A
B
Not
sure
George
is
looking
into
making
sure
that
there
is
no
other
contingencies
there.
There
could
be
and
anytime
you
get
into
an
old
situation
without
old
vision.
You
never
know
I
am
preparing.
There
will
be
a
contingency
built
into
this
at
ten
percent,
so
those
are
not
bottom
line
figures,
even
in
the
forty
six
thousand
for
the
stairs
I'll
have
a
forty
six
hundred
built
in
to
that
for
contingency
in
case
something
what
else
would
have
to
be
replaced
and
it.

I
have
not
gathered
past
maintenance,
cost
I
was
there
at
the
service
garage.
I
know
what
it
costs
us
to
fix
them
now
and
then
and
then
we
have
to
go
clean
them
off
every
time.
It
would
turn
bad
weather
with
the
snow.
I
can
remember
all
of
that,
but
I
don't
really
have
a
listing
cost.
What
it
costs
us
to
fix
and
maintain,
but
the
only
ones
that
I
see
right
at
the
moment
are
the
ones
from
fourth
leading
up
to
Fairview
right
I.
Also.

A
A
E
H
Some
of
these
are
500
capital.
Other,
like
the
warning
track,
diverges
it's
not
a
capital
expense.
It's
a
to
300
series,
whereas,
like
one
of
the
things
Jim
hasn't
mentioned
yet
was
we
got
a
grant
from
the
United
States
Tennis
Association
for
seventeen
hundred
eighty
dollars,
the
purchasing
windscreens
for
the
tennis
courts,
while
that
takes
a
50%
match?
H
That
would
be
a
capital
capitalize,
the
other
two
or
three
grants
that
we
receive,
or
two
of
them
were
from
the
Ohio
Arts
Commission
for
Arts
West
to
put
on
two
different
productions:
one's
the
Oktoberfest
I
think
that
Carol
probably
remember
that
one
better
than
I
asked
to
the
mouse
and
the
other
is
for
the
dance
performance
that's
going
on
over
here
with
teaching
and
and
everything.
We
also
have
a
thousand
dollars
received
from
the
alphas
foundation
as
matched
so
we
have
two
upfront
most
of
these
costs,
but
even
we
got
the
money.
H
A
D
D
G
A
G
A
A
A
D
A
D
G
A
I
Exactly
but
the
city
took
back
all
the
cell
phones
that
we
paid
for
and
now
they
are
giving
given
an
allowance
to
purchase
their
own
cell
phones
and
that
cell
phone,
it's
for
the
IRS.
This
came
through
our
auditors,
but
it's
really
an
IRS
regulation
that
that
having
a
cell
phone
is
considered
a
taxable
fringe
benefit.
I
If
they
we
furnish
phones
and
they
have
to
keep
a
phone
log
and
keep
track
of
every
call
they
make,
and
you
know
then
pay
for
personal
calls
and
it's
a
lot
of
bookkeeping,
and
so
what
we've
done
is
they
purchase
their
own
phone
which
they
can
use
whenever
they
want,
and
we
give
them
an
appropriate
allowance
for
the
amount
of
time
they
use,
use
it
for
city
business
and
then
it
gets
taxed
on
their
paycheck.
So
these.
D
A
This
whole
section
two
is
taking
funds
that
have
been
appropriated
and
we're
going
to
be
changing
them
to
another.
Two
other
accounts
in
Section
three,
so
you'll
see
that
all
of
the
cell
phone
numbers
that
we
talked
about
have
gone
from
transaction
class
300,
which
was
the
phone
class
over
to
a
vault
class.
A
E
H
Someone
as
leftist
open
this,
the
two
cases,
one
is
that
someone
does
have
a
high
usage,
and
that
goes
over.
We
have
the
ability
to
raise
that
to
cover
the
actual
cost
and
it's
reviewable
on
a
three
month
basis.
The
other
thing
is
that
we've
shortened
the
list
of
people
that
were
requiring
to
have
cell
phones
ie.
They
don't
allow
us,
but
if
an
employee
wants
to
use
their
own,
it's
not
required,
but
does
use
it
for
city
business.
H
That
could
be
a
reimbursable
expense
right
now,
Kathy
and
I've
talked
about
50
cents,
because
you
can
use
the
payphone
says
so,
if
you're
making
a
call
for
the
city
on
your
own
personal
phone,
if
you
want
to
submit
it
for
reimbursement,
you're
allowed
to
say
this
travel
or
other
other
types
of
common
expenses
didn't
get
us
in
compliance
with
the
IRS.
From
the
standpoint
of
what
is
taxable
benefits
versus
Babak.
H
H
H
E
H
H
A
A
A
D
A
I
You
understand
that
that
if
we
get
an
invoice
for
work
already
performed,
we
can
certify
it
with
her
then
and
now
certificate
if
it's
a
$3,000
or
less
in
our
office.
If
the
funds
are
there,
these
funds
are
there
they've
been
appropriated,
but,
as
Jim
said,
they
have
a
project
at
a
contract,
along
with
your
paving,
and
that's
asked
them
to
do
some
additional
work.
That
was
out
of
the
scope
of
the
original
contract,
which
we
already
had
a
po4,
and
so
the
PIO
came
after
the
fact.
I
It's
been
appropriate
in
the
street
fund,
the
work
need
to
be
done,
and
so
they
want.
They
want
to
buy,
can't
really
sign
off
on
that
without
council
approval
for
that
amount,
so
and
I
ask
that
it
be
suspended
tonight,
because
the
work
was
done
of
least
a
month
ago.
We
we
do
a
fair
amount
of
work
with
your
paving
and
I
just
think
it's
appropriate
to
go
ahead
and
interval.
K
H
D
H
H
H
G
Here's
a
miscellaneous,
really
the
whole
thing
is
I
wanted.
We
had
they
draft
from
the
Queen
committee
in
terms
of
trying
to
get
a
little
control
officer
and
I
know.
Nance
and
I've
been
looking
at
the
books
trying
to
figure
out
where
the
money
comes
from.
We
can
get
money
to
fund
something
like
this.
The
latest
thing
I
got
from
Ray
David,
that's
a
706
that
that's
a
what
Dave,
with
some
kind
of
less
we
were
about
the
net
revenue
for
the
solid
waste
recycling.
Our
garbage
fund
is
about
16,000
according
to
him.
G
So
really
what
I'm
one
of
people
to
think
about
is
what
to
do
about
putting
a
litter
control
officer
a
paying
one.
If
you
look
at
the
recommendation
of
the
clean
committee,
they
talked
about
adding
a
dollar
on
to
the
recycling
fee.
I
know
we
increase
the
rates
garbage
rates
by
50
cents.
You
think
last
two
four
months
ago,
because
it
was
I
think
the
dialogue
at
that
time
is
that
would
not
be
sufficient.
So
the
alternative.
K
G
E
The
other
cans
there's
some
urgency
with
respect
to
solid
waste,
I
mean
with
respect
to
litter
itself.
Clean
committee
th
seems
like
I,
made
a
pretty
decent
recommendation.
A
separate
line
item
litter
controls,
everyone
free
recycling
user,
which
would
get
commercial
to
residential
in
the
same
route
as
it
stands
right
now,
50
people
from
the
apartment
building
at
this
fee
of
Stuart
and
nil,
create
a
litter
chrome.
E
It
will
be
add
revenue
though
they
will
be
paying
for
the
enforcement,
which
I
guess
was
why
the
clean
committee
came
up
with
the
strategy
that
they
did
so
I
can
understand
what
you're
saying
I
think
that
you
can
see
that
a
purchase
order
wasn't
plow
them,
and
you
know
that
there
are
their
sickness
and
the
service
safety
directors.
I
mean
there's
personnel
issues
going
on
and.
D
K
K
E
Know
probably
be
the
end
of
the
year
before
that
happens,
and
then
you
have
to
hire
the
letter
officer
so
will
be
a
whole
academic
year
that
will
pass
before
it's
taken
care
of
I.
Don't
know
why
people
would
complain
about
hire
garbage
rates.
I
can
just
say
that
if
you
compare
it
and
I
usually
do
it
by
class
anyplace
else
in
the
state.
E
G
G
D
E
E
D
G
E
E
E
G
J
E
K
One
of
the
things
that
was
discussed
in
the
conversation
with
counsel
when
this
was
brought
up
several
months
ago.
It
was
kind
of
a
preliminary
report
from
clean.
There
was
some
discussion
at
the
time,
also
about
uptown
and
the
sidewalk,
a
Street
sidewalk
sweeper
thing,
and
people
in
the
Uptown
franchise
area
paying
into
that
person
that
equipment
and
the
person
who
would
run
it
and
one
possibility
that
was
discussed
was
that
the
litter
control
officer,
part-time,
be
doing
enforcement
in
the
neighborhoods
and
part-time
would
be
actually
cleaning
up
there.
K
E
G
C
D
A
In
the
neighborhood,
regarding
firecrackers
being
going
on
not
just
fourth
of
July
but
really
since
warm
weather
has
started
and
they're
continuing
weeknights
weekends
afternoons,
she's
she's
talked
to
them
the
police
officers,
it's
very
difficult
for
them
to
come
and
locate
difficult
for
anybody.
But
it's
another.
C
H
G
I
took
a
walk
back
there
and
I'm
looking
at
cars
are
packing
perpendicular
in
the
back,
and
it
has
a
numbered
system.
Saying
I
see
like
one
and
three
some
chain
going
along
back.
This
would
be
the
north
side,
so
it's
not
actually
in
the
alley.
But
it's
where
the
parking
lot
is
to
the
west
of
the
armory.
You
know
those
hours
or
somebody
else's
right
behind
the
right
right,
where
the
parking
lot
is.
Essentially
that
could
be
I'd
have
to.
H
A
C
J
J
The
reason
for
the
amendment
I
want
to
make
sure
that
I'm
doing
this
crackdown,
some
of
the
men
members
of
the
King
car
club
are
here.
The
amendment
is
to
change
the
times
on
the
street
closing
and
also
to
also
say
that
Court
Street
doesn't
need
to
be
closed
down
at
all,
that
correct,
won't
leak
or
treat
at
all
and
to
change
the
times
from
instead
of
1
to
4
p.m.
from
11
a.m.
to
3
p.m.
as
they'll
be
using
doing
their
test
a
pie
sheet
from
12
to
2
so
an
hour.
Each
way.
J
J
C
C
J
J
C
All
those
in
favor
of
adoption
of
ordinance,
80,
706
hi,
then
supposed
the
ordinance
has
been
adopted
now
under
ordinances
for
first
reading
ordinance
88,
both
sexes,
an
ordinance
points
in
a
portion
of
Union
Street
from
Floyd
Street
College
Street
on
Friday
September
1st.
Those
six
from
Ohio
University
pep
rally.
Remember
follows
mr.
J
President,
this
is
an
ordinance,
as
you
stated,
to
close
the
street
up
to
closed
unit
street
during
Friday
of
moving
weekend
after
discussing
it
and
link
during
committee
meeting
couple
weeks
ago.
It
was
discussed.
I
just
wanted
to
be
sure
that
there
was
communication
going
on
between
the
athletes,
police
department
and
the
only
Police
Department
is
for
staffing
and
who
would
and
wouldn't
be
patrolling
and
at
what
times,
and
it
would
be
a
problem
for
either
department
chat
tonight.
J
If
we
have
any
questions
for
him
directly,
they
will
state
that
I've
been
in
communication,
good
Chad
and
he
has
discussed
the
event.
Everything
with
a
UPD
and
basically
no
problem
with
it,
wouldn't
have
a
problem
in
providing
officers
to
patrol
and
also
stated
that
Friday
night
wasn't
a
big
deal
to
them
as
far
as
closer
to
Street
down,
because
they
were
more
concerned
with
Saturday
morning
when
the
second-year
students
will
be
moving
into
some
of
the
Uptown.
D
J
But
Freddy
was
that's
the
chief
Matthews
from
o-ue
PD
and
I
also
believe
that
chief
mayor
from
Athens
Police
Department
after
discussing
us
with
chief
Matthews,
was
also
had
some
concerns
about
staffing.
I.
Think
that,
after
their
communication
that
he
may
be
may
be
okay
and
comfortable
with
the
fact
that
OPD
will
be
helping
with
staffing
Street
closing
I.
Don't
know
if
the
mayor
had
anything
to
add
an
addition
to
be
closing
or
no.

E
Is
a
letter
from
a
state
pearson
on
the
6th
of
June
attached
to
the
accounts?
Documents
in
support
of
a
request
to
ou
are
parking
on
the
city
right-of-way.
At
the
reference
address.
This
request
is
necessary
in
order
to
meet
the
partner
requirements
associated
with
the
proposed
views.
The
structure
has
to
this
time
then
owner-occupied,
where
the
original,
through
it
was
for
construction
of
a
two-family
dwelling.
E
The
building
was
constructed
in
such
a
manner,
but
the
second
unit
has
never
been
occupied
at
the
time
of
approval
for
construction
in
1995,
the
parking
requirement
was
1.5
parking
spaces
per
unit.
The
requirement
is
now
a
minimum
of
2
per
unit
or
one
per
permitted
occupation.
The
original
permit
to
construct
was
issued
for
a
two-family
dwelling
unit
and
issued
on
the
21st
of
March
1995
when
the
area
in
question
was
still
zoned.
R29
April
1
1996
I
issued
a
cease
and
desist
order.
E
Based
on
the
fact
that
the
district
designation
had
changed
from
r2
to
r1
and
construction
process,
progress
was
lacking
on
September
16th,
the
Board
of
Zoning
Appeals
overturned.
My
order
and
the
appellant
was
allowed
to
continue
with
constructions,
have
attached
copies
of
the
procurement
with
rakia
storko
services.
Letters
minna-san
BCA
resolution,
please
be
aware
of
the
theory
proposed
for
parking
Maloney
accommodate
three
vehicles
in
list,
but
the
zoning
district
r1
permits
stacking.
E
The
is
proposed
his
duplex
rental
antenna
per
unit
for
what
in
one
unit
and
one
in
the
other,
so
some
of
you
may
have
this
and
others
of
you
may
not,
and
you
have
Central
Avenue
right
of
way
here,
which
is
a
bigger
size
right
of
way
by
the
looks
of
things.
Have
some
pictures
and
I'm
almost
inclined
at
this
point
to
go
out
and
look
at
it
to
try
a
seal
trip
here,
because
the
math
I
showed
you
which
is
included
in
the
packet
from
Steve.
E
My
guess
it's
from
the
Zoning
Board
has
the
structure
a
thirty
by
sitting
on
law
358
with
a
seventy
three
foot,
backyard
and
I.
Guess
I,
don't
understand!
Maybe
we
could
go
out
and
have
mister
free
to
explain
to
us
why
he
needs
the
parking
in
the
front
yard,
because
I
can't
see
take
a
look
at
this.
Some
particular
there's
the
picture
call
took
pictures
for
me.
We
were
out
doing
some
other
right-of-way
stuff,
and
so
yes,
so
that's
the
specific
case.
I
know
mr.
E
G
I
would
point
out
when
you're
looking
at
those
that's
looking
at
the
front
a
lot
and
the
lot
drops
off
quite
quickly.
The
house
actually
that
you're
looking
at
is
a
blog
happen
and
really
all
you
can
see
is
the
the
roof
for
the
most
part,
the
green
roof,
because
it
drops
down
that
fast
was
a
ravine
behind
there.
So.
E
G
E
E
G
D
H
Name
is
Don
freed
and
I'm
the
party
130
Central
Avenue,
it's
my
residence
and
the
question
was:
why
can
I
not
they
use
parking
on
lot
359
from
the
street
back
to
where
that,
where
the
property
drops
off
with
a
pretty
steep
angle,
is
not
it's
not
for
property,
it's
city
property,
so
I
have
to
do
a
lot
of
filling.
Be
able
build
that
up
a
level
to
make
a
parking
area
that
right
away.
H
E
D
D
G
Of
the
reasons
why
I
took
the
pictures
it
does
jog
over
if
you're
and
actually
central
takes
two
jobs,
I
mean
if
you
look
at
central,
the
main
drag
that
stops
at
second,
then
you
realize
central
actually
moves
over
to
I,
guess
I
would
be
to
the
east
and
then
continues
and
then
at
this
point
it
also
moves
back
over
to
the
west
I'm
going
free,
Queens
second
and
Mary
Street.
So
it's
one
of
these
rows
that
have
and
there's
really
no
curb
after
you
get
past.
G
E
H
H
G
G
E
One
of
the
things
that
Steve
said
and
was
that
I
thought
was
fairly
important,
was
that
the
three
places
in
the
front
aren't
adequate
right
now
to
the
width.
Is
that
correct,
yeah.
F
F
E
H
E
H
H
G
G
E
D
E
If
you
were
granted
the
revocable
license
mr.
freed,
what
kind
of
surface
would
you
put
on
this?
Whatever.
H
E
E
G
J
Okay,
transportation
community
will
now
meet
first
item
in
the
only
item
that
I
have
on
the
agenda
tonight.
It's
for
the
king,
which
at
car
clubs
mrs.
Hart,
is
here
today
some
the
Athens
County
visitation,
Bureau
conservation,
visitation
Bureau,
just
to
give
us
a
better
idea
as
to
what
the
plug
the
car
clubs
wanting
as
far
as
their
signed
proposal.
I'm
disrupting
a
sign
here
in
the
sitting
kind
just
give
us
the
general
overview
of
what
they
are
proposing.
M
Thank
You
counsel
for
allowing
me
to
come
and
speak
them
on
behalf
of
the
King
magic.
Our
club
in
January
I,
was
approached
by
these
suits,
actually
received
an
email
from
him
asking.
If
that
would
be
all
right.
If
the
count
the
key
magic
card
club
gave
the
city
a
sign
indicating
that
it
was
the
home
of
the
King
magic,
car
and
I
believe
it
was
brought
to
Council.
Once
before,
council
members
flowers
have
indicated
it
was
presented
to
council.
M
What
I
was
asked
was
that
it
was
presented
as
a
gift
and
that
for
council
to
decide
on
the
size
of
the
sign
and
the
placement
of
the
sign.
It
was
brought
to
council
that
could
possibly
be
placed
at
the
entrance
of
the
far
end
of
East
Bates
Street,
coming
in
from
where,
where
Pepsi
is
or
possibly
as
you
act
as
you
come
off,
the
exit
ramp
on
e2e,
State,
Street,
there's
other
options.
J
M
D
M
J
I
think
right
when
we
discuss
it
before
some
of
the
members
were
concerned
about
who
would
you
know
if
it
was
a
wooden
sign?
Who
would
up?
You
know,
paint
it
and
things
like
that
on
that
no
need
to
basis.
It
was
also
brought
to
my
attention
within
the
past
couple
weeks
about
possibly
even
doing
this
as
an
Ohio
Historical,
Marker
I,
don't
know
if
that
would
necessarily
replace
on
the
sign
of
the
club
is
wanting
to
Iraq,
but
maybe
be
in
addition
to
that
sign
as
well.
J
What
still
leaves
us
have
the
placement
issue
and
where
we
think
it
would
be
best
place
or
where
we
would
be
comfortable
and
place
in
a
sign
like
that,
I
mean
it's
something
that
we
just
want
to
discuss
more
or
I
mean
I'm
fortunate
I.
Don't
think
that
we'll
be
able
to
get
it
up
before
this
year's
event,
I,
don't
think
with
time
could.
M
A
A
D
C
That
produced
the
King,
so
I'm,
not
too
sure
if
there's
room
in
the
administration
is
interested
that
possibly
coming
in
on
Stimson
Avenue.
The
first
room
would
not
be
a
good
place
close
to
where
the
King
was
manufactured.
I
thought
we
were
going
to
talk
a
little
bit
more
about
the
festival,
Lord
the
event
coming
up.
I
think
it
really
is
such
a
neat
event
there
back
to
what
it's
truly
the
history
and
of
Athens.
C
That's
such
a
quintessential
Athenian
thing.
Nobody
else
can
do
a
king
rally
going
up
the
street
that
tested
whether
the
King
Mitch
of
cars
should
be
sold
or
not.
You
know
whether
it
made
enough
Maestri
they're,
not
so
I
think
it's
a
great
idea
I,
but
there's
a
lot
goes
into
it.
My
controlling
the
administration
needs
to
speak
to
it
at
all.
They
know
about.
D
D
G
F
The
problem
would
be
if
that
was
happening,
then
we
would
take
responsibility
as
the
city
but
I
think
to
initially
accept
the
gift
with
them
saying
that
they
will
keep
it
up
there,
but
there
are
problems.
For
example,
we
have
Nihon
a
mural
on
Stinson
Avenue
that
has
some
cracking
and
so
forth,
and
they
had
agreed
to
repair
that,
but
now
they
can't
repair
it.
The
only
thing
they
could
do
would
be
to
paint
it
over.
F
So
you
know
things
do
happen,
so
we
have
to
go
into
it
with
the
clear
understanding
that
we
could
indeed
end
up,
maintaining
it,
but
I
certainly
think
initially
to
accept
the
idea
that
King
club
would
try
to
maintain
it.
That
seemed
swarthy.
I
would
like
to
see
us
do
this,
we've
been
talking
about
it
a
long
time,
and
it
seems
to
me
that
we
should
be
able
to
reach
some
kind
of
resolution
and
move
on
it.
I.
G
J
With
the
maintenance
question
somewhat
answered
in
the
policeman,
I
mean
I
thought
that
the
good
idea
was
placing
it
where
you
know.
People
factory
was
where
you
know
this.
Car
for
being
built
would
be
a
good
idea
and
down
up
since
Stimson
have
no
as
it
as
an
entry
point
also
went
to
athens.
That
may
be
a
sign
there.
You
know
it
was
a
good
idea.
So
I
think
that
if
you
were
to
go
ahead
and
trim
and
accept
this
as
a
gift,
then
we
could
try
it
out.
J
F
M
J
A
J
D
J
J
J
J
J
K
E
J
J
J
C
L
L
E
G
K
E
K
Then
this
other
piece
about
the
citizens
Commission
around
the
plan
I
gave
you
two
things
one.
These
are
the
ignore
my
scribbles,
because
the
only
copy
I
had
of
this
I
took
notes
on
in
a
meeting
well
working
with
this
best
small
group
of
folks
from
the
neighborhood
associations
and
creating
this.
But
you've
got
the
the
two
pages
out
of
phase
two
of
the
comprehensive
plan
around
performance
measurement
and
benchmarking.
And
then
you
have
a
couple
pages
out
of
phase
one
that
had
the
goals
and
objectives
related
to
performance
measurements
of
a
comprehensive
plan.
K
K
This
commission
would
have
its
proposal
to
have
seven
members
appointed
by
Council,
maybe
three
year
terms
that
begin
staggered
so
that
when
it's
first
started
off
there
be
several
people
in
a
three-year
term,
several
in
a
two-year
term
and
several
in
a
one-year
term,
so
that
the
turnover
happens
gradually
and
there's
been
some
discussion
back
and
forth
about
who
should
be
on
this
commission.
It
clearly
can't
be
as
big
as
the
steering
committee
for
the
comprehensive
plan
because
it
would
just
be
unmanageable.
K
So
I
looked
in
the
at
the
other
City
Commission's
that
exist,
the
Planning
Commission,
the
trade
commission,
the
disabilities
Commission
just
to
look
at
the
the
size-
and
we
talked
this
through
about
seven-
was
a
good
number
and
that
we
should
specify
who
some
of
these
people
are,
but
maybe
not
too
specifically.
So
if
we
put
a
couple
people
from
the
neighborhood
associations,
one
from
the
business
community,
one
person
from
oh
you,
our
preference
is
whoever
is
doing
the
same
kind
of
thing
that
Paul
Longo
does
around
performance
measurement.
K
K
Work
on
implementation
of
a
plan
actually
making
sure
that
we
get
clear,
measurable
benchmarks
in
place
around
the
goals
and
objectives
and
that
there's
a
way
that
citizens
get
information
and
can
give
input
on
how
we're
doing
on
the
plan.
Part
of
the
reason
for
having
someone
from
the
business
community
and
someone
from
oh
you
specifically
beyond
there-
is
that
in
the
comprehensive
plan
there
are
a
lot
of
different
people
who
are
responsible
for
doing
things.
K
The
steering
committee
referred
at
one
point
to
doers
in
the
plan,
and
it's
not
only
the
city,
but
there
there
are
a
lot
of
collaborations
and
partnerships
that
are
really
necessary
for
us
to
work
together
to
achieve
the
goals
and
objectives
in
the
plan.
So
it's
important
that
we
have
a
way
to
keep
communication
going
among
all
the
different
partners.
E
Nancy
I
think
we
have
include,
let's
see
Vienna
for
annual
reports,
at
least
in
some
kind
of
our
tax
depth
at
the
meetings
and
the
meetings
should
be
open
and
the
minutes
of
the
moon
should
be
on
the
website
so
that
people
know
I
also
think
that
the
Planning
and
Development
Committee
person,
who
is
clearly
a
member
of
the
agency
they
evaluative,
should
not
be
an
evaluator.
So
I
like
to
move
the
Planning
and
Development
Committee
member
down
to
ex
officio
and
add
the
county
planner
and
make
three
other
citizens.
That's
just
my
proposal.
E
I
know:
we've
talked
about
I'd
actually
like
to
see
four
of
Neighborhood
Association
members,
but
I
think
the
college
laner
would
help
if
he'd
be
willing
to
do
it,
because
he
has
that
our
own
planner
would
certainly
be
a.
But
you
know
I
think
that
I
can't
think
of
another
committee
member
where
a
member
of
Council
that
we
that
we
appoint
where
we're
voting
members
accepted
a
plan,
and
we
now
work
down
to
evaluation.
It
would
be
just
sort
of
like
me
I'm
evaluating
one
of
my
own
research,
article
I
wrote,
I
mean
I.
E
E
E
E
D
F
D
K
Think
that
it's
not
implementing
the
plan,
it's
implementing
a
benchmarking
and
performance
measurement
system,
so
a
way
for
citizens
to
measure
how
the
city's
doing
in
making
progress
toward
the
goal
so
actually
coming
up
with
a
method
for
ongoing
performance
measurement.
We
said
we're
gonna
have
X
number
of
feet
of
sidewalk.
You
know
by
a
certain
date,
then
some
system
where
the
city
is
going
to
actually
provide
that
information
to
citizens
and
citizens
can
say
you
know
great.
You
did
that
or
well
we
understood.
K
F
J
K
K
We
have
a
lot
of
data
about
work,
that's
done
in
the
city
through
the
weekly
reports,
the
weekly
activity
reports
and
part
of
it
would
be
making
information
easily
accessible
to
citizens,
making
sure
people
know
what's
actually
happening
and
what
the
goals
are
and
how
things
fit
together.
So
it's
not
so
much
a
report
that
would
be
written
up
and
sit
on
a
desk
but
figuring
out
how
citizens
can
interact
and
and
really
be
part
of
keeping
the
plan
alive
and
happening
so.
F
J
K
And
in
performance
measurement
Paul
long
ago
was
on
the
steering
committee
and
Leo
talked
about
this,
a
lot
that
it's
a
lot
more
dynamic
system
than
most
of
us
are
used
to
thinking
of
when
we
think
about
evaluation.
So
it's
not
a
one-time
kind
of
assessment,
but
an
ongoing
way
for
people
to
hold
us
accountable
for
doing
her
job
I.
G
Motor
okay
I
was
looking
like
again
being
on
the
steering
committee
at
that
time
and
listen
to
Paul
Longo
long
I
looked
at
this
as
as
parsley
report
cards,
but
also
the
idea
of
getting
syste
system
in
place
where
we
could
measure
things
continuously,
whether
it's
as
little
as
about
how
many
scumming
miles
the
street
sweeper
does
or
how
many
pounds
of
garbage
are
collected
or
how
many
citizens
are
doing
this
or
that
or
how
much
sidewalk
a
spit
is
being
developed.
It
also
gives
an
able
be
able
to
to
say
you
know.
G
Are
we
are
we
getting
towards
as
this
2020
plan?
How
far
we
go
any
longer?
Is
it
as
well
as
how
much
they
can
plug
in
and
help
as
well,
because
I
think
Polanco
was
really
talking
about
participation
all
along
the
the
process,
so
it
doesn't
sit
on
a
shelf.
It
is
interactive
it
at
all
points
and
that's
what
how
to
formulas
and
I
think.
Last
year
the
Navy
Association
has
actually
got
haven't,
talked
about
doing
a
report
card.
G
F
G
And
there
were
a
lot
of
sections
inside
the
campaign's
to
plan
about
this
type
of
stuff.
We
there
has
whole
sections
that,
just
just
besides
this,
we
had
a
matrices
in
there
about
that.
There
was
matrices
generated
by
all
subcommittees
on
where
there's
number
of
trees
put
in
or
a
number
of
businesses
going
in.
So
there's
there's
actually
a
lot
of
information
out
there
at
this
point
in
terms
of
how
to
do
this,
but
the
question
is
gathering
that
information,
putting
it
in
one
place,
we're
putting
a
measuring
stick
to
it.
K
E
You
second,
yes,
well,
thank
you
because
you
know
it's,
they
always
say
if
you
have
something
you
need
to
have
done,
give
us
somebody's
business.
