book

be

book

artworks
festival,
august,
26th,
27th
and
28th
so
come
on

and
you
can
purchase
a
copy
of
the

The
pruning
costs
and
much
of
the
production
costs
of
the
book
were
underwritten
by
funders,
and
I
want
to
thank

The
hormel
foundation,
I'm
gonna

there's
a
little
bit
of
special

our
main

our

through
the

saw
quite

few

you

couple
weeks
ago
in
red
wing
and
speaking
of
awards
before
we
dive
in.
I
just
want
to
make
sure
that
the
entire
audience
knows
that
we
gave
mayor
king
an
award
austin's
always
been
a
rock
star
city.
When
it
comes
to
the
coalition.

You
know
just
the
number
of
active
city
council
members
staff
like
craig
and
mayors
always
been
very
active,
but
mayor
king
really
stepped
up
this
year.
I
mean
there
are
a
number
of
times
it's
like
two
days
in
advance.
I'm
like
mayor
king.
I
need
somebody
at
this
press
conference
and
that
somebody
should
be
you
and
he
would
just
drive
on
up
to
saint
paul,
really
really
helpful,
and
so
we
gave
him
an
award.

should
have
put
a

but
again
I
just
want
to
make
sure
people
know
how
much
we
appreciated
him,
as
well
as
everybody
else
on
the
council.
Again,
the
austin
has
just
been
such
a
strong
member
of
our
organization.

really
appreciate

I
know
you
have
a
busy
agenda,
so
I
don't
want
to
make
this
go
too
long
for
the
audience
and
those
of
you
who
don't
know
what
the
cgmc
is
an
organization
of
more
than
100
cities
throughout
the
state.
Our
biggest
issue
we
work
on
is
local
government
aid
and
property
taxes,
but
we
also
focus
on
economic
development,
annexation,
land
use,
transportation,
environment
and
energy
and
labor
and
employment.

This
past
session,
we
had
really
really
really
big
hopes.
This
year,
it
was
you
know,
historic,
9.3
billion
dollar
surplus
normal
year
for
a
bonding
bill.
Infrastructure
funding
was
coming
in
from
the
federal
government
that
needed
some
match,
and
the
state
also
had
some
unspent
arpa
com
money
there,
and
there
was
a
lot
of
resources
to
address
a
lot
of
needs
across
the
state,
and
I
know
austin
again
with
your
wastewater
facility,
had
a
lot
of
needs,
but
there
were
challenges.

So
again,
we
went
in
with
high
hopes
and
really
all
the
all
the
conditions
were
there
for
what
should
have
been
a
productive
legislative
session
and
the
legislators
did
come
close
on
a
number
of
bills,
but
at
the
end
of
the
day,
it
really
was
opportunity
squandered,
because
negotiations
fell
apart
that
last
weekend,
and
I
think
we
all
ended
the
session
and
disappointment
just
a
recap
of
what
our
biggest
goals
were.
We
actually
worked
on
an
updated
lga
formula
that
would
include
a
90
million
dollar.

You
know
it
did
a
lot
of
a
lot
of
different
advocacy
strategies
to
try
and
make
a
difference.
Lga,
education,
videos,
press
conferences,
remote
and
in-person.
Testimony
formed
a
coalition
to
focus
on
water
issues
a
lot
of
different
things
we
did
this
year,
so
we
were
working
hard
and
I'm
gonna
jump
in
now
to
just
some
of
that
more
general
subject
area
we
worked
on
lga
formula.
As
you
may
know,
local
government
aid
is
the
property
tax
program
that
really
helps.
F
Cities
like
austin
make
sure
that
they
are
able
to
access
the
same
resources
that
other
cities
have,
and
they
look
at
the
formula
about
every
10
years.
But
so
in
october
the
cgmc,
the
league
of
minnesota
cities
and
some
of
the
other
city
groups
worked
with
nonpartisan
staff,
as
well
as
the
department
of
revenue
to
come
up
with
a
new
formula,
and
you
know
when
they
did
this.
They
took
a
look
at
the
existing
formula
identified
possible
new
factors.

You
know
pug,
you
know
plugged
them
in
put
them
in
the
the
database
to
come
up
with
what
we
thought
would
look
like
the
best
formula
going
forward.
You
know
one
of
the
advantages
we
have
is
that
we
have
in-house
staff
that
really
has
a
significant
analytical
capabilities.
So
we're
able
to
run
those
formulas
and
see
you
know
what
is
going
to
make
the
most
sense.
You
know
today
for
our
members
and
we
use
that
to
go
forward
with
a
new
formula.

won't
get
too
much
into
the
details,
but
basically
it
maintains
a
lot
of
the
early.
You
know
the
earlier
structures
which
looks
at
you
know.
What
is
your
need
as
a
city
compared
to
what
can
you
raise
off
your
tax
base
and
continue
to
split
cities
into
three
categories?
F
There
were
just
some
changes
in
the
new
need
formula,
and
if
you
look
at
the
next
page
at
least,
I
think
it's
the
next
page.
Oh
sorry,
one
more
page
again
we
push
this
forward.
This
is
the
page
I
was
going
to
say
you
can
kind
of
see
it
would
have
increased
lga
for
the
city
of
austin
would
have
been
a
really
good
thing,
but,
unfortunately,
you
know
it
started
off.
Looking
good,
the
house
actually
adopted
both
our
proposed
formula
as
well
as
an
some
increased
lga.
F
They
did
it
in
the
tax
conference
committee
did
include
a
30
million
dollar
increase
for
lga,
but
without
the
formula
changes
the
end
of
the
day,
though,
negotiations
collapsed
that
last
weekend
and
the
tax
bill
did
not
make
it
across
the
finish
line
so
again,
you're
still
receiving
lga.
But
we
do
think
that
your
lga
needs
to
match
what
your
needs
are
and
that's.
Why
we're
going
to
continue
to
work
on
this
issue
next
year?

Package
I'm
trying
to
get
more
money
into
the
pfa.
Actually,
I
spent
a
lot
of
time
a
little
credit
to
craig
clark
here,
because
he
really
actually
helped
me
formulate
some
of
the
aspects
of
this
package
we
put
together
and
it
was
reflected
in
our
package,
including
pushing
forward
on
ongoing
pc
funding
changes
to
that
formula,
so
that
there'd
be
no
cap.
F
Technical
assistance
grants
for
our
cities,
as
well
as
putting
money
towards
dealing
with
the
lead
line,
issue
a
lot
of
really
good
momentum
on
this.
But
you
know
at
the
end
of
the
day,
we
didn't
see
a
bonding
bill
out
of
the
house
or
the
senate,
perhaps
for
the
first
time
at
least
since
I've
been
lobbying,
and
I
think
it's
been
a
lot
longer
and
very
very
frustrating
they
were
negotiating
it,
but
we
never
saw
anything
and
so,
at
the
end
of
the
day,
having
to
move
forward
without
that
money.

You
know
one
thing
I'll
mention,
I
guess
both
with
lga
and
and
bonding.
Hopefully
else
saw
and
maybe
even
worked
on
it,
but
we
have
been
encouraging
our
cities
to
pass
resolutions
encouraging
the
governor
and
the
legislature
to
come
back
and
do
a
special
session
now
that
the
primary's
over
a
couple
other
issues
we
worked
on
child
care
continues
to
be
an
issue.
F
We
were
able
to
get
some
of
our
again
some
of
our
stuff
into
some
of
these
bills,
but
the
job
spill
didn't
go
forward
and
without
a
job
spill,
no
money
for
a
greater
minnesota
child
care
facilities,
grants
housing,
similar
frustration
again,
the
senate
put
money
into
the
workforce,
homeownership
program
we've
been
working
on
for
years
and
but
the
housing
bill
never
got
agreed
to
by
the
house
and
the
senate.
So
no
money
there
and
again
no
bonding
bill
meant
no
money
for
the
greater
minnesota
housing
infrastructure
grant
program.

That
was
something
we
got
put
into
law
last
year,
expecting
it
to
get
funded
this
year,
but
no
bonding,
no
money,
broadband,
probably
the
one
bright
spot.
This
session,
you
know,
money
was
put
towards
the
from
the
state
towards
the
border
to
board
a
grant
program,
money
from
the
federal
government
and
money
from
the
arpa
coming
in
to
try
and
again
work
on
this
broadband
issue
again
very
important,
so
good
to
see
at
least
something
positive
coming
out
of
this
session.

Small
city
streets
doesn't
really
affect
austin
as
much,
but
our
our
smaller
cities
don't
have
a
dedicated
funding
source
for
this
street
program.
So
try
to
push
on
that,
but
again
no
bonding
bill.
So
no
additional
funds,
just
kind
of
you
know
you
know
getting
close
to
wrapping
up
here,
but
like
what
happened,
you
know
you
may
be
asking
yourself
and
you
know
again
doing
press
conferences
there
after
the
session.
But
you
know
it
looked
really
promising
about
a
week
before
session
closed.
You
know
they
agreed
on
targets.

They
were
negotiating
behind
the
scenes
friday.
We
see
our
first
a
conference
committee
report.
The
next
day
tax
conference
committee,
announces
they've,
got
a
bill
that
they're
going
to
be
closing
up
but
sunday
constitutionally.
They
were
required
to
adjourn
at
midnight
and
they
just
couldn't
bring
it
together.

The
deal
that
the
leadership
had
struck
was
to
come
together
as
a
package.
It
was
kind
of
an
all-or-nothing
like
adopt
all
of
these
bills,
because
each
side
had
given
up
a
little
bit,
but
they
couldn't
put
put
all
the
pieces
together,
and
so
we
had
very
disappointed
like
most
most
citizens
throughout
the
minnesota.

Looking
ahead
a
lot
of
turnover
coming
up
next
year,
you
know
there's
going
to
be
at
least
47
new
legislators
and
that's
assuming
that
every
legislator
that's
running
wins
and
that's
probably
not
going
to
happen.
So
you
know
going
to
be
a
lot.
A
lot
of
new
faces
potential
changes
in
legislative
control
as
well,
and
we've
got
a
competitive
governor's
race
next
year.
Is
a
bond?

Is
a
budget
year
to
boot,
so
the
big
thing
we're
going
to
be
working
on
you
know,
even
starting
now
is
educating
new
and
returning
legislators
on
greater
minnesota
issues.

hope
you

always
has
a
great
turnout,
really
liked
getting
a
chance

talk

some

that
at
the
city,
the
summer
conference,
but

to

our
team
of
election
judges
that
basically
volunteer

the
entire

council

the

in
2023
we
have
budgeted
a
new
t-hanger
construction
and
in
order
to
get
that
project
started,
we
need
to
begin
with
the
design
and,
although
we
don't
have
it
budgeted
until
2023
with
the
difficulties
that
are
out
there
right
now
with
material
supply,
we
need
to
be
bidding
this
project
in
january
to
give
a
six-month
lead
time
for
materials
for
summer
of
2023
construction.
So
that's
why
we're
getting
a
little
bit
of
a
jump
start
on
this
design
project?

have
received
a
proposal
from
sch
in
the
amount
of
eighty
thousand
seven
hundred
dollars
to
complete
the
design
of
what
we
are
looking
at
as
a
10
unit,
t
hanger
and
all
of
our
planning
has
been
moving
toward
this.
We
have
about
six
or
seven
interested
parties
that
are
interested
in
renting
space.

addition

the
existing
storm
water,
ordinance,
that's
the
salt
storage
item
and
then
one
is
just
a
modification
to
meet
current
mpca

language
so
with
the

salt
storage

give
us
a
tool
to
regulate
salt
and
sand
storage
in
in
open
spaces
generally
for
private
businesses
and
parking
lots,
and
things
like
that.

make
sure
that

storage

runoff
could

into
the
storm
sewers
things
like
that.

will

private
sector

it

post

and
this
is
language
updates
that
are
required

our
based

our
current
permit.

compliance

nature
center
we're

public
meeting

the
deer
hunt,

coming

everyone
an
opportunity

learn

the
reasons
for
the
hunt
how
to
get
involved
and
all
that.
So
it's
the
first
time
we
really
got
a
public
meeting
to
inform
the
public
about
the
event
so
thursday
this
week,

center

I

few
people
that
I
wanted
to
recognize
tonight
for

citizens
as
their
contribution

city

made

summer.

short
time
here
first,
I

recognize
steve
turner

he

not
one
of
our
park
maintenance
workers,
he
is
our
pool
operator
which
the
the
nature
of
operating
a
pool,
especially
ours,
is
as
much
art
as
it
is.
Science
and
steve's
been
in
this
role
now
for
two
seasons
and
he's
done
a
fantastic
job,
believe
it
or
not.

he
sleeps
drinks,
the
pool
like
he
thinks
about
it.
All
the
time
cares
about
it
all

time
and
without
the
efforts
that
he's
made,
it
could
have
been
a
far
more
interesting
summer,

do
great
things
at

pool.

impressed

dedication

I'm
sure
you're
all
aware
of
the
issues
facing
pools
and
lifeguards
and
everything
around
the
country
that
we
had
zero
attrition
with
our
lifeguards
this
year,
everybody
that
started
with
us
finished
with
us
and
we
had
a
great
year
and
that's
largely
in
part
of
to
their
leadership
and
the
things
that
they
helped
accomplish
over
there
at
the
pool.
So
thank
you
too,
very
welcome.

had
he
had
written
a
letter
to
the
department
to
the
director
which
wasn't
me
yet,
but
he
brought
up
some
current.
He
lives
adjacent
to
northwest
park.
He
brought
up
some
concerns
about.
The
swings
in
the
park
were
only
for
little
kids
and
the
big
kids
were
using.
These
swings
inappropriately,
possibly
damaging
them,
and
he
thought
we
should
probably
do
something
better
and
suggested
that
we
add
some
swings.

took
the
time
in
his
letter
to
write
all
the
physical
benefits
of
swinging,
the
physiology
and
all
the
good
things
that
it
does
for
you,
and
I
invited
him
to
be
my
first
real
park
friend
that
I
made
here
in
austin
in
the
community
and
stopped
by
and
finally
got
to
meet
him
and
his
wonderful
family
and
gave
him
a
nice
shirt
which
he
was
proud
enough
to
wear
tonight.
But
as
we
got
to
talking
parks,
he
had
some
really
interesting
ideas
and
things
that
we're
actually
considering.

the
pickling
hacker
with
some
alliterations

I
just
wanted
to
remind
the
community
that
the
austin
public
library
has
the
children's
writing
workshop
on
saturday,
the
20th
at
10
o'clock
for
grades
three
through
six.
If
you've
got
a
kiddo,
please
bring
them
over
and
in
case
anyone
was
worried.
The
flocking
flamingos
are
back.

starting
on
august
22nd,
we'll
have
all
of
the
paperwork-
will
be
at
the
library
to
flock
your
friends
as
a
fundraiser
to
benefit
the
library's
renovation
and
they
actually.

things:
thanks
ann
mentioned,
just
a
great
work
by
all
of
the
team
that
puts
a
lot
of
work
into
the
elections
two
down
and
one
to
go,
and
it
was
first
time
participating.
Then
it
really
was
cool
to
be
part
of
that
process,
but
man
there's
a
lot
that
goes
on
behind
the
scenes
to
make
that
run
smoothly,
and
I
just
appreciate
all
those
who
do
that
work
for
us.

austin
is
throwing
one
of
our
biggest
parties
of
the
year
coming
up,
not
this
weekend,
but
the
next
for
the
artworks
festival
so
just
reminding
everybody.
The
27th
and
28th
of
the
artworks
festival
pretty
much
everywhere.
Downtown
lots
of
free
live
music
demonstrations,
all
sorts
of
fun
so
make
sure
you're.
