be

a

make
it
a
little

for
things
that
have
come
to
speak
to
City
Council.
We
will
leave

which
will
be
coming
in

us

input
that
they
wish
to

on

the
beaumont
green
project.

we
have

of

we

coming
up
on
the
second
public
hearing
that
we
have
scheduled
on
tonight's
agenda
immediately
after
this
public
hearing,
though,
council

establish

quorum
and
then
move
into
executive
session,
and
the
members
of
council
will
leave
the
room
for
this.
But
first
the
public
hearing
on
the
Community
Development
Block
Grant
mayor
well,
while
you'll
be
speaking
to
this
likely
and.

say
if
you

chance

This
is
the
first
public
hearing
for
the
use
of
the
CDBG
formula
allocation
money,
giving
you
the
city
of
Athens
on
an
annual
basis
by
the
high
department
development.
This
grant
is
to
be
some
to
be
submitted,
June
27th
this
year.
The
second
public
hearing
will
be
June
23rd,
beginning
at
7
p.m.
here
in
Council
to
council
chambers.

city
has
been
notified
by
the
Ohio
Department
development,
that
a
grant
allocation
of
the
amount
of
the
fiscal
year
of
2008
will
be
ninety
one
thousand
dollars.
This
grant
is
not
compose
the
non-competitive
form
allocation
program.
The
program
can
funded
for
a
broad
range
of
activities,
including
economic,
develop
projects.
Sweet
was
applied,
drainage
and
sanitary,
sewer
improvements,
park,
acquisition,
improvements,
demolition
of
safe
structures,
rehabilitation
of
housing
and
neighborhood
facilities.

past
two
fiscal
years,
2007
and
fiscal
year,
2008,
which
is
not
yet
complete,
we're
dedicated
the
enhancement
of
the
Arts
West,
building
and
rebuilding
of
a
concrete
part
of
the
steps
at
Fort
and
Fairview
and
in
2008,
will
be
completed
this
summer.

renovation
and
street
Street
curve
and
stormwater
systems
of
Granville
and
Mary
streets,
and
that's

really
have

Chevy
Malibu

much

expensive

regular
Malibu,

hybrid
version
is
much

regular
one.
It
only
gets

miles
per
gallon
better.
We

this
purchase
if
it
goes
through
for
the
Malibu
either
environmentally
or
financially,
it
will
simply
cost
us
more
money,
so

would
urge

to
vote
against
this
other
comment.

hybrid
light
vehicle
which

their

this
ordinance
has
several
sections
and
it
does
several
things

One
is
talking
about
appropriating
from
the
unappropriated
balance,
the
following
sums:
hundred
thousand
dollars
appropriated
to
the
general
fund

mansfield
house
maintenance
fund.
The
Mansfield
house
is
the
house
on
the
grounds
of
the
community
center
that
the
Convention
and
Visitor's
Bureau
occupies.

our
property,

we
maintain
that
so
there's
some
work
that
needs
to
be
done
also
appropriating
$15,000
to
the
Athens
city
enhancement
fund
to
cover
the
cost
of
the
city's
paint
program.

is
a
program
that

started

years

at
the
suggestion
of
member
Tempe
to
offer
services
for
painting
houses
for
lower
income.
Citizens
of
Athens
in
the
city
would
pay
for
that,
and
recently
that's
been
amended
to
do
some
minor
maintenance
along
with
that
painting.
Also
so
we're
gonna
make
that
available.

by
six
thousand
seven
hundred
dollars
community
center
fund
by
twenty
one
thousand
dollars.
This
is
reducing
salaries
that
would
be
paid
to
an
assistant,
Recreation
Director
in
the
second
half
of
the
year.
That
position
is
not
going
to
be
filmed
at
least
this
year
and
we're
decreasing
the
emergency
shelter
fund,
which
is
the
fund
that
comes
from
department,
development
that
passes
through
the
city
to
the
good
works
program.

Ohio
has
decided
that
this
city
will
no
longer
act
as
the
pass-through
agent,
and
so
we
have
already
appropriated
some
money
we're

to
decrease
that
appropriation

contract
with

we

cost
of
diesel
is
something
that
we're
going
to
add
to
our
existing
contract
and
that's
basically,
what
we're
doing

reason
why
we're
rolling
this
contract
is
because
it's
up
on

1st
of
July
and
at
that
point
we
probably
won't
be
ready
at
the
Impala
and
Mike
heaven.

Gosnell
have
been
working
on
the
charges
in
the
Uptown
district,
with
the
view
of
trying
to
make
sure
that
we're
getting
all
the
funds
were
due.
There's
also
an
initiative
to
reorganize
some
of
the
Uptown
and
closed
in
neighborhoods
pick
up.
That's
also
going
to
take
some
time,
and
so
it
will
also
possibly
modify
the
contract.
It
seemed
them
since
we've
done
it
many
times
before,
like
a
good
idea.

long
as
we
have
the
job
July
1
deadline
looming,
so
our
ordinance
then
we'll
increase
the
unappropriated
balance
by
120
thousand
dollars
to
the
garbage
fund
to
cover
increased
fuel
costs,
increasing
the
total
appropriation
by
that
that's,
what's
going
on
last
time
we
had
a
direct
excuse
me.
We
had
pretty
much
a
flat
amount
every
year,
I,
don't
know
how
it
will
go
in
the
future.
I
think
that
the
service
director
will
be
talking
and
negotiating
on
that
point.
We've
got
a
year
to
cover
it.
I
hope
it
doesn't
take
that
long.

Grosvenor
Street
that
is
approximately

require
a
solution
that
will
be
approximately

feet

ordinance

this
is
for

design
costs

allocate

repairs
to
be
made
to
that.

the

control
officer
slot.

funded

at

one

previous
ordinances,

removing
funds
decreasing
some
funds

cover

code
inspectors

deleting

the
staffing
levels.

that's
amending
staffing
levels
also
we're
amending

proposing
to
amend
the
non-union
pay
scale
for
the
fiscal
year
for
the
fiscal
year,
ending
December
30
first,
but
we're
proposing-
and
this
is
what
we
discussed

executive
session

few
minutes
ago.
What
we're
proposing
is
that
we
would
give
a
flat
$1,000
increase
to
all
members
of
our
non-union
and
staff
in
grades,
one
through
six
and
also
the
people
in
grade
seven
of
eight
who
have
been
copped
out
and
have
not
received
a
raise
in
the
past
salary
schedule.

would
take
effect
if
everything
flows,
as
we
hope
July
1st
of
this
year,
would
flow
through
the
end
of
this
calendar
year,
and
we
propose
that
it
would
then
flow

December
to
July

that
time,
we

salary
schedule

necessary,

maybe

I'd
like
to
just
briefly
talk
about
something
that
impacts
our
community
impacts,
all
communities,
our
society,
something
that
you
know
you
might
see
report
of
here
and
there,
but
often
doesn't
get
talked
about
on
a
large
scale,
beyond
service
provision
or
intervention,
and
that's
of
sexual
violence
and
I'm
bringing
that
up.
Because
some
of
you
might
know
that
I
am
the
program
coordinator
for
the
sexual
assault
prevention
program,
run
out
of
tri-county
mental
health
and
counseling.

We
focus
on
primary
prevention
of
sexual
assault,
which
is
thinking
of
actions,
activities,
services,
things
to
do
educational,
wise,
legislative,
wise,
what-have-you,
to
stop
sexual
assault
from
happening
in
the
first
place,
so
we're
talking
not
only
about
reducing
victimization
but
also
reducing
possible
perpetration
and
I'm.
Just
throwing
this
out
there.
It's
something
that
I've
been
thinking
about
for
a
while
developing
a
proposal.
I'd
like
to
talk
to
City
Council
I'd,
like
to
talk
to
the
mayor,
talk
to
community
members
about
how
we,
as
a
city,
really
can
impact
this
problem
of
sexual
assault,
sexual
violence.

we
can
do,
according
to
the
spectrum
of
prevention,
not
only
about
individual
levels,
attitude
change.
What
can
we
do
in
our
businesses?
What
can
we
do
in
the
workplace?
Also,
what
are
some
things
that
we
might
be
able
to
do
legislatively
so
I'm,
just
throwing
that
out
there
and
letting
people
know
