From YouTube: Athens City Council Meeting 05-01-06
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
A
C
You
may
council
may
have
noticed
in
the
media.
There
were
reports.
Remember
I
came
the
committee
meeting
some
months
ago
and
said
that
we
needed
to
look
at
replacing
some
communications
equipment
in
the
police
department
and
I
roughed,
estimated
that
around
$80,000
or
so
since
then
we
pursued
Homeland
Security
monies
through
the
county
and
also
911
them.
The
county
had
proved
fifty
thousand
dollars
to
do
the
first
main
site,
equipment
and
repeater
and
one
what
they
call
voter
or
relay
type
system
and
what
analyzed
after
those
were
installed
to
see.
C
If
for
the
communication
study,
we
did,
we
might
need
up
three
other
sites
so
anyway,
that
grant
was
awarded
I.
Look
at
it
that
way
the
bids
were
opened
last
week
and
so
we're
proceeding
with
a
replacement
of
that
equipment
through
all
the
alternate
funds
rather
than
the
city
firms.
But
it
brought
up
the
question
for
council
to
maybe
consider
your
next
committee,
if
the
president
would
sign
it
out.
One
of
the
other
problems
we
have
is
when
the
officer
is
on
a
handheld
unit.
There,
sometimes
you
know
within
a
building.
C
They
can't
get
out
indication
wise
to
the
watcard
set
for
you
and
we
have
a
few
of
those
identified
forces
more
noticeable
like
recurrent
basement
area,
etc.
But
if
you're
not,
and
what
we're
thinking
up
primarily
is
on
new
construction,
because
if
you
could
out
there
say
well,
let's
say
we
are
Hampton
n
being
built
right
now.
C
What
would
happen
if
a
police
officer
gets
called
out
there
goes
it
and
it
doesn't
add
communications
because
of
being
blocked
by
something
within
the
structure
and
one
of
the
ways
to
do
that
is
that
you
do
the
inspections
of
a
building
prior
to
occupancy.
You
test
it
for
that,
and
then
you
have
a
change
in
you
code
requirements
that
if
they
don't,
then
they
would
be
providing
you
know
required
to,
but
at
their
experience
something
along
the
building
that
would
solve
that
problem,
a
small
repeater
station,
etc.
C
D
Temporarily
but
there's
the
bigger
question:
the
soccer,
moms
and
dads
amongst
us
better
in
my
ward,
are
concerned
about
taking
multi-purpose
land
and
changing
it
over
all
for
a
bit
purpose,
but
them
they
feel
there's
a
lack
of
space,
and
maybe
we
could
talk
about
that
next
time.
You
have
a
meeting
like
a
space
for
the
soccer
team
or
the
soccer
activated
by.
C
Though
the
long-range
plan
on
that
is
to
create
four
fields
down
in
behind
statelessness
we've
leased
for
a
dollar
going
in
from
the
Conservancy
District
we
put
in
the
water
lines
over
to
there
the
spring
so
that
we
could
water
the
fields
in
case.
That's
what
happened
last
year
we
buy
grassy
to
the
planted
for
one
and
then
had
a
long
dry
spell
and
the
grass
did
not
mature
properly.
So
that's
why
we've
done
that
and
within
the
Recreation
Department
budget
was
a
capital
line
item
sick.
We
bunches
up
$30,000
a
capital
for
it.
C
The
request
was
to
level
that
and
seed
it
that
I
okayed
earlier
this
week,
but
last
week
was
about
$21,000
so
but
we're
still
a
year
to
a
year
and
a
half
away
to
that
being
a
solution.
Meanwhile,
we're
trying
to
work
with
the
softball
or
baseball
Little,
League
type
organization
to
say
you
can't
have
it
every
night.
We.

Oh
I'm,
sorry
I,

I
am
that
the

has

me

May

at

just
before
regular
session
of
May

Addition
to
that
I
think
you
could
add
that
Ray
gave
us
some
general
description
gave
the
job
description
they
was
hoping
would
be
developed
from
this
particular
position,
specifically
helping
him
sort
out
some
of
the
more
thorny
problems
he
has
closed
in
neighborhoods
with
respect
to
buildings
so
he's
overall,
it's
a
pretty
good
move.
It
was
on
his
recommendation
very.

This

for
purchase
of
some
recycling
bins
during
the
discussion
about
the
be
the

fees
and
the
the

person.
Never,
while
also
brought
up
the
idea
that
it's
time
to
replenish
the
supply
of
recycling
bins
in
this
city,
and
so
this
will
allow
the
city
to
purchase
a
large
number
of
them.
This
may
let
it
have
truckful
about
half
a
truckload
and
make
them
available
to
the
public.
The
other
part
of
this
is
an
appropriation
of
two
thousand
eight
hundred
dollars
to
the
general
fund.

Mr.

D
D
Guess
I
thought
we
were
only
going
to
amend
it
by
striking
out
the
first
part
yeah
party,
so
Part
B
must
be
an
accident
or
something
so.
E
D
E
D
B
D
D
F
I
D
D
56,
why
some
proposed
to
my
committee
during
the
last
year,
parts
of
2005
and
it
simply
reflects
the
more
complex
environment
in
which
we
live,
in
which
we
operate,
where
75%
of
the
units
are
rental,
property
or
somewhere
around
there,
and
in
the
olden
days
we
had
a
much
simpler
little
operation
and
it
was
possible
to
do
all
kinds
of
little
special
favors
and
so
on
so
forth,
which
is
what
this
was.
It's
not.
D
The
initial
thing
that
we
struck
out
is
not
part
of
state
code
at
all,
but
we
have
we
have
under
the
recommendation
of
the
assistants
safety
service
director,
move
to
making
the
property
owner,
who
is
already
responsible
under
state
law,
responsible,
not
being
able
to
subcontract
that
with
us
doing
the
activities
if
they
want
to
do
it
on
their
own
and
collect
the
money.
That's
a
okay
with
us,
but
we
don't
want
to
have
it
happening
in
the
utilities
billing
office.
D
D
That's
during
the
time
in
the
year
when
we
have
a
lot
of
repairs
going
on
in
the
city
and
excessive
amounts
of
business
associated
with
the
old
way
of
doing
things
and
I
think
that
since
we
do
have
now
a
really
landlord
business
proposition
going
on
and
I
think
that
the
chamber
even
talks
about
that.
This
is
just
may
be
part
of
the
business
operations.
That's
what
I
would
suggest
I
think
is
going
on
anyway.
I
A
G
Diane
McVeigh
83,
Grosvenor
I
just
wanted,
maybe
some
clarification
in
terms
of
I
think
the
landlord's
have
always
been
responsible
for
the
water
bills
anyway,
and
I
think
that
is
fine.
This
doesn't
seem
to
cause
any
problem.
I
just
want
to
be
assured
that
the
water
meters
will
be
read
every
month
so
that
you
actually
have
something
that
you
can
use.
You
know
when
you're
changing
tenants
to
know
this
was
what
the
bill
was
here.
G
F
I
I
D
D
A
D
President
I
talked
about
this
last
weekend
requested
a
safe
statement
from
my
colleagues
on
council,
but
the
information
is
on
the
next
two
page:
there's
a
property
owner
at
59
Columbia,
who,
whose
property
sits
on
a
flat
that
was
made
into
1900s
by
the
village
of
Athens,
and
the
alius
runs
right
through
the
house
that
was
never
moved,
I
guess
the
first
new
platter
that
had
ideas
that
never
came
to
fruition,
but
the
person
who
owns
it.
D
If
he
turned
to
that
plat
it
has
some
all
three
Lots
and
so
I
asked
Gary
what
to
do,
and
he
said
he
thought
a
good
solution
would
be
to
say
we.
There
are
no
utility
lines
in
this.
All
three
half
of
the
units
of
the
parcels
have
to
be
in
this
thing
put
together
in
one
Mont
I,
believe
it
says
that
ordinance
that
said,
vacation
to
property
owners
will
be
effective
on
verification
from
I.
D
Think
the
county
recorders
office
that
said
property
owner
has
to
combine
the
three
tracts
of
lands
into
a
single
clock,
parcel
simply
vacating
the
parcel,
even
though
that
I
mean
the
reticle,
even
though
it
never
who
has
developed
and
was
some
905
years
ago,
as
you
can
see,
would
create
a
landmark
parcel
that
might
in
the
future
create
difficulties
for
us.
That
would
be
the
one
that's
to
47.72
1d
member.
So
that's
why
we're
doing
it
this
way?
Okay,
all
right
so
and
then
the
deed.
The
warranty
deed
is
upstair
tantum.
B
K
D
E
A
J
J
This
allows
members
who
are
injured
on
the
job
allows
the
city
to
pay
the
continuation
of
their
salary,
rather
than
have
them
placed
on
workers,
compensation
funds,
the
workers,
compensation
funds,
create
a
continuing
cost
to
the
city.
The
workers
would
actually
received
their
full
salary
rather
than
a
portion
of
their
salary,
which
they
would
receive
on
workers
compensation,
and
they
would
be
able
to
use
this
leave
for
such
things
as
continuing
doctor
visits
or
continuing
therapy
after
they've
returned
to
work,
something
that
is
not
able
to
happen
with
worker's
compensation.
B
A
B
A
J
A
I
J
J
Retention,
routine,
routine
maintenance
to
all
parts
of
it.
Second
part
is
$7,100
and
some
sense
to
reimburse
the
state
of
Ohio
for
some
drug
court
funds
that
were
actually
drawn
down
from
the
grant
in
Tooting
calendar
year
2005.
But
then
we're
not
for
activities.
And
so
we
need
to
pay
that
money
back
and
that's
the
deadline
of
May
7th
and
the
last
appropriation
is
4371
dollars
and
some
odd
cents
to
the
CDBG
funds
from
these
CDBG
funds.
H
This
is
an
ordinance
authorizing
service
as
a
safety
service
director
to
to
purchase
two
new
trucks.
Last
week
it
committee
meeting
and
I
passed
out
just
to
fake
justification.
Excuse
me
report
that
I
received
from
wrong
Lucas
on
the
reasoning
for
each
of
these
trucks
and
as
he
states
in
the
first
sentence,
they're
beginning
to
experience,
driving
difficulties
and
the
vehicles
are
becoming
high
maintenance
and,
in
some
cases
dangerous.
So
it's
important
that
we
replace
these
vehicles.
So
that
is
what
the
soreness
is
about.
An
important
that
we
push
for.
E
H
President,
this
is
an
ordinance
to
allow
the
Safety
Director
to
bid
the
taking
of
Union
Street
as
an
alternate
to
the
paving
of
High,
Street
and
I.
Don't
know
if
everybody
got
a
copy
of
the
estimates
of
which
I
can
make
a
copy
for
everybody.
But
the
idea
is
to
bid
this
as
an
alternate
to
the
high
street
paving
and
the
bids
on
that
are
gonna,
be
opening
May
11.
H
D
D
B
H
A
D
A
C
These
are
improvements.
Last
year
we
had
two
inspections
that
are
requested:
a
water
treatment
plant
one
was
done
by
the
public
employees,
risk
reduction
program
and
that
was
to
point
out
areas
of
worker
safety,
such
as
handrails,
not
being
around
one
of
the
mill,
friends,
etc
also
different
safety
precautions
in
the
well
areas
around
them.
C
F
C
K
B
A
C
Ordinance
that
changed
and
added
two
members
and
that's
why
we
staggered
the
terms
did
away
with
the
appointments
by
the
school
board
and
just
said
we
would
appoint
fair
to
point
up
to
two
residents
of
the
school
district,
but
not
necessarily
residents
in
the
city
that
was
my
physical.
We
made
these
original
appointments
in
2004.
The
two-year
coordinates,
I,
don't
never
know.
B
A
C
K
To
the
Community
Relations
Commission,
Mickey
Hart
and
the
queendom
Relations
Commission
is
becoming
more
active.
Actually
they
did
participate
in
beautification
day
and
they
did
some
work
on
West
Side
Cemetery
and
got
a
donation
from
down
to
earth
nursery
with
plants
and
flowers
to
plant
there.
So
I
hope
we
hear
a
report
on
beautification
day
two
at
some
point
anyway,
so
that
the
Community
Relations
Commission
is
becoming
more
active.
Looking
at
its
really
purpose
and
mission,
and
new
programming
and
Mickey
Hart.
K
E
K
Next
week
we
had
to
postpone
our
conversation
with
Council
last
week,
but
we
will
be
holding
it
next
Monday
night
at
six,
and
the
topic
is
city,
communication,
city
agency,
communication,
people
who
are
really
we're
inviting
people
to
say
what
would
you
like
to
know
about
city
issues,
city,
business,
communication
by
the
city
city
departments?
What
would
they
like
to
see
and
so
we're
open
to
all
suggestions,
whether
that
you
know
might
translate
into
additional
information
on
the
website
or
looking
at
what?
K
What
what
people
really
want
to
know
and
helping
to
provide
access
to
that
information?
For
example,
if
I
say
well
just
said
what,
during
beautification
day,
somebody
mentioned
the
possibility
of
having
a
kiosk
or
something
where
things
could
be
posted
so
opens
facilitated
by
John's
meeting
of
the
Athens
area
mediation
service,
and
so
we
invite
people
who
are
interested
in
in
city,
communication
or
learning
more
about
activities
of
the
city
to
come.
Next
Monday
at
6:00,
mayor's
conference
room
downstairs
and
I'll.
Have
a
committee
meeting.
Remember.

B
A
Tomorrow,
at
11:45
at
Steven's,
restaurant
council
will
be
having
lunch
with
the
president
of
the
university
with
Davis.
This
was
at
the
umbilicus
couple
of
council
members
who
thought
that
after
dr.
Matt
Davis
have
had
us
to
lunch
two
or
three
times
that
of
his
holy
helper,
that
we
returned
the
invitation
and
we
have
tomorrow
Stevens
restaurants,
a
opportunity
for
citizens
to
speak
on
legislative
items
and
city
services
that
have
not
been
covered
on
tonight's
agendas.
For
anyone
wishing
to
speak
before
council
tonight,
see
oh,
don't.
