two
of
them
will
be
Street
closings.
The
first
one
is
an
ordinance
that
we
will
be
presenting
for
a
street
closing
for
the
Athens
Uptown
Halloween,
and
this
will
be
on
Monday
October
27th
from
5
to
7
p.m.
and
that's
for
a
trick-or-treat,
that's
hosted
by
the
Athens
uptown
Business
Association,
and
we
have
Josh
Thomas
here
tonight
to
talk
with
us
answer
any
questions
that
we
might
have

Do

a
little
bit
about

Basically,
a
few
years
ago
we
tried
to
organize
a
trick-or-treat
night
for
the
Athens
kids.
Our
first
year
was
fairly
successful.
We
brought
a
little
over
100
kids
into
the
Uptown
area
and
then
over
the
last
two
years,
we've
actually
just
grown
and
grown
to
where
last
year
we
had
a
you
know
good
four
to
five
hundred
kids
that
came
up
town
all
dressed
in
costume
with
their
parents
and
was
really
a
big
success
that
the
night
went
very
well.

Our
only
concern
last
year
when
we
got
so
many
kids
was
that
we
were
concerned
about
the
traffic.
We
had
a
lot
of
incidents
where
there
were
a
lot
of
people
waiting
on
the
corners
across
the
street.
Big
crowds-
you
know,
our
fear
is
all
it
takes-
is
one
person
that
just
doesn't
see
a
kid
in
a
costume
for
our
kid,
that's
wearing
a
costume
that
doesn't
see
very
well,
and
so
a
number
of
parents
and
a
number
of
business
owners
brought
to
my
attention
sand.

had

whether
the
cars
needed
to
be
removed
and

chief
police

that
we

would

safer

area,
so
we
will
need

it
closed

Street

marker

the
residents
where
Booker,
T,
Washington
and
Olivia
Davidson
were
mayor.
So
this
is
an
exciting
historic
event
and
it
sounds
great
and
there
will
be
a
ceremony
at
which
president
McDavid
speak
and
there
will
be
a
representative
from
Tuskegee
college
and
ears
of
the
family
and
others
present.

The
third
item
for
us
to
consider
is
a
letter
that
was
addressed
to
City
Council,
about
the
noise
on
Richland
Avenue,
the
noise
that's
generated
from
route
33,
so
I'd
like
to
ask
councilmember
to
give
a
little
bit
of
the
detailed
information
on
that.
So
we're
all
aware
of
it.

know

have
ignored
that
for
years
and
she
would
like
us
to
do
something
about
that.
She
would
also
like
the
engine
brake
law
enforced,
so
maybe
the

Safety,
Director
or

mayor

bit
about
the
engine.

and
the
possibility
of
a
barrier.

know
that
this
street
director
is
not
available
at
the
moment.

reading
about
some
of
this
stuff,

it
actually
has
some
implications
when
you
put
a
barrier
up
on
one
side,
just
rebalance
and
go
somewhere
else,

probably
would

street
clearly

driveway,

it
reduces
the

existing
signage.

would
recommend
that
we
go
ahead
and
approve
this
and

criteria

this
might

something
we
should

is
something
that
I
have

been
aware
of
this.
This
approach
to
ensuring
that
you
have
good
contractors
for
a
couple
years.
I've
worked
with
some
local
labor
unions
a
few
years
ago
and
the
University
and
trying
to
get
some
contractor
criteria
such
as
this.
Basically,
what
it
does
is.
It
makes
sure
that
price
on
on
bidders
for
city
contracts
does
not
the
only
thing
the
city
looks
at.
It
looks
at
the
record
of
the
contractor.

would
be
unnecessary
and
just
introduce
it
here,
but
it
has.
It
goes
through,
and
some
that
has
to
do
with
the
way
they
they
treat
their
employees
to
make
sure
that
they
they
pay
their
employees
fairly.
It
also
requires
that
they
have
good
records.

certain
number
of
violations
and
I
believe.

mayor,
you
were
at
a
meeting
how.

it's
a
good
idea
what
just
besides
going

price

idea.

way
I
walked
away
with
it
is
actually
using
the
standards
in
terms
of
the

building
records
references
so

you
were
going
to

something

ask
for
references
in
terms
of
we
wouldn't

go

lowest
bit
and
see
how
well
the
jobs
been
done

one
since

looking

just

pricing,

of
where
they've
done
good
work

previous
jobs.

benefits
that
that
this
can
provide
is
most
most
of
the
responsible
bidders
would
likely
be
from
this
area

we
have-

we

lot
of
good
contractors
around
here,
but
sometimes
they're
competing
against
out-of-town
big
out-of-town
contractors
that
come
in
and
they
don't
pay
fair
wages.
They
don't
necessarily
follow,
follow
all
the
safety
regulations
that
they
should.
So
this
would
also
I
think
local
economy.
Are
these
lose
this
region
of
the
state
or
it
has
that
potential?
Is
the.

Other
issue,
I,
think,
is
that
it
helps
to
provide
some
some
basis
on
which
the
the
city
bases
its
decisions.
So
if,
if
there's
a
contractor,
who
has
had
safety
violations
or
hasn't
been
in
compliance
with
OSHA
or
has
you
know,
had
work
that
was
not
quality
work
on
other
projects,
the
city's
allowed
to
consider
those
criteria
in
in
making
decisions
about
awarding
contract,
so
it
provides
some
legal
protection
to
the
city.
This
is
a
fairly
new
thing
for
us
to
talk
about
here.

on
a
side
note,
this
I
know
it's
been
discussed
before
registration
of
contractors
at
various
levels
and
that's
something
that
would
eventually
come
through
to
don't
require
your
say-so
on
that,
and
that
would
take
some
time
to
put
something
together
there.
But
again,
this
is
the
other
thing
you
hear
regularly
having
sense
from
Council
many
years
is
you
know
the
idea
that
you
there's
no
real
way
to
follow
who's
the
contractor
and
who
is
just
you
know
somebody
with
a
hammer
out
there.

everything
I
see
in
there
is
a
noble
goal.
Everything
I
can't
imagine
collecting
that
information
from
everybody
that's
bidding
now.
Maybe
you
could
develop
a
form
or
something
that
if
you're
going
to
bid,
then
you
must
fill
this
out
and
then,
if
they
are
found
to
have
lied
on
the
form
put
the
burden
on
them,
maybe
and
handle
it
that
way.
But
there's
you
know
if
you
really
are
truly
doing
a
complete
background
check
on
what
I
just
went
through
and
20
things
that
would
be
significant.

year
we
had
for
the
first
time
we
had
a
hazardous
waste
pickup
in
the
city
and
as
I
understand
it
one

we
don't
have
the
exact
numbers

me
tonight,
but
we
collected
quite
a
bit
of
material
and
for
a
city
of
our
size.
It's
suggested
that
you
have
that
type
of
pickup
once
every
two
years,
so
we
did
not
do
one
this
year,
so
that
would
mean
next
year.

actually,
last
year
we
did
it
and
it
wouldn't
so
most
people
wouldn't
mind
doing
it
every
year.
Actually,
it
cost
us
about
15,000,
we
appropriate
15,000
last
year,
I
think
we
spent
only
a
little
bit
under
12,000.
The
number
that's
generated
for
that
is
has
to
do
with
the
population,
and
the
percentage
of
how
many
people
actually
show
up
with
with
hazardous
waste
was
done
as
a
community
center.
We
did
it
through
the
organization
with
the
Athens
Hocking
recycling
district,
mostly
the
thrust
of
that
at
the
time
and
I
was
in
the
same
position.

lot
of
areas
was
to
get
them
involved,
so
they
saw
how
it
was
done.
I
was
hoping
that
they'd
take
it
over
to
the
county,
but
obviously
they
didn't
put
it
into
their
budget.
Decide
to
do
that.
So
some
of
the
things
to
think
about
is,
you
know,
appropriating
by
15,000
to
do
it
this
year.
If
you
choose,
we
could
go
through
the
county
again
or
we
could
just
contract
it
straight
out.

good
flow
through
material

the
county,
actually
the
county
as
its
housing
waste
district
people
actually
picked
up
most
of
tires,
but
there
were
very
few
if
I
remember
comparatively
few

there
was

stop

e-waste

of
printers
and
computers
and
monitors.

was
a
dead
battery
zone.

seemed
to
get
a
lot

paints,

latex

oil-based,

they're
disposal

incineration

and

down
and
dispose

it
kind
of
got
a
little

fleece
ordinance

policy
for
the
city
in
terms
of
procuring
new
vehicles

I'm

Council

to
mayor's
office
and
for
input
and
review,
and
anyone
that
has
any
any
comments.
