Athens

applying

the
Ohio
Department
of
the
belt
of
development
for
funding
under
the
Community
Housing
Improvement
Program.

first
public
hearing
was
held
I
believe
four
weeks
ago
tonight,
at
which
point
in
time
the
various
requirements
of
the
program
who
was
eligible.
What
kind
of
services
were
allowed
that
sort
of
thing
as
cover
since
then?
I
have
been
working
on
an
application
for
the
city
to
submit
to
the
Department
of
Development.

The
application
deadline
is
this
Friday
April
7th?
The
purpose
of
this
hearing
is
to
inform
the
public
that
the
city
does
intend
to
apply
for
funding
for
the
community
housing
improvement
program,
the
amount
of
three
hundred
and
seventeen
thousand
dollars,
and
then
the
public
will
certainly
have
an
opportunity
to
comment
on
that
proposed
application
if
they
wish.

by
way
of
comparison,
the
current
chip
grant
that
the
city
has
is
funded
at
290
mm.
So
it's
a
little
bit
more
within
that
application
are
three
basic
activities
down
payment
assistance,
slash
rehab
I'll,
get
into
what
these
activities
are:
private,
rehab
and
home
repair
downpayment
assistance,
/
rehab
is
an
activity
that
provides
assistance
to
family
to
purchase
homes.

It
helps
with
the
down
payment
and
closing
costs
for
that
family
to
buy
a
home
then,
once
the
home
is
purchase,
assistance
then
becomes
available
for
rehabilitation
to
bring
the
house
up
to
certain
state
rehab
standards.
The
total
amount
of
assistance
within
that
activity
is
seventy
eight
thousand
dollars,
and
that
is
for
two
units.
So
roughly
that's
at
thirty
nine
thousand
dollars
per
unit
again.
That
includes
the
down
payment
as
well
as
rehab
services.

second
activity
is
is
strictly
rehab,
which
is
for
individuals
who
already
own
their
home
and
again
it's
the
rehab
services
that
are
provided
would
address
all
the
major
structural
mechanical
electrical
plumbing
systems
in
the
home.
Again
within
this
grant,
there
are
two
units:
two
homes
budgeted
at
seventy
six
thousand
dollars
or
thirty.
Eight
thousand
dollars
per
unit,
which
is
far
less
from
the
downpayment
assistance
in
rehab,
and
then
the
third
activity
is
home.

activity
is
funded
at
$125,000
to
undertake
that
work
for
14
homes
under
$25,000
is
the
most
that
can
be
budgeted
for
that
activity
based
on
the
Dept
of
developments
guidelines,
it's
unfortunate,
I
think,
because
not
only
working
with
the
city
by
working
with
the
counties
in
the
past,
we've
discovered
that's
typically
the
single
activity
that
that's
in
the
highest
demand,
but
you
can
only
go
up
225
thousand
and
fourteen
Holmes
is
about
all
you
can
do
on
that
amount
of
money.

believe
this.

the
amount

fourteen
homes
were
also
included
in.
We
were
able
to
squeeze
in
a
fifteenth
because
we
kept
the
average
down
with
that.
So
those
are
the
basic
activities
in
the
grant.
There
is
also
administrative
funds
built

this
grant
that
so
there
are
no
administrative
funds
coming
from
the
city
towards
the
operation
of
this
bill.

the
guidelines
established

the
state
again,
it's
was
it
more
than
the
current
application
again.
The
application
deadline
is
this
Friday
and
that's
pretty
much
it
it's
very
similar
to
the
current
grant
and
in
fact,
it's
identical

terms
of
a
number
of
units.
It's
just
slightly
more
dollars
because
the
the
ceiling
on
expenditures
per
activity
has
been
increased
over
the
past
two
years.

it's
based
on
what's
needed
for
the
home,
because
again
you
can't
do
more
than
two
things.
If
you
do
more
than
two
things
to
the
house,
it's
considered
rehab
and
then
you
have
to
do
it.
The
whole
house,

uncle
Leroy
just
rewired
the
home
two
years
ago
and
uncle
Leroy's
electrician
and
knows
exactly
what
he's
doing
and
that
electrical
system
might
be
good
for
another

perfectly
safe

fine,

we

find
in
a
rehab
job.

would
have
to
go
in
there
and
because
it
doesn't
meet
certain
standards
of
the
state
is
establish.
We
have
to
tear
it
all
out

put

brand-new
electrical
service.
That's
bad
thing!
You
were
doing
a
rehab,
but
on
a
home
repair
that
home
obviously
doesn't
need
to
be
rewired.
So
we
could
look
at
one
or
two
other
things
without
addressing
that
at
all.
So
if.

The
first
application
was
submitted
three
years
ago
and
it
was
not
as
ambitious
as
the
second
two
of
them,
because
we
wanted
to
make
sure
that
the
city
was
successful
because
it's
a
bad
experience
that
occurred
in
this
program

were
successful
in
the
first
grant
and
in
fact,
since
these
are
two-year
grants,
we
had
done
most
of
the
work
by
the
application
around
the
succeeding
years
that
the
city
was
able
to
apply
again
in
succeeding
years
and
right
now,
with
eight
months
seven
months
to
go
in
the
grant.

fact,
one
of
the
things
that
we
we
talked
about
this
at
the
first
public
hearing,
based
on
our
experiences
last
go-round,
felt
like
it
was
probably
prudent
that
the
city
didn't
try
and
do
a
whole
lot
more
than
what
was
undertaking
this
current
round.
Because
if
you,
if
an
application,
says
we'll
do
10
units
and
you
can
only
do
6
the
succeeding
application
that
is
going
to
be
downgraded
and.

These
things,
as
long
as
we
see
the
need,
we
could
keep
all
right
right.
There's
a
two
years
ago
in
the
city
of
Clyde.
It
had
an
active
grant,
but
because
the
vast
majority
of
the
activities
in
the
previous
one
were
already
done,
they
were
able
to
reapply
again
in
two
succeeding
years,
but
typically
grantees
wait
and
apply
every
other
year
and
in
fact,
there's
a
new
requirement
coming
in
place
next
year
that
a
community
community
can
only
apply
every
ten
years.

but.

One
other
item
that
I
just
became
aware
of
from
the
state,
because
the
the
grant
application
is
mirrors
the
current
application,
in
terms
of
the
number
of
units
to
two
and
fourteen
that
required
a
minor
revision
in
the
city's
chiz

planning
document

bring
them
down
to
a
level
two,
the
city
code.
They
could
do
they've
approved
that,
and
they
just
notified
me
of
that
at
some
point
in
time.

think
it's
coming
up
soon,
maybe
by
the
1st
of
May,
they
would
requesting
that
the
City
Council
adopt
an
ordinance
adopting
it.

the

council

we

open
the
bids
for
the
interchange
work
at

Street.

two

estimate

thousand

bid
came
in

down
about

dollars
for
the
year.

council

sewer

parallel
to
Columbus
Road
that
was
damaged

case

has
left
the
base
rate
for

container
week
alone
after

with
the,
in
the
spirit
of,
if
you
recycle
more
and
throw
away
less,
that
you
can
keep
in
that
550
part
of
the
the
rates.

discussion
is
that
occurred
was
to
be
raising
everything
greater
than
50
cents,
as
the
capacity
goes
up.
The
conversation
I've
had
with
with
members
of
the
public
actually
were
very
concerned
about
solid
waste
is
that
we
should
be
having
more
incentive
monetary
incentive
to
throw
away
less.
Oh
just
a
50%
raise
from
their
point
of
view,
was
not
it's
just
a
linear
raise.

they'd
like
to
see
something
with
a
little
bit
more
curve
to
the
line.
So
to
speak
and
I'm
aware
the
fact
that
you
know
we
will
have
contracts
with
the
as
this
huffing
waste
district
that
will
probably
change
cost

theirs

gone
up.
So
we
can
expect
changes
this.
You
know
tipping
fees,
gas,
you
know,
I
mean
these
are
things
that
you
know
and
and
of
course,
medical
insurance,
and
it
covers
everybody.
So
these
are
things
that
we
have
to
look
at
in
terms
of
what
what
drives.

revisit
this
next
meeting

and

think

exponential
issue
I've
heard
before

didn't
quite

time

of

as

an

first
one

thousand
dollars
to
the
garbage
fund.
We
headed
this
session
that
committee
meeting
last
week
that
we
would
like

suggested
primed
the
pump
again
with
regards
to
the
to
the
recycling
containers
years
ago.
When
those
recycling
containers
were
first
available,
they
were
given
one
to
each
unit
that
produce
back
many
of
those
units
no
longer
have
those
available,
we'd
like
to
make
them
available
at
no
cost.
We're
very
minimal
cost.

$20,000
with
by
us
approximately

many
about
2400
of
these
containers
and
they
would
be
made
available
to
the
public
for
recycling
activities.

second
part
is
$2,800
$2,800
to

general
fund.
This
would
pay

software

training
or
new
computer,
which
is
being
purchased
by
the
office
of
the
treasurer.
