Yes,
this
is
the
old
mill
they're
wanting
to
permanently
expand.
So
that's
why
we
couldn't
do
this
one
administrative
Lee,
so
this
would
be
a
permanent
expansion
of
their
patio
into
their
backyard.
We've
reviewed
it.
They
have
the
fencing
requirements
and
all
the
insurances
so
obviously
they're
going
to
be
going
out
there
now
during
the
pandemic,
but
there's
what
continue
versus
the
ones
we
approve
administratively
would
not,
after
they're
allowed
to
go
back
to
100%
seating.
Thank.
A
E

G
A
H
G
Mean
I
think
it's
the
right
way
to
go
just
if
we
get
asked
it
would
be
both
because
we're
anticipating
you
know
a
big
decrease
to
our
election
judges.
So
we
want
to
be
able
to
have
you
know
the
ones
we
have
in
one
space.
Instead
of
you
know
needing
six
different
precincts
to
man,
the
ballot
box.
We
could
do
it
with
one
there,
but
yes,
the
spaces.
The
spaces
are
always
an
issue
to
find
and
we
can't
go
in
any
type
of
a
nursing
home.
G
H
A
I
E
A
J
We
see
that
we
received
a
proposal
from
TKD
a
in
the
amount
of
three
thousand
dollars
for
an
independent
fee
estimate,
which
will,
which
means
that
they
will
provide
an
estimated
cost
based
on
a
scope
of
work
that
is
developed
for
an
airport
layout
plan
update
and
Exhibit
A.
This
independent
fee
estimate
will
be
used
to
compare
with
the
proposal
that
we
receive
from
seh
as
kind
of
a
checks
and
balances
to
make
sure
that
the
costs
incurred
and
the
engineering
services
are
in
line
with
what
we
receive.
J

J

A
K
You
mayor
members,
our
police
supervisors,
bargaining
group,
men
Pia,
has
approved
a
contract
extension
for
2020
through
2022.
This
isn't
consistent
with
our
bps
base
pay
plan
and
also
includes
a
Memorandum
of
Understanding
to
be
approved
as
well.
This
evening,
summary
of
the
provisions
of
the
contract
are
listed
in
your
packet.
F
E
K
Members
this
one
you've
seen
before
our
extension
six-month
extensions
with
spectrum
or
charter.
We
need
to
renew
that
again
to
extend
it.
Probably
the
only
thing
that's
changed
is
the
interest
possibly
of
Metro
net
entering
the
community.
That's
still
to
be
worked
out.
We
did
do
the
annexation
area
recently
with
Metro
net
and
hopeful
that
they'll
be
interested
in
expanding
citywide.
A

I
A

E
F
F
I
I
D
A
E
A
J
J
So
this
is
our
first
year
of
budgeting
for
some
of
those
repairs
and
we've
put
a
budget
together
of
a
hundred
thousand
dollars
for
these
initial
or
kind
of
our
worst
sanitary
sewer
repairs
that
were
identified,
we've
taken
bids
to
repair
the
sanitary
sewer
and
then
also
in
areas
where
there
is
concrete
pavement
to
replace
the
concrete
pavement.
So
that's
why
there's
two
separate
resolutions
for
you
tonight.
J
We
bid
the
projects
looking
at
kind
of
the
11
worst
areas
and
based
on
the
bids,
will
be
able
to
do
eight
of
those
spot
repairs
and
fit
it
within
the
hundred
thousand
dollar
budget.
So
we
would
recommend
tonight
with
one
resolution
to
award
the
bid
to
Hansen,
hauling
and
excavating
and
with
the
second
resolution,
we'd
recommend
awarding
the
concrete
work
to
Jim
Cummings
concrete
and
again
we
will
work
with
the
contractors
and
adjust
the
items
to
bring
within
budget
Council.
H
D
E
B
A
A
L
A
I
Yeah
I
just
wanted
to
say
thank
you
to
all
of
those
law-enforcement
individuals,
County
City,
firefighters
out
there,
the
last
week
that
have
been
working
a
lot
of
overtime
to
help
out
our
city
other
cities.
In
this
time
of
need
with
all
of
the
unrest
that's
going
on
throughout
the
state
in
the
nation,
but
I
just
wanted
people
to
remember
that
these
law
enforcement
officers,
firefighters
and
are
all
giving
up
time
away
from
their
families
to
help
make
sure
that
the
public
is
still
safe
and
they're
doing
their
job.
I
E
I
agree
with
with
Rebecca
that
you
know
you
guys
have
just
really
gone
above
and
beyond,
and
I
was
so
impressed
yesterday
by
the
just
how
everything
went
with
the
protest
and
how
peaceful
it
was
and
how
organized
it
was,
even
though
it
wasn't
organized
or
planned
organization,
but
it
it
just
was
so
smooth
and
I
saw
officers
kneeling
as
people
walked
by
it
was
just
it
was
a
class
act
and
so
I.
Thank
you
for
that.
H
H
Obviously,
you
know
with
everything
going
on
to
be
able
to
pretty
quickly
pivot
and
figure
out
what
we
need
to
do
to
support
our
local
businesses
is
really
powerful
and
I
think
shows
a
great
flexibility
for
the
city
and
I
know
as
much
appreciated
by
the
residents.
So
thank
you
guys
for
all
the
extra
time
and
energy
you
put
into
that.
C
A
C
Extremely
respectful
and
exercise
their
right
to
protest,
and
also
our
city
staff,
including
law
enforcement,
but
really
all
city
staff.
It's
been
a
heck
of
a
month
and
I
just
couldn't
be
more
proud.
I
also
want
to
say:
congratulations
to
the
class
of
2020
won't
be
a
traditional
year,
but
boy
we
won't
forget
it
and
I.
C
What
we're
hoping
to
do
is
create
a
list
of
options
for
the
council
to
choose
from
I.
Don't
think
it's
the
role
of
a
subcommittee
to
necessarily
pick
something
in
or
out,
but
we're
gonna
explore
the
options
and
bring
them
back.
This
list
is
going
to
be
used
for
both
the
2021
Levy
and
if
we
get
LGA
cuts,
so
we're
gonna
have
to
keep
all
this
information
our
back
pocket
waiting
to
see
what
happens
with
LGA.
Our
first
phase
is
data
gathering
and
so
especially
to
the
staff
of
the
city.
C
I
want
to
say:
don't
panic
don't
get
defensive,
we
want
to
gather
the
data
and
if
it
turns
out
that
an
idea
that
a
resident
or
a
councilmember
had
for
saving
doesn't
say
very
much
money,
then
we
it's
probably
gonna,
die
right
there.
So
we
we
first
need
to
gather
data
and
sort
of
suspend
our
judgment
about
whether
or
not
it's
a
great
idea.
Whether
or
not
it's
gonna
save
a
lot
of
money.
We
want
to
gather
some
data.
First,
we're
gonna
put
a
priority
on
large-scale
savings.
C
I
personally,
don't
think
that
we've
got
fat
in
the
budget
to
cut
I,
think
we're
gonna,
be
cutting
muscle
and
bone
and
they're
gonna
be
hard
decisions,
but
we're
gonna
do
the
best
we
can
to
make
them
the
least
painful.
So
I
just
wanted
to
share
that.
I
know
it's
on
people's
minds,
but
that's
the
direction
that
the
subcommittee
is
gonna
go.
F
This
weekend
he
kept
us
very
involved
and
up-to-date
and
I
appreciate
that
also
to
echo
thanking
ham,
Keisel
and
Craig
and
Craig,
and
the
chief
for
following
our
lead
and
trying
to
be
as
flexible
as
we
can
to
help
all
these
businesses
that
want
to
open
up,
because
there
isn't
a
one-size-fits-all
I
know.
There
was
a
lot
of
banter
going
back
and
forth
on
some
Facebook
pages
and
just
one
thing
doesn't
fit
for
everybody.
F
A
K
Representative
poppy
is
kind
as
part
of
the
bonding
process
reached
out
to
us,
as
they
still
formulate
that
for
the
special
session
about
our
willingness
and
what
our
dollar
amount
we
I
would
like
to
see
for
our
wastewater
treatment
facility
suggested.
We
still
would
like
to
see
the
19
million
and
and
but
that
would
be
open
for
phasing
of
the
project.
So
that's
part
of
the
normal
bonding
process
and
I'll
see
where
that
comes
in,
and
then
our
budget
meeting
is
Wednesday.
This
Wednesday
at
1:00,
so.
A
A
L
Not
report
I
just
want
to
say
how
much
I
appreciate
everything
that
was
said.
Austin's
been
a
great
place
to
work
and
be
in
law
enforcement.
The
mayor
has
always
been
an
incredible
supporter,
as
has
the
council,
as
has
Mr
Clarke,
and,
like
you
said
it
makes
you
know,
coming
to
work,
even
in
a
stressful
time,
a
lot
easier
when
you
do
have
that
support
the
other
city
staff,
Fire
Department.
We
do
have
an
excellent
working
relationship
and
are
able
to
communicate
with
each
other
quite
well.
L
Bounce
ideas
around
and,
like
I,
said
those
are
things
that
have
really
built
up
over
time
that
even
in
some
stressful
situations,
they'll
give
you
some
flexibility
and
ability
to
process
through
it.
But
again,
I
appreciate
hearing
the
the
things
you
had
to
say
about
our
police
and
firefighters
and
deputies.
They
really
all
do
an
outstanding
job.
L
They
are
great
people
doing
the
best
that
they
can
in
the
current
environment
and
within
their
careers,
and
it's
a
bit
of
a
whirl
and
weekend
with
the
springing
up
so
quickly,
though,
throughout
the
state
and
locally
and
then,
like
you,
said
today,
eight
o'clock
in
the
morning
we're
back
doing
colvett
issues,
thinking
about
the
people
who
aren't
working
right
now,
thinking
about
the
people
that
really
have
a
lot
of
stress
in
their
lives
and
getting
back
and
seeing
what
we
can
do
to
try
to
help
those
folks
out.
So
thank
you
again.
A
Me
well,
I
think
we're
all
really
shocked
when
we
saw
the
video
what
happened
up
in
the
city's
last
Monday.
We
could
go
today
and
I.
You
know
the
first
thing
after
the
shock
wears
off
the
first
thing
that
came
to
my
mind.
These
are
issues
of
culture
apartments.
You
know
what
is
the
culture
what's
accepted
on
your
department
and
I
knew
this
type
of
thing
isn't
accepted
on
our
department.
It's
also
about
leadership
and
I.
A
Think
both
our
police
and
fire
department
I
can't
recall
having
better
leaders
and
we've
had
some
good
ones
on
the
police
department
in
the
past.
In
a
recent
since
I've
been
here,
but
YouTube
McCrory
had
people
ready
to
go
up
to
the
cities
and
and
I
mean
they
were,
they
were
right.
There
also
and
headed
a
women
step
further.
We
had
officers
our
firefighters
up
there
putting
out
fires.
The
police
department
did
an
excellent
job
on
Sunday,
and
you
know
we're
just
really
fortunate
that
we
have.
A
We
have
the
two
chiefs
we
have
sitting
here
and
I
want
to
thank
them
both
for
the
way
they
comported
themselves
over
the
weekend
and
that's
about
it.
For
me,
I
mean
it's
just
a
really
stressful
time
for
society,
and
that's
one
less
thing
we
have
to
worry
about
so
with
that.
If
anybody
nobody
has
anything
else,
we
need
a
motion
to
adjourn
and
then
we'll
have
a
work
session
right
afterwards.
So
move
is
there
a
second
mr.
