
of
Athens,
just
south
of
State
Route
56
on
the
south
side
of
the
Hocking
river,
to
orientate
yourself
on
the
first,
drawing
where
you
see
the
three
parcels
that
are
highlighted
in
green,
blue
and
red.
N
If
you
follow
in
the
North
upper
right-hand
corner,
you
can
see
the
honking
River
and
you
can
follow
state
route
56
on
the
north
and
west
side
of
the
page.
It's
a
little
bit
light
on
this.
She
I
apologize
for
that
other
key
features.
You
can
also
note
on
this
first
page,
are
the
delineation
of
the
city
limits
for
the
city.
N
G
is
the
local
school,
as
well
as
the
railroad
Brett
Hayes
has
engaged
RJ
of
engineering
to
look
at
the
conceptual
feasibility
of
potential
development
of
these
approximately
300
acres
in
specific
what
development
might
be
feasible
on
the
parcel?
That's
highlighted
in
green,
which
is
the
84
acres,
so.
H
H
N
H
N
N
Mr.
Hays
is
looking
at
potential
development
of
the
first
84
acres
and
we
have
put
together
sort
of
a
bubble
sketch
of
what
may
come
down
the
road.
This
is
not
exactly
there's
no
defined
plans
or
no
buildings,
not
a
single
drop
of
engineering
or
planning
has
gone
into
this
either
to
say
accuracy
idea
what
these
property
may
be
able
to
establish
on
itself
phase
one
development
would
be
potentially
a
residential,
potentially
mixed-use
apartments
or
condos
in.
C
N
Broad
theory,
with
the
more
upland
and
wooded
areas
being
reserved
for
a
future
phase,
perhaps
a
mixed-use
residential,
perhaps
a
single-family
residential.
We
show
a
conceptual
entrance
Drive
that
follows
the
contours
of
the
land
just
outside
of
where
the
FEMA
flood
plan
is
shown
in
a
dark,
solid
white
line
and
then
nearest
State,
Route
56.
We
showed
a
scenario
that
might
be
conceptual
commercial,
perhaps
a
convenience
station.
Perhaps
who
knows
what
it
might
be
for,
but
just
an
area
would
be
suitable
right
on
State
Route
56
for
a
commercial
development.
N
The
issue
we
have
with
this
is
we
are
outside
of
the
city
limits
and
we
do
have
water
main
provided
by
Liang's
water
on
the
south
side
of
the
state
route
56.
So
water
is
not
so
much
of
an
issue
we
are
outside
your
water
district
and
understanding
at
the
moment
is
that
if
we
do
look
for
water,
we
probably
have
to
go
to
Lee
docks
water
for
our
service,
just
because
they
are
there.
N
Your
10
inch
water
main
stops
on
the
far
side
of
Margaret
Creek
on
the
east
side
of
Margaret
Creek
at
your
district
boundary
on
the
opposite
side
of
the
bridge.
So
it
would
be
a
little
more
challenging
to
extend
a
10
inch
line
across
Margaret
Creek
through
that
bridge.
So
we're
working
the
assumption
at
the
moment
that
Lee
acts
would
be
supplying
water
for
this
development.
Should
it
go
forward.
N
We
do
not
have
access
at
the
moment
to
a
municipal
sanitary
sewer,
which
is
why
showing
the
approximate
location
of
the
8
inch
sewer
line,
which
is
a
gravity
line
on
the
opposite
side
of
the
railroad.
One
of
the
options
you're
looking
at
is
the
potential
of
being
able
to
connect
to
the
city
center
sewer
system.
It's
not
the
only
option.
N
There
are
other
options
involved,
prepackaged
waste
water
treatment
plants
in
ground
systems,
etc,
but
we
were
just
want
to
gauge
the
temperature
of
the
council
and
see
what
the
possibilities
might
be
in
the
future
of
connecting
to
the
city
system.
I've
had
a
preliminary
and
very
informal
discussion
with
Nick
Carr
regarding
capacity,
and
he
does
indicate
that
there
is
capacity
within
the
8
inch
search
of
his
knowledge.
Anything
that
we
would
connect
to
that
would
probably
involve
a
pump
station,
which
means
we'd
have
great
control
over
the
amount
of
flow.
N
I
N
N
Line
I
did
not
I
did
not
show
it,
because
we
would
not
be
able
to
connect
to
it
it's
there.
Sanitary
line
is
integral
to
their
pavement
and
their
parking
would
be
rather
infeasible
to
go
and
suggest
tearing
up
their
pavement
areas
to
get
to
their
sanitary
sewer
and
contrast.
The
sewer
that
we're
showing
here
is
an
open
field
very
easy
to
get
to
relatively.
It's
only
approximately
1200
feet
from
the
nearest
profit
corn
to
these
proposed
parcels.
N
H
N
Because
we're
working
with
a
pump
station
we're
not
putting
in
traditional
gravity
sewer,
which
means
we
have
the
ability
to
bend
and
flex
the
pipe
any
direction
we
need
to
to
get
around
just
about
any
obstacle
we
could
ever
want.
Part
of
the
problem
is
with
the
gravity
sewer
was
we
have
a
natural
barrier
between
this
property
and
your
gravity,
sewer,
which
is
Margaret
Creek
yeah.
C
N
We
have
a
pump
station
for
regional
pump
station
on
our
property.
More
than
likely,
if
we're
going
to
connect
to
the
city's
sewer
system
that
piping
that
we
would
use,
which
is
commonly
either
a
PVC
or
a
flexible,
HD
high-density
polyethylene
pipe.
We
have
the
ability
to
direct
that
pipe
around
just
about
any
obstacle
without
any
adverse
effect
to
any
existing
building
or
structure
landmark
treatable.
So.
H
N
N
The
actual
location
hasn't
even
been
investigated.
This
point
we
just
know
it
would
be
on
the
west
side
of
Margaret
Creek
out
of
the
floodplain
forever.
The
most
logical
place
would
be
that
would
make
sense
for
this
development
and
future
development.
We
haven't
gone
to
the
point
where
we'd
say:
yes,
it
needs
to
be
on
this
little
Peninsula
somewhere.
C
H
N
H
And
that
is
some
that
line
for
those
of
you,
unfamiliar
with
this,
is
by
the
old
seat.
Cover
plant
is
trim
and
I
probably
was
funded
by
a
rc2
freakonomics
development
purposes.
This
is
one
of
our
small
areas
in
the
back
of
TS
trim,
that
is
potentially
at
least
is
called
commercial,
potentially
useful
as
a
additional
development
site.
H
But
anyway,
a
goal
owner
agrees
to
pay
all
costs
associated
with
the
extension
and
maintenance
of
a
sewer
line
assurances
that
the
line
installation
is
performed
by
the
owner,
mid-city
specification
owner
understands
the
only
one
tap
is
available
to
the
property
services
to
multiple
residents.
Offset
tap
is
prohibited.
Service
to
multiple
units
within
one
building
is
prohibited.
H
If
said,
property
is
subdivided,
additional
taps
must
receive
separate
approval
by
Council.
In
other
words,
it
we
would
generally
be
talking
about
a
single-family
expansion,
and
this
is
someone
different
to
have
approval
expires,
have
not
installed
within
two
years.
Owner
agrees
to
complete
annexation
of
the
property
within
two
year
period
from
the
date
of
the
adoption
of
the
ordinance.
Basically,
those
are
principles
that
are
in
the
policy
now.
H
I
C
H
F
In
so
that
would
be
obviously
something
we
need
to
discuss
a
lot
further,
as
well
as
as
you
point
out,
details
are
not
included
in
this
at
this
point
West,
it
would
be
wise
for
us
to
be
involved
in
development
of
these
plans,
certainly
well.
H
D
N
N
E
N
Have
good
capacity
as
my
understanding
they
have
a
six
inch
water
main
and
a
water
tower
in
the
nearby
vicinity
that
accommodates
good
pressure
in
1970.
Again,
it's
hard
to
talk
about
specifics
because
I
we
don't.
We
haven't
looked
at
this
one
sampling,
how
many
users
we
we
have
it's
more
of
an
idea
at
this
point
and.
N
The
first
phase,
yes
for
the
entire
300
acres,
I'm,
sure
the
city
and
the
surrounding
areas,
have
one
a
look
at
the
opportunities
for
multiple
access
tries
for
the
obvious
need
of
emergency
fire.
But
again
we
haven't
gotten
that
far.
This
is
mainly
we're.
Looking
at
this
from
a
standpoint
wanted
to
sue
or
not
be
the
rest
of
the
details
that
come
along
today,
much
more
detailed
plans.
H
That
fight
over
that
other
place,
the
University
of
States
I,
think
it's
closed
here,
but
that
isn't
of
relevance
to
us.
It
seems
that
the
potential
developers
have
been
talking
with
some
Nick
Carr.
So
again
we
can.
N
C
H
So
you
found
my
copy
of
the
policies.
No
didn't
you
send
a
copy
of
the
most
least
debby
debby
did
to
the
development
okay.
So
this
is
new
and
I'd
like
the
administration
to
come
back
with
a
response
for
us
at
this
point
in
two
weeks,.
H
E
I
I
I
don't
know
from
I
mean
this
is
a
description
of
whether
it's
possible
to
actually
get
a
sewer
line
out
there
and
you
know,
but
we
need
some
kind
of
recommendation
related
to
you
know.
All
of
this
I
mean
it
it
when
we've
done
agreements
in
the
past
to
provide
services
outside
the
city
limits
and
discussion
of
whether
those
areas
are
going
to
be
annexed
and
stuff
they've
been
in
the
form
of
development
agreements.
I,
don't
know
if
that's
the
right
format,
but
we
need
something
that
spells
out
these
specifics
about.
I
N
H
C
F
C
D
H
H
E
H
I
actually
threw
the
fish
off
initially,
so
that's
I
mean
the
commissioners
aren't
going
to
do
that
that
it
was
a
an
idea,
at
least
so,
until
we
hear
from
the
planet,
ultimately
the
Planning
Commission,
all
the
rest.
Those
things
fall
into
place,
but
I
like
the
administration
to
respond
to
this,
make
wise
to
do
it.
Okay,.
C
I
I
you
know,
I
have
a
recollection
that
what's
now
stages
Early
Learning
Center,
which
was
previously
River
Valley
Community
School,
did
actually
tap
in,
and
there
was
this
whole
discussion
of
that
happening
before
it
was
annexed
because
of
the
paving
of
Morrison's
parking
lot.
So
I
don't
know
if
that
line
may
fetch
beyond
the
school
anyway,
according.
N
F
F
H
Other
utilities,
before
we
proceed
to
finance
and
personnel
I
was
looking
for
two
things
and
I
have
to
admit
that
I
am
was
not
successful.
On
one
I
was
looking
to
find
the
sewer
problem
map
the
old
GIS
map,
I,
have
it
through
2005,
and
that
was
them
hoping.
We
could
have
a
discussion
kind
of
kickstart,
some
utilities
planning
in
this
in
the
city
and
to
do
that.
I
made
a
map,
hold
a
map
article
just
to
go,
take
a
walk
down
memory
lane
and
sometimes
I-
don't
pay
attention.
H
H
H
And
I
compared
the
last
my
time
on
console
really,
except
for
a
little
bit
over
the
Beckett
administration.
I
would
like
to
first
of
all
start
by
saying
that
water
and
sewer
projects
take
a
very
long
time
to
get
going,
and
our
recent
experience
has
not
been
wonderful
and
so
I
think
a
little
bit
of
planning
would
be
desirable.
Look
at
fern
alley
was
better
the
second
time
around
and
then
also
Columbus
rally
but
anyway.
So
what
I
have
is
the
head
recur
administration,
1996,
1988
to
1995
eight
years
and
everything
on
the
map?
H
That's
either
blue
or
black,
depending
on
the
map.
You
have
was
done
during
that
period,
and
so
you
can
see
that
there
was
quite
a
bit
of
work
done
in
the
water
area
and
also
in
the
sewer
area,
for
example,
Franklin
Grosvenor
a
good
mile.
Each
way.
Now
we
can
look
at
it
and
say
well,
I
would
have
done
it
differently
if
I'd
done
it,
but
this.
Basically
it's
a
Morris,
Avenue
works.
I
think
I
have
most
of
the
locations,
but
I'm
not
100%
sure,
but
what
you
see
is
that
we
have.
H
We
did
in
that
time
period
replace
a
goodly
number
of
lines.
We
also
rebuilt
some
streets.
We
got
on
task
and
did
them
the
second
period.
Twelve
years
we
did
much
less
work,
as
you
can
see.
I'm
not
sure
I
can't
remember
exactly
where
the
sewer
or
the
water
line.
Improvements
were
on
Union
Street
you've
got
the
storm,
so
we're
very
pricey
going
down
the
hill
on
playground,
Drive,
where
we've
placed
the
water
line.
Earlier
times
we
had
the
famous
90-degree
angle
water
lines
out
by
the
mall.
H
For
that
the
one
place
I
could
not
remember
to
save
my
life
with
the
southeast
water
improvements,
which
should
have
been
on
the
first
map,
but
now
I
think
it's
North,
Blackburn
robutts
gonna
go
back
and
check
the
ordinance
to
see
exactly
what
the
geographical
situation
was.
Bottom
line.
Most
of
the
improvements
in
water
were
efforts
to
upgrade
the
lines
to
a
six-inch
line,
often
for
fire
protection
and
to
take
care
of
problems.
Okay,
so
why
am
I
doing
this?
Is
the
question
I
would
like
to
see
somebody
somewhere
come
up
with
a
five-year
plan?
H
If
you
don't
like
5-year
plans
because
of
the
rescues,
you
can
say
six-year
plan
for
your
plan,
somebody
say:
what
are
we
gonna
do
over
the
next
time
period?
What
do
we
have
to
do?
You
know
I
I,
go
stand
over
and
look
in
the
hole
when
the
guys
I
do
fixing
lines
and
they've
told
me
they
need
to
fix
Columbus
Road
at
the
far
end,
they've
told
me
they
need
to
work
on
Fairview
and
they
need
to
do
Jones
wood,
but
you
know
I,
don't
know
if
that's
scientific
or
not
and
I
was
gonna.
H
I
started
to
update
them,
but
then
I
thought
a
whole
day
on
this
I.
Don't
think
I'm
gonna
do
this
I'd
rather
make
a
baby
quilt,
so
I
went
in
the
direction
of
maybe
trying
to
get
tired.
Debbie
asked
around
the
scene.
Where
are
the
problems?
I
mean
we
replace
roads
and
didn't
do
water
lines
because
and
water
lines
don't
have
to
be
replaced
every
unless
they're
giving
us
trouble
with
their
old
old
line.
H
The
same
I
mean
it's
not
like:
I
live
in
a
third-world
country
because
they
have
old
water
lines
and
old
sewer
lines
as
long
as
they're
working
it's
fine
water
is
probably
a
bigger
problem,
because
it's
under
pressure,
so
I
guess
this
is
a
I-
was
trying
to
incentivize
the
concept
here.
Halloween
colors
by
Halloween
I'd
like
to
have
some
movement
in
the
direction
of
what
can
we
do?
I
mean
the
last
12
years.
We
haven't
done
very
much,
let's
get
cracking
and
let's
get
our
infrastructure
up
to
date
on
this.
Anybody
have
a
reaction.
H
H
D
D
H
H
H
Table
lien
fixed,
but
they
have
to
start
with
I
and
I,
and
you
will
remember
it
was
rather
like
bashing
your
head
against
a
stone
wall
in
the
eye
and
I
we
have
six
people
working
on
the
sewer
crew,
they
could
have
taken
care
of
it.
So
then
my
next
comment
to
the
most.
Why
don't
you
tell
give
me
a
proposal?
H
We
can
stuff
pipes
down
the
line
and
keep
out
of
the
play
pipes
and
get
rid
of
the
I
and
I,
because
I
rather
I
mean
I
mean
there's
always
surrounded
that
are
not
dig
up
the
lines
and
replace
them.
I
mean
we
have
a
limited
ability
to
pay,
but
we
could
do
something
if
we
had
a
plan.
So
what
I'm
asking
for
by
Hallock?
H
Well,
that's,
maybe
it's
premature,
but
I
do
think,
and
it's
probably
we
need
somebody
here
to
I
mean
the
guys
in
the
street
crew
or
the
dive
guys
in
the
suit
water
crew,
especially
whoever's
working.
They
know
where
the
problems
are.
I
mean
that's
what
Tom
Peters
would
say
about
the
excellence.
You
know
that
meant
at
management
excellence.
You
ask
the
guys
on
the
line
and
they'll
tell
you
where,
though
they
say:
oh,
you
don't
need
to
do
that,
one.
It
just
always
had
I
mean
I,
like
Curtis
Street,
you'll
notice.
H
It's
been
replaced
and
Curtis
streets
gonna
break
forever,
because
and
I
was
talking
to
George
about
this
and
he
said
well,
why
can't
they
stuff
it
change
it,
but
there's
a
pump
situation
where
the
pump
the
pump
breaks
the
lines
the
pump
breaks
broke
the
lines
in
my
neighborhood
for
a
while
and
they
did
adjust
it.
Finally,
if
they
go
down,
if
the
electric
goes
off,
then
you're
gonna
have
this
problem,
and
so
I
mean
I,
don't
know
if
we
have
right
now
the
existing
personnel
to
do
it.
You
know
you
know
my
grant.
H
H
L
M
Have
a
question
just
supportive:
the
idea
that
I
would
really
like
to
see
in
this
when
I
was
campaigning.
This
came
up
a
lot
with
residents
really
wanting
to
see
a
long-term
plan
for
how
the
city
is
going
to
address
the
infrastructure
problems.
I
know
it
wasn't
comes
down
to
money.
That's
that's
really!
This
is
all
this
is
extremely
expensive,
but
if
we
can
see
I
think
five
years,
it's
too
short
I'd
like
to
see
a
ten-year
plan
for
it
not.
M
D
H
H
H
H
L
I
would
argue
also
to
that
a
number
of
these
issues
or
concerns
are
addressed
in
the
comprehensive
plan
and
one
of
the
things
that
we're
beginning
to
look
at
is
establishment
of
benchmarks
and
and
determining
how
we
can
appraise
our
progress.
So
I
think
this
would
fall
in
line
with
with
some
of
the
ideas
and
issues
addressed
in
the
conference
of
plan,
and
it.
D
D
C
D
L
H
Is
we
get
too
much
water
in
the
plant
because
rainwater
is
getting
I
mean
it's
still
getting
into
our
sewer
system?
And
so
it's
something
that
we
you
know.
I
would
like
to
see
a
more
systematic
approach,
not
43
feet.
A
year
know
that
is
that's
exaggerating.
It
was
more
like
110
one
year,
so
I
asked
for
a
report
and
I
get
that,
and
it's
like.
H
H
H
M
L
H
C
F
Had
several
key
presenters
who
couldn't
be
here
tonight,
so
they
they
felt
they
could
make
a
better
presentation
if
they
waiting
for
the
14
so
that
there
went
free
to
the
issues
meeting
so
we've
we've
substituted
with
finance
and
personnel,
actually
I'm
going
to
turn
it
over
to
the
mayor
and
possibly
the
auditor.
They
have
several
appropriations
requests
that
they
would
like
to
discuss
with
us.
F
D
Some
of
its
minor
so
much
major,
mostly
little
bits
of
money
that
have
to
be
put
in.
We
had
a
meeting
Friday
with
Jim,
Nancy
and
Kathy.
One
thing
is
I'd
like
to
do
is
appropriate
more
money
in
the
580
capital
budget
for
the
code
offs
they
have
about
20,000
in
vehicles
and
they
need
a
new
vehicle
and
I
need
about
twenty
four
and
change
to
get
a
Prius
and
I'd
like
to
get
one
of
the
code.
D
They're
short
one
vehicle,
the
vehicle
they
have
is
in
bad
shape
and
I
figured.
This
would
be
a
put
for
another
place
to
add
a
vehicle.
That's
a
hybrid
but
I,
say,
and
it
was
budgeted
last
year
to
the
20,000
mark,
but
it
will
take
some
more
money
to
do
that
questions.
This
would
be
this,
and
hopefully
the
second
hybrid.
D
Hope,
okay
and
and
speaking
of
scrap
too,
since
we're
talking
scrap
if
we
have
the
two
old
Thomas
buses,
these
the
red
buses,
retired
from
University
courtyard
I've,
got
an
email
from
I,
think
transit,
first
transit
McDonald's.
Rather
they
need
the
room
expecting
two
new
buses
coming
in
and
we
just
need
to
get
rid
of
those
buses.
They
estimate
a
price.
If
you
just
scrap
them
out
straight
out,
it
would
be
about
three
thousand
dollars
and,
if
I
believe
it's
over
a
thousand
dollars
and
has
to
go
to
council
a
surplus.
C
F
H
D
The
discussion
that's
going
on
within
the
staff
right
now
is
whether
we
do
it
as
the
local
auction.
We
try
putting
some
kind
of
governmental,
EE
Bay,
where
the
feeling
as
if
we
put
in
nationwide,
we
have
a
better
chance,
but
the
you
know:
ton
per
ton,
two
hundred
dollars
a
ton
and
the
weight
of
the
bus.
That's
the
minimum
bid
right
now.
D
If
you
know
the
guy
says
that
we
can
drive
the
McGee,
you
have
get
it
for
that
price,
but
I
know
we'd
get
more
than
that,
but
in
either
case
it
has
to
go
through
you
guys
to
do
that.
Okay.
Okay,
since
we're
talking
about
scrapping
house
crying
Vegas
and
things,
let's
see
if
the
next
we
and
I'd
like
to
suspend
readings
for
the
fire
station
repair
on
the
second
reading,
which
is
going
to
be
coming
up.
