From YouTube: City Council Meeting - 12/5/22
Description
City of Austin, MN
A
Mr
Dankert,
you
took
the
roll
call.
Please.
B
A
C
A
Aye
opposed
motion
carries
item
number
two
is
a
motion
approving
the
minutes
from
our
November
21st
2022
meeting
so
moved.
Second,
all
in
favor,
aye
opposed
motion
carries
item
number
three,
there's
nothing
under
recognitions
and
rewards
moving
on
to
number
four
number.
Four
is
a
motion
for
the
consent
agenda.
A
It's
almost
second,
all
in
favor
all
right
opposed
that
motion
carries
under
petitions
and
requests
item
number
five
is
a
resolution
approving
a
contact
with
bladder,
Mouse,
foreman
and
King
for
prosecution,
Services,
Craig.
D
Thank
you,
Mr
Mayor
members.
This
is
a
three-year
agreement
with
Father,
Mouse,
foreman
and
King,
setting
a
new
rate
for
that
three-year
period,
be
happy
to
answer
any
questions
motion
to
approve.
A
F
And
one
question,
as
we
think
about
2024
I
know:
you
know
some
of
the
schools
have
expressed
concerns
about
just
safety
of
you
know.
People
coming
in
and
using
those
as
polling
locations
is
that
something
we
can
look
at
you
know.
Are
there
other
alternative
areas?
I
know.
We've
looked
at
that
in
the
past.
E
It's
from
my
understanding
that
the
school
had
some
staff
express
some
concerns,
but
the
school
as
a
whole
does
not
express
concerns
about
it.
So
we
talked
to
them
about
that
and
we'll
revisit
that.
You
know,
but
I,
don't
believe
that
the
school
has
overall
concerns
to
my
knowledge,
sure.
F
Right
and
we
could
probably
offline
it
just
in
terms
of
kind
of
what
the
options
I
would
agree,
I
don't
think
the
schools
in
and
of
themselves,
but
I,
know
I've
heard
from
multiple
people
over
the
years.
Just
in
terms
of
questions
about
is
this
the
right
spot
to
do
so.
Yeah
kind
of
curious,
like
what
our
thoughts
are
in
terms
of?
Are
there
alternative
vocations?
This
is
kind
of
it.
E
It's
hard
to
find
polling
locations,
as
we
saw
in
2020
when
we
couldn't
be
in
the
schools
it's
hard
to
find
locations
that
are
ADA
Compliant
and
that
serve
our
needs.
Obviously,
the
gyms
work
really
well
for
that
also
the
school
we
run
their
elections
for
them.
So
that's
part
of
their
contribution
to
our
election
cycle
is
that
they
let
us
use
their
buildings,
there's
also
a
statute
that
allows
us
to
take
over
any
public
buildings.
We
want
basically
for
that
purpose.
E
You
know
we're
always
worrying
to
willing
to
work
with
the
schools.
You
know,
for
example,
at
South
Gate.
We
did
go
from
the
interior
gym
to
the
exterior
cafeteria
over
some
concerns
about
that,
so
we're
always
willing
to
work
with
them
and
make
any
modifications
that
we
may
need
to
make
to
make
them
feel
more
comfortable
I,
oh
also.
Yes,
we
have
asked
them
to
make
it
an
in-service
day,
the
schools,
because,
for
example,
for
this
year,
the
next
day
was
a
half
a
day.
E
You
know
if
we
could
shift
that
half
a
day
to
you
know
the
day
before
or
make
it
even
a
no
school
day.
You
know
or
online
learning
day,
you
know
we
would
be
preferential
for
that,
because
that
would
be
better
for
our
voter
parking
anyway
and
would
alleviate
the
safety
concerns
of
the
school.
So
so
we'll
talk
with
them
about
2024,
but
hopefully
we
don't
have
anything
in
2023.
B
A
You
Tom
item
number,
seven
is
resolution,
accepting
donation
to
the
City
of
Austin
and
they
are
as
follows:
the
gift
of
250
from
Diane
and
Jeff
Baker
for
the
library
project,
25.,
ten
thousand
dollars
from
CMAC
to
the
2023
culture
and
arts,
commission
and
five
thousand
dollars
from
international
paper
into
the
thermal
imager
for
the
fire
department.
So
we
always
appreciate
those
folks
that
give
her
their
time
and
their
and
their
money
so
appreciate
those
donations
with
that.
Looking
for
resolution
so
moved
second
Tom.
B
A
Thank
you,
Tom
I
have
number
eight
is
setting
the
2023
seasonal,
temporary
and
part-time
wage
rates.
Council
have
anything
to
add
on
that
looks
like
we're
going
crazy
with
10
59
for
those
summer.
That's
summer
help
I'm
assuming
right
a
lot
of
that
yep.
Any
questions
Council,
if
not
looking
for
resolution
so
moved,
is
our
second
second
Tom.
G
A
couple
months
ago,
when
we
reviewed
the
municipal
consent
process
with
MnDOT
for
the
whole
I-90
Corridor,
there
was
a
line
item
in
there
and
it
was
discussed
briefly
at
that
time
for
a
community
entrance
sign,
and
this
is
something
that
we've
been
working
on
for
many
years
with
MnDOT.
This
was
really
developed
as
part
of
the
vision,
2020
gateway
to
Austin
Corridor
group.
That
identified
a
lot
of
the
bridge,
aesthetic
improvements
that
are
that
are
planned
and
that
have
been
implemented
to
date.
But
also
another
thing
was:
was
a
community
entrance
sign.
G
They
actually
had
had
talked
about
a
couple
different
locations
for
multiple
entrance
signs,
but
I've
kind
of
decided
or
narrowed
it
down
to
this
one
location
where
a
community
entrance
sign
would
be
placed
on
the
north
side
of
I-90
between
4th
Street
and
14th
Street.
It's
a
spot
near
Cobblestone
hotel,
for
instance,
could
be
the
location
it's
a
spot
that
has
a
wide
Boulevard
or
wide
grass
area.
G
So
it
seemed
like
a
good
location
central
to
the
community
and
the
design
for
the
sign
was
developed
through
that
visual
quality
manual
to
match
the
bridge
Aesthetics
that
are
being
completed
as
part
of
the
project.
So
what
we're
bringing
forward
to
tonight
is
a
proposal
from
srf
to
complete
the
design
portion,
pull
everything
together.
G
A
G
Just
to
minimize,
if
we
added
at
the
entrance,
we
need
two
of
them.
So
looking
out,
we
we
first
looked
to
the
East
and
said
with
with
the
curves
coming
into
Austin
from
Albert
Lee.
You
know,
where
is
the
spot
to
put
that
that
that
it's
visible
and
you
almost
have
to
get
it
out
west
of
the
mobile
home
park
to
get
it
on
the
straightaway
once
you
start
hitting
the
curves,
your
your
field
of
vision
moves
as
you
go
around
those
curves,
so
it
had,
one
would
have
to
be
a
distance
east.
G
Then
access
becomes
very
difficult
to
that
for
maintenance.
We
don't
have
any
access
roads
on
the
back
side
of
the
interstate
there
to
the
east
of
Austin.
If
you
go
to
the
West
kind
of
have
the
same
issues
by
the
country
club
with
the
curves
coming
into
town,
where
would
it
go
again?
It
would
have
to
go
quite
a
ways:
I'm,
sorry,
I'm,
getting.
G
A
It
looks
like
the
bridges
knows:
they're
going
to
have
some
black
railing
around
both
sides-
the
bridges
well
yeah
I'm
kidding,
because
I
could
sure
think
there
could
stand
to
be
a
railing
out
by
the
Quick
Trip
Branch.
But
that's
just
me,
I
know
and
all
the
explanations
not
pedestrian.
All
that
stuff
are
the
new
Bridges
by
the
way
coming
with
black
railings
on
both
sides.
G
A
G
So,
as
you
all
know,
we
were
previously
successful
in
getting
an
Eda
grant
for
Creekside
for
extension
of
infrastructure
and
that
Eda
Grant
would
fund
up
to
about
2.2
million
dollars
or
50
percent
of
a
of
a
4.4
million
dollar
project,
and
now,
as
we
could
start
to
work
that
project
forward,
the
first
phase
is
the
engineering
design
Services
working
with
seh.
They
were
originally
selected
during
to
assist
the
city
during
a
solicitation
process.
G
They
were
selected
to
assist
the
city
with
the
Grant
application
and
now
we're
continuing
to
work
with
them
through
the
design
portion
of
the
project.
You
can
see
in
your
handout
that
we
have
with
the
grant.
We
have
different
costs
identified,
of
where
funding
will
go
and
you
can
see
how
the
engineering
design
services
will
be
plugged
into
the
architectural
and
Engineering
fees,
the
the
other,
architectural
and
Engineering
fees,
and
also
a
portion
of
of
the
admin
and
legal
expenses
as
well.
G
A
G
A
A
A
I
I'm
at
57834,
240th
Street.
I
I
brought
up
this
accident
I
had
last
time.
I
saw
you
and
I'm
just
wondering
what,
if
you
have
any
suggestions
as
to
what
I
can
do
to
resolve
this
issue.
A
As
I
mentioned
last
meeting,
Mr
Waldman
again
sorry
for
your
accident,
we
every
once
in
a
while
Council,
does
look
at
intersections.
That
may
be
of
a
concern
either,
maybe
because
of
high
accident
rate.
Will
we
get
that
information
together
from
our
City
attorney
or
I'm?
Sorry,
a
city
engineer
as
well
as
our
City
PD.
So
at
this
point
nothing
has
been
discussed,
but
I
can
assure
you
that
we
will.
We
will
we'll
talk
about
it
I'm
looking
into
it.
Okay
I
mean.
I
I'd
like
to
form
a
map
with
the
unregulated
intersections
Maybe
and
then
maybe
we
can
rate
them
or
get
information
from
the
police
department,
but
intersections
are
the
worst
and
at
least
take
care
of
some
of
them.
If
you
want
me
to
work
on
them
individually
or
work.
A
On
them
individually,
I
think
we
rely
upon
as
a
counselor.
We
apply
it.
We
rely
upon
our
city
department
heads
to
do
that
kind
of
work.
We
appreciate
your
willingness
to
help
now,
if
they're,
if
you
want
to
leave
a
number
with
them
and
they
might
want
to
engage
you
and
that'd
be
fine,
but
we
would
we
would
rely
heavily
upon
our
department
heads
for
those
kind
of
those
kind
of
things.
A
Okay,
thank
you.
Thank
you.
Anyone
else
here
to
speak
that
to
the
council,
things
that
were
on
the
agenda.
If
not,
then
we
go
to
honorary
council
member
comments
Alex.
This
is
your
last
meeting.
Thank
you
for
serving.
Do
you
have
any
any
closing
comments
or
any
yeah.
J
I
would
like
to
thank
the
council
for
giving
me
this
opportunity
to
sit
with
you
guys
over
here.
It's
given
me
a
lot
to
think
about
what
the
city
council
does
to
help
the
city
again.
A
D
I,
don't
have
one
but
Mr.
Merrell
has
an
item
Dave
Thursday
night
at
the
Nature
Center
the
merry
and
bright
event
very
bright
night
event
going
on
with
cool
activities,
come
out
and
check
it
out,
because
my
kids
are
obviously
watching
from
home
tonight.
I
will
say
that
they
that
I
did
text
Santa
Claus
to
confirm
that
he
will
be
there
before
the
7
30..
So
what's
his
number
number
you
have
his
number
absolutely.
Thank
you.
So.
A
Sure
it
would
be
Santa
Claus
there,
excellent
thanks,
Dave
Paul,
anything
in
your
honor
for
danger.
Oh
sorry,.
F
Nothing
your
honor
Jason
I
want
to
congratulate
coach,
Jamal
Gibson
on
winning
his
debut
as
the
Austin
Packers
boys,
head,
basketball,
coach,
obviously
big
shoes
to
fill
with
Coach
Madness.
But
now
the
number
one
all-time
winningest
percentage
coach
in
the
history
of
Austin,
High,
School
athletics,
so
maybe
he'll
retire
after
game.
One.
I
D
Jeff,
nothing,
your
honor,
we'll
see.
A
Nothing
around
Jeff,
nothing
for
me.
I
just
have
we've
sworn
a
new
police
officer
today,
Chief
mckeacon.
Do
you
want
to
just
say
a
few
things
about
our
our
new
officer
comes
with
experience.
C
I'll
speak
loudly
yeah
Jesse
Max
is
our
newest
officer
he's
coming
over
from
Fillmore
County
he's
got
10
years
of
experience,
and
so
we're
looking
at
having
a
very
short
learning
curve
on
what
it
means
to
be
a
licensed
police
officer
in
the
state.
He
will
still
go
through
our
12-week
program.
C
Most
of
it
will
be
instilling
the
geography
how
to
find
things.
We
use
a
slightly
different
computer
system
than
he
would
have
used
just
kind
of
setting
the
tone
on
on
how
we
operate
what
our
procedures
and
policies
are,
but
we're
very
excited
have
him
start
with
us
and
again,
at
the
end
of
12
weeks,
we're
expecting
we're
going
to
get
a
veteran
officer
who's
going
to
be
operating
at
a
level
of
you
know,
officers
that
have
been
here
for
a
number
of
years,
so
very
exciting
for
our
staff
in
our
department,
excellent.
A
Thanks
Chief
yeah,
welcome
Jesse
betz
through
new
officer
and
I
have
nothing
further
other
than
that.
We're
looking
for
a
motion
to
adjourn
to
the
Monday
December
19
2022.
so
move.
Second,
all
in
favor
all
right
all
right
closed
promotion
carries.
We
are
adjourned,
we'll
take
five
minutes
and
move
into
the
work
session.
