From YouTube: City Council Meeting - 3-15-21
Description
City of Austin, Minnesota
A

A
A
A
B
B
B
The
sergeants
generally
probably
go
one
or
the
other,
but
we
do
occasionally
have
them
wear
both
the
pins
and
the
stripes.
So
the
sergeant's,
the
only
rank
that
would
have
something
on
there
on
their
sleeve
austin
used
to
have
some
years
of
service
stripes
that
we
would
put
on
the
sleeve.
But
I
don't
think
anybody
has
done
that
in
probably
20
some
years
so.
B
He
was
probably
last
one
so
they're
out
there,
but
congratulations
mike
and
you
know.
C
C
And
whereas
planting
and
maintaining
trees
is
a
natural
and
easy
way
to
keep
our
water
clean
and
whereas
the
last
friday,
in
april
and
throughout
the
month
of
may
minnesotans,
pay
special
tribute
to
our
trees
as
natural
resources
and
dedicate
ourselves
to
the
vitality
of
our
forest.
Now,
therefore,
I
stephen
m
king
mayor
of
austin
minnesota
do
hereby
proclaim
friday
april
30th
2021
as
arbor
day,
and
I
do
hereby
proclaim
the
month
of
may
2021
as
arbor
month
in
the
city
of
austin.
C
C
Thank
you,
tom.
On
to
public
hearing.
We
have,
I
think,
five
of
them
tonight
for
street
street
projects
coming
up
so
there's,
there's
gonna,
be
lengthy,
lengthy
presentations
and
discussions.
I'm
certain,
and
maybe
some
folks
are
gonna,
be
on
zoom
or
in
person,
but
I
just
would
like
to
remind
folks
that
on
the
agenda
there
is
a
hearing
to
approve
the
assessment
rules
for
projects
listed
on
tonight's
agenda
notice
was
published
in
the
newspaper
and
mailed
to
each
affected
property
owner.
C
That
notice
included
information
about
the
project,
the
properties
to
be
assessed,
the
amount
of
each
assessment
in
the
terms
of
payment
for
each
assessment,
including
the
right
to
defer
payment
for
those
who
meet
certain
criteria.
Further,
that
notice
included
information
about
the
process
and
requirements
for
any
appeal
of
any
assessment
approved.
As
a
result
of
this
hearing,
members
of
the
public
will
be
allowed
to
comment
on
the
assessments
during
their
hearing.
C
C
Following
the
comments
from
the
public,
the
council
will
deliberate
and
comment
and
the
decision
we
made
all
right.
I
have
number
five
public
hearing
on
street
improvement
assessment
for
first
street
southeast
oakland
avenue
east
to
first
avenue,
southeast
and
first
avenue
southeast
south
main
street
to
2nd
street
southeast
project
21102
the
amount
to
be
assessed
is
125
355.24
at
three
and
a
half
percent
for
15
years,
stephen
or
mitch.
H
So
mayor
for
all
of
these
hearings
items
five
through
nine
assistant
engineer
mitch,
wenham
did
a
presentation
for
the
council
at
a
previous
meeting
and
that
powerpoint
presentation
is
in
your
backup.
So
we
will
plan
on
not
going
through
that
again
unless
council
or
the
public
has
any
specific
questions,
so
that
would
apply
for
each
project
and
also
for
each
project.
We
mitch
and
I
have
not
received
any
written
objections.
Okay,
so
those
are
a
couple
standard
things
for
each
project,
so
for
that
I
will
for
now.
C
F
C
A
C
A
F
C
You
tom
5e
resolution
looking
for
a
resolution
adopting
the
assessment
role
so
second
paul.
Thank
you
tom.
A
F
C
The
amount
to
be
assessed
is
210
thousand
934
dollars,
80
cents
at
and
a
half
percent
for
15
years.
I
understand
we
already
have
the
presentation.
I
understand,
there's
no
written
objections
and
so
we're
looking
for
item
number
6d
resolution
declaring
the
cost
for
this
project
public.
Oh,
I'm,
sorry,
that's
right!
Public
hearing!
Is
there
anybody
in
the
on
the
zoomer
in
person
that
wants
to
address
or
comment
on
this
project.
C
A
C
A
G
F
C
C
A
C
Thank
you
tom
is
it
item
number
seven
e
resolution
adopting
the
assessment
role
so
moved
on.
Thank
you.
Second,
rebecca
tom.
A
C
Time
I
have
number
eight
public
hearing
on
street
improvement
assessment
for
8th
street
northwest
from
8th
avenue,
northwest
to
13th
avenue,
northwest
and
9th
street
northwest
from
8th
avenue
northwest
to
10th
avenue.
Northwest
project
number
one
one
zero
one.
The
amount
to
be
assessed
is
two
hundred
and
twelve
thousand
six
hundred
ninety
nine
dollars,
eighty
five
cents
at
three
and
a
half
percent
for
fifteen
years
we've
had
the
presentation.
There
are
no
written
objections.
C
Is
there
anybody
in
the
public
would
like
to
address
the
or
comment
on
this
project.
A
C
Right,
the
last
of
the
street
projects
is
item
number
nine
public
hearing
on
street
improvement
assessment
for
eighth
avenue,
slash
place,
northwest
from
north
main
street
to
4th
street
northwest
and
8th
avenue
southwest
from
27th
street
to
the
dead
end
project
number
2105,
the
amount
to
be
assessed
is
37,
382
dollars
and
36
cents
at
three
and
a
half
percent
for
15
years.
We've
had
the
presentation.
There
is
no
objections
and
is
anybody
in
the
public
tom
here.
C
C
Thanks
tom,
anybody
on
the
in
the
public
would
like
to
comment
on
the
item
number
nine
for
that
street
project.
A
F
C
Time,
I
think
it'd
be
a
good
idea
to
do
number.
Nine
e.
Also
that's
looking
for
resolution
adopting
the
assessment
role.
It's
all
moved
second
mike
who
was
second,
oh,
okay.
Thank
you.
Tom.
A
G
F
F
I
Thank
you,
mayor
members.
This
is
for
a
new
home
construction
with
our
tax
abatement
program.
This
is
located
off
oakland
avenue
and
24th
street
southwest
over
by
shade
triado.
This
has
been
a
vacant
lot.
I
think,
for
quite
a
few
number
of
years,
estimated
value
is
350
000
of
the
house.
The
application
is
in
conformance
with
the
city's
adopted
policy.
This
is
a
public
hearing,
we'll
open
it
up
for
public
hearing.
C
A
G
C
You
tom,
I
have
number
11
as
a
resolution
on
public
hearing,
to
adopt
a
modification
to
the
development
program
for
municipal
development
district
number,
one
in
establishing
tax,
increment
financing
economic
development
for
district
number
15
and
adopting
a
tax
increment
financing
plan.
Therefore,
craig.
I
I
This
is
the
resolution
that's
necessary
to
adopt
that
we'll
have
a
redevelopment
plan
that
will
follow
most
likely
at
the
next
council
meeting,
but
this
is
our
next
step.
Michaela
hewitt
with
excuse
me,
baker
tilly's,
on
the
is
on
the
zoom
call
with
us
I'll
turn
it
over
to
her
and
representatives
from
new
tech
are
also
available.
Should
there
be
any
questions
from
council
and
that's
all
I
have.
E
Welcome
good
evening,
thank
you
craig.
Thank
you
good
evening,
mayor
members
of
the
council
before
you
tonight,
as
craig
introduced
is
the
tax
increment
financing
plan
for
economic
development
district
number
15..
It
is
an
economic
development
district
which,
with
a
term
of
eight
years
of
collection
after
we
see
the
first
increment
for
a
total
of
nine
years.
E
The
purpose
of
the
tax
increment
financing
plan
is
to
facilitate
financing
a
portion
of
the
improvements
related
to
the
planned
construction
of
the
approximate
60
000
square
foot
new
facility
in
the
city.
The
tax
increment
financing
plan
before
you
does
provide
the
city
with
the
authority
to
use
tax
increment
financing
for
this
project
included
within
the
tax
increment
plan
is
the
definition
for
an
economic
development
district,
the
area
to
be
included
within
the
district,
as
well
as
the
projected
budget,
which
includes
the
sources
of
revenue
and
estimated
project
costs.
E
The
included
within
this
is
a
total
budget
of
about
1.3
million,
for
which
up
to
1.25
could
be
provided
to
the
project
with
the
remaining
amount
for
any
internal
administrative
expenses.
E
C
I
Thank
you,
mayor
members.
This
is
follow-up
from
our
work
session.
The
downtown
parking
lot
next
to
the
b
and
g
they've
will
have
interest
in
buying
that
for
development
of
a
patio
to
complement
their
establishment,
purchase
price
is
36
000,
plus
the
closing
costs.
I'm
looking
for
council
direction
on
that
to
proceed
forward.
A
F
C
I
struggled
with
what
to
do
on
this,
and
I
go
back
to
my
core
values
that
when
people
give
money
to
austin,
they
should
be
honored
for
it,
and
I
want
to
make
sure
I
list
everybody's
name
now
I
list
it
but
say
it
in
an
open
meeting.
I
think
it's
just
it's
worthy
of
of
what
they've
done,
so
anybody
that
gives
up
money
for
this
particular
instance.
It's
all
flower
donations.
C
Firm
golden
truss
incorporated
potash
mitchell,
dental
clinics,
diane's
salon,
classics,
austin,
public
library.
A
couple
of
memorials
in
that
mix
is
artis
reese's
in
memory
of
kenneth
lawfully
in
honor
of
lavonne
griffin
in
the
name
of
naomi
reifenberger.
C
So
again,
it's
a
lot
of
names
to
read,
but
truly
very
generous
of
these
folks
to
donate
to
what
becomes
beautiful
flowers
in
the
summertime.
I'm
happy
to
to
read
those
names
and
thank
you
for
the
donations,
so
looking
for
a
resolution
to
accept
those
2021
flower
donations
to
the
city
of
austin,
I
move
jeff.
Thank
you
second
paul
tom.
F
G
F
C
H
H
So
we
utilize
500
from
our
transfer
station
budget
to
cover
those
advertising
costs
and
those
are
shared
with
the
county.
Again,
we've
coordinated
with
more
county
fairgrounds
that
this
date
and
weekend
will
work.
There
will
be
some
signage
involved
with
the
project.
We've
been
doing
it
for
many
years
now,
so
we
have
that
signage
in
place.
We
just
adjust
things
as
necessary,
and
then
the
city
provides
a
forklift
for
the
event
for
the
partner
group
to
work
to
utilize
and
in
this
case
we're
using
we're
utilizing
retrofit
recycling
out
of
oatana.
H
We
have
been
using
them
for
the
past
couple
of
years,
so
with
that
we
have
the
prices
indicated
there
for
drop
off
and
those
will
be
posted
on
our
city,
facebook
site
and
we'll
also
have
them
posted
on
site
the
day
a
day
or
two
ahead
of
the
event.
So
people
will
know
coming
up
that
as
they
drive
in
what
the
rates
are
for
disposal
of
goods.
There
are
some
items
that
are
not
accepted,
smoke
detectors.
H
Excuse
me,
smoke,
detectors,
hazardous
waste
or
broken
glass,
pcb
items,
liquids
and
fluorescent
bulbs,
mercury
things
like
that
are
not
accepted,
so
we
ask
that
people
not
bring
those
those
will
be
rejected
or
left
in
their
vehicle
if
they
are
brought
with
them.
So
with
that,
we
would
request.
Council
approve
the
proposed
rates,
also
working
with
retrofit
recycling
and
the
dates
set
before
you
today.
H
Yes,
absolutely
thanks
for
reminding
me
of
that.
We
typically
do
two
shifts.
We
do
a
8
30
to
11,
30
a.m,
shift
and
then
an
11
30
to
2
30
shift
that
gives
about
a
half
hour
before
and
a
half
hour
after
coverage.
For
the
event,
we
would
like
to
get
five
to
eight
people,
volunteering
per
time
frame
and
the
company
that
we
work
with.
They
also
bring
five
to
six
employees
down
to
staff
the
event.
H
So
together
we
have,
you
know
anywhere
from
10
to
12
people
helping
with
each
shift
when
you
include
the
volunteers
and
the
workers.
So
yes,
the
volunteers
are
coordinated
through
our
admin
office.
So
if
anyone
is
interested,
you
could
let
any
of
the
folks
in
admin
and
or
any
of
the
staff
there
let
them
know,
and
they
would
they
will
compile
the
list
of
volunteers
for
those
two
time
slots.
Thank
you
for
reminding
me
of
that.
You.
C
C
A
H
Stephen,
we
have
had
a
ongoing
farm
lease
with
kevin
finley
at
the
cook
farm
or
the
creekside
business
park
since
2012..
That
relationship
has
seemed
to
work
out
very
well.
It
works
well
for
him.
Works
well,
for
us
helps
having
him
out
there
to
maintain
grass
and
things
like
that
around
the
facility,
and
this
year
we
are
proposing
a
two-year
lease
agreement
for
2021
and
farm
year
2022.
H
We
have
adjusted
the
acreage
based
on
the
new
tech
project.
We
have
eliminated
that
from
his
farm
lease
and
we
have
also
adjusted
the
rate
from
225
dollars
per
acre
up
to
240
dollars
per
acre
for
this
two-year
lease
agreement,
the
city,
because
we
earn
income
on
the
property.
We
have
to
pay
taxes,
so
the
city
pays
the
property
tax,
which
is
estimated
at
sixty
eight
hundred
dollars
for
twenty
twenty
one.
H
A
C
That
farm
lease
will
be
interesting.
Watermark
for
as
progress
in
austin
continues,
the
amount
of
acreage
we're
farming
out
is
going
to
shrink.
So
it's
it's.
C
J
Mayor
and
council
members
at
the
march
9th
planning
commission
meeting,
the
planning
commission
reviewed
a
request
from
adam
meyer
for
approval
to
replace
an
existing
freestanding
sign
with
a
larger
sign,
he's
purchased
that
building
in
the
neighborhood
at
308.
Fourth
avenue
northwest
it's
pretty
unique
in
that
area
has
a
number
of
spaces
that
he
would
like
to
lease
and
he's
in
the
middle
of
renovating
them.
I
understand
so
he
wanted
to
be
able
to
provide
some.
J
I
guess
some
visibility
for
the
people
who
would
be
potentially
leasing
from
him.
So
he
worked
with
innovative
signs
on
a
proposal.
That's
included
with
your
materials.
It
would
be
so
the
the
required
or
the
or
ordinance
requires
that
the
total
area
of
a
free
standing
sign
in
that
area.
For
that
zoning
district
not
exceed
25
square
feet.
The
entire
structure,
including
the
signage
that
he
is
proposing,
is
48
square
feet.
The
planning
commission
reviewed
with
seven
members
present
and
a
recommended
approval
seven
to
zero.
J
They
found
that
the
science
compatible
with
the
surroundings
allows
and
promotes
conditions
for
meeting
the
sign
users
needs
while
promoting
an
amenable
environment
desired
by
the
general
public
and
that
it
shall
be
designed,
constructed
installed
and
maintained
in
a
manner
that
it
does
not
endanger
public
safety
or
traffic
safety,
that
it
would
be
legible
and
readable
and
visible
in
the
circumstances
in
which
it
is
used
and
is
respectful
of
the
reasonable
rights
of
other
advertisers
whose
messages
are
displayed,
but
in
that
area
there
would
just
be
one
sign.
C
G
C
F
C
Okay,
thank
you
for
being
on
board
with
us
reports
and
recommendations,
craig.
I
Yes,
mayor,
the
american
rescue
plan
has
been
adopted
by
the
congress
and
signed
by
the
president.
Tonight's
word
for
the
day
is
tranche,
which
means
that
we'll
be
getting
two
payments.
The
first
one
is
expected
within
60
days.
Our
amount
was
2
million,
eight
two
million
eight
hundred
seventy
thousand,
so
the
second
payment
is
evidently
a
year
later,
so
we're
still
kind
of
reviewing
what
the
intent
of
legislations
and
eligible
uses
would
be.
I
It
does
seem
that
they've
tried
to
keep
it
flexible
and
the
timeline
for
use
of
the
funds
goes
through
2024,
but
we'll
be
continuing
to
look
at
treasury
guidance
on
what
allowable
uses
would
be
and
and
visit
with
council.
Further
about
that
mauro
county
evidently
is
going
to
be
a
portion,
7.8
million.
I
The
other
item
is
asked
to
testify
in
the
minnesota
senate
on
the
cgmc
housing
fix
up
funds
that
would
provide
five
million
dollars
of
funds
to
local
municipalities,
to
help
with
nuisance
properties,
and
the
like
so
be
doing
that
tomorrow.
Otherwise
julie
kleinfelter
has
has
an
item
from
other
staff
members.
K
Hi
yeah,
I
just
wanted
to
remind
everybody
that
the
social
justice
book
club
is
meeting
this
thursday
at
six
o'clock.
We're
gonna
be
talking
about
the
book
called
gender,
your
guide,
if
you're
interested
you
can
call
or
email
the
library
for
the
link
for
that
and
mayor
king.
I
know
you're
working
on
your
baking
skills
for
our
edible
book
festival.
K
K
Your
favorite
book
and
make
me
a
cake
that
looks
just
like
it,
so
anyone
who's
interested
in
doing
that.
We
will
be
accepting
entries
until
march
30th.
