There

two
members
who

absent
today,
however,
we
do
have
a
quorum.
So

there

to
the
Commission,
can
you

you
know
it.

Are
there

This
is
the
title
21
minor
subdivision
of
two
and
four
Dalton
Avenue,
which
happens
Ohio
under
city
code
of
21-point,
oh
3,
02
general
procedure.
The
applicant
is
a
requesting
approval
for
minor
subdivision
of
two
and
four
Dalton
Avenue
located
in
our
one's
own
subdivision
involves
the
division
of
parcel
a
0
to
8
32
000
100,
consisting
of
two
point:
two
two
acres
and
dividing
them
into
2
1
point
11
acres,
essentially
dividing
the
property
down
the
middle.
In
its
current
state.

The
property
is
in
a
non-conforming
status,
as
it
has
two
primary
structures
and
three
accessory
buildings.
This
division
will
correct
the
non-conforming
status.
The
division
meets
all
the
requirements
of
bulk
schedule,
providing
two
lots
with
a
hundred
and
foot
frontage
on
Dalton
Avenue.
Approval
will
allow
for
exception
to
the
requirement
of
Athens
city
code.

a
five
requirement

The
division
will
provide
a
hundred
foot

and
the

property
was
identified
as
a
candidate
for
neighborhood
blight
and
the
one
structure
number
for
dalton
set
for
condemnation
through
the
office
of
code
enforcement.
We
contacted
the
applicant
and
set
in
motion
a
process
by
which
we
correct
the
issues
associated
with
the
property
through
this
process
a
second
entity.
Mr.
david
funk
of
capstone
company,
contacted
our
office.
He
and
mr.
Raymond
croxford
owner,
agreed
to
repair
the
structures,
property
and
clean
up
the
blight.

Athens,
and
what
I
thought
I
would
do
is
just
do
a
little
bit
of
history
of
two
and
four
Dalton
kind
of
an
interesting
historic
site
and
then
to
talk
about
some
of
our
plans
and
uses.
So
we
have
the
there.
We
go
so
kind
of
a
short
history.

for
Dalton
was
actually
the
precursor
of
the
Wayne
National
Forest
and
back
in
the
day,
was
called
the
hocking
valley.

So
you
know
the
way
National
Forest
is
really
trying
to
target
some
of
those
forest
fire
issues
and
some
of
the
issues
of
displacement
of
people
in
southeastern
Ohio.
So
if
you
look
at
the
lane
National
Forest
today
it
is
southeastern
Ohio.
It's
it's.
Our
national
forest
here
in
the
state
of
Ohio
forget
the
actual
acres,
but
it
what
we
find
fascinating
is
that
it
the
little
lake
horn,
if
you
will
of
the
lane,
started
there
on
Dalton
Avenue
and
then
started
with
3,000
acres
and
is
now
88,000
or
something
like
that.

at
the
time
to
and
for
Dalton-
and
here
is
a
picture
of
them
on
the
left
is
to
Dalton
on
the
right
is
for
Dalton.
It
really
was
kind
of
out
in
the
boondocks
of
Athens.
You
know
not
paved
roads.
If
you,
if
you
look
at
you,
know
some
of
the
side
views,
it
really
wasn't
anything
out
there
I
in
talking
with
the
lane,
National
Forest
historians.
You
know
their
sense
was
that
was
kind
of
the
outpost,
and
that
was
where
forestry
would
happen.
Of
course,
athens
has
kind
of
grown
out
to
that
area.

Here's
a
look
at
the
the
two
homes
back
in
the
day.
They
were
built,
1935,
1936
somewhere
in
that
time
period
and
behind
the
buildings
you
have
a
small
garage
on
the
left
and
then
essentially
two
large
Barmes
in
the
back
that
were
used
for
tree
seedlings
forest
fire
fighting
equipment
and
that
sort
of
thing.

So
this
is
to
Dalton,
and
it's
not
in
that
bad
of
shape.
A
little
bit
of
TLC.
There
was
a
roof
leak
a
few
years
ago.
So
there's
a
little
bit
of
drywall
work
to
do
in
one
of
the
upper
bedrooms,
but
to
Dalton
is
pretty
much.
What
it
looked
like
back
in
1935
as
it
is
today,
at
least
from
the
outside
for
Dalton,
however,
was
not
a
pretty
picture
until
a
couple
of
weeks
ago.

Unfortunately,
some
tree
branches
fell,
created
holes
in
the
roof,
and
you
ever
want
to
see
a
test
of
what
the
water
damage
can
do
in
the
home
in
a
very
short
fashion,
for
Dalton
is
the
example
of
that.
Unfortunately,
it
wasn't
attended
to
and
what
could
have
been
rectified
a
couple
of
years
ago,
just
unfortunately
went
to
waste,
so
we
decided
to
step
in
and.

The
last
month,
you
know,
thanks
to
working
with
the
code
office
and
permission
to
at
least
restore
the
exterior,
the
structure
we
basically
rebuilt
entire
front
of
the
home
and
so
on.
The
right
is
for
Dalton.
Today,
it's
basically
recreated
from
what
it
looked
like
in
1935,
but
it's
all
new
construction
on
the
roof
and
the
front
of
the
building,
but
we
are
going
if
permitted
we're
going
to
go
back
with
exact
same
of
type
of
sighting
it's
there,
so
that
will
look
as
much
as
possible
as
it
did
in
1935,
so

just
going
to
say
that
I'm,
a
little
bit
upset
that
I
had
two
people
talk
to
me
this
morning
about
not
really
knowing
what's
going
on,
I
mean
I,
know
what
went
on
in
the
past,
but
they
don't
know.

several
said
to
me:
well,
it
could
be
a
Foursquare
plan
with
the
two
lots
in
the
back

being
cut
off

I

the

future

them
know
because
people

of
the
people
on
your
list
have
very
big
investments

property

slope
of
the
hill
and
other
things
like
that
are
potentially
problematical

I'd
like

have
them
understand
how
their
local
environment
will
be
disrupted.

our
motivation
is
capstone
has
been
restoring
historic
properties
in
Athens
since
1987,
so
we're
really
committed
to
sort
preservation,
who's
counting.
The
other
thing
we
do
is
we
do
a
lot
of
horse
trailer,
so
we'll
plan
ten
fifteen
thousand
seasons
a
year
and
balton
brings
together
our
two
passions,
historic
preservation
in
forestry,
so
kind
of.
If
you're,
if
you're
wondering
why
I'm
so
passionate
about
for
Dalton,
that's
the
reason
in
in
one
location,
it
kind
of
brings
everything
together
for
us.
So
you
know
there's
one
of
our
plan
things
from
this
past
year.

always
get
seedlings
in
fill
up.
Our
warehouse
have
a
lot
of
tree
too,
so
the
the
barn
is
out
back
would
be
wonderful
to
actually
use
them
like
they're
intended
to
be
used
for
for
school,
but
in
terms
of
use,
I
don't
know,
I
don't
have
any
intent,
nor
would
I
ever
want
intent
to
other
other
than
use
the
two
homes
in
front
as
residences
there
well
rent
them
so
that
they're
controlled
and
then
have
the
barn
out
back
for
spoilers.

concern
was

create

issue

many
concerns
expressed
to
me
when
I
went
up
to
the
site.
Neighbors
approached
me
and
we're
concerned

I
find
it
very
interesting
that
some
individuals
are
saying
they
did
know.

have

original

They
have

I
think
two
sections
off
the
rear
of
it.
So
at
all
you
know
it
is.
It

brought

most

forested
areas
now
back
with
other
owners,
but
my
questions
really
we're
partially
addressed.
But
it's
mostly
about
me
the
idea
of
getting
this
working
because,
yes,
we've
looked
at
this
and
everybody
in
the
neighborhood
wants
to
see
it
cleaned
up
desperately
and
the
work
that's
been
done
looks
great,
it's
kind
of
stopped.

still
have
what
look
like
abandoned
boats,
trailers,
the
would
love
to
see
and
then
concern
is
the
barn
doors
are
still
sort
of
kicked
open.
That's
so
my
immediate
concern
is
that
it
really
gets
secured
where
we
don't
worry
about
the
things
that
normally
happen
with
abandoned
structures.
The
fire
is
for
the
neighborhood
and
all
that.

just
that's
my
probably
number
one
risk,
oh
and
what
fear
there,
but
it
is
the
back
structures,
as
my
only
is
my
only
real
question,
because
we
don't
want
to
see
that
that
becoming
part
of
the
front
rental
where
it
sort
of
becomes
a
party
barn
and
obviously
you
don't
want
to
see
it
to
be
construction
storage
lot
either.
The
idea
that
its
storage
tree
tubes,
it's
with
an
owner,
would
be
feel
much
safer
to
me
that
having
you
know,
but
it's
just
the
potential
use
back
there
when
it
does
become
to
residential.

real
question
about
it

you
love,
seeing
you

seeing
it
cleaned
up,
seeing
a
broad

compliance
with

sense

property,

just
doing
it

the

to

still
working
on
the
sustainability
plan,
the
Historic
Preservation
Commission,
recently
added
a
new
member
pam,
callahan,
she's
retired
architect
from
our
university
and
so
looking
forward
to
2017
working
on
with
these
Commission's
to
prepare
for
goals
for
next
year.
