abatement,
which
is
kind
of
interesting
and

there.
So
it's
nice
to
see
that
getting
filled
up
estimated
value
is
at
250,000.
They
have
a
permit
files
with
waiting
for
approval.
It's
in
conformance
with
our
policy
council
action
is
requested
to
approve
it
and
is
the
public
hearing
today,
council
in
the
council,
anything
from
the.

sure
we
call
at
the
June
3rd
meeting,
we
temporarily
suspended
her
licenses
and
we
gave
her
a
letter
regarding
what
she
needs
to
do
in
order
to
bring
her
license
back
into
compliance
and
I
also
spoke
with
her
over
the
phone,
and
she
spoke
with
one
of
the
staff
members
in
person
too.
So
she's
been
well
informed
as
to
exactly
what
steps
she
needed
to
take
to
not
have
her
license
revoked
tonight.
So
we
would
request
that
you
would
revoke
the
license
because
she
hasn't
taken
those
steps.

Fall
we
reviewed
with
the
council
members
that
are
here
different
options
for
reroofing
a
hangar
at
the
US
Municipal
Airport,
and
it
was
decided
to
move
forward
with
with
this
style
of
resurfacing
of
the
existing
hangar
roof.
We
took
bids
on
it
and
we
had
two
bidders
on
the
project.
One
bid
turned
out
to
be
incomplete,
so
the
the
low
bidder
on
this
project-
south-central
roofing
company,
in
the
amount
of
160
$3,800
coming
up
in
the
next
council
item
agenda,
for
you
is
a
grant
that
will
pay
70%
of
this
cost.

Approved
at
163
thousand
eight
hundred
and
two
thousand
dollars
allocated
for
some
city
costs
for
a
total
project,
cost
of
190
thousand
eight
hundred
dollars.
Seventy
percent
of
that
covered
by
this
state
grant,
which
would
be
a
hundred
and
thirty
three
thousand
five
hundred
sixty
dollars
with
the
remaining
30
percent
or
57
thousand
two
hundred
forty
covered
by
city
funds.
One
of
the
key
components
is
just
the
expiration
date
being
twelve
thirty
one
of
twenty
twenty-three.

Think
you
may
remember,
as
you
recall,
our
franchise
agreement
expired
in
2014
this
week.
Stand
it
another
time
from
July
1st
to
December
31st
of
2019,
as
you
may
recall,
as
well
that
the
city
of
Winona
has
a
couple
franchise
agreements.
Hbc
is
in
their
community
and
provides
them
a
little
bit
more.
Leverage
to
try
to
have
charter
be
more
agreeable
to
some
of
the
city
provisions.

are
have
done
a
needs
assessment
in
order
to
prepare
for
legal
action
and
with
charter,
and
they
plan
on
moving
that
forward
to
get
before
the
courts
and
a
judge
I
think
we
can
only
take
in
the
position
that
it
would
be
better
for
them
to
settle
their
agreement
with
the
leverage
they
have
of
an
auxilary
provider
in
the
community
and
an
existing
franchise
agreement
and,
as
a
result,
we'd
recommend
extending
the
continuation
of
the
franchise
agreement
under
current
terms.

that's
completed.

Three
years
of
debating
with
the
state
of
Minnesota
legislators
over
our
state
fire
aid,
we
finally
have
a
resolution
we
may
have
announced
at
prior
meetings,
but
before
that
becomes
effective,
the
City
Council
actually
has
to
pass
a
resolution.
Accepting
the
laws
that
allow
us
to
do
this
so
before
you
is
that
resolution
asking
you
to
do
such
I'd
also
like
to
point
out
a
couple
big
thank
you.
Sedan
sparks
handled
all
the
stuff
on
the
Senate
side
and
gene
pop.

You
actually
authored
this
in
three
different
bills
to
make
sure
it
got
through
at
least
one
Oh
Susan
Lynch
esky
at
the
legislative,
Commission
pension
retirement.
She
took
the
lead
on
that
and
then
fire
chief
McCoy
also
served
on
a
fire
state,
a
working
group.
That
is
basically
we
think
it's
going
to
change,
how
state
fire
is
going
to
be
allocated
for
all
cities
in
the
future.
If
they
want,
we
know
I
think
at
least
one
other
cities
gonna.

As
you
can
see
in
your
packet,
we've
had
ongoing
maintenance
agreements
with
MnDOT
for
general
maintenance
of
highway
105,
which
would
be
12th
Street
in
Oakland
Avenue
West
over
the
years.
They
provide
different
rate
increases
for
us,
but
in
what
it,
what
we
do
is
we
plow
snow
on
those
roadways?
We
also
do
minor
maintenance
and
any
striping
that
is
necessary.

Striping
is
very
minor,
as
typically
MnDOT
does
that,
but
it
works
out
well
because
we
are
traveling
that
road
way
to
get
out
into
neighborhoods
to
do
snow
plowing
anyway,
makes
more
sense
for
us
to
plow
those
roads
since
we're
traveling
over
them.
So
this
provides
us
some
money
reimbursement
for
that.
It's
a
three
percent
increase
from
2019.
It's
a
two-year
agreement
with
a
again
another
three
percent
increase
for
2021.
So
we
would
recommend
approval
of
the
agreement.

Fencing
is
something
that
we
auctioned
off
by
a
private,
a
sealed
bid,
auction
back
in
early
May
and
the
winner
of
that
auction
showed
up
to
Holloway
their
fencing
and
took
about
40%
of
it
and
said
we
wish
that
she
would
just
donate
the
rest
of
this
to
some
other
cause
to
some
nonprofit
cause.
So
we've
got
about
60%
of
that
fence
remaining
and
are
looking
to
part
with
it.

Well,

introduction

thanks
for
mentioning
the
red
bike
program,
I
think
I
was
gonna,
bring
it
up
by
sometimes
I
hesitate
to
talk
about
it,
but
in
fact
we
did
try
two
years
of
a
free
bike
share
program.
It
did
have
some
shortcomings.
We
learned
a
lot
and
some
people
say
it
was
a
failure.

Enter
the
Kalani
colony
bike
share
program,
so
this
company,
our
colony,
are
the
bikes
they
have
are
much
like
the
bikes
you
see
in
big
cities,
there
are
like
the
nice
ride,
bikes
I
saw
them
at
San
Diego
and
what
they
are,
what
it's
better
than
the
red
bike,
because
it's
based
on
the
checkout
is
based
on
a
credit
card
linked
to
an
account,
a
colony
and
account.
So
when
you
check
that
bike
out,
we
know
who
has
it,
we
know
who's
using
it
and
the
software
tracks,
where
the
bike
goes.

And
ninety
dollars,
instead
of
fifteen
hundred
dollars
at
this
time
so
like
I,
said
we'd
like
to
try
this
for
a
year
and
we
we
applied
for
some
grants.
Knowing
we
want
to
move
forward
this
year
and
we
did
get
some
we've
got
a
grant
from
ship
and
from
mail,
but
we
did
not
get
enough
to
fund
the
entire
program.

So,
if
you
put
that
bike
within
a
boundary
which
is
defined
as
own,
we
call
it
that
bike
is
good
to
go.
It's
returned,
so
what
were
the
problems
proposed
is
to
use
the
red
bike
rack
existing
down
by
the
spam
Museum.
That
would
be
kind
of
the
the
rack,
but
they
don't
need
to
be
attached
to
the
rack
that
can
just
be
in
proximity.

So
once
the
so
the
bike,
it
actually
does
not
need
a
rack,
because
it
has
a
locking
mechanism
on
the
back
on
the
rear
wheel.
So
when
it
is
checked
out
that
is
released
and
the
bike
can
roll
and
move
and
let
us
check
back
in
it.
Locks
I
did
have
concerns
about
that.
But
I
talked
to
the
owner
manager
of
this
company.

Goes
with
it's
right
on
the
bike
it
clamps
onto
the
it's
clamps
on
the
wheel.
It
closes
on
to
the
rear
wheel,
so
he
was
so
confident
that
he
said
if
we
lose
a
bike,
he'll
just
replace
it.
So
again
they
don't
need
the
rack,
so
I
guess
what
I'm
asking
for
councils
there!
No
resources
from
the
city
needed
no
funding.

like

support
and
probably
your
approval
to
locate
those
bikes
down
near
that
spam
museum
rack.
We
will
take
care
of
all
of
the
everything
that
goes
with
it:
the
maintenance,
the
the
management
software
and
I'll
report
back
to
you

the
reports
showing
those
routes
how
those
bikes
were
used.
Often
they
were
used
if
it
seems
sustainable
in
Austin.
If
it
seems
like
a
good
thing,
we
can
look
forward
to
the
future
and
see
what
we
want
to
go
with
it.

in
San,
Diego
I
saw
these
bikes,
I
mean
people
just
jump
off
and
they
do
tough
to
another
phone
and
they
could
walk
a
link,

so
hopefully
it's
something
that
we're
working,
Austin

assess
that
we'll
be
able
to
judge
that
we'll
be
able
to
accumulate
all
that
data

make

that's
something
we're
interested
in
moving
forward
with
or

ascend

leasing,

Austin,

you
want
to
call
the
red
bike,

we
tried
to
serve
everyone

it
didn't

the
right
way
to
do
it
for
the
first
time
out

the
gate

know
that

that
are

gonna

budget
really
helpful
I
feel
like
I,
have
a
much
better
understanding
of
kind
of
where
we're
at
and
where
our
opportunities
and
challenges
are
number
two

one

two
recognize
John
Erickson,
who
will
be
retiring
in
the
coming
weeks
as
executive
director
of
the
Austin
HRA,
so
Taggart
med
garden
will
be
our
new
executive
director
I
think
his
first
semi
official
meeting
is
next
week
or
later
this
week,
but
John,
obviously
retired
city
engineer.
This
was
kind
of
his
second
act.

all

friends
who,
like
to
salsa
dance,
I,
wanted
to
point
out
that
if
you
had
never
been
to
a
city
council
meeting
before
tonight,
you
would
think
that
it
was
pretty
much
business
as
usual
everything
kind
of
flew
by
without
much
discussion,
but
among
the
things
that
we
did,
which
is
business
as
usual
as
we
accepted
donations
to
the
city.
There
are
people
who
think
the
city
is
doing
such
a
good
job
that
they
voluntarily
give
them
donations.

this
twenty
four
times
a
year
and
I
just
want
to
say
that
I'm
very
proud
and
happy,
and
even
though
it's
business
as
usual
to
us,
it's
pretty
remarkable
and
then
finally,
Steve
Kim
mentioned
that
he'll
take
bikes
and
and
fix
them
up
and
find
someone
who
needs
them
and
I
just
wanted
to
explain.
That
means
that
he
personally
will
take
a
used
bike
off
your
hands,
get
it
rolling
and
then
find
someone
in
the
community
who
needs
it.

annual
report

the
Austin
positive
Action
Coalition
bill,
Spitzer
and
I-
spoke
to
the
school
board
last
week,
and
this
is
just
required
to
the
five-year
grant
we're
in
the
third
year
of
our
five-year.

meant
our
grant
for
Austin
positive
action.
Call
it's
a
coalition
I'm,
this
year's
chair
next
year
that
chief
make--can
is
going
to
be
the
chair.

it's

got
a
lot
of
energy
and

you

review
of
that
annual
report
speaks
for
itself,

it's
going
gangbusters
and
we're
getting
some
good

for
the

general
public

know

I
think
we've
admired
the
problem
for
so
many
years

reality
is,

the
truth
is
that
most
of
the
students
in
Austin
are
making
positive
choices.
You
need
to
recognize
that
more.

admire

problems
so
about
ninety.

ninety-five
percent
of
students
are
doing
good
things
every
day
with
their
decisions.

wanted
to

4th
Avenue
fest

the
unity
project.

don't
know
how
many
people
we
had
I
haven't
heard
numbers,
but
it
was
the
weather
held
out.

windy

a
little
chilly,
but
it
really
went
over
well
in
the
unity
project
for
sure
I
wanted
to
make
sure
we
gave
a
big
shout
out
to
everyone
who
came
out
and
participated
and
the
volunteers
who
were
there.

rotary

volunteering,
we
had
library,
board
members,
library,
staff
and
also
the
Park
and
Rec,
was
really
instrumental

getting
it
set
up
and
taken
down
for
us.

really
appreciate

a
lot
of
