H
They
did
not
get
to
us
in
a
timely
manner
with
their
food
licensing,
so
they
had
their
state
of
Minnesota
Department
of
Health
license.
They
just
didn't
get
all
the
paperwork
into
us
immediately
for
them
prior
to
opening.
Thank.
D
You
under
public
hearings-
oh
we
do
have
motion
there.
Do
we,
let's
all
move?
Second,
all
in
favor,
aye
opposed
motion
carries
I'm
number.
Five
under
public
hearings
is
a
resolutions,
a
public
hearing
on
sanitary
sewer
assessments
and.
H
The
sanitary
sewer
assessment
that
did
the
hookup
agreement
after
the
last
round
that
we
did
and
then
later
on
the
agenda.
Actually,
there
were
three
more
that
came
in
after
I
published
this
one,
so
we're
just
kind
of
putting
them
all
on
there
to
get
them
hooked
up.
This
particular
person
signed
the
hookup
agreement
and
we
also
mailed
them
notice
and
published
in
the
paper,
and
then
the
second
public
hearing
tonight,
I'll
just
address
them
both
at
one
time
was
the
continued
tree
assessment
from
the
October
3rd
meeting.
H
D
Thank
you
number
six,
the
resolution
public
hearing
on
the
assessment
of
tree
removal
and
anything
further
on
this
one.
D
I
D
I
You
mayor
members,
this
is
for
a
house
at
2107,
14th,
Avenue
Northeast
estimated
value
of
495
000
of
the
home,
it's
in
conformance
with
our
adopted
policy,
and
this
is
a
public
hearing.
J
This
is
the
former
Mayo
office
building
located
down
near
Sandy
search.
This
is
the
last
part
of
the
process.
We
acquired
the
structure.
We
abated
the
Asbestos,
and
now
the
final
portion
is
for
demolition.
We
took
bids
on
this
low,
Hanson,
hauling
and
Excavating
was
the
low
bidder
at
18
560
dollars.
J
They
are
actually
going
to
move
the
garage
facility
from
the
site
and
move
it
to
a
park
for
a
warming
house
and
for
storage
that
they
need,
so
it
allows
them
to
get
a
structure
that
they
need
to
make
upgrades
to
Kaufman
park
and
allows
the
project
to
save
a
little
demolition
cost.
So
it's
kind
of
a
win-win
both
ends
there,
but
we
would
recommend
awarding
this
project
to
Hanson,
hauling
and
Excavating
for
the
demolition,
excellent.
C
Thank
you,
mayor
members.
On
October
3rd,
you
graciously
approved
additional
funding
for
the
library
construction
plan.
Thank
you
so
much
if
I
didn't
say
it,
then
thank
you
and
the
library
board
also
really
appreciates
being
able
to
move
forward
on
this
bid
on
the
document.
We
did
you'll
see,
remove
the
canopy
from
the
project
and
we
have
the
lowest
bidder
than
was
the
Joseph
company.
Our
sources
and
usage
are
on
the
memo
and
I
just
want
to
make
note
of
where
the
asterisks
are.
C
We
did
have
to
mention
that
the
construction
bids
did
not
include
the
amphitheater
that
was
originally
on
the
Minnesota
department
of
education
grant,
just
because
I
need
documentation
that
we
did
take
that
off
before.
That
was
something
that
we
just
weren't
ready
to
move
forward
on,
and
we
just
need
to
acknowledge
that
and
get
that
back
to
the
original
Grant.
Otherwise,
we
would
request
that
Council
approve
the
loadnet
bid
to
the
Joseph
company
for
one
million
551
thousand
dollars,
Council.
J
This
is
another
project
where
200
000
was
allocated
for
multiple
things:
to
improve
LED
Street
lighting,
both
here
at
City
Hall
and
around
our
community
before
you
tonight
is
a
project
to
upgrade
the
last
of
our
city-owned
steel
street
lights.
They
are
they're
located
in
different
areas
of
town.
Many
of
them
involve
are
signal
lights
that
have
a
a
street
light
on
them,
as
well
as
a
few
other
locations.
J
We
took
bids
on
this
with
three
bidders:
the
low
bidder
being
Austin
Electric
in
the
amount
of
thirty
four
thousand
seven
hundred
and
eighty
six
dollars
with
this
project
budget.
We
still
have
some
future
things
that
we
plan
to
utilize,
the
that
being
and
we'll
bring
those
forward
at
that
time,
but
those
being
led
lift
station
lighting
and
also
some
additional
decorative
Street
lighting
or
LED
lighting
for
our
decorative
street
lights.
So
with
that,
we
would
recommend
Award
of
this
bid
to
Austin
Electric.
D
F
D
G
E
E
Oracle
was
selected
as
the
future
provider
of
our
software,
but
in
order
to
get
through
the
process,
they're
trying
to
get
resolutions
committing
entities
to
10-year
agreements
to
stay
on
Oracle
and
low,
just
in
order
to
get
that
discount,
as
proposed
in
their
RFP
so
forward
before
you
tonight
is
a
proposed
resolution
for
Council
to
approve.
It
doesn't
really
lock
Us
in
because
they
still
need
to
see
what
the
other
20
some
entities
are
going
to
do.
If
they
have
some
large
ones
bail,
it
could
change
the
cost,
but
then
could
change
the
participation
levels.
D
J
At
the
work
session
last
time
we
talked
about
a
comprehensive
sanitary
sewer
plan
for
the
Northeast
part
of
town
and
in
order
to
move
that
project
forward,
we'd
like
to
request
approval
of
the
Design
Services
with
whks
in
the
amount
of
twelve
thousand
five
hundred
dollars
to
assist
us
with
sizing
the
lift
station.
The
capacity
planning
for
future
capacity
in
that
in
that
area
of
town,
and
they
are
experts
in
their
field
at
that.
And
that
is
why
we
bring
this
forward.
Requesting
approval
of
this
contract.
D
D
J
This
summer
we
talked
about
a
similar
document
for
the
North
Main
flood
control
project,
and
now
this
one
is
for
the
project
that
we
did
along
Turtle
Creek.
This
is
a
requirement
by
FEMA
in
order
to
have
the
levees
along
Turtle
Creek
certified,
to
show
that
we
have
a
plan
in
place
for
maintenance
of
the
infrastructure
and
making
sure
that
when
it
is
needed,
it
is
in
good
usable
condition,
whether
that
be
the
levees
or
the
pumping
stations
or
the
storm
water
ponds
all
of
those
things.
J
So
this
is
a
detailed
document
that
identifies
those
that
are
responsible
for
different
duties
and
when
those
duties
will
be
completed
to
ensure
to
FEMA
that
we
have
a
system
set
in
place
to
ensure
the
the
investment
that
was
made
in
that
Levy
will
last
a
long
time.
So
with
that,
we
would
recommend
approval
of
this
document
for
for
use
for
many
years
to
come.
D
L
Can
I
think
this
is
just
an
update
from
the
work
session?
Stephen
and
Mitch
have
worked
with
utilities
to
select
a
site,
and
you
can
see
that
on
the
new
green
circle
on
your
map,
where
that
10th
siren
go.
That
would
now
provide
a
warning
when
Sirens
are
activated
to
that
section
of
the
city
going
forward.
G
E
Approved
a
couple
projects
over
the
last
month
or
two
for
which
we
need
to
officially
approve
a
resolution
to
transfer
money
or
to
amend
the
budget.
First
one
is
on
September
19th.
You
approved
fund
balance
usage
for
some
swimming
pool
repairs
in
the
amount
of
forty
seven
thousand
six
hundred
on
October
17th.
Today
you
approved
the
library
construction
projects,
so
we
need
to
move
cash
around
based
on
the
discussions
at
that
meeting.
In
order
to
fund
that
project
on
May
2nd,
we
approved
a
budget
adjustment
number
four
for
a
million
421
250.
E
I'd
like
to
take
that
out,
Reserve
that
out
of
the
general
fund,
so
we'd
like
to
move
that
as
for
a
resolution
and
then
finally,
since
we're
at
it,
we
received
our
second
tranche
of
arpa
money
to
the
tune
of
one
million
three.
Seventy
eight
seven,
fifty
nine
I'd
like
to
put
that
within
the
budget,
so
again
budget
Resolute
or
this
budget.
Amendment
number
five
would
then
officially
amend
the
budget
for
audit
purposes.
D
B
E
M
We've
got
a
gap
in
the
snowmobile
trail
system
that
was
created
with
some
infrastructure
change
over
by
the
Armory
we'd
like
to
enter
into
an
agreement
with
the
spam
towns.
No
Drifters
snowmobile
club
for
use
of
the
trail
that
runs
along
the
south
side
of
the
Nature
Center
between
the
Nature,
Center
and
I-90
for
them
for
one
year
as
a
trial
for
them
to
use
that
space
for
to
for
connectivity
for
the
snowmobile
trail
system.
D
I
Thank
you,
mayor
members.
When
we
have
the
lenders
calling
us
for
some
of
the
documentation
on
the
project,
we
didn't.
We
had
in
our
previous
packet,
the
Redevelopment
agreement,
but
we
didn't
have
it
as
an
action
item.
We
need
to
act
on
that
today,
happy
to
answer
any
questions.
Any.
F
Two
quick
questions,
one:
how
do
we
actually
know
that
there
is
no
member
of
the
city,
council,
officer
or
official
city
that
has
director
indirect
financial
interest
in
this
I
was
curious
about
anything
else.
How
do
we
know
I.
N
Foreign
of
the
conflict
of
interests,
statutes
and
and
rules
is
that
each
individual
council
person
is
obligated
to
announce
or
inform
of
any
such
concerns
and
then
abstain
from
the
vote.
That's
an
individual
decision
by
the
council
folks
and
they
would
be
held
personally
responsible
into
that
statute.
If
they
fail
to
do
that,
if
someone
were
aware
of
facts
that
they
supposed
would
create
a
conflict
I
suppose
they
could
raise
that
and
see
what
sort
of
response
they
received.
D
F
Yeah
second
question:
Craig
exhibit
B
B1,
covenants
and
restrictions
item.
Three:
the
property
shall
not
be
used
for
the
operation
of
public
charity,
totally
get
that
church
or
house
of
worship.
Does
that
extend
to
what?
What's
the
definition
between
you
know,
three
guy
three
people
getting
together
on
a
Saturday
afternoon
at
a
public
place
zooming
in
on
a
temple
service,
is
that
a
religious
gathering,
sir.
N
So,
first
and
foremost,
let
me
just
be
clear:
Dorsey
and
Whitney
and
Baker
Tilly
are
the
source
for
these
documents
and
they
are
our
Tiff
Council
and
the
and
the
experts
in
that
field-
and
they
put
this
together
with
that
in
mind-
that
they
would
be
more
informed
of
the
specifics
of
what
they
intended
here.
The
idea
behind
this
is
to
not
create
it
as
a
tax
exempt
right,
it's
a
property
which
then
would
create
no
Tiff
Revenue,
which.
N
And
so
whether
someone
has
say
you
know
a
living
room,
Gathering
of
friends
to
to
do
a
Bible
study
or
something
that
would
not
convert
this
to
a
tax-exempt
piece
of
property
or
take
it
off
the
tax
rolls.
G
E
H
Yes,
this
property
was
annexed
about
a
month
ago
by
the
city
council,
the
property
up
in
the
Wind
Drift
and
a
couple
properties
surrounding
it.
Last
Tuesday,
the
administrative
law
judge
signed
the
order,
so
we
need
to
get
the
licenses
transferred
to
City
licenses
from
County
licenses,
which
they
formally
were
foreign.
H
Yep
so
we're
going
to
prorate
them
for
this
year
and
then
we
talked
to
the
county
and
they
were
going
to
issue
a
refund
because
the
county
licenses
around
from
June
to
June
and
ours,
run
on
a
calendar
year.
So
they
did
have
quite
a
bit
left
with
the
county.
But
the
county
was
going
to
refund.
That
awesome.
K
D
K
K
D
K
D
D
Thank
you
for
being
here,
reports
and
recommendations.
I
No
I
don't
have
anything
and
no
other
requirements.
Okay,
Council.
D
B
Just
a
special
thanks
to
the
folks
at
the
Nature
Center
and
the
parks
department
to
work
with
the
Discover
Austin
folks
on
this
snowmobile
trail
collect
connection.
I
know
it
was
pretty
important
to
the
folks
that
are
into
snowmobiling
and
so
I'm
glad
that
we
were
able
to
come
to
an
agreement
there,
and
actually
we
have
a
meeting
of
some
Minnesota
Snowmobile
Association
in
town
on
Thursday.
So
Nancy
will
be
very
excited
to
share
the
news.
Foreign.
D
The
only
thing
I
have
to
to
state
is
that
a
few
couple
meetings
ago,
the
council
accepted
a
jug
of
root
beer
from
the
gravity,
Storm
Brewery,
as
a
gesture
on
their
part
that
they
passed
a
sidewalk
ordinance
for
all
the
businesses
to
use
as
they
as
they
see
fit,
and
it's
always
important
not
to
have
the
appearance
that
we're
taking
gifts.
D
So
I
went
to
the
gradbury
storm
on
Saturday
paid
eight
dollars
got
a
receipt,
gave
it
to
animal
it'll,
go
on
the
file,
so
just
want
to
be
clear,
as
we
took
that
gift
that
those
things
can
be
looked.
Upon
Us,
certainly
frowned
upon.
So
I
want
to
be
careful
and
paid
eight
bucks
and
two
hour
tip
to
the
gravity
storm.
