it
is
just

Annex
some
of
the
I-90
Corridor
that
is
currently
not
within
the
city
limits.
It's
right
in
the
middle.
It
makes
some
of
our
other
annexations
a
little
bit
more
cumbersome
when
we
don't
Encompass
an
entire
circle.
So
this
is
just
to
describe
some
existing
area
of
I-90.
That
is
north
of
Oakland
Avenue,
as
you
would
go
toward
14th
Street
and
just
to
make
our
our
city
limit
boundary,
cohesive,.

establishes

them

Minnesota
management
and
budget,
and
they
have
no
objections
to
that
and
keeps
us
in
line
with
our
bond
proceed.

for
the
property
we'd
ask
Council,
approve
this

us

the
specialized
costs

the
facility.
The
cost
of
the
building
itself
and
related
local
commercial
property
values
is
how
that
was
determined.

that

lot
of
our
legal
work
came
up
with
that

They
took
the

total
build
value
divided

end
of

of
the
lease
which

figured
at
20
years.

initial
term

the
lease,
with
two
options
to
extend
figured
out
the
square
footage
on
that,

then
they
did
compare
it
to
other
commercial
properties
in
the
Austin
area,
but
they
were
the
ones
that
came
up

000
per
year.

questioning
whether

not
we
would
forego
any
rights
to
a
small
easement
amount
that
they're
getting
from
Oakwood
Cemetery
as
part
of
the
bridge
and
Fourth
Street
project
I'm.
Talking
with
our
attorney.
We
have
no
concerns
about
that.
Whether
we
would
have
any
interest
in
the
property
is
unlikely,
but
if
they
want
to
give
us
give
us
that
Assurance
we're
happy
to
do
that.

agrees.

due

their
flow
volume

strength,
they
fall
under
our
requirements
for
an
ICM
agreement,

we
have
had
two
six-month
ice
interim
ICM
agreements
in
place
with

tech.
While
they
continue
to
work

processes,

would
recommend
another
interim
agreement
with
them
through
the
end
of
December
2023
and
continuing
to
allow
them
to
work
on
their
processes,
get
things
dialed
in
before
we
can
enter
into
a
long
multi-year
agreement.
So
we
would
recommend
approval

this
interim
ICM
agreement
with
new
tech
biosciences
through
the
end
of
this
year.

item

more

a
required
certification
to
the
council,
based
on
our
42.2
million
dollar
original
loan
from
the
PFA
public
facilities
Authority
for
the
wastewater
treatment
plant,
there's
a
requirement
in
the
Resolute
Bond
resolution
that
issued
the
debt
that
we
certify
before
September
1st
of
each
year
in
essence
that
we
got
enough
money
to
make
next
year's
payments.
What's
a
little
goofy
now
is
we're
in
the
construction
phase,
so
we've
only
drawn
fifty
thousand
and
one
dollars
on
the
loan
is
required
by
the
IRS.

So
that's
all
we
really
have
to
have
in
the
bank
for
next
year.
When
it's
all
said
and
done.
However,
remember
we
got
14
and
a
half
million
dollar
of
bonding
dollars
that
will
reduce
that
42
million
dollar
loan
down
to
about
27
million
and
then
once
that
official
action
takes
place,
the
money
we
have
to
set
aside
will
be
set
in
stone
right
now.

again
we
attach
a
spreadsheet
showing
our
calculation
at
this
point
in
time
and
for
the
first
probably
three
years,
it'll
be
somewhat
of
a
strange
calculation
only
because
we
haven't
drawn
the
balance
full
balance
down
and
the
full
balance
will
be
reduced
once
the
state
bonding
money
we
just
received
goes
against
it.
So
again,
no
action
item,
but
just
to
let
you
know
that
we've
got
in
essence
of
dollars
in
the
bank.
Otherwise
you
have
a
requirement
to
Levy
a
tax
onto
all
the
citizens
of
Austin
to
pay
that
the
debt,
but
we're
good.

Senator
Smith

Senator
Klobuchar
on
congressionally
directed
spending
that
we
put
in
a
request
for
for
our
wastewater
treatment
plant,
that's

known

successful
in
that,
and
so
our
hope
that
we
get
some
more
funding
for
our
wastewater
treatment.
Plant
won't
be
coming
from
the
federal
government,
but
I
wanted
to
update
the
community
on
that
one.

a

citizens

Austin
kind

come
out
and
see
all
the
things
that
they
do
to
service.
So
very
much
appreciated
for
everyone
who
took
time

couple
of
things
one
involves
two
boards
or
commissions
culture
and
arts
and
parks,
recreation
of
Forestry,
the
mural
on
the
East
wall
of
the
municipal
pool
building,
is
going
up
pieces
of
it
are
up
and
that
will
continue
to
develop
in
the
next
few
weeks.
It
should
be
done
by
September
1st,
so
that
is
funded
by
CMAC
and
our
local
artist.
Floresoto
is
the
artist
so
take
a
look
having
high
quality
public
art
is
one
of
the
best
ways
to
protect
public
property
from
being
vandalized.

was
there
the
presence
of
some
folks
who
weren't
so
excited
about
it,
but
I
feel
that
was
very
well
handled
by
the
library
staff
and
board
and
they'd
thought
through
all
the
possibilities
were
prepared
and
ready,
and
for
my
child
it
was
a
really
great
experience
and
as
far
as
she
was
concerned,
really
seamless,
so
good
job
grown-ups,
keeping
it
good
for
the
kids
and
then
finally,
I
I
too,
want
to
thank
for
his
service
to
the
City
of
Austin.
I
I
said
it
a
couple
weeks
ago,
but
I'm
very
impressed
by
your
ability
to
integrate
into
the
community
and
and
reach
out
I've,
never
seen.
Another
department
head.
Do
that
so
quickly
and
so
well
and
your
skills
will
be
missed.
We
wish
you
well
in
Illinois
and
there
will
be
I
believe
more
discussion
about
this

the
work

recognize
our

entire
seasonal
staff
they
do,
a
great
job

summer,
this
summer,
in
particular,
I,
was
obviously
I
got
to
see
it
mostly
firsthand
and
I
asked

couple
of
our
important
folks
to
come
tonight,
just
for
recognition
and
so
I'd
like
to
have
Megan
Dilly,
Jones
and
Evan
Fisher
stand
up
just
for
a
second
briefly
embarrassment
over
anyway.

They
worked
with
me
to
accomplish
some
of
these
things
and
they
worked
on
getting
some
career
advancement
and
some
professional
certifications
and
all
to
be
prepared
for
their
job
with
us.

this
summer
and
they've
done
a
great
job
with
our
aquatic
staff.
The
entire
pool
experience
has
been
great
and
I
would
like
to
thank
those
two
in
particular,
along
with
our
aquatic
staff,
for
putting
together
a
great
show
this
summer.

thank
you
both.

I
have

quick
note
here
from
a
family.
I
just
got
this
today,
so
it
just
seemed
like
timely
and
it's
very
quick.
It

your

work

a
safe,
clean
and

swimming
this

was
our
first
year
purchasing
a
family
pass
and
it
was
worth
every
penny.
We
were
at
the
pool
many
days
this
summer
and
everyone
was
enjoyable
thanks
to
you.

I
am
especially
grateful
to
the
swimming
to
swim
lesson.
Instructors
I
had
three
kids
in
three
different
levels
and
every
one
of
them
games
gained
skills,
a
ton
of
confidence
and
had
fun
and
look
forward
to
the
lessons
every
day.
In
the
words
of
my
eight-year-old,
one
of
my
teachers
is
kind
and
gives
me
confidence
and
the
other
challenges
me
to
get
better
and
do
hard
things.
The
instructors
continue
to
acknowledge
and
greet
my
kids
by
name
all
summer,
which
made
them
feel
special.
I
know
they
looked
up
to
them
a
lot.

Neither
my
husband
nor
I
learned
to
swim
or
had
many
water
opportunities
as
children,
so
thanks
again
for
making
the
pool
an
accessible
and
positive
experience,
and
that
is
from
the
bach
Meyer
family.
Thank

We
get
a
lot
of
crazy
stuff
in
social
media,
sometimes
about
the
pools
and
our
facilities
and
whatnot,
but
we
also
get
a
lot
of
cool
stuff
like
this
in
all
different
mediums.
So
I
just
wanted
to
share
this.

Coincidentally,
this
is
my
buddy
that
I
brought
last
year,
who
was
my
first
like
wreck,
buddy,
oh
yeah,
and
so
I've
stayed
connected
with
them
and
the
community
and
it's
nice
to
see
them
at
the
pool
and
doing
things.
But
a
lot
of
this
experience
is
related
to
the
work
that
people
like
Evan
and
Megan
do
so.
