to
the
square
footage
cost
of
the
sale
that
the
city
did
for
the

lot,
which
we
sold
for
thirty
six
thousand
dollars
and
was
point
two
three
acres.

previous
work
session,
we
discussed
multiple
options
for
improving
left
hand
merging
out
onto
4th
street
northwest
and
after
review
of
those
options,
it
was
determined
or
recommended
to
move
forward.
The
option
that
you
just
described
eliminating
some
parking
on
the
south
side
of
13th
avenue
northwest.
So
that
is
what
is
before
you
tonight
and
looking
for
council
approval
of
that.

Yes,
also
at
our
previous
work
session,
we
discussed
briefly
some
review
that
city
staff
would
be
doing
along
with
sch,
to
develop
some
federal
eligible
projects
at
the
austin
municipal
airport
and
how
we
could
best
utilize,
both
our
aip,
our
airport
improvement
program
funds
and
some
new,
a
new
funding
source
which
is
considered
or
which
is
called
bill
bil,
that
is
the
bipartisan
infrastructure
law.
Those
two
sources
of
funds
cannot
be
intermingled
together,
so
we
need
to
creatively
work
into
how
we
can
do
individual
projects
for
each
and
maximize
those
funds.
I
So
an
airport
improvement
program
funds
are
matched
ninety
percent
federal,
five
percent
state
and
five
percent
local.
Currently,
the
bipartisan
infrastructure
law
funds
are
ninety
percent
federal.
There
is
no
state
match,
and
then
it
is
ten
percent
local,
so
we've
laid
out
projects
over
the
next
five
or
so
years
and
how
we
can
fund
some
taxi
way,
improvements,
some
taxi
lane,
construction,
t-hanger
construction
and
a
master
plan.
I
All
of
those
together
total
approx,
almost
two
million
dollars
worth
of
construction
funds,
with
a
majority
of
that
90
coming
from
these
two
federal
funding
sources
and
about
75
000
from
the
state
and
125
000
locally.
I
So
we
can
get
about
two
million
dollars
worth
of
reconstruction
completed
at
the
airport,
with
a
hundred
and
twenty
five
thousand
dollar
use
of
local
funds.
It's
a
very
good
program
and
allows
us
to
maximize
our
dollars.
So
with
that,
our
first
step
is
the
two
actions
in
front
of
you
tonight,
which
is
to
hire
sch
our
airport
consultant
to
develop
these
projects
into
plans
and
specifications.
The
first
one
being
the
taxiway
joint
repair
project,
they've
provided
a
proposal
in
the
amount
of
sixteen
thousand
three
hundred
dollars
to
develop
that
project.

So
as
we
have
looked
into
it,
we
have
checked
into
options
of
refurbishing
the
existing
panel,
but
due
to
its
age
nearly
20
years
old,
we
are
unable
to
find
suitable
repair
components
for
the
unit,
so
we
have
to
upgrade
the
entire
system,
and
that
also
means
not
only
the
panel
but
the
information
that
it
and
and
parts
that
are
out
in
the
arena
itself,
because
we'll
be
switching
from
a
120
volt
system
to
a
low
voltage
system.
The
new
process
is
low
voltage.

The
total
cost
for
these
upgrades
is
21

with
custom
alarm.
This
is
something
that
just
came
up.
We
were
not
able
to
budget
for
this
purchase,
so
we
would
request
to
use
contingency
dollars
to
cover
this
cost
and,
if
approved
tonight,
we
would
enter
into
a
contract
with
custom
alarm
to
begin
work
on
this
project
as
soon
as
they
are
available.

minnesota
cities

land
use
issues,
just

kind

refresher
at

end.
During
the
q,
a
this
issue
came
up
and
the
attorney
who
handles
land
use
issues
for
league
of
minnesota
cities
said
that
they
had
developed
this
sample
resolution
and
we're
asking
cities
to
take
a
look
at
it
and
to
pass
a
resolution.

the
league
of
minnesota
cities
know
once
it
was
passed
and
then
they
would
work
on
this
issue
at
the
legislature
this
year.
So
there's
a
group
called
housing
first
and
I
included
a
link
on
there.
I'm
by
no
means
an
expert
on
what
all
the
issues
are
that
they're
concerned
about,
but
primarily
it's
banning
costly
aesthetic
finishes,
plan
unit,
development,
reform,
comprehensive
zoning
reform
and
fair
and
equitable
building
permit
fees.

league
of
minnesota
city
argues
that
these
issues
will
not
be
addressed
the
same
way
in
every
jurisdiction
and
that,
therefore,
those
decisions
should
be
made
locally,
based
on
the
specific
needs
of
each
community
and
that's
what
this
resolution
is
asking
that
we
leave
those
issues
to
the
city.
Each
individual
jurisdiction
at
this
time
in
our
you
know,
as
you
know,
I
mean,
of
course
we
know
that
the
city
of
austin
has
been
very
proactive
and
working
on
housing
issues.

We've
had
the
counselors
of
real
estate
here
who
had
done
a
analysis
of
our
regulatory
scheme,
and
while
we
don't
have
a
report
from
them,
yet
any
impact
would
seem
to
be
minimal,
and
if
there
are
any
recommendations
for
change,
we
can
review
and
act
on
them
locally.

I
just
went
through
a
little
bit
of
an
example
of
one
of
our
most
recent
building.
Permit
feed
fee
analysis,
which
was
less
than
one
percent
of
what
the
actual
value
of
the
project
was.
I
think
that
would
you
know
most
builders
would
struggle
to
find
a
qualified
inspector
for
the
cost
that
we
charge
for
our
building
permits.

fees
also
support
our
building
department,
which
ensures
that
the
properties
we
build
are
built
according
to
minnesota
state
codes
that
others
other
state
statutes,
as
well
as
our
local
zoning
ordinances
and
then
also,
of
course,
having
a
building
department
impacts.
Our
insurance
premiums,
as
well
as
making
our
homes
and
workplaces
safe.
For
everyone-
and
you
know,
housing
first
does
not
disagree
with
that.

far
as
the
other
issues
are
concerned,
they
we
really
haven't
had

same
issues
that
they
are
mentioning
in
their
webpage.
So
do
you
have
any
questions
about
the
resolution
or
what
they're
proposing.

begs

question
of
why
they're
such
a
metrocentric
focus
and
then
really
that
attacking
local
control
and
taking
it
out
of
our
hands
if
they
want
to
have
high
impact
fees
in
the
metro
area.

our
standpoint,
I
think

really

probably
more
benefit
than
it
is
hurt.
If
that
pushes
more
development
further
out,
then
that
only
could
benefit
us
or
if
a
developer
is
looking
at
doing
something
in
the
metro
and
find
their
fees
to
be
prohibitive,
then
they
could
very
well
likely,
maybe
choose
austin.

there
was
a
surveying
issue

occurred

years
ago

exactly
this
happened,

throughout
that
time
this
property
along
the
easterly
side
of
the
right-of-way,
was
encumbered
and
used
by
adjacent
property
owners.

area

blue
was
right-of-way
property
that,
through
a
process,
was
vacated
back
to
the
adjacent
property
owner
in
1927.

a
judgment
now,
merck,
the
current
property
owner,
is
asking
for
this
additional
property.
This

their
site,

vacated

this

The
city
needs

easement

our
sanitary
sewer,
so
in
part
of
the
documents

is

easement

requesting

city
vacate

older
former
sanitary

easement
that
was
assigned
in
1958
that
we
no
longer
use.

we'll

easement

concerned
citizens
of
austin,

is

I'm
not

any

lead-up
to
the
event,

I
can't

fact
speak
to
what
really
led
to
the
incident
actually
happening.

talk

concerned
citizen.

we
are
citizens
of
austin
should
really
refocus
and
that's
more
than
anything
is
what
I'm
looking
for.

want
us
to
refocus
on
this
and
really
think
about
ways
as

how
we
can
mitigate
ways
by
which
we
can
build,
if
you
will
relationships
between
the
leadership,
our
public
safety
and
certainly
the
communities
that
we
have
living
in
our
in
our
city.

critical,

this
is
not
just

individual
that
was
shot.
Obviously
it's
an
african
immigrant,
but
I
can
tell
you
right
now.
The
reason
I
am
here
is
not
just
because
I'm
speaking
as
another
african
immigrant
or

another
black
person,
that
happened
to
live
in
the
city,
but
there
are
so
many
other
immigrant
communities
in
austin.

hope

before
coming

did

it
indicated,

you

all

you
will

something

strongly

maybe
the
chief
at
the
time,
especially
when
we
were
making
decisions
transitioning
to
a
new
chief.
This
is
something
that
I
spoke
about
and
that
is
community
policing.

Moving
forward,
if
you
look
at
the
dante
right
incident,
in
fact
I
was
talking
to
somebody
today
and
I
said
I
have
made
a
commitment
that
I'm
going
to
visit
kim
porter
wherever
she's
locked,
because
I
think
that
was
an
incident
one.
That
was,
in
my
view,
provoked
by
the
victim
in
this
case,
and
sometimes
I
also
happen
to
believe
that
what
is
happening
in
our
society
today,
there
is
so
much
polarization
to
the
level
where
sometimes
common
sense
doesn't
prevail.

When
you
try
to
run
away,
you
create
a
struggle
in
the
process,
it's
easy
to
monday
morning,
quarterback
and
say
well.
She
should
have
known
better
that
the
difference
between
a
taser
and
a
gun,
but
I
don't
believe
for
one
second,

what
happened
there,
while
that
officer
was
yelling,
taser,
taser
taser.
Some
of
us
are
going
to
second
guess
that
today
and
say
well,
she
was
only
saying
taste
the
taste
it
is,
but
in
fact
she
actually
meant
to
shoot
the
guy.

I'm
not
a
proponent
of
defunded
policy.

anything,
one
thing

gave
me

council,

guys,
are
talking
about
the
funding
that
is
being
given
to
the
police
department
for
some
improvement
in
their
weight
rooms.
Or
what
have
you
for
the
officers?

think
you
should
do
more
of
that.
I
think
we
need
more
of
that.
If
anything,
we
need
more
funding
for
our
public
safety
officials,
but
in
as
much
as
we
will,
it
is
important
for
us
to
support
our
police.
It's
equally
important
to
work
on
how
best
we
can
bring
about
funding
to
really
bridge
that
relationship
between
communities
and
the
police
department.
This
is
something
I
spoke
about
when
I,
when
I
was
here.

The
opposite
is
true.
If
you
build
that
relationship
between
the
police
and
the
communities
that
they
serve
once
a
situation
arise,
people
are
eager
and
willing
to
have
that.
Trusting.
Based
on
that
trusting
relationship
that
exists
to
really
be
able
to
work
together
to
solve
the
crime
that
is
at
hand
and
that's
how
we
ensure
safety-
that's
how
we
promote
that
community
relationship
within
our
city
that
we
all
love.

These
things
are
important.
How
do
we
do
that?
It
is
important
that
police,
our
police
officers
really
have
a
presence
in
some
of
these
communities,
be
it
the
african
immigrant
community
or
the
asian
immigrant
community
in
austin,
which,
by
the
way,
I
was
looking
at
the
recent
census
data-
and
I
can-
I
saw
that
really
the
african
community
or
the
black
population
in
austin
is
a
little
about
12
about
five
percent
is
actually
asians,
so
these
are
significant
numbers.

think
I
was.
I
happened
to
sit
on
the
minnesota
state,
middle
management,
association,
board
of
directors,
so
we
had
a
board
meeting
in
saint
paul.

There
was
a
protest
that
happened
in
town
here
I
wanted
to
show
up,
but
I
was
gone
I'll.
Tell
you
some
of
the
comments
that
I
had
from
some
community
members
people,
some
of
whom
really
I
had
a
lot
of
respect
for,
was
rather
disappointing
to
me
because
what
was
happening
is
they
run
around
and
basically
state
that?
Why
are
we
bringing
these
people
from
outside
to
come
here
to
protest?

If
you
give
me
the
opportunity
to
question
what
you
do,
I
will
always
do
it
every
time
I
say
the
same
thing:
if
you
go
to
school
and
you
give
your
teachers
reason
to
question
whether
or
not
you
are
there
prepared
to
learn,
they
will
always.
The
teacher
is
always
going
to
question,
and
so
you
don't
point
fingers
to
people
that
are
asking
questions
based
on
your
lack
of
responsibility.

So
what
I'm
asking
for-
and
the
reason
I'm
here
really
is
again
to
refocus
this
issue,
because
you
know
there
is
something
in
the
african
community,
for
instance,
and
it's
not
just
specific
to
the
african
immigrant
community
or
a
cultural
upbringing.
I
think
it's
similar
in
some,
so
many
other
communities
that
I'm
aware
of,
let's
say
the
asian
community,
the
hispanic
community,
for
instance-
and
I
am
happy
that
miguel
is
here.
Let
me
just
state
this
as
director
of
business
services.

Some
of
the
you
know
you
guys
are
experts
in
so
many
areas
that
you
do
my
my
expertise
is
in
numbers.

One
thing
that
has
worked
well
for
me
is
the
relationships
that
I
have
been
able
to
build
throughout
the
institution.
We
have
somebody
that
oversees
international
students-
I
can
send
them
emails,
I
can
give
them
make
phone
calls.
I
can
send
them
letters,
sometimes
when
I
reach
out
to
that
advice
or
international
student
advisor
who
they
trust
when
they,
when
she
reaches
out
to
them
the
international
students.
I
get
more
positive
response
than
me
dealing
directly
with
them.

I'm
telling
you
guys
here
is
not
true,
but
ninety
percent
of
the
time
he'll
tell
him.
Oh,
I
know
that
kid
I'll
get
a
hold
of
him.
If
I
can
get
a
hold
of
him,
I
know
their
parents
relationship
building,
community
policing
is
very
critical,
and
I
want
to
ask
that
we,
the
city
of
austin
and
as
much
as
we
do
everything
we
can
to
strengthen
and
support
our
police
department.

not
just
impacting
our
police
officers,
it's
prevalent
in
our
communities
as
well,
so
it's
important
that
we
have
those
those
relationships,
people
that
know
somebody
that
knows
somebody
you
may
potentially
run
into

day
and
not
necessarily
know
that,
in
fact,
I
am
suffering
from
some.
You
know
mental
heal
illness.

just
look
at
it
from
our
own
perspective,
it'll
be
no
different.
Yes,
I
did
wrong,
but
my
family
is
going
to
say
well,
they
shouldn't
have
killed
them
and
you
know
what
that
does
really
you.
You
can
have
them
factions
developing,
because
then
there
is
a
faction
that
believes
in
the
family
and
then
you
all
of
a
sudden.

When
I
got
to
little
falls
minnesota.
It
was
already
about
seven
o'clock
at
night,
but
prior
to
being
pulled
over,
I
had
a
vehicle
that
was
behind
me
for
the
longest
more
than
four
miles
and
I'm
on
the
left
lane
it's
a
two
lane
and
then
I
realized
this
vehicle
is
behind
me.
It's
been
following
me.
Obviously
it's
a
two
lane.
He
could
go
either
way,
but
he
followed
me
for
so
long.

Two
of
them
came
up
to
my
vehicle
and
one
to
the
right
one
to
the
left
and
when
they
got
down
I
rolled
my
window
down
and
the
officer
says
well
zack,
do
you
have
your
license
and
registration
and
I
said,
can
you
tell
me
what
what
I
did
wrong
today
and
he
says?
Well,
I
just
give
me
a
license
and
registration
we'll
let
you
know
in
a
second,
I
gave
him
my
license
on
registration.

He
went
back
to
his
vehicle
and
then
he
came
back
and
he
says
well
I
I
pulled
you
over
because
we
saw
that
you
are
weaving.
I
said
no,
no!
No!
No,
I
said
officer
if
you
think
I
was
weaving.
I
can
tell
you.
I
saw
you
behind
me.
Why
didn't
you
pull
me
over?
You
wanted
to
wait
until
I
crashed
and
he
said
no.
No!
No,
that's
not
what
I
mean.
I
said
you
know
I'll
tell
you
something.
I
said
I
respect
what
you
do.
I
said
the
uniform
you
wear
belongs
to
the
people.

Another
incident
I
had
was.
I
was
leaving
detroit
lakes
minnesota
again,
headed
to
a
meeting
in
saint
cloud.
I
had
a
brand
new
vehicle
and
when
I
get
to
staples
minnesota,
a
state
trooper
turned
around
pulled
me
over.
There
were
a
vehicle
speeding
past
me
and
so
when
he
got
to
me
he
says,
while
you
were
speeding,
I
said
really,
he
said
yeah.

I
said:
okay,
no
problem,
I
said
well,
I
thought
I
was
interactually
to
be
honest
officer,
because
the
vehicle
really
running
past
me
and
I
had
my
vehicle
on
cruise
control
at
speed,
limit
that
wall
license
and
registration.
I
gave
it
to
him.
He
went
back
to
his
vehicle
came
back
with
a
ticket
of
133
dollars.

I
went,
I
took
the
ticket
and
I
said
you
know
I'm
a
bit
disappointed,
but
I
trust
that
you
are
doing
the
right
work.
So
I
went
home
with
the
ticket
and
I
wrote
a
letter
sending
a
check
payment
and
when
it
got
there,
they
returned
my
check
because
I
explained
exactly
what
happened.
They
returned
my
check
and
said
they
are
reducing
it
to
sixty
dollars.

What
I'm
trying
to
say
to
you
guys
is
some
of
these
things.
People
experience
them
now.
You
know
why
sometimes
certain
communities
may
be
a
bit
too
suspicious
or
quick
to
be
suspicious,
but
I
am
a
friend
of
the
police.
I'll
tell
you
that
that's
who
I
am
like,
I
said
I
don't
think
for
one
second,
kim
porter
should
have
been
put
in
jail.

People
are
not
being
objective.
People
are
not
looking
at
things
in
a
manner
that
really
says.
If
you
did
wrong
and
something
befores
you
there,
you
are
responsible
for
your
actions.
It's
a
responsibility
issue.
It's
what
I
hope.
All
of
us
teach
our
children
same
thing.
I
teach
my
son
all
the
time,
so
these
things
are
important.

All
I'm
asking
for
is:
let's
build
that
trust
when
a
situation
like
the
incident
that
happened
with
the
african
immigrant
that
got
recently
shot
and
killed
in
austin,
we
potentially
could
have
defused
the
situation
by
just
reaching
out
to
the
community
leaders
to
figure
out
how
we
can
de-escalate
the
situation
it
could
have
been
done
could
have
been
prevented.
This
is
one
incident
that
I
think
would
have
been
prevented.

The
outcome
could
have
been
different,
so
I
want
us
all
to
refocus
on
that,
but
I
want
this
group
to
figure
out
what
can
we
do
different?
How
do
we
then
facilitate
means
or
ways
by
which
we
can
strengthen
some
of
these
relationships
to
be
able
to
convert
them
into
meaningful
results
in
if
down
the
road?
These
things
are
critical
and
I
will
also
state
it's
important
for
the
police
department
to
be
visible
in
these
communities.
Don't
show
up
when
there
is
only
a
call
and
people
are
suspicious.
What
are
they
doing
here?

are
part
of
the
community.
You
are
here
for
everybody's
safety
and
the
fact
of
the
matter
is:
we
are
all
responsible
for
the
safety
of
our
community
immigrants,
the
police,
the
city,
leadership,
civil
servants,
everybody
that
lives
in
austin.
We
have
a
role
and
a
responsibility
and
a
duty
to
our
community,
and
I
want-
and
I
hope
we
will
find
ways
by
which
we
can
really
alleviate
some
of
these
things
and
turn
them
around
to
something
more
positive
into
the
in
the
future.

expansion

coming

she
can

highlight

invite
other
department
heads

if
there's
questions
at

time
that
aren't
related
to
the
library,
you
can
certainly
ask
apartment
heads
that
are
there.

work

quarter

we

visit

off

library

next
quarter

stephen

department
wants

us

show

have
a

dive

that

council

and

give

some
take-home
kits.

take-home

come

and
pick
up
and

art
project
