From YouTube: City Council Meeting 2/3/20 - Audio Only.
Description
City of Austin, Minnesota
A
B
B
C
Thank
you.
My
name
is
Karim.
If
you
say
car
and
UMP
together,
that
is
Karim
I
am
originally
from
Mexico,
but
I've
been
in
Austin
for
about
20
years
now.
This
is
actually
my
20th
year
being
here
in
Austin,
I
went
through
elementary
middle
school
high
school
in
even
Rivlin,
and
after
that
I
went
to
the
U
I
currently
work.
C
A
United
Way
is
a
Community
Impact
and
I'm
very
passionate
about
just
what
is
happening
in
our
community,
not
necessarily
for
for
my
job,
which
certainly
helps
to
understand
what
is
happening,
but
also
as
a
city
as
a
citizen
of
this
town
for
many
years,
and
it's
just
neat
to
be
able
to
just
understand
the
whole
scope
and
of
what
is
Austin,
not
just
only
maybe
the
education
level,
which
is
what
I
have
experienced
with,
but
just
as
a
community
member
representing
I
guess
it
has
community
as
well.
Well.
B
D
A
recent
work
session,
we
discussed
the
opportunity
of
adding
another
property
to
the
Bellman's
Sewer
District,
so
at
that
meeting
it
was
discussed
a
process
of
different
approvals
that
would
need
to
take
place
both
by
the
council
and
also
by
the
bellman
sewer
district.
In
order
to
add
this,
this
property
council
approved
that
at
that
time,
so
we're
bringing
forward
a
resolution
tonight
to
add
a
property
to
the
Bellman's
addition
area.
It
would
increase
the
properties
from
23
to
24
and
it
would
mean
adding
this
property
without
annexation.
E
D
Avenue
West
that
was
discharging
their
sump
pump
into
the
sanitary
sewer.
It
was
actually
required
by
the
MPCA
to
discharge
into
the
sanitary
sewer.
So
we've
worked
with
this
property
owner,
which
was
the
former
regner
drycleaner
building
to
develop
a
way
to
meter
that
water
discharge,
because
that
water
from
their
sump
pump
does
not
run
through
their
water
meter.
So
it
just
goes
directly
into
the
sanitary
sewer.
D
So
we've
worked
with
them
to
develop
a
process
to
install
a
meter
on
their
sump
pump
discharge
to
and
then
read
that
meter
periodically,
and
then
they
will
be
billed
for
that
extra
water.
So
this
is
all
a
part
of
our
ini
program,
things
that
we
are
looking
for
things
that
we
are
trying
to
find.
In
this
case.
This
was
one
that
was
getting
by
us
before,
but
through
that
inspection
program
it
was
identified.
So
it's
a
bit
of
a
success
story
for
us
with
this
property.
E
B
D
I
also
would
like
to
talk
about
7b
at
the
same
time,
but
then
have
you
consider
them
separately.
So,
at
a
couple
work
sessions
ago,
we
talked
about
these
two
items.
This
is
item
a
is
a
contract
with
seh
for
expansion
at
the
wastewater
treatment
plant.
This
would
be
for
design
and
bidding
services.
We
talked
about
how
this
is
an
18-month
process
to
develop
plans
of
specifications
for
expansion
at
the
wastewater
treatment
plant.
D
We've
worked
with
seh
on
treatment
plant
projects
in
the
past,
specifically
working
with
Susan
danzel,
who
was
here
tonight
for
probably
the
past
seven
years.
Also
tonight
here
from
seh,
is
Bob
Coors
and
he
is
our
client
representative
with
seh.
So
this
project,
again
is
something
we've
been
planning
for.
This
is
the
first
step
in
moving
a
larger
construction
project
forward
at
the
treatment
plant.
Seh
has
put
together
multiple
different
tasks
that
they
will
lead
us
through
in
order
to
get
us
to
an
end
point
where
we
can
bid
this
project.
D
We've
identified
this
project
overall,
as
about
a
74
to
78
million
dollar
project
and
seh
has
developed
costs
associated
with
putting
together
those
plans
and
specifications
breaking
out
costs
for
the
different
tasks
and
the
total
estimated
cost
for
design
and
bidding
services
with
seh
is
three
million
six
hundred
and
fifty
thousand
dollars
that
cost
will
be
broken
out
for
our
domestic
plant
and
our
industrial
plant.
So
fifty
fifty
will
go
to
each
facility,
and
that
is
where
the
next
agreement
with
Hormel
comes
into
play,
where
we
have
developed
an
agreement
with
Hormel.
D
A
Annual
basis
were
required
by
state
statutes
to
have
an
audit
of
our
financial
statements
once
again,
Clifton
Larson
and
local
accountant,
local
auditor
has
presented
us
a
proposal
for
the
2019
audit
in
total.
Forty
six
thousand
305
is
the
audit
proposal.
Last
year's
ended
up
at
forty
six
335,
so
it's
a
basically
a
freeze
and
audit
fees,
in
addition
to
that,
they
quoted
us
a
rate
of
between
11
and
14
grand
if
we
want
them
to
do
conversion
entries
and
draft
part
of
the
financials.
A
B
E
E
Have
a
1996
tractor
mounted
snow
blower,
which
the
cost
I'm
sure
was
less
than
what
we've
put
into
it
the
last
20
years,
but
a
replacement
is
less
than
eleven
thousand
dollars
in
the
last
two
years.
My
understanding
is
we
put
over
fifty
five
hundred
dollars
into
this
snow
blower
so,
rather
than
putting
more
repairs
into
it,
yet
we're
looking
to
replace
it
at
this
time.
B
B
B
D
Year
as
part
of
our
CRS
program,
we
report
to
what
work
has
been
done
in
the
floodplain
throughout
the
course
of
the
year
in
2019.
We
did
not
have
any
property
acquisitions
that
were
in
the
floodplain,
but
we
did
have
a
major
flood
mitigation
project
going
on
along
Turtle
Creek.
That
project
is
about
90
to
95
percent
complete
and
once
once
done
it
will
protect.
D
You
will
directly
protect
15
to
20
structures
from
flooding
and
you
can
see
actually
not
included
there,
but
for
your
information.
We've
identified
about
143
structures
that
are
still
in
the
floodplain.
Many
of
them
are
right
along
the
the
flood
fringe.
That
and
they're
typically
only
impacted
when
we
have
a
very
large
flood,
but
with
this
project
that
we
did
along
Turtle
Creek
in
2019
that'll
allow
us
to
drop
that
number
down
removing
15
to
20
homes
from
the
floodplain.
So
that
is
a
positive
for
our
community,
also
through
our
CRS
program
in
our
documentation.
D
That
is
done
through
our
Planning
and
Zoning
Department.
We're
able
to
reduce
flood
insurance
rates
to
our
residents
by
20%
by
the
the
paperwork
and
documentation
that
we
require
anytime.
There
is
a
home
that
is
being
built
or
additions
that
are
constructed
to
a
home
in
turn,
ear
the
floodplain.
We
require
flood
elevation
certificates,
it's
a
little
bit
more
tedious
requirement
to
the
property
owner,
but
it
helps
us
stay
in
compliance
with
our
FEMA
requirements.
D
Overall,
cost
of
the
project
is
about
four
point:
eight
million
dollars,
so
it
not
only
protects
the
homes
that
we
just
talked
about,
but
there's
also
a
sanitary
sewer
infrastructure
that
is
protected
by
building
this.
So
there's
there's
other
other
benefits
to
the
project,
a
lot
other
than
just
the
housing.
B
That's
protected.
Well,
it's
being
done
right.
That's
for
sure
it's
pretty
amazing
to
look
at
and
see
how
they're
doing
it.
Okay,
we
are
to
citizens
addressing
the
council.
Is
there
anybody
here
tonight
that
wants
to
address
the
council?
Let's
see
we
have
some
of
our
city
employees
here
if
you
want
otherwise,
we
are
two
reports
and
recommendations.
B
G
H
Want
to
announce
in
honor
of
Janet
Anderson
there's
a
matchbox
children's
theater
show
at
the
Paramount
Theater
this
weekend,
Friday
Saturday,
they
come
check
it
out.
I
want
to
say
congratulations
to
the
YMCA
at
to
the
Austin
Community
Recreation
Center,
on
opening
today
and
to
the
city
as
well.
A
partner
in
the
project
and
I've
been
hearing
a
lot
of
great
things
about
it.
H
I
haven't
got
a
chance
to
sweat
there
myself
yet,
but
it's
coming
and
then
also
want
to
say
thank
you
to
all
the
different
organizations
that
are
doing
or
already
have
done,
paint
the
town
pink.
I
know
some
of
our
city.
Employees
helped
with
the
plunge
over
any
side
lake
on
Saturday
and
it's
pretty
inspiring
to
see
everybody
get
on
board
and
do
a
whole
month
of
great
fun.
Things
to
right,
raise
money
for
the
for
the
formal
Institute
in
cancer
research,
yep.
G
C
I
B
F
B
A
To
the
council,
we've
had
some
video
difficulty
with
streaming
at
home.
It's
been
on
and
off
for
the
last
month,
or
so
we
got
a
piece
of
equipment
in,
but
we
also
once
there
you're,
trying
to
put
it
in.
They
figured
there's
another
piece
we
need
so
bear
with
us,
we're
still
working
on
trying
to
get
it
up
and
running.
So
people
can
watch
us
at
home
consistently
grandma.
B
And
the
only
thing
that
I
have
is
I
mean
get
down
to
the
rec
center.
It's
amazing!
You
can
go
and
check
it
out
right
there
babe
asses
down
there
and
I
think
you
know.
Somebody
asked
me
today
at
lunch.
What
was
the
biggest
thing
going
on
in
this
year
with
Austin
and
I?
Think
it's
gotta
be
that
rec
center
for
sure
it's
a
major
major
thing
for
us,
also
on
February
21st,
Minneapolis,
Children's,
Theater
Glee,
that's
what
it
is
is
putting
on
a
play
about
Austin
I'm,
good.
B
They
came
down
here
and
talked
to
me
and
iris,
Torian
and
stuff
and
I
think
you
know
it
might
be
worth
checking
out
for
people.
I'm
gonna
go
up
there
for
opening
night
on
the
21st
with
my
family,
and
you
know
just
another
thing
something
to
do.
Otherwise
we
that's
it's
nobody
else.
There's
anything.
We
need
a
motion
to
adjourn
until
Tuesday,
February,
18th
and
5:30.
