business

we

a
few
items
of
business
and
then
we
have
some
very
special
guests
joining
us
this
evening.
Our
first
item
of
business
is
to
establish
a
quorum.
All
members
council
members
are
present.
Our
next
item
will
be
to
dispose
of
the
minutes
for
our
regular
session
held
on
April
17
2017.

the

important

One
of
them
is
that
the
Ohio
EPA
has
recognized
the
city
of
Athens
and,
as
this
was
printed
up
in
the
Ohio
EPA
newsletter,
and
we've
been
recognized
for
about
six
things
that
we've
done:
upgrading
our
wastewater
treatment
plant
shifting
to
single
stream
recycling
collection,
we've
partnered
with
rural
action,
we'll
also
work
with
the
Soil
and
Water
Conservation
District.

also
have
a
new
website
for
the
city
of
Athens
and
parts
of
it
from
the
front
page
should
be
appearing
on
the
screen
for
you
now
it
looks
very
much
updated
and
more
sophisticated,
and
as
part
of
that,
we're
also,
we
will
have
a
new
video
on
that
website
about
the
Stimson
Avenue
roundabout.
That
is
planned,
and
so
that's
going
to
help
us
with
some
of
the
updates
and
the
timelines
and
maneuvering
around
that
that
traffic
situation
in
town.

long

to
share
briefly
that
I've
received
a
few
concerns
regarding
the
challenges
of
transitioning
to
the
Union
Street
parking
situation.
A
couple
people
expressed
frustrations,
trying
to
figure
it
out,
we're
confused
by
the
lack
of
meters
and
weren't
sure
whether
being
ticketed
initially
and
then
had
some
difficulties
downloading
the
app
so
I
just
want
to
share
that
with
administration
and
acknowledge
that
it
can
be
period.
So,

Things,
communications,
first,
one
being
that
Stewart
Street
tomorrow,
May
2nd,
will
be
closed
between
Mill
Street
and
Miller
iron
Street.
This
is
for
sanitary,
lateral
repair
taking
place
on
that
Street
Madison
Avenue,
also
going
to
be
closed,
will
be
closed
tomorrow
between
8
a.m.
and
3
p.m.
for
repairs.
This
is
between
Franklin
and
east
8th
Street
and
then
the
big
ones
that
again
have
been
briefly
touched
on
is
the
McKinley
Avenue
Extension
and
Stimson
Avenue
roundabout,
just
as
a
reminder
that
phase
1a
is
underway.
I
Now
the
signs
are
up
that
you're
going
to
see
Stimpson
Avenue
being
closed
between
McKinley
Avenue
and
Rock
River
Road.
It's
important,
though,
to
note
that
the
businesses
are
still
open
in
that
corridor
so
and
there
are
ways
to
get
to
that
corridor
without
using
Stimson
between
McKinley
Avenue
and
Rock
riffle.

Another
update
real,
quick
one
on
an
update,
but
everyone
knows
the
orange
barrels
are
out
for
33
for
the
exit
ramps
beginning
today,
East
8th
Street,
it's
the
westbound
entrance
ramp
at
East,
8th
Street,
being
closed
for
the
concrete
repair
work
taking
place
down
there.
So
again,
just
pay
attention
to
the
variable
message:
signs
that
are
up
that
indicate
what
the
detours
are,
as
well
as
the
signs,
but
again
I
can't
stress
this
enough
that
businesses
are
still
open
in
that
corridor
through
all
these
quarters.

We
had
divers
in
the
water
that
we're
looking
at
the
structural
integrity
and
it's
fine.
The
reservoir
is
in
great
shape,
but
with
that,
what
does
tend
to
happen
is
that
some
of
the
sediment
and
those
in
the
reservoir
can
get
stirred
up
and
I
know
that
a
council
member
Pappy
shared
with
me
a
photo
of
a
glass
of
water
that
that
does
look
discolored.
The
water
is
safe.
I
It's
chlorinated
the
suggestion
to
anyone
whose
water
may
appear
of
a
different
color
other
than
crystal-clear
water.
Let
your
taps
run
for
a
while.
How
fortunate
is
this
they
were
now.
You
know
April
was
water
conservation
month.
So
now
that
that's
we're
over
that
go
ahead
and
let
your
water
run,
but
but
I
guess,
first
and
foremost
did
it
safe.
So
it's
not!
You
don't
have
contaminated
water.
It's
just
discolored
because
of
some
of
the
sediment
that
has
been
kicked
up
by
the
divers
that
are
inspecting
or
did
inspect
the
reservoir.

and
this
is
introduced
by
councilmember,

when
I
first
proposed
this
ordinance,
so
I
was
dealing
with
two
situations.
One
was
the
extended
closure
of
the
Union
Street
area
and
then
the
second
issue
was
the
end
of
Court
Street
by
the
Family
Dollar
section,
where
the
sidewalk
had
been
closed
off.
Our
current
ordinance
of
merely
says
that
no
person
shall
obstruct
in
a
street
alley,
sidewalk,
etc.

With
stands
for
building
leaves
a
lot
to
be
dealt
with
when
you
have
situations
where
construction
needs
to
be
done,
where
long
term
obstructions
are
going
to
be
in
place.
So
in
drafting
this
ordinance,
I
tried
to
do
three
things.
One
I
tried
to
deal
with
the
fact
that
certain
people
would
be
trying
to
have
the
right
to
obstruct
sidewalks
or
streets
to
make
very
temporary
repairs
to
recur
sidewalks
themselves
or
something
so
we
gave
it
a
five
day
permit
that
they
could
obtain
very
easily
to
do
so.

We've
done
several
years
with
the
obstructions
on
Union
Street
of
having
been
in
place
on
the
city
having
not
received
any
kind
of
reimbursement
for
the
loss
during
that
time,
and
it's
quite
understandable.
This
was
a
tragedy
and
it
was
understandable.
However,
there
was
nothing
in
the
ordinance
that
would
have
dealt
with
how
how
to
remedy
the
loss
for
the
city.

What
I've
proposed
to
do
mainly
in
Section
one
in
paragraph
four
I,
was
basically
given
the
city
service
safety
directive,
the
authority
to
go
in
there
and
to
say
basically,
you've
got
to
get
a
permit
to
start
with.
You
lay
out
your
plans
for
the
permit,
if
I
determine,
then
that
things
need
to
be
changed
as
you
need
to
speed
things
up,
then
the
city's
for
service
Safety
Director
can
either
remote
that
permit
or
require
the
person
in
order
to
maintain
that
permit
to
actually
make
the
changes
that
are
necessary.

fact
that
citizens,
the
average
citizen,
has
to
pay
that
same
money,
so
we're
not
exactly
in
any
kind
of
punishment
of
on
the
Builder
we're
not
exactly

any
kind

extortion

pay
what
everyone
else
pays
and
I
believe.
That's
fair

believe
this
ordinance
has
gone
through
a
lot

changes,

we
all

accommodate

wishes

council

and
I
would
hope
that
council
would
approve
it.

burdensome

associated

area

drop-off
and
pickup,

allows
for
some
turning
of
traffic
as
well
as
pedestrian
crossing
anybody.
Who's
had
a
child
go
to
school.
There
knows
how
how
difficult
that
area
is
we
initially
looked
at
95,000,
but
obviously
the
cost
of
the
equipment
and
the
time
that's
gone
by
us.

has
gone
up,

kind

collaborate

county

bike
trail

we
know,
it's
a
tourism
destination,

lot
of
people
use
it.

local
marathon
accesses
it.

local
triathlon,
a
number
of
special
interests
focus
on
the
bike
trail
and
our
parts
of
it
that
were
heavily
covered
with
debris
and
accessibility
issues
for
able-bodied
and
