city

enforcement

come

voluntary
compliance.

realize
that

violation
of
this
ordinance
does
not
result
merely
in
a
civil
citation
but
actually
involves
a
criminal
charge,
and
the
responsibility
of
filing
a
criminal
charge
is
one
that
I
and
prosecutors.

seriously

requesting
from
Council
tonight
money
for
postage
to
send
out
these
warning
letters
as
soon
as
possible,

with
the
city
income

trick

overburdened

tons

criminal
