have

going
to
have
a
kind
of
an
enjoyable
time
about
20
years
ago,
chip
scoggins
sat
in
my
living
room.
My
friend
had
my
kitchen.
Talking
to
me
doesn't
seem
what
was
that
was
that
may
or
february
it
seems
like
it
was
a
different
world,
but
later
the
article
he
did
an
article,
I'm
not
sure
exactly
when
when
did
the
article
come
out
february
23rd-
and
it's
just
amazing-
I
just
reread
it
again,
and
I
thought
you
know
this.
Is
you
really
captured?

austin's
about
I
mean
austin
is
we're
trying
to
lay
some
new
groundwork
here.
As
far
as
get
you
know,
everybody
getting
along
and
and
incorporating
people
and
our
young
people
have
been
amazing.
They've
led
the
way
and
the
schools
have
led
the
way,
and
this
article
was
fantastic,
the
basketball
team.
I
don't
think
there
was
a
person
in
town
that
wasn't
excited
about
what
our
basketball
team
last
year.

it's
just
I
read
it
again,
I'm
going
to
save
it
and
keep
it
because
it's
something
I
think
I'm
going
to
have
to
look
at
every
once.
In
a
while,
I
do
have
keys
for
the
city
for
you
and
aaron
both
I
can
give
them
to
you
now
or
we
can
let
I
know
we
have
some
people
that
would
like
to
talk
a
little
bit.
So
why
don't
we
do
that
at
the
end?

you
were
you
mentioned

the

think
we
we're
always
pretty
proud
of
the
work
that
we
do
in
austin,
but
you
know
you
kind
of
put
your
head
down
and
it's
just
what
we
do,
and
so
thank
you
for
telling
the
story.

outside

the
community
of
austin,
and
I
think
it's
something
that
you
know
made
a
lot
of
people
in
the
community,
proud
of
the
work
that's
being
done
here
and
I
think
it's
a
great
model
and
between
the
writing
and
the
visual
storytelling.

in

history
of
austin-
and
I
think,
a
model
of
you
know
what
our
state
and
what
our
country
can
do
if
we
all
work
together
and
allow
everybody
to
maximize
their
full
potential.

all
that
you've

I
guess
it's
two
winners
ago
and
just
started
asking
questions
about
what's
austin
like
what's
the
school
like
and
we
kept
coming
back,
and
I
think
we
both
came
down
here
close
to
20
times
just
extraordinary
people,
the
leadership,
schools,
coach,
faddness,
the
families
I've
met
with
mayor
tom
at
his
his
kitchen
for
a
couple
hours
jason's
become
a
good
friend
of
mine.

took
a
couple
days
off
of
work
to
to
meet
with
me
just
extraordinary
the
work
you
guys
are
doing
in
this
town
and
the
way
you
embrace
people
from
from
all
parts
of
the
world,
and
it's
as
I
think,
as
jason
said,
it's
a
it's
a
model
that
people
around
the
country
could
should
look
at
and
see
what
you
guys
are
doing,
and
someone
told
me
early
on
austin's
not
perfect,
but
we
really
work
hard
to
connect
people
and
make
everybody
feel
welcome
here
and
it's
a
heck
of
a
story
you
guys
have
and
and
we're
just
so
appreciative
that
I
mean
you're
doing
this
for
us,
but
we
we
want
to
say
thank
you
to
you
for
entrusting
us
to
tell
the
story
to
come
into
your
lives
and
come
down
here

Sometimes
it
was
probably
a
drain
to
say
you
know,
can
you
meet
with
us
again
or
can
we
come
into
your
house
or
into
your
school
or
to
your
church,
but
everybody
was
so
gracious
and
welcoming
of
of
us

just

bottom
of
our
hearts.
This
is
an
amazing
gesture
and
we're
so
appreciative
of
that.
You
trusted
us
to
tell
your
story

like

good

it
gets,

think

owe
a
lot
and
I
think
you
captured
it
to
the
young,
the
young
people,
that
basketball
team
brought
more
harmony
to
this
town
and,
like
I
said
in
the
article
I
mean
old
people,
that
you
would
never
think
that
you
know
they
were
always
our
boys,
our
boys.
What
are
our
boys?
That's
all
you
could
every
week
walk
down
the
street
and
talk
to
strangers
passing
by
how
are
boys
doing
well,
I
had
to
play
at
four
o'clock.

Your
honor
and
council
members
at
our
last
planning
commission
meeting
last
tuesday
on
october
13th,
the
planning
commission
reviewed
a
fence
appeal
submitted
by
miguel
and
magdalena
pedro
for
a
proposed
six
foot
privacy
fence.
The
setback
would
be
two
feet
from
the
sidewalk
rather
than
starting
at
the
house,
which
made
it
not
in
compliance
with
our
ordinance
after
review
with
seven
planet
commission
members
present,
the
commission
recommends
approval
with
the
condition
that
the
fence
matches
the
existing
white
vinyl
fencing.

The
decision
was
seven
to
zero
and
the
recommendation
comes
from
a
discussion
of
the
impacts
on
the
neighboring
properties,
public
right-of-way,
review,
practical
difficulties
and
reasonableness
of
the
petitioner's
request.

The
petitioner,
in
this
matter,
known
as
noted,
mark
schafer,
is
petitioning
to
put
in
a
ground-mounted
solar.

The
planning
commission,
with
seven
members
present,
recommended
approving
the
variance
seven
to
zero,
reviewing
the
that
the
requested
heart
finding
that
the
requested
variance
is
in
harmony
with
the
general
purposes
and
intent
of
the
zoning
ordinance
that
the
variance,
if
grant
granted,
would
not
alter
the
essential
character
of
the
locality
in
which
the
property
is
situated.
I
There
are
circumstances
unique
to
the
property
not
created
by
the
landowner
and
that
the
landowner
intends
to
use
the
land
in
a
reasonable
manner,
not
permitted
by
the
ordinance.
We
did
send
out
notices
to
the
neighbors
on
this
matter.
I
did
get
one
response
after
the
planning
commission
meeting
from
roger
bouton,
and
it
was
in
support
of
the
variance
request.

was
turned
in
for
weeds,
but
I

had
10
years
ago
I
had
to
have
my
right
toe
taken
off
the
end
of
it.
They
told
me
if
I
don't
do
it.
They'll
take
my
whole
foot
because
it's
infected,
you
know
the
bone
is
take
your
word
for
it.

and
now
the
left
one
acted
up
on
me,
so
I
had
to
go
back
to
rochester
and
they
ended
up
taking
that
off.
When
did
they
do
that?

roughly,

yeah

it's
the
same
thing.

don't
know
I
don't
have
diabetes,
but
I
got
poor
circulation
in
my
feet.
My
feet
were
always
cold.
When
I
was
a
kid
you
owned
stuff,
so
I'd
wear
two
pairs
of
socks,
a
lot
of
times
you
don't
to
keep
them,
try
to
keep
them,
but
that's
my
problem.

with

notice

know
about
cutting

asked

rochester
and
have
this

taken
off

coming
out-
we
eat,

if
I'm
over
there
doing
that,

get
this

it's

no
laughing

gotta

Yeah,
it's
been
radiated,
you

some
contractor
come
out
and
then
he
waited
when
I
was
just
getting
back
from
a
doctor's
appointment.

So
the
normal
procedure,
as
I
understand
it
out
of
park
and
rack,
is
that
they
send
the
first
notice
on
the
complaint
from
a
neighbor
that
says
that
the
grass
is
over
eight
inches
tall
and
it
needs
to
be
cut
and
they
set
a
deadline
for
doing
that
yeah
and
then,
when
that
deadline
isn't
met,
I
believe,
there's
a
second
round
of
letters
that
go
out
again,
suggesting
that
if
it
doesn't
happen,
it'll
be
done
at
the
public
expense
and
then
assessed
against
the
owner.

Repeat
offenders
can
get
fined.
I
don't
know
or
suspect
that
this
is
a
fine
situation
as
much
as
it's
a
cost.

Yeah
you
can.
You
can
certainly
waive
the
administrative
fee
if
you
feel
that
that's
what
the
council
wants
to
do.

if
the
council
wants
entertainment
to
entertain
that
they
can,
somebody
can
make
a
motion
and
I
think
we'd
need
that,
wouldn't
we
so
if
anybody
wants
to
waive
the
administrative
fee
of
about
sixty
dollars
to
harlan,
I'm
sorry,
ireland,
I
don't
have
your
last
greasy
easy.
We
need
a
motion
to
do
that.

reports
and
recommendations.

Of
course,
I
have
a
couple
things
I
wanted
to
mention
that
I
personally
went
and
did
early
voting
on
site
at
city
hall
last
week,
and
it
was
a
quick
and
easy
process.
It
was
almost
like
the
experience
of
going
on
a
normal
election
day.
In
terms
of
you
know,
you
get
your
ballot,
you
go
to
the
booth
and
fill
it
out.
There's
a
couple
of
extra
instructions
on
places
to
sign
and
ways
to
fold
it,
but
I
was
really
impressed.

did
not
take
a
lot
of
time
and
again
I
just
want
to
tell
the
general
public.
If
you
want
to
vote,
please
don't
not
vote
because
of
colvin.
There
are
many
options
and
you
can
pick
an
option.
That's
right
for
you,
including
you
can
go
in
person
to
city
hall
on
a
day
that
is
not
going
to
have
crowds
of
hundreds
or
thousands.

So
please
call
anne
at
the
clerk's
office.
If
you
need
more
information
and
just
know
that,
there's
a
way
to
vote,
that's
safe
for
you
and
and
that
we're
on
top
of
it
in
terms
of
the
counting
and
keeping
track
of
the
ballots
and
so
forth.
I'm
really
impressed
with
the
work
that
our
city
and
county
employees
have
done
on
that.
The
other
thing
I
will
say
is,
I
think,
this
last
weekend
there
is
a
rash
of
campaign
sign
stealing.

I
know
I've
heard
from
a
number
of
people
about
their
campaign
signs
disappearing.
This
seems
to
have
no
particular
party.
E
It
seems
to
be
everybody's,
including
local
races
are,
are
getting
disappeared
and
I
just
want
to
say
I
think
austin
is
better
than
that:
you're
not
really
convincing
anyone
to
change
their
vote
by
stealing
a
sign,
and
certainly
when
it
comes
to
the
smaller
races
that
that
represents
a
pretty
big
dollar
investment
for
those
candidates
who
are
running
to
serve
the
community,
and
so
it's
not
a
victimless
crime
when
you're
stealing
those
signs.
So
please
everybody
just
be
nice,
don't
take.

I
guess
in
some
respects
that's
good
news,
so
we'll
see,
if
there's
a
another
avenue
to
provide
business
assistance
or
whether
that
might
have
taken
care
of
the
need.
I
just
got
notice
from
senator
klobuchar's
office.
They
want
to
get
together
with
you
mayor
and
get
an
update
on
covet
and
how
the
city's
reacting
to
that.
So
we'll
try
to
work
to
get
that
scheduled.
