I
drafted
coming
from
my
office
as
it
relates
to
the
events
that
unfolded
a
week
ago
in
Charlottesville
and
if
I
may,
over
the
past
week,
I
have
been
shocked
and
saddened
by
what
has
happened
in
our
country.
The
hatred
and
bigotry
seen
in
Charlottesville
represents
ideologies
of
the
past.
That
cannot
and
will
not
be
tolerated
today,
especially
here
in
Athens
those
who
converged
on
Charlottesville
with
their
slogans
of
hatred,
weapons
of
pasta,
ability,
torches
of
terrorism
are
hoping
that
what
happened?

There
will
be
the
beginning
of
a
campaign
to
fragment
our
country
along
religious,
racial
and
ethnic
lines.
This
is
so
against
the
ideals
of
our
ideals
as
a
nation
that
people
of
goodwill
must
not
remain
silent
as
Athenians.
We
have
always
prided
ourselves
and
welcomed
with
pride
ourselves
and
our
welcoming
attitude
and
inclusivity
to
all
individuals,
regardless
of
race,
religion,
gender,
ethnicity,
sexual
orientation,
gender
identity
or
abilities.
I
want
to
emphasize
that
everyone
is
welcome
here
in
Athens,
and
the
city
is
proud
of
our
diversity.

If
anyone
ever
feels
that
they
have
been
discriminated
against
or
made
to
feel
uncomfortable
by
the
rhetoric
of
others,
I
urge
them
to
reach
out
to
me,
outdated
attitudes
and
views
should
not
continue
to
thrive
in
a
city
so
proud
in
its
progress.
The
violence
that
erupted
between
the
white
supremacist
and
the
counter
protesters
in
Charlottesville
proves
that
divide
in
this
country
is
greater
now
than
ever.
I
urge
citizens
to
reach
out
to
each
other
have
open
dialogue
to
create
a
future.

upset

method

understanding
is
that

of
agreement
and

some
point
in
time
the
city
received
some
land
from

University,

understanding
that
we
would
then
at
some
point
in
time
release
this

property.

imperative

kind

activity
is
taking
place

if
there
are
exchanges
between
the
University
and
the
city,
that

city
should
have
some
real
benefits

it

accrue

particular
case
again
as
I

not
opposed
to
the
university
having
this
property,
because
I
think
it's
a
valuable
property
for
them
and
the
city
will
benefit
from

medical

about
the
method
that

used
to
facilitate
this.

something
that
we
have
discussed

length
for
quite
some
time.
It
is
a
pilot
project

the
streets
are
listed
within
the
ordinance
and
it
is
moving
forward.
Looking
at
sustainable
efforts
with
our
parking
in
our
community.
I
have
said
all
along
that.
I
strongly
believe
that
the
24
hour
parking
ordinance
once
it
was
enforced,
has
living
in
a
closed-in.

Neighborhood
has
helped
tremendously
with
the
parking
issues
that
used
to
exist,
but,
as
with
any
ordinance,
I
think
it's
also
a
living
breathing
document
and
we've
learned
some
things
over
time
with
the
parking
in
our
commune
regarding
those
in
our
areas,
older
neighborhoods,
especially
where
homes
were
not
built
for
2017
standards
or
upgrades
whatever.
So
we
have
many
homes.
Many
people
here
who
signed
a
petition
brought
forward
by
a
citizen
that
they
have
no
parking
and
they're
not
going
to
get
a
a
curb
cut
from
the
service,
Safety
Director
or
even
geographically.

that
even
happen?
So
through
many
months
and
many
discussions,
the
ordinance
says
it
exists.
Has
we've
come
up
with
this
ordinance
and
the
main
issue
is
that
if
you
are
deemed
by
our
city
administration
as
having
zero
or
only
one
parking
spot
on
your
property,
you
are
able
to
buy
a
permit
for
twenty-five
dollars
that
will
be
in
your
vehicle.

instructions
on
how
to
do
that
and
you
will
be
able
to
park
your
car
for
72
hours.

young
man
up

and
asked

program

extended

streets,
and
he
raised

basically

equal
enforcement

parking
issues.

to

think
that
it

much

appropriate
to

it

Citywide
parking
regulation

than

burdensome
on

am
speaking
personally
as
a
resident
on
this
issue,
so
when
I
first
moved
to
Athens
in
2015
for
my
job
at
the
Health,
Department
I
knew
I
wanted
to
live
right
downtown,
particularly
because
I
wanted
to
walk
to
work,
and
in
the
years
since
I've
lived
on
both
West
Washington
and
also
West
State,
though
I
know
Wesley,
it
is
not
included,
but
I've
had
to
personally
experience
moving
my
car
daily
for
about
a
year.
I
Now,
though,
I've
always
been
thankful
to
live
in
Athens
and
I
came
here
intentionally
and
loved.
Being
here,
I
felt,
like
my
schedule,
revolved
around
moving
my
car.
It
greatly
impacted
my
quality
of
life,
particularly
if
I
wanted
to
feel
free
to
go
somewhere.
I
was
sick
or
maybe
just
on
Saturday
morning,
when
I
didn't
want
to
go
with
my
car
and
just
relax.

commute

Athens
does
not

property
tax.
The
county
has
a
property
tax,
but
we
do

large
portion
of
area
that
the
county
would
normally
be
servicing
in
terms
of
road
repair
and
bridge
repairs
and
so
on,
because
we
occupied
most
of
Athens,
Township
and
part
of
Canaan,
so
consequently,
the
county
reimburses
the
city
for
our
share
of
repairs
to
those
streets
and
bridges
and
so
on,
just
normal
maintenance.

whereas
the
council,
in
accordance
with
provisions
of
law,
has
previously
adopted
a
tax
budget
for
the
next
seceding
fiscal
year,
commencing
January
1
2018,
and
whereas
the
budget
commission

on
to
this
council,
together
with
an
estimate

the
county
auditor
of
the
rate
of
each
tax
necessary

realized
that
the
city
does

work
outside

limits.

reimbursed
for
that,
we

my
understanding
is
the
administration
has
told
us
that
this
is
past.

can't
do

about
it
and

do

asking

administration

do
something
that
would
allow
the
protection

the
citizens

that
Rock
Road
area
that
goes

coming
forward

this

parking
spaces
aren't
