B
Good
evening
welcome
to
Athens
City
Council
tonight
is
Monday
November
17th
2008
it's
on
or
about
7:30
p.m.
we
do
have
a
forum
with
six
of
seven
members
of
council
present
are
one
absent
member
and
seven
new
member
orientation
up
at
the
Statehouse.
So
congratulations
on
reports
and
communications
from
other
elected
officials
mayor
while
I
jump
right
over
that
device.
C
You,
mr.
president,
I
did
want
to
let
you
know
that
two
weeks
from
tonight
we
will
introduce
a
first
reading
of
a
legislation
that
has
been
submitted
to
us
by
the
Ohio
Department
of
Transportation,
and
this
will
be
to
give
the
Ohio
Department
access
to
the
exit
ramps
on
Route
33
within
the
city
limits,
so
that
they
can
do
work
on
the
guardrail,
drainage
and
regrading.
C
D
Me,
yes,
mr.
president,
I
received
a
communication
from
a
citizen
that
was
concerned
about
rental
signs
that
have
been
popping
up
around
town
that
look
like
they're,
semi-permanent
and
I
got
a
reply
from
the
service
safety
director
saying
that
there's
a
task
force,
that's
looking
at
the
current
sign,
ordinance
and
ways
to
improve
upon
it,
and
also
that
the
code
office
is
looking
for
violations
if
they
find
any,
they
will
act
on
themselves
just
one
day.
Let
people
know
that.
E
B
F
I
was
just
going
to
say
that
this
very
groupid
remember
Ghazni
was
talking
about
a
while
ago.
They
put
a
large
banner
on
it
on
a
building
on
Congress,
Street
and
I
called
the
code
office
about
it,
and
the
code
officers
were
on
their
way
up
there
to
deal
with
it
at
that
time.
So
they're
they're
doing
their
job
they're
staying
aware
of
rest
of
things
as
well.
They
can,
but
if
there
are
concerns
in
citizenship,
call
them
directly,
so
they
can
take
care
of
them
or
investigated
in
pretty.
B
G
In
terms
of
the
rental
signs
and
task
force,
their
task
for
us
I
think
is
actually
meeting
tomorrow.
If
you
want
to
know
more
about
it,
you
can
always
contact
Paul
load,
he's
kind
of
am
seeing
it
right
now
and
if
you
have
see
violations
that
you
need
to
talk
about,
we
do
have
a
new
website.
Although
I
don't
think,
there's
a
little
link
to
signs
that
are
amiss,
we
can
always
put
it
in
under
litters
and
employers
in
their
appropriate
appropriately.
G
G
G
Essentially,
this
is
that
we
have
some
preliminary
FEMA
maps
or
firm
maps,
I
think
actually
the
was
insurance,
Maps
they've
been
doing
some
updating
on
it
and
they
they're
accepting
anybody
interested
in
and
actually
the
maps
are
countywide,
but
it
includes
the
city
as
well.
So
if
you
want
to
look
at
them
and
view
them
I
know,
Bob
I
can
Berger
has
a
copy
and
I.
Think
Paul,
though,
does
and
Oh
DNR
will
probably
they're.
G
Fine
natural
resource
will
be
there
Wednesday
between
four
and
seven
and
I
think
actually
they'll
be
they
might
be
there
a
little
earlier,
so
you
might
be
able
to
catch
them
as
well,
and
that's
really
all
I
have.
H
Mr.
president,
has
the
lawyer
for
counsel
and
like
most
lawyers,
usually
when
I'm
talking
it's,
it's
bringing
bad
news
and
so
I'm
pleased
tonight
to
be
able
to
share
a
little
bit
of
good
news.
Usually
it
costs
money.
H
H
All
these
complaints.
I
would
also
like
to
thank
Chuck
Miller,
director
of
code
enforcement
and
all
the
employees
at
the
code
enforcement
office
and,
last
but
not
least,
my
chief
prosecutor,
lisa
Eliassen,
who
has
been
responsible
for
spearheading
the
enforcement
efforts
out
of
my
office.
It
looks
like
you
know
again.
We
came
into
this
with
a
shared
goal
of
compliance
and
getting
these
forms
filed
and
through
teamwork,
I
think
we
are
rapidly
advancing
toward
that
goal.
You've.
F
Mr.
president,
I
move
adoption
of
ordinance
1
2008.
Second,
this
ordinance
is
here
for
third
reading.
We've
talked
about
it
before
but
reiterate.
There
are
several
sections
here.
In
section
1,
we
are
appropriating
money
from
the
unappropriated
balance
in
the
general
fund,
25,000
dollars
to
the
tourism
fund
and
that's
to
cover
an
increased
amount
of
money
owed
to
the
convention.
Visitors
Bureau.
They
get
a
percentage
of
the
money
that
we
collect
from
hotel-motel
fees
and
we
we've
collected
more
than
anticipated,
so
we
needed
to
pass
a
little
extra
on
to
the
Tourism
Bureau.
F
Eighteen
thousand
dollars
even
to
the
Athens
enhancement
fund
for
flood
paint,
flood
plain
mapping,
the
earlier
maps
that
we
had
produced,
we
were
told
we're
not
adequate
and
we
need
to
hire
a
certified
map
maker
to
provide
those,
and
those
are
the
maps
that
people
will
be
able
to
see.
Is
that
true?
No.
F
D
D
Really
looking
to
tighten
our
belt
in
terms
of
the
city's
budget
and
I
realized
that
we
need
new
equipment,
new
cameras,
a
new
computer
and
but
I
would
and
I'll
make
a
motion
in
a
moment
if
I
can
get
a
second
to
having
discussed
this
with
anyone.
Yet,
but
I
would
look
to
reduce
the
amount
for
cameras
to
a
dollar
amount.
That
would
buy
two
cameras
so
that
we
can
cut
the
amount
that
we're
spending
but
still
replace
some
of
the
aging
equipment
that
we
have.
D
So
I
would
like
to
move
to
amend
ordinance,
zero,
1
2008
to
reduce
the
amount
in
section
one
for
the
cable
access
fund
from
eighteen
thousand.
Four
hundred
to
fourteen
thousand
eight
hundred
and
in
Section,
two
amended
to
reduce
the
eighteen
thousand
four
hundred
dollar
amount
to
fourteen
thousand
eight
hundred
and
in
section
3.
The
fourteen
thousand
four
hundred
to
the
general
fund
reduced
to
ten
thousand
eight
hundred.
B
Is
there
a
second,
your
motion
values
for
lack
of
a
second
further
discussion
on
the
motion
to
adopt
all
those
in
favor
of
adopting
ordinance
one
plumbing
aye
opposed
aye.
The
motion
is
carried
ordinances
for
first
reading,
coordinates
120
308,
an
ordinance
authorizing
design
engineering
of
the
carpenter
street
improvements
project
number
243
member
sands.
Mr.
F
President,
this
ordinance
does,
as
it
says
it
authorizes
some
funding
for
preliminary
design
engineering
for
a
project
on
carpenter
Street.
This
this
project
will
remove
the
bricks
from
carpenter
street
from
from
Lancaster
Street
at
the
northern
end
and
East
8th
Street
under
southern
end.
Do
some
work
on
storm
sewers,
create
a
better
base
for
the
street
and
then
replace
the
brick
surfaces
on
that
Street?
This
is
a
new
ordinance
that
was
introduced.
That
was
talked
about
to
us
by
mr.
F
stone
of
the
street
department
last
week
in
committee,
and
this
assures
us
that
we
will
keep
the
brick
streets
in
the
carpenter,
Street
area
and
actually
improve
them
tremendously,
where
earlier
projections
hadn't
told
Miss
middle
days
were
so
bad
that
they
need
to
be
taken
taken
up
and
asphalt
laid
down.
So
this
is
good.
What
we'd
like
to
do
is
this
ordinance
is
asking
us
to
apropriate
I,
had
the
number
right
here
and
lost.
F
40,000
40,000
I
thought
it
was
$40,000
even
for
the
design
engineering.
This
is
this
project
will
be
covered
by
issue
1
money
which
used
to
be
issue.
We
received
issue
2
funds
for
a
good
number
of
years.
Porthos's
they've
changed
the
name
to
issue
1.
Now
they
are,
and
so
this
would
be
an
80/20
match.
When
we
finally
start
the
project,
a
large
part
of
our
20%
match
will
be
in
the
form
of
any
kind,
particularly
labor,
lifting
and
resetting
the
bricks.
We've
been
doing
that
for
a
while.
D
B
Sands
I'm
glad
this
is
being
done.
I've
heard
many
many
times
the
fire
chief
complain
about
how
rough
that
section
of
street
is
and
how
difficult
it
is
for
the
fire
engines
for
many
sections
of
the
town
have
to
go
across
there
and
how
that
wears
them,
and
also
the
busses
in
town.
It's
pretty
rough
there,
it's
something
that
needs
done,
there's
probably
not
a
bigger
brick
proponent.
In
this
town
than
I.
G
Essentially,
this
is
coming
from
Ohio
Public,
Works
Commission,
good
money,
it's
a
little
bit
less
than
80
percent,
but
it's
about
there.
They're
gonna
give
us
about
four
hundred
thousand
dollars
to
do
this.
Some
of
it
will
be
in
crime
that
will
put
through
obviously
the
forty
thousand
for
the
design,
and
it
is
an
historic
district
that
requires
bricks.
G
G
B
G
G
Andy
stone
impasse
has
used
them
from
the
diversion
program
for
stacking
bricks
at
times
cleaning
bricks
at
times
mostly
get
the
excess
off.
So
he
has
utilized.
You
know,
students
for
that
or
community
service
for
members
of
all
sorts,
okay
and
I
can't-
and
you
know
just
it's-
it
is
hard
work,
but
it's
also
rewarding
in
that
sense
because
they
get
they
usually
get
a
reduction
in
their
fines,
and
everything
like
that.
F
Mr.
president,
I
know
that
we
need
a
Finance
Committee
meeting
for
next
time
and
also
I'll
announce
that
we're
gonna
have
two
reports:
page
a
lost
from
the
division,
Visitors
Bureau,
coming
to
present
their
annual
report
to
us
and
Rhonda
Clark
from
Community
Food
initiatives
will
be
coming
to
talk
to
us
about
their
backyard
composting
program
that
we
have
funded
in
the
labs.
Great.
