the
work
session

partner
with
other
entities

community

move
Austin
forward,
bring
in
a
couple
day
session
with
Daniel
Heinz
built
on
our
velocity
group
report
that
we
received

alignment
with
the
different
groups
and
move
forward.

participation
is
five
thousand
dollars
towards
that
effort.
We

at
the
last
work
session,
the
council
discussed
the
2023
Street
reconstruction
assessment
rates
and
the
consensus
was
to
move
forward
with
a
seven
percent
increase
to
kind
of
keep
up
with
construction
costs
for
projected
for
next
year.
This
will
get
us
in
that
30
to
35
percent
of
our
construction
costs
being
assessed.

about

updated
the
mileage
for
reimbursement
and
it's
a
rate
of
the
City
of
Austin
is
historically
adopted.
The
rate
is
going
from
62
and
a
half
cents
per
mile
to
65.5
cents

So
that's

amount.
We
would
reimburse
employees
that
don't
have
a
car
allowance
that
are
traveling
to
and
from
conferences
or
work
include
request.

approval

the
rate.

statutes,
we

required
to
have

annual
Auto

financial
statements.
They
have
proposed
a
sentence:
the
proposed
engagement
letter,
which
would
amount
to
forty,

about
a
1.9
percent
increase
from
the
prior
year.

firm
and
we'd
request
Council

on

very
grateful
to
receive
a
500
000
EPA
brownfields
assessment
Grant
this
year.
The
grant
I
gave
you
a
little
bit
of
background
just
so.
The
council
could
get
a
feel
for
some
of
these.
How
some
of
these
opportunities
come
about.

It
started
really
with
me
going
to
a
planning
conference
and
talking
to
a
consultant
about
our
Oakland
Avenue
Corridor,
and
then
we
just
you,
know
built
on
that.
From
there
we
were
granted
again
the
Grant
in
2021
actually
to
be
implemented
in
2022,
the
and
for
a
three-year
period.
Continuing
until
25.
the
city
has
had
contracted
with
stantec,
initially
to
implement
the
to
to
apply
for
the
grant
the
city.

It
got
a
an
advisory
committee
together
at
the
beginning
of
the
Grant
application
period.
And
I
just
wanted
to
thank
the
the
group
that
was
selected
as
the
advisory
committee.
I
can't
remember
all
the
people
that
were
involved
because
it
was
back
in
2019,
but
also
wanted
to
thank
Mr
Clark
for
his
enthusiasm
and
assistance
and
helping
us
apply
for
this
grant
as
well
really
I
mean
sometimes,
as
a
staff
member.
You
just
need
someone
to
say.
Yeah
go
for
it.

You
know
this
sounds
like
great
idea
and
they're,
not
the
only
consultant
that
we've
discussed
possibilities
with
either
I
mean
there's
many,
and
this
was
just
the
one
that
finally
came
to
fruition.
So
very
happy
again
about
that.
We
did
have
an
issue.
The
EPA
didn't
want
to
send
us
the
actual
dollars
until
they
until
we
issued
a
new
RFQ
for
implementation.

When
we
initially
did
our
application,
we
did
a
dual
procurement
contract
with
stantec,
which
was
to
do
the
application
and
then
also
do
the
implementation.
We
only
received
one
response
back
when
we
initially
started
this
back
in
2019
when
we
got
to
2021
the
EPA
had
made
that
the
the
procurement
issue,
one
of
their
priorities
for
looking
at
I,
understand
that
they
had
had
the
same
kind
of
contingency
with
about
40
other
communities
with
regard
to
having
the
the
reissuance
of
the
the
RFQ.

The
things
that
stood
out
basically
with
stantec
is
I
think
just
that
they
had
worked
with
us
on
the
the
initial
application
of
the
grant.
They
had
a
better
feel
for
what
our
actual
resources
are
as
a
community
and
in
their
proposal.

They
were
the
only
consultant
that
added
in
things
like
that,
would
help
address
some
of
the
the
resource
issues,
maybe
that
we
might
have
like
creating
a
database
for
the
city
of
all
the
Brownfield
Grant
documents,
and
then
we
also
looked
at
Who
had
most
recent
success,
specifically
with
Brownfield
grants,
because
we
want
to
keep
going
and
build
on
our
success
here.

They
actually
call
this.
Instead
of
a
grant,
they
call
it
a
Cooperative
agreement
at
the
EPA
because
we
will
work
with
an
EPA
representative.
Throughout
the
grant
period,
And
I
did
have
a
chance
to
meet
with
Rosita
Clark.
Who
is
our
grant
grant
connection
with
the
EPA
and
she
went
through?
You
know
a
number
of
opportunities
that
the
EPA
has
for
communities
that
they
work
with
and
opportunities
that
we
may
have
in
the
future.
So
we
were
looking
at.

a
consultant
that
has
had
good
success,
especially
in
the
in
the
recent
past
and
since
2016
stantec
has
prepared
60
percent
of
the
successful
Bromfield
grants
applied
for
by
Minnesota
communities
and
in
fiscal
year,
2022
assisted
clients
and
securing
51
EPA
Brownfield
grants
with
a
combined
value
of
almost
30
million,
and
they
recognize
that
we
hope
to
leverage
our
grant
grant
success
into
the
future
So
based
on
their
qualifications,
the
lack
of
financial
investment
by
the
city
other
than
staff
time
and
our
need
to
can
address
contaminated
sites
for
potential
reuse
and
Redevelopment.

a
quick
question:
it
as
I
read
your
letter.
It
seems
like
the
evaluation
was
very
qualitative
as
opposed
to
quantitative.
How
do
you
measure
success
in
this
and
how
do
we
feel?
Why
do
we
feel
that
stantec
gives
us
the
best
measures
of
success
is.

so
the
Quant,
so
the
quantitative
part,
or
maybe
it
is
qualitative,
but
we
have
a
work
plan
that
we
worked
through
with
the
EPA.
So
that
is
what
is
required
by
the
EPA
of
any
consultant
that
we
work
with.
So
that's
the
basic
bare
minimum
that
is
required,
so
that
was
provided
to
all
of
the
Consultants
that
applied
or
provided
proposals.

that
would
be
providing
a
database.
So
there
are
Consultants
that
don't
necessarily
track
all
the
documents
that
we
have
to
that
were
required
to
submit
and
also
keep
track
of.
I
mean
the
the
files
that
we
have,
that
I've
seen
on
some
of
Steven's
projects,
like
the
deed
grants
that
we've
had
you
know,
are
enormous.

that
would

we
wouldn't
know
until
we
actually
implement
the
grant.
Basically
so
do
they
will
they
get
all
of
the

they
get

that's

the
EPA
will
also
keep
additional
tabs
on
and

also
us
as
a
city
we'll
keep
tabs

part

the
success
is
looking
at
what
they've
done
previously
as
well.

contamination
we
do
have
a
few
along
Oakland.
We
have
a
few,
maybe
in
other
areas
of
the
community
and
of
course
we
have
asbestos
and
lead
in
different
buildings.
So
that
goes
to
the
ReUse
piece,
but
this
would
be
a
great
opportunity.
You
know,
because
once
we
do
these
testing,
we
have
the
opportunity
to
apply
for
more
grants
for
development
and
cleanup,
so
it
just
right
now.

is
kind
of
a
really
like
just
a
very
you
know,
beginning
stage
with
regards
to
environmental
cleanup,
but
yeah
I
think
it
could
provide
some
great
opportunities
for
us
with
economic
development
in
the
future.

I
just
like
to
voice
my
concerns
and
recommend
against
granting
this
particular
license.
I
do
want
to
note
that
in
late,
2022
officers
were
present
at
a
call
at
this
location
and
few
conditions,
they
believe
were
clearly
not
sanitary,
nor
consistent
with
basic
food
safety
regulations.
We
did
report
our
concerns
to
the
state
and
these
concerns
remain
under
State
investigation.
At
this
time
on
Friday
the
13th,
we
were
again
on
scene
serving
a
search
warrant
that
has
resulted
in
charges.
According
to
the
information.

Our
officers
observed
the
table
where
the
cutting
was
being
done
at
was
near
the
flower
that
was
being
used
to
make
the
chicken
sold
at
this
particular
restaurant
officers
observed.
That
would
not
be
noticeable
if
the
white
powder
we
suspected
to
be
cocaine
and
Fentanyl
were
to
have
been
mixed
with
the
restaurants
flower,
three
of
the
baggies
of
white
powder
located
in
the
kitchen
of
this
restaurant,
later
tested
positive
for
cocaine
and
weighed
59.2
grams.
Due
to
the
inherent
dangers
associated
with
fentanyl
the
remaining
drugs,
we
will
not
field
test
for
our
own
safety.

Even
on
a
warrant
like
this,
we
suspect
fentanyl.
We
had
male
ambulance
coming
act
as
a
backup.
In
case
any
of
our
officers
were
affected.
We
will
send
those
to
the
BCA
for
further
analysis.
Obviously,
it's
very
troubling
to
me
that
cocaine
alone
would
be
in
these
places
where
food
service
is
being
done,
let
alone
fentanyl,
which
is
incredibly
dangerous.
Had
it
been
mixed
or
gotten
in
with
something
that
would
have
been
fed
or
purchased
by
the
public
Austin
code.

Section
607
does
provide
that
a
license
holder
is
responsible
for
what
goes
on
in
the
license
premises.
So
any
conduct
on
the
premises
is
deemed
to
be
the
conduct
of
the
license
holder,
Austin
code,
section
6.03,
sub
5
states
that
the
council
May
for
any
reasonable
cause,
refuse
to
Grant
any
application.

I
believe
that
what
I've
outlined,
especially
during
the
search
warrant,
we
served
on
the
13th
and
what
we
observed
would
be
reasonable
grounds
to
refuse
to
Grant
this
license
due
to
those
contamination,
cross-contamination
issues,
and
my
recommendation
would
be
that
in
this
particular
instance,
the
consul
not
Grant.

to
this
particular
business.

our
wastewater
treatment
plant
and
anticipates

the

legislative
action
day
on
the
25th,
with
Coalition
of
Greater
Minnesota
cities.

we
approved
three
labor
contracts
today,
without
really
any
comment,
but
I
wanted
to
take
a
moment
and
say
that
as
a
council
member
I
do
value
employees
they're
a
key
resource
in
our
whole
city
and
I
know
that
a
very
undramatic
routine
vote
for
us
is
actually
the
end
of
a
long
process
that
involved
a
lot
of
negotiations
a
lot
of
people's
time
and
efforts
to
come
to
this
balancing
point
between
really
being
a
great
employer
and
taking
care
of
our
employees
and
delivering
value
for
the
taxpayer
dollar.

So
I
wanted
to
comment
on
that
and
also
I
I'm
new
to
this
role.
So
I
wasn't
around
for
the
negotiating
part,
but
I'm
understanding.
There's
some
intention
on
the
city's
part
to
over
time
start
picking
up
more
of
the
cost
of
Health
Care
that
it's
gotten
out
of
whack
and
so
I
just
wanted
to
also
verbalize
that
that
I
think
that
that
is
important,
that
the
cities
share
go
up
and
that
should
be
acknowledged
as
we
approve
these
three
contracts.

also
want
to
say
thank
you
to
Holly
and
her
team
for
their
persistence
in
the
Greenfield
Grant
applications.
I
noticed
it.
It
took
many
tries
and
I've
had
similar
experiences
with
grants
myself.
It's
easy
to
get
discouraged
and
say:
oh
forget
it.
I
don't
have
time
for
this,
but
thank
you
for
persisting
and
and
hanging
in
there
I
want
to
report
on
a
couple
things
happening
with
the
parks
or
creation
and
Forestry
Department.
There
is
a
public
information
session
about
emerald
ash
borer
on
January
23rd
at
1
pm
at
the
senior
center.

So
anyone
in
the
Public's
invited
to
come
and
learn
more
about
emerald
ash
borer
park
and
rec
staff
has
been
training
on
an
updated
website.
They
have
they've
been
working
on
a
new
website.
It
will
go,
live
to
the
public
soon
date
to
be
determined,
but
the
staff
has
taken
the
training
so
that
they
can
do
the
updates
and
keep
it
fresh
and
timely
and
that's
also
a
cost-effective
way
for
the
city.

I,
don't
think
we
want
to
get
in
a
situation
where
we
have
an
outside
provider
doing
all
the
updates
to
our
website,
because
that
would
get
expensive
also
park
and
rec
has
purchased
some
electrical
vehicles
for
Parks
equipment
maintenance
equipment
for
the
downtown
neighborhood.

This
is
essentially
a
demonstration
project
for
them
and
then
eventually
will
want
to
use
electric
vehicles
more
city-wide,
but
already
this
summer
we'll
be
able
to
reap
the
benefits
downtown
of
less
noisy,
less
gas
fumes
coming
out
of
those
maintenance
vehicles,
so
I
think
that's
pretty
exciting
and
then
finally,
I
am
going
to
single-handedly
increase
the
viewers
from
Ellis
Middle
School
to
our
city
of
Austin
council
meeting
video
by
giving
a
shout
out
to
Miley,
who
is
a
young
Arts
student
and
I
just
want
to
salute
her
and
say
that
I
look
forward
to
seeing
her
future
contributions
to
our
community.
