honor
and
exciting
for
me
to
be
back
in
city
hall.
It's
really
really
fun.

you

your
support

the
austin
artworks
festival
and
for
the
gift
that
you
give
each
year
to
an
artist
through
the
city
award.

very
nice
that
500
purchase
award
is
one
of
the
things
that
that
500
city
award
is
one
of
the
things
that
helps
people
to
come
and
be
a
part
of
the
festival,
because
they
know
that
we
have
these
wonderful
prizes
for
the
artists
coming,
and
we
want
to
thank
especially
jason
and
obama,
who
helped
choose
the
painting
this
year
and
as
mayor
steve
was
saying,
it
is
called
my
neighborhood
and
it's
by
tanya
ilenfeldt,
and
you
see
it
over
here
against
the
wall
and
it's
a
beautiful
painting
and
it's
of
the
austin
artwork
center,
but
do
either
of
you
want
to
say
anything
about
judging
it
or
why
you
chose
it.

we
brought
in
help
we
had.
We
brought
my
daughters
because
I
can't
think
of
two
guys
more
qualified
to
judge
art
than
myself
and
obama,
but
you
know,
I
think,
what
we
loved
about
it
is
that
you
know
it
does
such
a
nice
job
of
you
know
it's
not
just
generic
art,
but
it
captures.

the
essence
of
the
art
festival,
which
is
the
artwork
center
and
it
captures
our
downtown,
which
is
such
a
wonderful
part
of
our
community,
and
so
it
really
just
spoke
to
us
and
we
looked
at
all
the
paintings
and
we
got
alignment
with
a
six
and
an
eight-year-old
on
it
too.
They
thought
it
was
pretty
cool
that
there's
a
picture
of
their
city
on
it.

girls
really
help

when
we
went
through,

getting
more

they're

festival

awards

enjoyed
seeing
her
in
her
cute

pink

wanted

tell

also
about
the
purchase
award
process
for
10
years
now.
We've
had
generous
donors
sponsor
the
purchase
award
and
what
they
do
is
they
give
a
donation
of
5
000
to
the
festival,
and
then
they
can
pick
out
a
piece
of
artwork
at
the
festival
and
the
only
qualification
is
that
the
piece
of
artwork
has
to
hang
in
a
public
place.

really
helps
attract
artists
to
come
to
the
festival
when
they
know
there's
an
opportunity
to
win
an
award,
and
this
year
our
purchase
award
donors
were
jeannie
and
jim
sheehan
longtime
austin
residents,
and
they
chose
a
piece
of
art
by
award-winning
artist,
karen
hewton
from
grimes
iowa,
and
it
was
karen's
first
time
ever
in
austin
and
also
her
first
time
at
the
festival.
So
we
will
have
jeannie
come
up
now
and
tell
you
why
she
picked
why
that
piece
of
art
spoke
to
them.

listening
to

the
non-generic
feel
of
the
art
that
you
and
obama
and
your
daughters
chose.
It
may
appear
to
you
that
the
piece
that
we
chose
looks
generic,
but
it's
called
tranquility
and
we
had
really.

were
so
honored
to
be
asked
to
to
sponsor
the
purchase
award
because
we'd
never
been
asked
to
do
that
before
and
our
our
kind
of
our
immediate
was
response
was
we'd
really
like
it
to
hang
in
the
austin
public
library.
I've
been
a
member
of
ladies
floral
club
for
20
years,
and
their
mission
is
to
support
the
library
and
jim
used
to
serve
on
the
library
board.

So
it's
really
if
you
get
up
close
and
personal
to
it,
it's
very
much
mixed
media.
Some
of
the
reeds
in
the
front
are
made
of
crushed
walnuts
that
karen
dyed
and
then
she's
glued
them
on
and
then
varnish
put
seven
coats
of
varnish
over
it.
So
we're
really
intrigued
by
her
depth
of
feeling
in
this
piece
of
artwork
and
we're
just
hoping
that
a
lot
of
people
will
enjoy
it
once
it's
hanging
in
the
library.

So
my
job
is,
to
just
say
special
thanks
to
the
city.
You
know
you
guys
voted
about
a
month
ago
to
officially
make
the
austin
artworks
festival,
community
festival,
and
even
if
you
hadn't
done
that,
for
the
purposes
of
us
to
be
able
to
have
our
special
alcohol
rules,
it
truly
is
a
community
and
a
city
festival.
So
park
and
rec
gets
a
huge
shout
out.

They
not
only
share
the
stage
but
all
kinds
of
little
extra
things,
including
the
gator,
which
really
makes
a
couple
of
our
volunteers
very
happy.
H
We
also
get
advice
and
support
from
law
enforcement
and
fire
department
to
make
sure
everything
is
safe
and
and
the
streets
gets
into
the
act
ii,
helping
us
close
down
main
street
for
those
hours.
So
we
really
appreciate
it
and
last,
but
certainly
not
least,
we
had
275
volunteer
shifts
over
the
course
of
the
weekend,
and
I
know
some
of
you
and
some
of
you
at
your
computers
filled
those
shifts.

that
says
a
lot
about
your
commitment
to
the
city
that
you
don't
just
do
things
that
are
necessarily
branded
city
of
austin
but
all
kinds
of
community
things
and
that's
one
of
our
strengths.
So
I
just
wanted
to
say

months,
staff
and
council

working

the
tax
levy
and
budget
for
the
2022
year.
Again
this
has
to
be
approved
or
passed
and
sent
to
the
state
in
the
county
by
september
30th
of
each
year.
This
levy
cannot
be
increased
after
september
30th
for
2022,
we
have
proposed
a
a
tax
levy
of
seven
million
nine
hundred
and
forty
thousand
dollars.

proposed
budget
at
this
point
in
time
is
thirty:
eight
million
nine
hundred
and
forty
nine
thousand
nine
hundred
and
sixty
dollars
and
we're
proposing
the
truth
and
taxation
public
hearing
to
be
wednesday
december.
Eighth

six
o'clock
p.m.
Here
in
the
council
chambers
again
council,
you
cannot
increase
the
tax
levy
after
september
30th,
so
I'm
going
to
make
an
assumption
without
a
special
counsel
meeting
tonight
special
counsel
before
september
30th
that
this
will
be
your
tax
levy
proposed.

we
have
a
reasonable
budget,
a
regional,
reasonable,
proposed
tax
levy.

think
we
have
a
functioning
city.
I
think
this
will
be
a
nice
equalizer
of
hiring
back
some
staff
that
we
desperately

we're

way

we've
had,
maybe
even
10-15
years
ago
for
sure,
but
I
certainly
support
the
6.8
at
this
point.

we
presented
at
the
last
work
session,
we
believe
that
traffic
volumes
have
changed
over
time
near
this
intersection
and
would
recommend
changing
it
back
to
a
more
standard,
two-way
intersection
and
eliminating
the
westbound
stop
condition
on
first
street.
At
excuse
me
first
avenue
at
second
street
southeast.

Since
2013,
the
city
of
austin
has
been
acting
as
a
quote:
unquote:
fiscal
host
for
the
community
band.
This
allows
them
to
be
eligible
for
some
contributions
and
outside
grants,
including
a
large
one.
They
usually
get
from
the
southeastern
minnesota
arts
council
in
the
past.
I
think
they've
gotten
about
three
thousand
dollars
a
year
to
help
with
their
operations
for
the
community
band,
starting
in
2019.

They
asked
the
agencies
asked
them
to
actually
have
a
fiscal
host
agreement
for
which
we've
attached
the
one
that's
been
approved
in
the
past,
and
we
would
request
council
authorize
me
to
sign
the
fiscal
sponsorship
agreement
again
with
the
community
ban
so
that
they
can
start
fundraising
for
the
2022
season
and
when
I
see
fiscal
host,
we
take
about
five
or
six
contributions
in
and
we
make
about
two
checks
out.
So
it's
not
a
whole
lot
of
pass.

resolution
accepting
the
donations
of
the
city
of
austin
and
those
gifts
are
a
300
gift
from
the
fraternal
organ
of
the
eagles
for
the
full
family,
fun
night
vfw
also
350
dollars

pool
family,
fun
night
and
the
art
purchase
from
jim
and
jeannie
sheehan
to
the
austin
public
library.
So,
with
those
we'll
take
a
resolution
accepting
those
donations,
it's
all
moved.

sure
duane
rasmussen,
who
was
owner
of
the
austin
daily
herald
some
years
ago,
wanted
to
give
back
to
the
community
that
gave
to
him
he's
joining
our
other
donations
this
evening,
demonstrating
yet

time

the
extensive
generosity
of
our
community.
But
the
clock
would
be
here
at
city
hall,
we're
responsible
for
half
of
the
cost
that
we
listed
in
the
agenda.

exhibit

idea
of
what
it
looks
like
there
would
be
a
plaque
on
the
bottom
of
the
clock
on
the
base
and
that's
listed
for
you
as

be

kind

city

we
need
to
approve
the
donation
to
the
city

austin.

18
months
ago,
we
entered
into
an
agreement
with
sch
to
complete
the
design
and
bidding
services
for
the
wastewater
treatment
plant
project
and
through
that
process
we
have
run
into
you
know,
delays,
one
of
them
being
waiting
for
funding.
We
had
hope
to
start
that
project
here
in
the
summer
of
2021,
but
we're
waiting
for,
hopefully,
some
additional
bonding
dollars
in
2022,
so
that
will
has
caused
some
delays
to
the
project.
At
any
time.
We
have
to
wait
for
whatever
it
may
be.
It
causes
additional
engineering
design
costs.

this
case,
sch
has
detailed
for
us,
where
they're
at
with
the
design,
what
the
additional
costs
are
associated
with
and
and
they
have
identified
182
one
dollars
of
additional
cost
to
bring
this
project
through
the
bidding
process.
This
would
be
funded,
fifty
percent
domestic
account
and
fifty
percent
industrial,
and
we
would
recommend
moving
forward.

they're

through

toy

right

property
owners,
anita
and
bruce
badler
they
own
1400,
fourth
street
northwest.
They
are
proposing
to
divide
that
property
into

parcels.

subdivision
has
been
reviewed
by
city
staff
and
austin
utilities.

was
also
included
in
the
resolution
as
a
condition
for
dividing
the
parcels,
the
size
and
the
number
of
lots
make
this
suitable
for
the
minor
subdivision
process.

owner
believes
that
this
flat
split
will
help
facilitate
sale
and
or
development
of
the
lot,
and
there
were
no
concerns
noted
other
than
just
controlling
access
to
horse
street
any
questions.

lot
south
of

4th

the
september
14
2021
meeting
of
the
planning
commission,
the
commission
reviewed
a
request
from
bill
sterman
for
variance
from
the
requirements
of
our
code
regulating
the
square
footage
of
accessory
structures.
The
petitioner
wishes
to
install
a
solar
solar
array
that
would
exceed
the
square
footage
of
accessory
structures.
He
has
some
existing
storage
buildings.

six
members
present
voted
unanimously
to
recommend
approval.

The
planet
commission
found
that
the
requested
variance
is
in
harmony
with
the
general
purposes
and
intent
of
the
zoning
ordinance
that,
if
granted,
it
would
not
alter

essential
character

the
locality
in
which
the
property
is
situated.

the
ordinance
and
this
property
is
at
627th
avenue
northeast,
which
is
a
royal
manor
north
of

lens

street
northwest,

all

family,

number

properties
with
accessory
structures,
large
accessory
structures
in
that
area
and
there's
a
lot
of
floodplain
property
around
the
area
as
well.

don't
have
a
lot

neighbors.

help

organizing

and

was

great
to

place.

welcoming

bike
tour
of
some

immigrant
businesses

businesses.

stories

workers

how

they
work
to
get
their
businesses
going
in
town
and

well,
how
they're
doing

not
a

crowd,

it
was
a

active
crowd

biked
across
town
from
east
oakland
to
west
oakland.
