From YouTube: 12/2/19 - Council Meeting recap Craig Clark
Description
City of Austin, Minnesota
A
Thanks
for
joining
us,
this
edition
of
the
council
recap
5:30
in
the
council
chambers
first
item
of
business
was
to
talk
about
our
wastewater
treatment
plant
through
a
public
hearing
with
the
community
big
capital
improvement
item
that
we're
looking
at
78
million
dollars,
big
increase
on
rates
for
users.
We
have
had
a
public
hearing
on
that
biggest
part
of
the
plant
was
built
around
1939
all,
but
one
piece
of
that
equipment
is
still
in
use
some
80
years
later
now
so
times
come
to
upgrade
the
plant
and
be
consistent
with
wastewater
discharge,
environmental
standards.
A
So
we're
moving
forward
with
that
big
project.
Stephen
Lang,
our
City
Engineer
presented
the
project.
This
is
also
other
projects
like
inflow
and
infiltration
folks
know
about
probably
about
the
sump
pump
inspections
that
we've
done.
That's
another
waste
water
collection
system
piece
that
also
would
be
in
addition
to
the
plant
that
were
working
on,
but
a
lot
of
moving
parts,
but
we
had
the
public
hearing
on
the
wastewater
treatment
facilities
plan
council
approve
moving
forward
with
that
plan.
Next
item
of
business
was
a
installing
a
four-way
stop
at
tenth
drive
and
fifth
place
southeast.
A
That
was
a
temporary
closure
due
to
Oakland
place
being
closed
and
they
had
a
temporary
stop
sign
there
and
basically
brought
it
to
Council,
and
the
input
from
council
and
staff
ultimately
was
to
proceed
forward
with
installing
a
four-way
stop
at
that
intersection
to
help
with
the
school
traffic
that
we
have
there.
Moving
on,
we
approved
the
housing
tax
abatement
program
for
any
multifamily
or
single-family
home
unit
for
another
three
year
period,
so
council
renewed
that
the
counties
already
approved
that
in
the
school
district,
I
think
will
be
moving
pretty
quickly
on
that
as
well.
A
We
proved
a
4th
of
July
fireworks
contract
for
$30,000
we're
moving
from
two
nights
of
fireworks.
Two
one
night
we
had
a
donation
from
Hormel
Foods
contributing
towards
an
amount.
So
we
appreciate
that
and
working
on
a
few
other
items.
Therefore
the
costs
associated
with
it.
We
had
an
unattended
vehicle
ordinance.
We
basically
repealed
an
ordinance
that
prohibited
folks
from
starting
their
cars
in
advance
and
leaving
their
keys
in
their
car
with
auto
starting
those
sorts
of
things.
How
we
felt
most
appropriate
to
go
ahead
and
eliminate
that
ordinance
council
approved
that
moving
forward.
A
We
accepted
the
Hormel
foundation
grants
about
eight
hundred
and
forty
thousand
dollars
in
grants.
Seven
items
from
the
city
side
or
approved
some
quality
of
life
items
such
items
as
the
Riverside
arena,
roof
library,
hot
spots
and
a
Police
Department
drone
for
Public
Safety.
Those
are
just
a
couple
of
the
projects
that
were
included
in
that
award
from
the
foundation.
Very
much
appreciate
appreciative
of
those
resources
that
they
provide
to
us
annually,
and
so
those
items
were
approved
by
council.
We
established
licensure
and
operational
fees
for
2020.
A
These
are
various
fees
that
are
charged
to
folks
for
different
services
from
the
city.
We
set
part-time
wages
for
twenty
twenty
various
wage
levels,
ranging
from
10
to
17
dollars.
We
ordered
feasibility
reports
for
the
2020
construed
construction
projects.
This
is
really
our
first
step.
We're
looking
at
six
different
projects
now
through
the
community
continue
to
work
on
keeping
our
roads
up.
We
had
a
loan
and
general
fund
transfer
for
the
airport
construction
project
that
we're
looking
at.
A
We
approved
an
ICM
agreement
with
International
Paper,
that's
for
their
discharge
into
the
waste
water
treatment
plant
above
residential
strength.
We
approved
our
prosecution
service
as
a
grant
or
excuse
me
contract
with
four
legal
criminal
proceedings
for
a
three-year
term,
with
bobbler
moss,
foreman
and
king.
We
also
declared
a
few
properties
hazardous
or
illegally
stored
vehicles.
We
had
a
handful
of
properties
there
and
then
we
rounded
out
the
council
meeting
by
approving
many
appointments
to
various
boards
and
commissions
of
the
city.
