F
Thank
you
mayor
members,
Hormel
Foods
is
proposed
to
construct
130
slot
market
rate
Child
Care
Facility
they've
asked
for
tax
abatement
from
the
city
county
and
school
district
for
up
to
15
years.
We've
indicated
the
15-year
statutory
provision
therein.
The
backup
material
would
be
a
1300
square
foot
facility,
estimated
cost
of
5
million
dollars.
It
would
have
23
full-time
positions
located
on
5th
Street
Northwest
and
17th
17th
Avenue
Northwest.
A
I
agree:
it
is
an
excellent
I,
appreciate
Hormel
using
their
resources
too,
better
our
city
and
give
us
more
spaces
for
for
child
care.
I
mean
I,
know
it's
it's
going
to
be
their
facility
and
they
can
have
that
list
of
folks
that
they're
going
to
accommodate
through
their
employees,
but
also
opening
up
to
the
community
is
very
generous.
So
we
appreciate
them.
We
have
a
motion
to
approve
I
need
a
second
second
Tom.
G
B
A
Thank
you,
Tom
under
item
number,
six
petitions
and
requests.
We
have
we're
accepting
a
donation
of
20
Subway
card
from
Austin
electric
to
the
Austin
Police
citizens
and
need
program.
Looking
for
a
resolution
so
moved
second
time.
B
B
So
that's
what
we've
proposed
in
working
with
department,
heads
and
the
general
fund?
The
total
is
five
hundred
and
eleven
thousand
dollars
worth
of
carry
forwards
in
the
capital
Improvement
fund,
it's
167
thousand
three
ten
in
Central,
Garage,
317
500,
and
then
the
fire
Fleet
replacement,
two
hundred
and
seventy
thousand
dollars.
We
request
Council
approved
this
budget
adjustment
to
then
allow
departments
to
purchase
those
items
in
2023.,
I.
A
A
Thank
you
Tom
under
citizens
addressing
the
counselor.
Is
there
anyone
in
the
audience
all
satisfied
in
two
editions?
Sorry,
thank
you.
I
have
number
nine
looking
for
resolution,
I,
think
receiving
bids
for
Bio
salad,
removal
from
the
wastewater
treatment
plant
Stephen.
G
We
took
bids
for
that
process
this
year.
It's
a
two-year
contract
and
oil
Trucking
and
pumping
was
the
low
and
only
bidder
you
can
see.
It
is
up
from
years
past,
leading
up
to
the
bids.
We
did
have
a
lot
of
interest
in
the
project,
so
I
think
we
were
hearing
and-
and
there
was
seemed
to
be
a
competitive
nature
out
there,
even
though
we
only
had
one
bidder,
we
think
it
is
a
solid
bid
based
on
fuel
rates
and
and
cost
of
doing
business
nowadays,
even
though
it
like
I,
said
it
is
an
increase.
G
Over
the
past
oil
trucking's
bid
was
990
thousand
dollars,
and
that
is
over
the
course
of
two
years,
and
we
believe
that
this
may
be
the
last
time
that
we
bid
biosolids
removal
in
this
manner
with
our
new
project
that
we're
doing
at
the
treatment
plant.
Our
biosolids
removal
will
switch
over
to
this
is
a
liquid
process,
and
it
will
be
switching
over
to
a
solid
process
where
we
will
haul
it
out
with
dump
trucks.
C
Stephen
can
I
ask
you
a
couple
questions.
So
do
I
read
this
right
that
21
to
22
was
698
400
or
349
200
a
year.
Is
that
right.
G
C
G
So
when
we,
when
we
put
it
out
for
bids,
we
are,
you
know
publicly
advertising
that
to
anyone
that
is
interested
in
bidding
this
project,
we
had
four
plan
holders
and
a
couple
of
one
of
them
that
was
highly
interested
was
from
out
of
state,
so
they
were
not
able
to
meet
the
mpca
permitting
requirements
because
they
didn't
have
those
proper
documentations
so
that
restricted
them
from
bidding.
G
Why
the
other
companies
did
not
bid
I,
don't
know.
I
I,
don't
believe
that
if
we
put
this
back
out
for
bids
without
changing
something,
we
likely
would
receive
similar
type
bids
unless
we
were
to
drastically
be
able
to
change
something
which,
from
year
to
year
our
specs
and
requirements
for
bidding.
A
A
Thank
you,
Tom
I'm
Number
10
as
a
resolution
receiving
bids
for
the
asbestos
abatement
at
the
wastewater
treatment
plant
Stephen,
typically.
G
When
we
have
demo
projects,
whether
it's
flood
homes
or
whatever
types
of
buildings,
those
would
be,
we
bid
out
the
asbestos
abatements
separately.
So
this
work
is
associated
with
the
larger
wastewater
treatment
plant
project,
but
we've
we've
kept
it
separate
from
the
overall
construction
bid,
because
that's
just
standard
in
how
we
typically
do
these
and
we
took
bids
there
are
10
structures
out
of
out
of
all
the
many
structures
that
the
treatment
plant
that
are
being
worked
on.
G
There
are
10
of
them
where
asbestos
was
identified,
needs
to
be
abated
prior
to
any
demolition
or
any
work
on
those
structures.
We
took
four
bids
with
Environmental
Plant
Services
being
the
low
bidder
at
fifteen
thousand
six
hundred
dollars.
Our
Engineers
estimate
for
this
work
was
25
000,
so
it
came
in
below
bid
and
costs
will
be
split
for
the
work
between
our
industrial,
domestic
and
combined
portions
of
the
wastewater
treatment
plant.
So
we
would
recommend
awarding
this
bid
to
Environmental
Plant
Services.
B
A
A
Thank
you
time
now.
Citizens
arresting
the
council.
Is
there
anyone
here
that
wish
to
speak
to
council
that
doesn't
wasn't
on
the
agenda?
Okay,
honorary
Council
we're
blessed
to
have
George
Thomas
here
again
George.
Thank
you.
I
know
you
missed
last
meeting,
and
this
will
be
your
second
to
last
meeting.
Your
last
meeting
will
be
the
last
meeting
in
March,
but
is
there
any
any
comments
from
you?
George.
C
Jeff
two
things
that
you
know:
I
I'm
kind
of
the
negative
Nelly
about
the
state
of
Minnesota,
mostly
because
I
find
our
combined
state
and
local
tax
burden
oppressive.
C
But
for
those
of
you
that
haven't
seen
it,
the
Twin
Cities
Business
Journal
had
a
just
a
spectacular
article
this
morning,
quoting
a
study
about
the
condition
of
essentially
what
Minnesota
is
like
to
be
a
working
woman
state
of
Minnesota,
ranked
fourth
in
in
the
country
out
of
51
jurisdictions
and
was
led
by
and
really
earned
that
rating
by
Leading,
the
country
in
in
cost-adjusted
median
earnings
for
women
and
so
I
think
that
you
know
as
a
as
we
look
at
policy
things
like
that,
we
got
to
keep
stuff
like
that
in
mind.
C
I
think
we're
or
as
a
state
doing
a
spectacular
job.
Treating
people
equally.
So
I
would
encourage
you
all
to
look
at
today's
Twin
City
Business
Journal.
That's
it
Mike.
D
Tonight
as
we
approve
the
Hormel
Foods
child
care,
I
wanted
to
again
point
out
that
the
city
has
also
encouraging
and
supporting
new
home-based
child
care
startups.
So,
if
you're
looking
to
start
a
home-based
child
care,
the
HRA
has
a
program
with
a
forgivable
loan
to
help
you
cover
some
of
those
costs.
D
Thanks,
tagger
I
also
want
to
give
a
shout
out
to
the
parks,
Rec
and
Forestry
Department
Nancy
Schnabel
at
the
convention,
visitors
bureau
came
to
me
wearing
my
work
hat
and
the
parks
department
and
asked
if
we
could
put
together
a
paint.
The
Ice
event
on
the
last
day
of
ice
at
Packer,
Arena
and
local
government
isn't
always
the
best
at
moving
nimbly,
but
we
managed
to
pull
it
together
in
in
about
10
days
and
I.
D
Just
I
was
over
there
right
before
the
meeting
they'd
run
out
of
paint
brushes
because
we
had
such
a
great
response.
So
thank
you
for
being
able
to
move
quickly
and
take
advantage
of
that
idea
and
add
to
our
quality
of
life
in
the
city.
I
also
want
to
report
that
on
the
Park
section
wreck
and
Forestry
board,
we
welcomed
a
new
board
member
last
week.
His
name
is
Fresno
Boco
he's
originally
from
Benin
and
newly
an
American
citizen.
D
He
has
a
degree
in
environmental
science
and
Forestry,
so
I
think
his
contributions
to
that
particular
department
and
that
board
are
going
to
be
wonderful.
There
is
an
emerald
ash,
borer
public
meeting
tomorrow,
Tuesday
March
7th
at
5
30
right
here
in
the
council
chambers.
Anyone
in
the
public
who
has
an
ash
tree
on
their
property
or
is
otherwise
interested
in.
D
What's
going
on
with
emerald
ash
borer
is
encouraged
to
attend
the
parks,
wreck
and
Forestry
board
will
meet
tomorrow
or
sorry,
Wednesday,
March,
8th
for
retreat
and
then
finally,
I
want
to
give
a
shout
out
to
our
Police
Department
on
February
27th.
There
was
a
Facebook
post
and
I
happened
to
Second
the
sentiments,
but
this
person
said
I
want
to
give
a
huge
shout
out
to
local
law
enforcement.
Thank
you
for
your
dedication
and
quick
response
today
with
the
incident
at
Banfield.
D
A
F
Yes,
the
bonding
bills
up
in
the
Minnesota
house
this
evening,
I've
been
in
contact
with
representative
Mueller.
She
indicates
that
she'll
be
supporting
the
bill
and
the
amendment
the
a-23-0050
amendment
has
14
and
a
half
million
for
the
Austin
wastewater
treatment
facility.
So
we're
hopeful
that
that
goes
smoothly.
F
Thursday
will
be
in
the
Senate
capital
investment.
One
of
our
request
was
Senator
dornick
and
Senator
pappas's
capital
investment
committee
and
then
Julie
kleinfelter
has
an
item.
You.
E
A
Anything
else
Craig,
no
all
right,
I'd,
just
like
to
say
on
behalf
of
the
City
of
Austin
Senator
condolences
to
Joey
page
and
his
family,
for
the
loss
and
your
daughter.
I
can
only
imagine
the
pain
they're
going
through,
but
we
certainly
wish
them
all
the
best
and
and
prayers
and
thoughts
that
are
coming
their
way
from
the
city
of
Austin.
So
I
just
wanted
to
throw
that
out
there.
A
Nothing
else,
I'll
take
a
motion
to
adjourn
to
March,
20th
2023.,
so
moved.
Is
there
a
second
second
favor
hi.
