street
project
assessment
rates
and

presented
kind

what
our
goal
is
on
for
assessing
projects
in
an
ideal
world
we

50,

due
to
intersections
and
corner
lots,

we,

goal,
is
kind
of
40
of
the
construction
costs
would
be
assessed
to
the
adjacent
property
owners.
So
for
2021
we
evaluated
our
assessments
versus
our
as
built
construction
costs.

brought

proposed
rates
for
2022
to
the
council

work
session
and

motion

the

percent
increase

recommended

zoning
and
subdivision
ordinances
also
be
updated
to
facilitate

implementation

our
goals
and
visions

plan

limit
legal
challenges
due
to
any
inconsistencies
between
the
plan
and
the
codes
make
them
make
the
codes
more
user
friendly
and
efficient
for
both
public
and
staff,
and
also
to
address
language.

wasn't
as
thoroughly
reviewed
that
your

reviewed
the
proposed
code
update
after
review
of
the
materials

overview

comment

known
present

discussion

the
plan

commission.

commission,
with
six
members,
present
a
recommended
approval.

lot

bullets

I

review,
but
I

it
in

There
are
questions,

to
start
off
with,
I
think
holly
gave
a
very
good
summary,
but
the
project
kicked
off
was
in
september
2019.

good
job
revealing
why
this
update
is
happening.
This
slide
I'd
like
to
describe
it's
what
we
call
the
pyramid
of
discretion.
It
means
that
elements
at
the
bottom
of
the
pyramid.
The
city
has
the
most
latitude
to
create
its
own
rules,
the
areas
at
the
top,
the
site
plan
and
building
permit
review.

If
those
items
meet
the
code,
they
should
be
granted.
So
you
see
the
zoning
and
subdivision
is
just
above
the
comprehensive
plan.
It
should
implement
the
comprehensive
plan,
but
the
city
has
a
lot
of
leniency
on
how
it
creates
code,
so
quickly
I'll,
go
through
these
seven
chapters
and
and
then
the
zoning
map
itself.

So
we
have
general
provisions
at
first,
which
really
relate
to
a
lot
of
items
outside
of
the
city's
purview.
It's
a
lot
of
things
that
relate
to
the
laws
that
interact
the
ability
to
implement.
The
ordinance
also
discusses
how
to
interpret
things
if
they
conflict.

There's
also
the
zoning
map
which
is
shown
here
and
which
shows
the
boundaries
of
those
areas
and
then,
in
addition,
there
are
some
zoning
regulations,
such
as
slot
size,
setbacks
and
heights,
and
lot
coverage
before
I
go
to
the
next
page.
The
one
thing
I
would
like
to
point
out
is
this:
is
the
existing
zoning
map?

There
is
one
property
that
is
occupied
by
a
single
family
house,
so
we
are
proposing
to
rezone
that
property
to
r1
and
then
the
remaining
seven
properties.
We
are
proposing
to
rezone
to
b2,
which
is
a
very
similar
zoning
characteristic
in
very
similar
locations
within
the
city.
So,
as
a
total,
there
were
eight
property
owners
that
owned
those
four
kingdom
lots.

The
city
sent
out
letters
to
those
individual
property
owners
making
them
aware
of
the
changes
and
why
one
of
the
bigger
changes
we've
made
is
trying
to
simplify
how
people
read
the
code
which
is
making
this
matrix,
where
all
the
uses
are
in
one
table
in
one
location,
and
then
you
could
look
what
zoning
district
those
uses
are
in
previously
it
was
the
opposite.
We
had
to
look
at
each
zoning
district
to
find
out
what
uses
were
in
this.
So
this
is
helpful
to
have
people
understand
where
all
their
regulations
are.

In
addition
to
that,
there
are
some
very
specific
regulations:
either
two
zoning
districts,
such
as
the
b3
downtown
district,
where
there
are
more
farm-based
goods,
manufactured
home
parks
or
shoreland,
ordinance
districts
and
then
there's
a
set
of
regulations
that
are
up
to
items
that
aren't
specific
to
zoning
districts.
You
can
see
many
there,
such
as
storm
water
management,
tree
preservation,
things
that
need
to
be
regulated
but
aren't
related
to
a
specific
zoning
district
itself.

So
one
of
the
biggest
changes
was
incorporating
the
subdivision
ordinance
which,
within
this
unified
development
code,
so
both
the
zoning
and
subdivision
were
right
in
one
document
and
probably
where
we
spent
the
most
time
was
in
these
alternatives
to
planning
state
statute
has
plating
as
a
subdivision
of
five
or
more
watts.
There
are
a
lot
of
times
that
property
owners
are
requesting
a
change
in
legal
description
or
a
creation
of
lots.
That
is
less
than
five
lots.

Try
to
add
clarity
to
what
different
uses
are
and
added
quite
a
few
graphics
that
help
explain
those
to
people
who
may
not
be
planning
professionals
and
then,
finally,
again
the
zone
map
which
will
be
updated
to
make
those
changes
to
the

properties
by
eliminating
the
one
zoning
district
and
making
the
changes
I
had
summarized
earlier.

is
just
a
link
of
where
the
ordinance
has
been
located
for
people
to
review
over
the
last
two
and
a
half
months.
The
last
summary
would
be
it
would
give.

there's
not
only
a
lengthy
document,
which
is
the
ordinance
itself,
but
there
are
actually
three
documents
that
we
need:
motions
to
approve.
The
first
is
the
ordinance
itself
that
lengthy
document
that
we
talked
about.
Second,
is
a
summary
publication
that
allows
the
city
to
just
shorten
quite
significantly.
What
goes
in
the
newspaper
for
that
summary
to
be
published?

There
is
a
resolution
that
needs
to
be
passed
within
that
summary
publication.
It
states
that
the
paper
copy
will
be
available
at
city
hall.
People
can
come
in
and
review
them
in
any
times
it
will
stay,
live
on
the
project
website,
while
it
gets
codified
and
put
into
the
code.
So
with
that,
I
stand
for
any

may

so
there
are,
this
is
a
subdivision
ordinance,
but
within
the
state
law,
there's
two
ways
to
do
subdivisions
one
is
through
a
planning
process
which
again
is
required
for
when
there's
five
or
more
lots,
it's
really
meant
for
taking
large
pieces
of
land
that
don't
have
public
infrastructure,
be
it
roads
or
swimming
water
and
creating
that
infrastructure,
as
well
as
anticipated
that
developments
that
size
may
need
public
dedication
of
elements
like
parks,
property.

So
basically,
the
two
main
bullets
would
be
what
happens
during
planet.
You
have
to
have
a
preliminary
plant
first
and
a
final
plot
and
within
those
plants
describe
how
the
subdivision
complies
with
the
other
plans.
The
city
has
adopted
how
park
dedication
is
covered
and
what
is
streets
and
infrastructure
in
reality,
most
of
the
land
division
requests
you
get
are
less
than
five
lots
and
often
where
there
is
already
public
infrastructure.

There's
already
street
there's
already
sewer,
if
that
is
that
part
of
town
so
creating
first,
a
minor
subdivision
requirement
or
regulations
that
is
for
five
or
less
lots,
and
that
only
comes
to
the
city
council
state
statute
allows
that
it
comes
to
the
city
council.
The
city
council
determines
if
it
applies
with
all
other
requirements,
should
it
be
that
those
five
or
less
lots
require
a
new
street
or
sword
water.
Other
public
improvements,
the
city
council
may
mean
that
it
doesn't
qualify
for
the
minor
subdivision
process.

It
would
have
to
go
through
the
full
planning,
but
for
developers
it's
it's
quite
a
shorter
process.
It's
only
one
meeting
in
front
of
the
city
council.
Instead
of
both
the
planning
commissions
and
city
council.
I
would
point
out
that
notification
is
still
required
for
this
meeting,
but
it
would
be
a
hearing
in
front
of
the
city
council
of
the
planning,
commission
and
then
based
on
their
recommendations.

Ministry
of
lot
split
is
meant
for
even
less
than
that.
It
could
be
up
to
three
lots,
but
it's
meant
for
properties
that
have
all
the
requirements
that
they
need
will
meet
the
zoning
requirements.
So
in
many
cases
it
may
be
say
a
10
acre
parcel
along
a
street
that
exists
today,
and
somebody
wants
to
divide
them,
maybe
into
two
two
acre
lots
and
then
save
the
rest
as
a
six
acre
lot
that
can
be
occurred
by
city
staff
and
just
inform
the
city
council.

sounds
like
in
maura
county.
This
has
happened
already
without
a
formal
process.

This
allows

to
send
it
around
to
the
other
departments,
make
sure
that
everybody's
okay
with
how
things
are
proposed
and
but,
if
so,
a
fairly
efficient
process
to
go
to
the
county
reporter
and
make
those
legal
descriptions
does
that
help
address
the
subdivision
organs.

loses

water

water

that
usage
from
their

bill

street
project
at

previous
council
meeting
back

december,

had
sent

the

owners
in
this
area

paving
the
roadways
or

and
it

feedback

the

owners
there.
It's
about
the
council's
direction.
We
are
moving
the
project
forward,
so
this
would
be
the
feasibility
report
on
the
planned
improvements
that
we
would
do
there.

currently,
the
road
is
a
gravel
road
and
we
would
pave
the
road
with
asphalt,
pavement
and
restore
the
shoulders
things
like
that,
and
the
estimated
costs
for
the
project
are

thousand
dollars
and
we
would

costs
based
on
the
contractor's
low
bid
price,
and
then
we
assess
those
costs
to
the
adjacent
property
owners
and
each
