We
talked
at
the
last
work
session
that
we
have
had
a
storm
water
utility
fee
in
place
for
about
the
last
20
years
and
when
it
originally
started,
it
started
at
2.50
cents
per
home
or
per
residential
equivalent
unit.
Those
rates
were
increased
in
2012
to
four
dollars
per
home
or
residential
equivalent
unit,
and
it
was
recommended
at
the
last
work
session
to
make
another
1.50
increase,
increasing
it
from
four
dollars
to
five
dollars
and
fifty
cents
per
home.

equate
to
a
thirty
three
dollar
per
acre
charge
for
commercial
properties,
and
then
we
also
have
other
categories

accordingly

This
revenue

increase

stormwater

revenue

about

thousand
dollars

fund

storm

waterways

sewer

helping
us

the

austin
municipal
airport,
we
have
many
different
lights
that
are
used
for
takeoffs
and
landings
for
aircraft.
We
currently
have
a
project
going
on
at
the
airport
right
now,
where
we're
update,
updating

runway
and
taxiway
lights
to
led-
and
the
item
before
you
tonight
is-
is
what
we
call
a
mulser.
It's
a
medium
intensity
approach,
lighting
system
and
runway
alignment,
lights,
they're
they're
located.
If
you
go
to
the
second
page
of
the
excuse
me
yeah.

The
second
page
of
the
handout
shows
that
our
mulser
lighting
system
is
located
at
the
south
end
of
the
runway.
We
have
a
what's
called
a
precision
landing
instrument,
landing
system
that
allows
aircraft
to
utilize
lighting
and
different
forms
of
of
navigational
aids
to
land
during
inclement
weather
and
and
our
mulser
system
is
part
of
that.
If
you
go
to
the
third
page
of
the
handout,
you
can
see
how
our
our
moser
system
is
really
a
a
lighting
guidance
that
lights
kind
of
an
arrow.

really
directs
aircraft
to
this
to
the
runway
alignment
when
they
are
approaching
the
runway
from
the
south
and
landing
going
in
a
northerly
direction.
Having
those
lights
properly
aimed
is
very
important
making
sure
that
the
angle
of
the
light
is
aimed
in
the
proper
direction
and
also
that
it's
aligned
accordingly.
So
it's
not.

wanky
often
to
the
right
or
anything
like
that,
so
the
faa
is
now
implementing
a
program
where
they
are
enforcing
communities
that
have
malls
or
systems
to
have
semi-annual
and
annual
checks
of
that
system.
Those
checks
of
the
system
need
to
be
completed
by
a
company
that
is
certified
through
the
faa
of
which
there
is
only
one
in
our
region,
and
that
is
neo-electric
solutions
out
of
hudson
wisconsin.

So
it's
a
difficult
situation.
We
have
a
one
contractor
to
choose
from
and
the
we
worked
with
them
on
a
proposal
and
they
have
offered
up
a
contract,
a
three-year
contract
with
the
city
that
they
would
perform
a
semi-annual
ground
check
in
the
amount
of
twenty
five
hundred
dollars
and
an
annual
faa
ground
check
of
thirty
eight
hundred
dollars
for
a
yearly
total
of
sixty
three
hundred
dollars
for
these
inspection
fees
that
are
required
by
the
faa
there's
other
costs
that
would
go
along
with
it.

So
we
hope
that,
throughout
this
three-year
contract,
that's
just
this
maintenance
that's
required
and
that
there
isn't
any
damage
that
occurs
to
the
lights
over
that
time.
But
if
there
is,
we've
got
an
hourly
rate
justify
are
called
out
in
the
contract
as
well.
So
with
that,
we
would
recommend
awarding
a
three-year
contract
to
neoelectric
solutions
for
our
moser
maintenance.

development

both
parcels.
The
property
currently
has
a
vacant
residential
dwelling
of
a
home
which
has
been
empty
since
about
2017

zone,

residential,
the
surrounding

the
north
and
west
and
residential
to
the
south
and
east.
The
planning
commission,
with
eight
members,
present
recommended
denial
of
the
rezoning
of
parcel
aid
by
eight
votes
and
also
denial
of
the
rezoning
of
parcel

the
same,
the
planning
commission
recommended
denial
based
on
concerns
that
the
rezone
would
allow
uses,
including
those
proposed
which
would
increase
traffic,
which
in
turn
would
negatively
impact
the
health,
safety
and
welfare
of
the
residents.

you
on
the
backup
materials
were
reviewed
by
myself,
the
they're
also
included
in
your
packet.
They
identify
the
uses
that
would
be
allowed
in
the
proposed
zoning
districts
and
also
some
considerations
that
should
be
weighed
in
making
decisions
to
rezone.

petitioner's
representative,
mr
faber,
spoke
about
future
development
opportunities
with
a
change
to
our
own
personal
aid
and
mr
stephens,
as
for
scooter's
coffee
spoke
about
opportunities
and
plans
for
a
store
on
parcel
b,
pending
a
change
to
b2
stuffus
proposed
adding
a
scooter's
coffee.

favre
spoke
about
maybe
adding
a
small
office
and
possibly
town
homes
in
a
condo-like
community.
On
parcel
a
he
felt
that
this
was
a
softer
development.
Less
intensive
use
that
retains
residential
that
scooter's
coffee

smaller,
would
be
part
of
the
transitional
buffer
between
the
residential
homes
to
the
south
and
more
intensive
commercial
uses
to
the
north
and
west
notices
were
sent
to
55
properties.

individuals
primarily
reside
on
4th
street
northwest
3rd
street
northwest
and
2nd
street
northwest,
and
their
comments
were
overwhelmingly
concerned
with
traffic
on
4th
street.
Northwest
that
4th
street
has
heavy
traffic
that
impacts
their
ability
to
access
4th
street
from
their
homes
that
existing
businesses
create
too
much
traffic
in
this
business
would
create
additional
traffic
that
the
new
apartment
downtown
will
increase
traffic
on
fourth
as
well,
and
that
the
development
will
decrease
and
the
proposed
development
would
decrease
their
property
values.

Certainly,
the
design
is,
is
virtually
complete.
We'd
have
to
go
through
the
civil
of
course,
and
and
site
adaptation
design
and
then
the
permitting
process,
but
it
would
be
likely
the
second
or
third
quarter
of
2022
that
we

begin
just
once.
We
get
through
all
the
variables
and
permitting.

just
thank

mr

by
the
way,
a
history
for
those
I'm
sure
in
the
council
was
not
that
long
ago
that
we
turned
down
an
ambulance
center
on
that
same
site
and
I
think
for
very
good
reason.
I
don't
think
folks
want
to
live
next
door
to
lights
and
sirens
if
they
don't
have
to.

But
you
know
as
a
as
I
see
my
backup
material
we've
been
at
this
for
22
years
on
this
site
trying
to
develop
it,
I
don't
think
it's
going
to
be
a
single
family,
residence
type,
housing
ever
and
so
what
might
also
be
appealing
for
the
neighborhood-
and
I
thought,
a
small
coffee
shop
with
some
housing
of
condos
like
and
a
small
office
would
be
probably
best
received,
turns
out
it's
hard
to
say
out
of
55
properties
when
10
properties
are
saying.

that's
really
the
consensus,
but
this
seems
like
a
like
a
piece
of
property
that
is
fit
for
this
kind
of
redevelopment
for
our
city.
Otherwise
we
look
at
a
what
would
probably
be
a
oh,
it's
an
abandoned
house
right
now
and
tom.
Do
you
know
what
the
assessed
value
approximately
on
something
like
that.

not
at
this
point
in
time,
but
it's
not
gonna
be.

we
might
be
getting
three
thousand
dollars
a
year
on
some
land.
Some
assessed
value
right

may
become
of
you

as
we
as
we
look

build

tax
base

have
more
people
sharing
in
that
pool.
This
would
certainly
be
an
upgrade
when
you
have
some
residential
and
some
business
properties
paying
into
that
pool
of
tax
base.
So
again
I
see
it
as
a
decent
fit,
I'm
very
surprised
by
the
8-0
vote,
but
I
would
certainly
like
some
other
council
members
to
chime
in
and
what
they
might
feel.

think
what
we're
doing
here
is
we're
severely
strapping
this
property
owner
and
what
they
can
do
with
their
house.
I
mean
the
way
real
estate
is
right
now
if
housing
was
housing
is
highly
in
demand,
and
if
somebody
wanted
to
build
houses-
and
this
was
a
desirable
lot
for
housing-
I
think
this
property
would
have
been
sold
by
now.

I
think
this
fits
the
area
to
address
some
of
the
concerns.
As
far
as
traffic,
I'm
assuming,
I
think,
that's
they're,
looking
at
like
150
to
275
cars
a
day
during
a
12
to
14
hour
period,
if
we're
adding
traffic,
that's
assuming
that
nobody
that's
driving
there
currently
is
going
to
go
to
this
place.

Also,
if
we're
looking
at
building
the
tax
base,
as
the
mayor
stated
and
we're
trying
to
be
a
progressive
council,
we
need
to
look
at
this
from
the
big
picture.
What's
good
for
the
whole
city,
this
does
increase
the
the
tax
base.
It
puts
some
property
value
there.
That
is
certainly
not
there
and
will
never
be,
and
I
guess
if
the
neighbors
don't
want
anything
there,
then
maybe
they
should
step
up
and
buy
the
property
and
maintain
it
and
do
with
it
as
they
see
fit.

so
I
I
I
was
on
the
planning
commission.
Actually,
when
the
ambulance
thing
came
up,
I
think
it
was
even
chair
at
the
time
and-
and
I
was
against
that
because
of
the
traffic
on
four
street
and
then
the
lights
and
the
sirens
and
really
the
issue
for
me-
was
that
you
know
something
like
an
ambulance.
All
traffic
has
to
stop.
There
was
talk,
we'd
probably
have
to
put
up
flashing
red
lights,
and
that
is
probably
the
busiest
street
in
austin.
I
think
most
folks
would
agree.
Is.

Street
and
it's
an
arterial
street,
so
I
I
was
not
for
that.
I
was
a
little
surprised
at
the
edo
vote
as
well,
so
I
reached
out
to
a
couple
planning
commission
members
to
kind
of
understand
why
they
voted
the
way
they
did.

None
of
them
talked
to
me
about
thinking
that
this
was
an
unreasonable
thing
to
put
on
this
location.
When
you're
talking
about
a
major
arterial
street
in
austin,
a
fast
food
restaurant,
that's
going
to
butt
up
to
it
and
the
expressway
right
there.
I
don't
think
anybody
thought
that
a
small
drive-through
coffee
kiosk
in
some
office,
buildings
or
condos
would
be
inappropriate
for
that
space.
They
all
just
said.

would
go
kind
of
back
around
a
little
bit,
but
our
town
really
needs
development
and
actually,
in
particular
I
hear
a
lot
of
requests
for
coffee
shops.
You
know
we
have
two
great
ones
in
town,
but
especially
the
one
drive
through
one
is
always
busy
and
swamped.
I
know
folks
love
the
downtown
one.
I
go
there
as
well.
That's
a
little
bit
of
a
different
thing
than
a
drive-through
coffee
shop.
I
think
this
would
be
very
popular.

split
right
now
if
the
situation
were
to
remain
as
is,
I
would
be
against
it,
but
I
think
that
with
our
new
bridge
coming
and
the
flow
that
that's
going
to
create,

think
the
traffic
in
that
area

wish
it.

was
not
just
a
drive-through.

sit-in

there
wouldn't

much

constant

worry
about
the
pedestrians

hard

visualize
at
this

what

bridge

like
with
the
pedestrians,
because
there's
a
lot
of
pedestrian
traffic
just
checking

have
any
other
notes

and

looked
at
other
locations
in
town
you
set
on
this
location.

well

I
mean
just
as
a
business
owner
we're
always
going
to
look
for
the
best
location,
and
you
know,
as

mentioned
earlier,
just
the
high
volume
of
traffic
that's
already
in
place
just
makes
it
the
most
ideal
location
and
spot
to
be
able
to
tap
into
the
rooftops
as
well
as
some
other
retail
business,
and
it's
just
that.
It's
just
that
main
corridor
of
of
of
traffic.
That's
that's
going
from
say,
point
a
to
point
b,
and
so
this
is.
This
is
really
really
our
ideal
spot.
I
I
just
want
to
make
some
few
comment
and
I've
been
really
debating
with
my
mind,
seeing
this
issue
come
on
the
tables
seen
last
week
and
I've
been
thinking
what
will
be
the
best
option
for
this
area,
because
the
first
thing
before
I
haven't
heard
the
zoning
commission
voted
on
this.
I
saw
the
letter
that's
sent
by
the
by
the
resident,
and
I
read
through
and
after
that
I
learned
a
lot
about
the
area
I
went
visit
that
place.
I
walk
around
on
on
saturday.
I
I
did
the
same
thing
today
and
the
biggest
question
I
asked
before
I
had
more
information.
I
thought
we
I
thought
we
are
so
is
the
land
owner
who
who
has
that
house
there?
He
we
again
is
him,
but
it
seems
like
it's
the
resident,
that's
saying
that
they
have
concern
about
having
that
area,
horizontal,
commercial
and
thinking
through
it.
I
think
austin
we
are
looking
for
more
business.
I
hear
the
concern
for
the
resident
that
if
we
have
ambulance
location
put
there
as
the
previous,
it
was
denied.
I
That
was
a
good
reasonable,
because
if
I
live
in
neighborhood,
whereby
in
the
middle
of
the
night,
the
ambulance
will
just
start
making
sharing
and
go
everywhere,
I
think
will
be
frustrating,
but
when
it
comes
to
coffee
having
that
area
to
be
really
blocked
to
have
more
business
coming
in,
I
think
that
would
be
a
great
thing
for
the
city
and
I'm
thinking
through
it.
I
feel
like
it
would
be
a
great
thing
for
our
city
to
have
the
owner
of
the
land
to
whatever
he
want.
I
If
you
want
to
sell
his
land
to
be
commercial
or
someone
in
the
neighborhood
want
to
buy
that
land,
I
think
I
would
go
for
it
so,
but
if
the
neighborhood
really
want
that
place
to
be
free,
because
I
live
in
austin
for
almost
six
years
now
and
I
drive
there-
I
am
like
is
that
hunting
house
or
something
nothing
will
pop
out

go
it's
a
beautiful
area
and
every
day
I
will
just
pop
through
that
area.

This
another
day
I
was
going
walking,
I'm
like
I
went
through
those
beautiful
trees
and
no
one
there.

thought.
There's
someone
in
that
area,

no
one.

saw
some
little
squirrel
like
running
through,
but
I
think
would
be
great
for
the
city
to
not
abandon
that
area,
because
let
us
use
it
in
some
good
way
that
can
benefit
the
city
and
when
we
talk
about
the
your
market
of
housing
will
go
down.

I
don't
think
that
will
happen,
because
if
you
have
a
coffee
shop
near
you
or
local
business
that
will
put
your
market
higher
because
people
live
there,
they
are
close
to
every
local
business.
I
think
they
will
love
it.
So
with
that,
I
will
be
for
it
to
make
that
into
a
commercial
or
the
business
to
build
a
coffee
shop
in
that
area.

re-read
a
lot
of
the
stuff

don't
know
it

2018

the
ambulance
and
some
of
the
concerns
that
were
there,
and

think
the
traffic
concern
is

hundred
percent

certainly.
Fourth
street
is
designed
to
be
an
arterial
street
and
I
think
we
need
to
figure
out
what
our
fix
to
that
is,

think
the
bridge
is
going
to
take
us.

right
direction,

guess
I
would
ask
the
public
works
team.
If
we
can,

put
a
work

agenda
up
at
some
future
item
about
what

long-term
plan

improve
traffic,

think
we're

to
have
to
figure
out.

improve

that
flow

concern

attractive

commercial

viable

love

have

vacant
property

several

fact
that

people
have
been
trying

develop

last

of

viability

this
being

residential

think

choice

versus
commercial,

choice

have
is
vacant
property
versus

developed

ultimately

mean
the

plan
on

developers
in

Having
this
financial
assistance
from
the
federal
government
would
help

our

the
