From YouTube: 8/19/19 - Council Meeting recap Craig Clark
Description
City of Austin, Minnesota
A
Thanks
for
joining
us
in
this
edition
of
the
council,
recap:
council
met
Monday,
August,
19
5:30
in
the
council
chambers.
First
item
of
business
was
three
public
hearings
for
tax
abatement,
applications
to
home
and
one
for
a
hotel.
First
one
was
with
the
housing
and
redevelopment
authority
and
Riverland
Community
College
a
partnership.
Their
estimated
$200,000
home
moving
forward
council
approved
that
of
being,
in
conformance
with
our
tax
abatement
policy.
We
also
continued
Randy
and
Deidre
Smith's
to
September
3rd
2020
19,
so
that
one
got
continued
on.
A
We
moved
on
to
abatement
for
Marin
County
Development
Group,
who
was
proposing
a
five
point:
eight
million
dollar
hotel
in
downtown
Austin.
The
estimated
abatement
from
the
city
share
I
would
be
capped
at
$85,000.
The
county
and
school
district
did
not
choose
to
participate
in
the
tax
abatement
council
on
a
four
to
two
vote
supported
the
Bateman.
A
So
we
also
need
to
work
with
the
Port
Authority,
who
has
a
development
agreement
on
that
project
that
required
all
three
taxing
jurisdictions
to
approve
the
abatement,
so
we'll
visit
with
the
port
authority
to
see
if
there's
any
change
that
they
want
to
make
to
accommodate
the
city's
actions,
but
not
completing
the
other
requirements
of
the
development
agreement.
Moving
on,
we
approved
the
council
priorities
for
requesting
funds
from
the
Hormel
foundation,
leading
that
was
a
police
drone.
A
Second,
was
Riverside
arena
improvements
to
the
ceiling
to
increase
the
energy
efficiency
of
the
facility,
other
ones
Todd
Park
bridge.
We
had
roughly
12
items
that
were
submitted,
so
those
will
move
forward
with
priority
ranking
from
the
city
for
the
hormone
Nations
consideration
we
moved
on.
We
had
ordnance
that
we
needed
to
update
our
Local
Option
Sales
Tax
Ordinance.
There
was
a
technical
compliance
issue
with
a
lawsuit
that
was
filed
that
impacted
us
and
directly.
A
We
got
we're
contacted
by
the
state
and
they
suggested
we
take
action
to
update
our
ordinance
to
be,
in
conformance
with
that
court
ruling
effectively
doesn't
change
anything
for
the
question
of
the
sales
tax,
but
council
approved
that
to
be
in
conformance
with
that
new
court
ruling.
We
had
a
gambling
application
at
BMG
bar.
We
had
a
small
change
there
and
approved
that
to
accommodate
what
the
state
had
suggested
to
us.
A
We
approved
a
community
festival,
application
for
Harvest,
Fest
that'll,
be
going
on
the
bnj
bar
or
they'll,
be
using
the
parking
lot,
that's
adjacent
to
their
facility.
That
is
a
public
city
parking
lot.
We
appointed
a
new
honorary
councilmember
for
September
October
and
November.
Steerer
Paulo
will
be
joining
us
she's
Karen,
and
we
really
appreciate
her
time
and
willingness
to
learn
about
the
City
Council
process.
A
Part
of
her
introduction
to
us
was,
she
really
didn't,
know
much
about
the
city
council
process
and
that's
exactly
I
think
what
we're
looking
for
someone
that
wants
to
learn
and
can
share
those
things
that
she
gains
while
being
an
honorary
council
member
with
members
of
her
ethnic
background.
So
it
would
be
nice
to
welcome
her
over
the
next
three
months
we
appointed
Michael
Stahl
to
the
pillars
of
the
City
Committee.
This
is
for
the
pillars
that
are
along
Main
Street,
that
we
recognize
people
that
have
given
back
to
the
community
by
an
annual
award.
A
We
sold
some
equipment
from
the
wastewater
treatment
facility.
We
also
approved
asbestos
removal
and
some
hazardous
structure
buildings.
We
had
two
properties
for
demolition
and
we
have
to
remove
the
asbestos
from
that
special
one.
The
bid
for
forty
two
hundred
and
seventy
dollars
I
also
approved
KSM,
accused
formal
application
for
state
bond
funds.
Ksf
you'll
be
going
on
the
Plunkett
law
office
site
and
the
city's
helping
facilitate
that
receiving
some
of
the
state
bond
funds
and
participating
a
little
bit
financially
to
that,
but
also
facilitate
in
the
process
moving
forward.
A
What's
the
state
application
that
resolution
was
approved
by
council,
we
had
a
couple
hazardous
structures:
Council
authorized.
They
also
approved
Planning
and
Zoning
Department
to
remove
junk
and
illegally
started
vehicles
on
a
handful
of
other
properties
and
then
rounding
out
the
council
meeting
we
approved
agreement
with
rager
bike
for
a
bike
share
program
or
I'll
have
pipe
bikes
available
now
for
public
use.
A
These
are
connected
to
the
Internet
and
you'd,
be
able
to
get
on
an
app
and
download
and
pay
for
the
bike
for
a
small
nominal
fee
to
use
the
bike
and
we
can
keep
track
of
them.
This
is
kind
of
Phase
two
of
the
red
bike
program,
we'll
have
a
little
bit
more
security
controls,
but
we
think
ride
your
bike
for
their
participation
and
donation
to
the
city
and
making
the
project
possible
we'll
work
with
them.
Try
to
roll
it
out
in
the
next
little
bit
here,
but
we'll
really
get
going
in
earnest.
